Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. Israeli prime minister-elect Benjamin Netanyahu signed a coalition agreement with Otzma Yehudit leader Itamar Ben-Gvir which will see the party gain 3 ministerial positions, including public security minister. The position will also be renamed to national security minister and will have its powers extended, including oversight of the Border Police in the West Bank. A 2nd ministry set to be granted to Otzma Yehudit is the Ministry for the Development of the Negev and the Galilee, which will also be expanded to include oversight of settlement outposts in the West Bank. The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967. The resolution will go to the UNGA for a vote. The draft resolution passed 98-17 with 52 countries abstaining. Notably, Ukraine voted for the draft resolution and the UK abstained. The U.S., Israel, Australia, Austria, Canada, the Czech Republic, Hungary, and Italy were among the countries to vote against. According to Israel’s ambassador to the UN Gilad Erdan, Israel lobbied “dozens of countries that we have persuaded not to support” the draft resolution. PA president Mahmoud Abbas issued a decree to form a supreme judicial council with himself as the head. Malaysian authorities freed a Palestinian man who had been abducted, allegedly by Malaysian nationals working for Israel and trained by the Mossad in Europe. The alleged agents were arrested. Israel’s defense ministry said that Israel will pay the family of Omar Abdalmajeed As’ad, a U.S. citizen who was killed by Israeli forces during an arrest raid in Jiljilyya on 1/12, $139,000 in exchange for the family withdrawing its lawsuit against the state. The brother of As’ad told The Guardian that his family had not been contacted by the Israeli defense ministry and that they would not accept a deal that forces them to drop their lawsuit, saying they want justice. Booking.com published warnings for listings in the West Bank. Booking.com had initially said it would will add a human rights warning to properties in the West Bank owned by Israeli settlers and add the word “occupied” to text referring to those properties. The final version was much more ambiguous as it referred to the listings as “conflict-affected,” following an Israeli pressure campaign. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. The Ramallah-based group Lawyers for Justice said that the PA had arrested at least 94 people for political reasons in the past 2 months. None of the people arrested were charged with any offenses and most were released within days. A representative for Lawyers for Justice said the latest arrest campaign is the biggest since 2012 and that detainees have reported maltreatment and torture. The UN Committee against Torture issued findings from its review of the State of Palestine, saying it was “seriously concerned about the causalities caused by the excessive use of force, particularly the use of lethal weapons by security forces and unidentified armed elements during demonstrations on the postponement of national elections in April 2021 and about Nizar Banat’s death in custody in June 2021.” It also urged the PA to investigate allegations of torture and ill treatment by security forces and intelligence officers in prison and jail facilities in the West Bank and Gaza. The Israeli defense ministry released transcripts from the trial related to the 1956 Israeli massacre of Palestinians in Kafr Qasem. In the transcript, a commander is recorded saying that his superior, Colonel Issachar Shadmi, had told him that it would be “desirable that there be some fatalities” in Kafr Qasem. The commander also said that he had been ordered to kill Palestinians violating the curfew, even if he believed that they had not been informed of the curfew. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. The PA handed the bullet that killed Palestinian American journalist Shireen Abu Akleh to U.S. security envoy Mike Fenzel, who brought the bullet to the U.S. embassy in Jerusalem for forensic analysis with Israeli representatives present. It was reported that the PA was under intense pressure from the Biden administration to hand over the bullet and had not been told that the Israelis would partake in the forensics analysis. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. HRW called on countries donating to PA security forces to cut off their funding and for the ICC to investigate the issue. The UN human rights office said it had found that the bullet that killed Al Jazeera journalist Shireen Abu Akleh on 5/11 was fired by Israeli forces and not during crossfire with Palestinian militants as Israel has claimed. A representative of the UN human rights office said that “[i]t is deeply disturbing that Israeli authorities have not conducted a criminal investigation” into the killing of Abu Akleh. The UN representative called the bullets fired by the Israeli forces “well-aimed” at journalists wearing flak jackets with “PRESS” markings. Amnesty International criticized the PA for its response to the killing of PA critic Nizar Banat in June 2021. The regional director for the Middle East of North Africa Heba Morayef said that “[t]he flawed military trial of 14 low-ranking security officers will not bring about justice” in the case. The family of Banat is no longer partaking in the PA trial, as it does not believe it will bring justice; it is preparing a civil lawsuit instead. (MEE 6/23; AP 6/24)

In the West Bank, Israeli settlers attacked 1 Palestinian farmer with a metal bar while he was working his land east of Hebron, causing head injuries. Israeli forces shot and killed 3 Palestinians and wounded 10 others during a raid in Jenin refugee camp. Islamic Jihad said that the 3 men were members of their organization. The PA condemned the killings. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 11 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Burin, injuring 5 Palestinians and 2 solidarity activists with baton rounds; 22 others suffered tear-gas related injuries. Meanwhile, Israeli forces delivered demolition notices for 13 residential structures, 4 outhouses, and 1 water well in Khirbat al-Dabi‘I in the Masafer Yatta area. In Gaza, 1 Israeli observation balloon fell in Gaza and Israeli forces fired at Palestinians retrieving the balloon after it fell; no injuries were reported. 2 Palestinians were indicted for assaulting 1 Israeli police officer in Isawiya after the Israeli police officer fired 17 shots in the air. The 2 Palestinians were not indicted for assaulting a police officer as the prosecution believed that they did not know he was an officer, but had entered the neighborhood to threaten Palestinians. The police officer claimed he had entered the neighborhood by mistake while traveling with another police officer and his brother. (HA 6/18)

In the West Bank, Israeli settlers raided Huwwara, spraying pepper spray at 1 Palestinian man confronting the settlers who were trying to steal Palestinian flags. Israeli settlers also assaulted 2 Palestinians near Burqa, causing hospitalizations. Elsewhere, Israeli settlers attacked 1 Palestinian family traveling in a car near Duma, spraying pepper spray at 3 Palestinians, including a 2-year-old who received medical assistance. Israeli forces delivered stop-work orders against 3 houses and 1 agricultural structure in al-Khader. 12 Palestinians were arrested during late-night raids in Tulkarm, Kafr Qaddum, Habla, Aida refugee camp, Hebron, and al-Juwaya. In East Jerusalem, Israeli settlers attacked 2 Palestinians working for the Israeli municipality in the Ramat Eshkol settlement; 1 of the Palestinians was slashed with a knife in the back and the other was beaten and suffered a broken arm. The Israeli settlers had asked the 2 men if they were Arabs before assaulting them. Israeli forces raided Silwan, firing tear gas and stun grenades, causing injuries. 3 were arrested during late-night raids in Silwan and the Old City. Off the coast of Gaza, Israeli naval forces shot and injured 3 Palestinian fishermen and damaged 1 boat within 3 nautical miles west of al-Sudaniyya. Al Jazeera published an image of the bullet that killed Shireen Abu Akleh in Jenin refugee camp on 5/11. Ballistic and forensic experts said that the bullet was 5.56mm, used by Israeli forces, and manufactured in the U.S. (AJ, AP, HA 6/16)
