A spokesperson for the Israeli Knesset announces that U.S. VP Pence’s trip to Israel, which was set for 12/17–19, has been postponed amid the growing unrest across the Middle East over U.S. pres. The Trump administration announces that it has not yet reached a decision about relocating the U.S. embassy in Israel, despite the fact that today is the deadline for Trump to sign the presidential waiver delaying the move for 6 months. “We will share a decision on the waiver in the coming days,” a spokesperson says. Because Trump did not sign the waiver in time, U.S. law allows Congress to demand that he move the embassy and cut funding to the State Dept. It’s unlikely lawmakers will pursue either option. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, al-Tur, and Kafr ‘Aqab. In the West Bank, IDF troops arrest 15 Palestinians during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Qalqilya; and patrol near Hebron and Qalqilya. In the West Bank, Israeli forces order Palestinian farmers to leave their lands near Tubas for undisclosed reasons. They also evacuate and demolish a structure in the Netiv Ha’avot settlement outpost near Jerusalem. The remaining 15 buildings in the outpost are to be demolished by 3/2018. The IDF arrests 2 Palestinians during a late-night raid in Bethlehem, and patrols near Hebron and Nablus. In East Jerusalem, the Israeli police arrest an Islamic Waqf guard at Haram al-Sharif and ban him from entering the Old City for 20 days. Hours after employees of the Hamas-run government prevent former PA civil servants from entering government offices in Gaza City, Fatah and Hamas agree to temporarily delay the transfer of government ministries to 12/10. Under their 10/12 reconciliation agreement, administrative control over Gaza was supposed to be transferred to the PA by today (see JPS 47 [2]). The delay is meant to diffuse tensions that have arisen since, according to a joint statement. (AFP, HA 11/20)

Israeli border police arrest a Palestinian in central Hebron, allegedly when he is found to be carrying a knife. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

In the West Bank, Israeli settlers throw stones at a Palestinian home in central Hebron and at Palestinian Bedouin homes in nearby Umm al-Khayr, causing no serious damage. One day after being wounded in an alleged assassination attempt, senior Hamas military leader Abu Naim alleges that the attack was a politically motivated effort to undermine the ongoing Palestinian national reconciliation process. “The objectives of those who committed this despicable act will not be achieved,” he says. Hamas and Fatah officials resume talks on a possible national reconciliation agreement under the oversight of Egyptian intelligence officials in Cairo. They discuss ways that the PA can effectively administrate in Gaza, including the operation of the border crossings and issues related to the economy and security. In the evening, the 2 sides issue a joint statement: “We thank Egypt for its sponsorship in achieving reconciliation and ending division and we look forward to continuing talks [. . .] in the same high spirits.” Talks are expected to continue all week. In central Israel, an Israeli settler is found dead in an industrial area outside Kafr Kassim. Elsewhere in East Jerusalem, approximately 240 right-wing Jewish activists tour Haram al-Sharif in the morning. In the West Bank, IDF troops raid a charity in central Hebron, damaging files and other property. IDF troops violently disperse Palestinians gathering in central Hebron to welcome a member of their community home after spending 14 years in an Israeli prison; 3 Palestinians are arrested and none are seriously injured. Addressing the UNGA in New York, PA pres. Abbas reiterates his support for a 2-state solution, promises to send PA officials to take control of Gaza next week, and expresses hope for U.S. pres. Trump to forge a “historic” Palestinian-Israeli peace agreement. He says the Palestinians are giving Trump’s efforts a chance, but that they will ask for equal status within the international community if Israel undermines the U.S. efforts. Later, Trump and Abbas meet. According to Palestinian and U.S. sources, Trump asks Abbas to give him and his administration time to draft a new peace plan. Abbas reportedly agrees. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 3 villages near Ramallah (Nabi Salih, Bil‘in, and Ni‘lin) and Kafr Qaddum near Qalqilya; at least 1 Palestinian is injured. They also patrol near Jenin and Nablus during the day. In East Jerusalem, thousands of Muslims gather at Haram al-Sharif to pray on the first day of Eid al-Adha. In Israel, Lydda mayor Yair Revivo, accompanied by a police escort, enters a mosque in the city and asks the worshippers to turn down the volume of their call to prayer, citing noise violations. Leader of the messianic Temple Mount movement and ultranationalist MK Yehuda Glick (Likud) and MK Shuli Moalem-Refaeli (Jewish Home) visit Haram al-Sharif under heavy police protection. Their visit follows Israeli PM Netanyahu’s decision to temporarily lift his ban on MKs and ministers visiting the sanctuary for 1 day only (Netanyahu initially imposed the ban in 10/2015 amid escalating violence across the oPt; see JPS 45 [2, 3]). Israeli forces plan to assess today’s visit and to make a recommendation about the ban’s future. A spokesperson for the Islamic Waqf says the decision to lift the ban is “unacceptable” and shows that “extremist right-wing entities are in control of the Israeli occupation’s government.” Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian in the Old City and another during a raid in Abu Dis. In the West Bank, Israeli forces confiscate a number of mobile homes that were to serve as classrooms in Jubbet al-Dhib, a Palestinian Bedouin village near Jerusalem. Sources in the village say they have to delay the start of the school year from 8/23 to 8/27 as a result. IDF troops patrol near Qalqilya and Hebron during the day. In East Jerusalem, Israeli forces demolish a makeshift home in Silwan, having demolished it on 8/15. (The Palestinian owner rebuilt it.) They also prevent the delivery of Palestinian textbooks to schools at Haram al-Sharif, assault a number of Palestinians, and arrest 6 Palestinians during raids in Silwan. Two U.S. sources say that the Trump administration has decided to withhold approximately $290 million in aid to Egypt because of the government’s failure to make adequate progress on democratic reforms ($95.7 million will be cut entirely and $195 million will be delayed). PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held. Ahead of Friday prayers, the Israeli police announce that Palestinian men younger than 50 will be barred from Haram al-Sharif today. They also specifically bar 21 Palestinians from the site and deploy heavily across East Jerusalem. In response to these new restrictions, thousands of young Palestinian men and others pray on the streets of the Old City outside the sanctuary in the morning. Meanwhile, Israeli forces violently disperse Palestinians protesting the recent restrictions to access at the sanctuary across the oPt; 1 Palestinian is killed in Gaza and at least 20 are injured. IDF troops shoot and kill a Palestinian at the Gush Etzion junction nr. Bethlehem claiming that he attempted to stab an Israeli soldier. No Israelis are injured in the incident. A Palestinian witness says that the victim had no knife or any other kind of weapon. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian farmer tending to his lands nr. Salfit. In Amman, hundreds of Jordanians gather outside the Israeli Embassy to protest the fatal shooting of 2 Jordanians by an Israeli security guard on 7/21 and the Israeli embrace of the guard in the wake of the killing. After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods. Palestinians say that Israeli forces started firing tear gas and stun grenades unprovoked). According to the Palestinian Red Crescent, at least 94 worshippers are injured to some degree. More than 100 Palestinians are arrested. The Israeli authorities then reopen the sanctuary entrance. In the West Bank, Israeli forces install an iron gate at the entrance to Janata nr. Bethlehem and shut down the Beit El checkpoint in the wake of the unrest in Jerusalem, according to the IDF. After receiving reports of stones thrown at an Israeli settler outside Tuqu‘ nr. Bethlehem, IDF troops conduct raids in the village; there are no arrests. They arrest 2 Palestinians during further raids nr. Jenin, and patrol nr. Hebron, Qalqilya, and Salfit.
