In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. The Ministry of Health in Gaza said at least 10,818 Palestinians have been killed, including 4,412 children and 2,918 women, and 26,905 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 173 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 46 children. More than 2,492 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 35 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 65 trucks carrying aid to Gaza and 7 ambulances entered via the Rafah crossing. 12 injured Palestinians and 695 foreign passport holders were evacuated from Gaza to Egypt. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Haaretz reported an increase in Israeli soldiers publishing videos of themselves beating and humiliating Palestinians they have arrested in the West Bank. (HA 11/9)

A report by the UNDP and the ESCWA said Palestinian GDP had shrunk 4% during the first month of Israel’s attacks on Gaza. It projected that if the attacks continue for a second month it will drop by 8.4%, and by 12% if attacks continue for a third month. (AJ, HA 11/9; AJ, AJ, AP, AP 11/10)

Israeli prime minister Benjamin Netanyahu’s spokesperson Ofir Gendelman tweeted a video he claimed showed Palestinians staging people being injured and evacuated. However, the video was backstage footage from the Lebanese short film The Reality. Gendelman kept the tweet up even after X (formerly known as Twitter) clarified what the video actually showed. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. The Israeli organization HonestReporting said it had identified CNN, AP, and Reuters contributors who covered the Hamas Operation Al Aqsa Flood on 10/7, claiming they must have had knowledge of the operation prior to it or participated in it. Israeli war cabinet member Benny Gantz and National Security Minister Ben-Gvir said the journalists should be treated as terrorists. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. The New York Times, which employs one of the freelance journalists, called HonestReporting’s allegations “reckless” and said it endangered their journalists in Gaza and Israel. CIA director William Burns and Mossad director David Barnea traveled to Doha for meetings with Qatari prime minister Mohammed Bin Abdulrahman Al Thani regarding a potential prisoner swap. Al Thani reportedly held a meeting with Hamas officials in Qatar on 11/8. (AJ, HA, HA, REU 11/9)

Belgian minister of development cooperation Caroline Gennez said her government was considering recognizing the state of Palestine and would donate $2.1 million in aid to Palestine and $5.3 million to the ICC. (AJ 11/9)

The Syrian Aviation Authority said the Damascus International Airport would not reopen for another week. The airport has been closed since 10/12 due to Israeli airstrikes damaging the runway. (HA 11/9)

In the West Bank, Israeli settlers vandalized water pipelines in Kisan. Israeli forces shot and killed 1 Palestinian during a raid in Zawata. Israeli forces also seized 2 Palestinian-owned vehicles in al-Hadidya in the Jordan Valley. In East Jerusalem, Israeli settlers assaulted 3 Palestinians in a public park. Israeli settlers also toured the Haram al-Sharif compound. Israeli authorities forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, Israeli forces shot and killed 1 Palestinian during a raid in ‘Ayn Bayt a-Ma’ refugee camp, 2 were arrested. Israeli forces also razed 5 dunums (1.25 acres) of farmland and sealed 3 water wells with concrete in Hijja. 39 Palestinians were arrested during late-night raids in Bethlehem, Tubas, Jenin, al-Bireh, Salfit, Tulkarm, and Hebron. PA president Mahmoud Abbas and Hamas political leader Ismail Haniyeh met with Turkish president Recep Tayyip Erdoğan in Ankara. The 2 Palestinian leaders met in preparation for the summit of Palestinian political parties in Cairo on 7/30 where reconciliation will be discussed. In the West Bank, Israeli settlers began construction of a new settlement outpost in al-Sawahara. Israeli forces shot and killed 1 Palestinian and injured 3 others during a raid in Nablus to facilitate a settler incursion at Joseph’s Tomb; Israeli police commissioner Kobi Shabtai took part in the settler tour of site. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in al-Shuyukh. Elsewhere, Israeli forces seized 2 tractors in Khirbet Humsa. Israeli forces also razed olive, almond, and grape trees in al-Hardash near Tarqumiyah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Israeli settler was attacked in the Gilo settlement, Israel arrested 3 Palestinians said to be suspects in Bethlehem on 7/22. U.S. senators Bob Menendez (D-NJ) and Jim Risch (R-ID) introduced the Regional Integration and Normalization Act, earmarking funds to countries that would normalize relations with Israel. (MEE 7/21; HA 7/22)

Saudi Arabia signed an agreement to allow all UNESCO member states free access to a World Heritage Committee meeting in Riyadh in September, including Israel. In the West Bank, Israeli settlers stole 18 residential tents in Beit Furik. Medical Aid for Palestinians said it will provide the Palestine Red Crescent Society (PRCS) helmets and bulletproof vests worth $24,000 to help protect medical workers in the West Bank. PRCS said medical teams had been put in danger by Israeli forces on 193 separate occasions in the first half of 2023, an increase of 310% compared to the same period in 2022. The U.S. House of Representatives passed a resolution declaring that “the State of Israel is not a racist or apartheid state” by 412 votes to 9. Representatives Ilhan Omar (D-MN), Summer Lee (D-PA), Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Andre Carson (D-IN), Cori Bush (D-MO), Ayanna Pressley (D-MA), and Delia Ramirez (D-IL) voted against. U.S. president Joe Biden met with Israeli president Isaac Herzog at the White House. After the meeting, Biden told New York Times columnist Tom Friedman that he urged Israeli leaders to stop the judicial overhaul and not pass reforms without a broad consensus. Israel said its military had arrested a Palestinian suspect near Bethlehem. Israeli settlers threw stones at Palestinian vehicles traveling near Beitin and Haris, causing damage. Israeli settlers also set fire to olive trees and attacked Palestinian homes in Burin. When Israeli forces arrived, they fired tear gas at Palestinians trying to fend off the settlers. Israeli forces shot and injured 1 Palestinian during a raid in Shufa. Israeli forces also shot and injured 2 Palestinians with baton rounds and injured others with tear gas during a raid in Bethlehem. Elsewhere, Israeli forces seized 1 bulldozer in Barta’a. 7 Palestinians were arrested during late-night raids in Tell, Qusin, Yatta, Abu Nujaym, and Arrabah; 1 Palestinian was shot and injured with live ammunition during the raid in Tell. Haaretz reported that Israeli settlers had returned to reoccupy a Palestinian-owned building in a closed military zone in Hebron. (HA 7/16)

The Israeli-run Jerusalem Municipality approved 4 building permits, laying the foundations for construction of the new Israeli settlement Givat Hamatos in East Jerusalem. Applications for construction of 900 housing units are pending approval. (FMEP, Ir Amim 7/21)

Hamas said it was unable to pay around 50,000 public sector workers due to a delay in receiving monthly aid from Qatar. (REU 7/16)

The Israeli foreign and defense ministries amended rules to allow U.S. citizens of Palestinian, Syrian, and Iranian background to enter Israel and Palestine through the Ben Gurion Airport and not have to undergo additional screening at an Israeli embassy. The changes were made to satisfy U.S. demands to admit Israel into the Visa Waiver program. U.S. citizens who live in Gaza will continue to have to go through the Allenby crossing and receive special permission 45 days in advance of their travels. (HA 7/16; HA 7/19)

Ynet reported that Israeli foreign minister Eli Cohen met with the foreign minister of an unnamed Muslim-majority country that does not have diplomatic relations with Israel in Nairobi ahead of an African Union summit. (ALM, MEMO, QDS 6/17)

EU representative to Palestine Sven Kühn von Burgsdorff paraglided on a beach in Gaza, saying after his flight “[o]nce you have a free Palestine, a free Gaza, you can do exactly the same thing,” The Israeli Foreign Ministry called von Burgsdorff’s flight a “provocative action.” (REU 7/18; BBC 7/19; MDW 7/22)

In the West Bank, Israeli settlers attacked Palestinians in Thulth, injuring 4. Israeli settlers also seized the roof of a Palestinian-owned building in the Tel Rumeideh area of Hebron. Israeli forces began work on a settler road near Kafr ad-Dik. 15 Palestinians were arrested during late-night raids in Tubas, Bethlehem, Ramallah, and Hebron. PA forces arrested Palestinian journalist Aqil Awawdeh in Ramallah. In East Jerusalem, Israeli settlers vandalized several vehicles in Silwan, smashing windshields. Israeli settlers also toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Peace Now reported that the Israeli government had advanced construction of 12,855 settlement housing units in the West Bank since the beginning of 2023, marking the highest number since Peace Now started tracking settlement advancement in 2012. 9,805 settler units were approved for deposit and 3,500 for validation. In Gaza, Israeli forces killed 9 Palestinians during airstrikes on the third day of Israel’s attack on Gaza. Israeli forces assassinated Islamic Jihad member Ali Hassan Muhammad Ghali in an airstrike on a residential building in Khan Yunis, 2 others were also killed in the strike and 7 were injured, including 1 child and 3 women. Later Israeli forces assassinated Islamic Jihad member Ahmed Abu Daqqa in an air strike on his home in Khan Yunis, injuring 4 others, including 1 woman and 1 child. Israel also assassinated 2 members of the Mujahideen Brigades, Husain Dallol and Mohammed Dared, in an airstrike in the Shuja’iyya neighborhood of Gaza City. 2 Palestinians were killed in airstrikes in Jabaliya refugee camp. 1 Palestinian was injured in an airstrike in Nuseirat refugee camp. In Israel, 1 rocket fired from Gaza hit an apartment building in Rehovot, killing 1 Israeli and injuring 5 others. In the West Bank, an Israeli settler rammed 1 Palestinian woman near al-Arroub refugee camp, causing moderate injuries. Israeli settlers threw stones at Palestinian vehicles near Beit Umar. Elsewhere, Israeli settlers razed land near ‘Urif. Israeli forces shot and killed 1 Palestinian, injured 1 and arrested 4 during a raid in Nur Shams refugee camp. In calls overnight, U.S. national security advisor Jake Sullivan and Secretary of Defense Lloyd Austin urged their Israeli counterparts to deescalate the situation in Gaza. Both U.S. officials also stressed the U.S.’s “ironclad support for Israel’s security.” (HA 5/10; HA, HA 5/11)

The Munich Group, consisting of the foreign ministries of Jordan, Egypt, Germany, and France, held a meeting in Berlin and expressed concern over the situation in Gaza, calling the civilian casualties “unacceptable.” (WAFA 5/11)

Israeli police issued an administrative restraining order against 2 Palestinian citizens of Israel from Tuba-Zangaria, barring them from entering Rosh Pina, Tiberias, Kfar Tavor, and Kiryat Shamona for 30 days. The 2 had not been brought in for questioning or arrested. (HA 5/11)

On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. The decision not to release him directly from the prison was made by Israeli national security minister Itamar Ben-Gvir. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. The Jordanian foreign ministry said “Israel’s measures to change the status quo on the Haram al-Sharif compound are a dangerous escalation. The Israeli cabinet approved legislation to bar Palestinians married to Israeli citizens from obtaining permits to live with their family in Israel. The African Union (AU) suspended debating the issue of Israel’s status as an observer state to the AU until the next AU summit in 2023. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses.
