In Zurich, senior Israeli and Turkish officials agree on central provisions of a reconciliation agreement that would normalize ties between their countries after almost 5 years of tension. The IDF also violently clashes with stone-throwers in and around Bethlehem after the funeral for the Palestinian who was killed the night before in nearby Dahaysha r.c.; 2 Palestinians are injured. Stabbing and alleged stabbing attacks continue across the oPt, leading to the deaths of 4 Palestinians. First, IDF troops shoot and kill a Palestinian at a checkpoint n. of Jerusalem after he exits his vehicle and opens fire on Israeli forces, injuring a soldier and a Palestinian bystander. Late at night, IDF troops shoot and kill 2 Palestinian youths at a checkpoint in Hebron after they allegedly stab an Israeli soldier. The soldier suffers moderate injuries. Israeli forces also shoot and kill a Palestinian man nr. the Old City of Jerusalem after he stabs and moderately injures an Israeli police officer. Meanwhile,IDF troops open fire on Palestinian youths walking nr. Nablus (the IDF later alleged the youths had been throwing stones), injuring 1; violently clash with Palestinians protesting outside a settlement nr. Ramallah, injuring 1; conduct a raid in a village nr. Jenin, sparking clashes with stone-throwers (8 Palestinians are injured). Nr. Beersheba, Israeli forces demolish bedouin homes in al-‘Araqib for the 91st time since 7/27/2010. The Israeli authorities continue demolishing al-‘Araqib as part of their ongoing effort to make room for Jewish Israeli settlement of the Negev. Around 400 residents remain in the village, using generators and solar panels to subsist without any Israeli infrastructural support. (MNA 11/26)

As Israel continues its crackdown in the oPt, IDF troops kill a total of 3 Palestinians throughout the day. IDF troops shoot and kill a Palestinian youth during clashes sparked by an overnight raid in Qatanna n. of Jerusalem. After the funeral for the Palestinian victim, IDF troops violently disperse stone-throwers and protesters, injuring 5 Palestinians. IDF troops shoot and seriously injure a Palestinian at Tapuach Junction s. of Nablus after he allegedly attempts to stab Israeli settlers. The Palestinian succumbs to his injuries while the IDF is delaying a crew of Palestinian medical technicians access to him, according to witnesses. A 3d Palestinian is killed when stone-throwers clash with Israeli soldiers at an entrance to al-‘Arub r.c. nr. Hebron. Nr. Ramallah, IDF vehicles ram a Palestinian car suspected of avoiding a checkpoint, sparking clashes with stone-throwers; a number of Palestinians are injured and the 3 Palestinians in the car are assaulted and arrested. The Hebron area is hit hard throughout the day, as IDF troops shoot and injure a Palestinian at the entrance to al-Fawar r.c. after he stabs and seriously injures an Israeli soldier (the Palestinian will succumb to his injuries later in the day); Israeli forces place a closure on the camp. IDF troops are heavily deployed across Hebron, after a Palestinian gunman allegedly shot at an Israeli settler’s vehicle in the Old City. Israeli forces conduct raids in al-‘Arub r.c. and patrol throughout the Hebron area, arresting 10 Palestinians total. Elsewhere in the West Bank, a Palestinian youth succumbs to injuries sustained in clashes with the IDF nr. Ramallah 2 weeks ago, on 11/11. IDF troops violently clash with protesters at Palestine Technical University in Tulkarm for the 2d day, injuring 4 Palestinians; patrol nr. Tulkarm. The IDF conducts raids and house searches in Jenin and 4 villages nearby, and in 1 village nr. Ramallah, arresting 6 Palestinians. Israeli forces demolish a road in a bedouin community in the Jordan Valley; confiscate stonecutting equipment from a quarry nr. Bethlehem. Israel’s High Court of Justice rejects petitions calling for the suspension of the govt.’s orders to punitively demolish the Nablus- and Ramallah-area homes of 6 Palestinians accused of recent attacks on Israelis. The court accepts 1 petition, suspending the punitive demolition order for the home of the Palestinian who shot and killed an Israeli settler on 6/29. Today’s decision lifts the temporary injunction that the court imposed on 10/22. (JP, TOI, YA 11/12)

The IDF later says that the man was killed amid a “violent riot,” but Palestinian witnesses say he was not present for the clashes in the village. A Palestinian driver rams his vehicle into a group of IDF officers nr. a settlement in the Hebron area, injuring 3. Israeli soldiers then open fire on the car, causing damage but no injuries. The driver turns himself in to the IDF hours later. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting in a village nr. Bethlehem and outside a settlement nr. Ramallah; 4 Palestinians are injured. The IDF also patrols in 1 village each nr. Salfit and Hebron; conducts raids and house searches in 1 village each nr. Bethlehem, and Jenin, 3 nr. Hebron, Nablus and 1 village nearby, and Jalazun r.c. and 2 villages nr. Ramallah, arresting 16 Palestinians and confiscating personal property. Israeli settlers destroy a barbed wire fence in a village nr. Jerusalem; ram a Palestinian with a vehicle nr. Qalqilya, causing moderate injuries. Israeli DM Ya’alon says that Israel will stop returning the bodies of Palestinians killed in violent confrontations with the IDF if they are mourned at mass funerals, as on 10/31 in Hebron. Israeli settlers assault several Palestinian farmers harvesting olives nr. Nablus, injuring 1 and sparking clashes with stone-throwing Palestinians. Israeli settlers also throw stones at Palestinian drivers nr. Nablus, causing damage. Meanwhile in the West Bank, IDF troops shoot and critically injure a Palestinian outside al-Ibrahimi Mosque in c. Hebron as he allegedly attempts to stab a soldier. The IDF also clashes with and violently disperse Palestinian protesters nr. Ramallah, Tulkarm, Jerusalem, and Hebron, injuring at least 19 and arresting 4. IDF troops conduct late-night raids in Jenin r.c. and 1 nearby village; they damage part of a house and arrest 2 Palestinians, sparking clashes with stone-throwers (25 Palestinians are injured). The IDF also conducts patrols and raids in more than 10 other areas across the West Bank, arresting 23 Palestinians and issuing arrest summons to 6. In Gaza, unknown persons launch a rocket into Israel. It lands in open area nr. the border fence, causing no damage or injuries. In Israel, an Israeli rabbi succumbs to injuries sustained on 11/18/2014 when 2 Palestinians attacked a synagogue in West Jerusalem, bringing the number of Israelis killed in the attack to 6. After meeting with PA pres. Abbas and Jordan’s King Abdullah in Amman, U.S. secy. of state Kerry announces that they and Israeli PM Netanyahu have reached a series of understandings, including an Israeli-Jordanian agreement to install cameras at Haram al-Sharif to broadcast live 24 hours a day. In the West Bank, Israeli forces punitively demolish the Hebron apartment of the Palestinian who stabbed an Israeli woman to death outside the Gush Etzion settlement nr. Bethlehem on 11/10/2014. Throughout the day, IDF troops violently disperse Palestinians protesting w. of Tulkarm and outside a settlement nr. Ramallah, injuring 3 Palestinians. The IDF conducts a raid in a village nr. Bethlehem, sparking clashes with stonethrowing Palestinian youths; 1 Palestinian is injured with live ammunition. IDF troops also conduct late-night raids and patrol in other areas across the West Bank, arresting 21 Palestinians, including 1 senior Hamas official on charges related to incitement, and issuing arrest summons to 4. Israeli settlers burn tires and verbally confront Palestinians nr. Salfit. In East Jerusalem, a large group of Israeli settlers escorted by Israeli forces forcibly evict Palestinians from 2 homes in Silwan. The property was allegedly purchased by the Israeli settler association Ateret Cohanim. Israeli PM Netanyahu orders the Israeli police to suspend their construction of a concrete barrier in East Jerusalem between Jabal Mukabir and the nearby Israeli settlement East Talpiot, responding to complaints from his cabinet about dividing Jerusalem. Israel’s Foreign Ministry summons the French amb. to Israel to a disciplinary meeting, during which Israeli officials criticize the French plans to push for the UNSC to sponsor an international observer force at Haram al-Sharif, as reported in the French press on 10/17. For the 8th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones throughout the region, killing 2 Palestinians and injuring at least 142 (a 3d Palestinian will succumb to injuries sustained today on 10/23). Stabbing incidents continue, as IDF troops shoot and kill a Palestinian in the Kiryat Arba settlement nr. Hebron after he stabs and moderately injures an Israeli soldier. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians, Israelis, and international activists at Friday demonstations and violent protests in 4 areas nr. In Israel, Israeli police shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli in Ra’anana, n. of Tel Aviv. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. An Israeli man attacks a Palestinian citizen of Israel in Netanya, lightly injuring him. In Kiryat Ata nr. Haifa, a Jewish Israeli stabs and moderately injures another Jewish Israeli, mistakenly identifying him as a Palestinian. Following the morning’s attacks, Israel’s security cabinet meets and decides not to return the bodies of Palestinians shot and killed by Israeli forces after carrying out attacks on Israeli citizens. Instead of returning the bodies to their families, they will bury them secretly. The cabinet also decides to revoke the residency status of Palestinian attackers, bar any homes punitively demolished from being rebuilt, and allow the police to “impose a closure on, or to surround, centers of friction and incitement in Jerusalem, in accordance with security considerations”. The Israeli police and paramedics report that she attempted to stab the Israeli man prior to the shooting, while Palestinian witnesses say she did not have a knife and that the Israeli man instigated the physical confrontation. After the incident, Israeli forces raid the woman’s home in Sur al-Bahir, and conduct late-night raids in Issawiyya and the Old City, arresting 6 Palestinians. Elsewhere, an Israeli soldier shoots and kills a Palestinian in Kiryat Gat nr. Beersheba after he allegedly attempts to stab the soldier and steal his gun. Later, a Palestinian stabs and injures an Israeli in a mall in Petah Tikva; Israeli police arrest him. Meanwhile, dozens of Palestinians gather in Jaffa, Umm al-Fahm, and Lydda to protest the Israeli occupation for the 2d day in a row. After several protesters throw stones at passing vehicles, Israeli police violently disperse them and later conduct night raids, arresting 27 Palestinians total in the 3 areas. In an interview with Palestinian media outlets, Israel’s COGAT Yoav Mordechai says that the IDF is not interested in an escalation of violence and affirms that all restrictions on access at Haram al-Sharif have been dropped now that the major Jewish holidays are over, marking the 1st time an Israeli official has directly addressed the Palestinian people since the recent escalation of violence began on 10/1. In the West Bank, IDF troops clash with Palestinians in Aida r.c. after the funeral of a Palestinian boy killed by the IDF on 10/5, injuring 10. In protest of the killing, Palestinian businesses and schools in Bethlehem observe a general strike. Israeli forces punitively demolish 2 Palestinian homes in the Jabal Mukabir neighborhood of East Jerusalem. First, they demolish the home of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18/2014, and they later demolish the nearby home of the Palestinian who rammed an excavator into a bus on 8/4/2014, killing 1 Israeli and injuring others. Similarly in Silwan, they seal a room in the residence of the Palestinian who was shot and killed on 10/30/2014 after allegedly attempting to assassinate Yehuda Glick, the leader of the messianic Temple Mount movement. While visiting a settlement, Israeli PM Netanyahu says that the IDF will install cameras along roads across the West Bank to provide evidence of future Palestinian attacks. Netanyahu and DM Ya’alon also meet with 18 settler leaders and reportedly announce that the govt. will not be authorizing new settlement construction in response to the recent violence, explaining that increased pressure from the U.S. and EU would likely endanger settlers more than a temporary construction freeze. For the 2d day in a row, Israeli police shoot and kill a Palestinian outside the Old City as he is fleeing a group of Jewish Israelis. The police claim he stabbed and injured an Israeli teen in the area, but multiple videos show the Palestinian youth weaponless and fleeing Israelis who were trying to attack him. Following the killing, clashes break out in the surrounding area and Israeli forces conduct raids throughout East Jerusalem. In total, 21 Palestinians and 1 Lebanese journalist are injured and at least 22 Palestinians are arrested. Around 100 right-wing Jewish activists tour Haram al-Sharif on the last day of Sukkoth. The holiday and corresponding restrictions on Palestinian access at Haram al-Sharif (announced 9/27) end this evening. Protesting the recent Israeli violations at Haram al-Sharif, Palestinian shop owners across the Old City and East Jerusalem shutter their businesses. Later, the Israeli police announce a 48-hour ban on Palestinian entry to the Old City: Only Israeli citizens, Palestinians with Israeli citizenship, and tourists will be allowed access. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr.
