In the West Bank, Israeli settlers vandalize a home and throw stones at vehicles in al-Lubban ash-Sharqiya. 1 Israeli soldier is shot and killed and 7 others are injured, including both settlers and soldiers, near the Dolev settlement. Israeli forces subsequently kill the alleged Palestinian perpetrator near Deir Ibzi using missiles fired from a helicopter. In East Jerusalem, 120,000 worshipers pray at the Haram al-Sharif compound on the second Friday of Ramadan; Palestinians from the West Bank are largely prevented from entering East Jerusalem. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, Dayr al-Balah, Nuseirat refugee camp, Jabalia refugee camp, and Beit Lahiya, killing at least 82 people. More than 32,072 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Israel seizes 8,000 dunams (1,976) acres of land in the Jordan Valley for settlement expansion around the Yafit settlement near Fasayil and fast-track planning and construction of settler roads west of Ramallah. The seizure brings the total amount of seized land in the West Bank in 2024 to 10,640 (2,629 acres), more than the last 10 years combined. The PA calls the decision part of an “official policy racing against time to annex the West Bank and eliminate the possibility of creating a Palestinian state.” The Arab League condemns the decision. At the UN Security Council, Russia, China, and Algeria vote against a U.S. ceasefire resolution while Guyana abstains. Hamas thanks Russia, China, and Algeria for voting against the ceasefire that “gave [Israel] cover and legitimacy for the war of extermination.” PA ambassador to the UN Riyad Mansour calls the U.S. resolution “one-sided.” Chinese ambassador to the UN Zhang Jun says the resolution “sets up conditions for a ceasefire, which is no different from giving a green light to continued killings.” French ambassador to the UN Nicolas de Riviere says the U.S. resolution is “not strong enough” as it does not as it does not call for an unconditional and immediate ceasefire and does not draw a “red line” for the potential Israeli invasion of Rafah. Guyanese ambassador to the UN Carolyn Rodrigues-Birkett explains her country’s abstention in the vote, saying the resolution does not say directly address Israeli responsibility. French president Emmanuel Macron says he will work with Jordan and the UAE to draft a resolution that would gain support from all council members. The U.S. House of Representatives passes a funding bill 286 votes to 135 to avoid a partial government shutdown, banning funding for UNRWA until March 2025. The Senate subsequently also passes the bill. Senator Bernie Sanders (D-VT) votes against the bill, saying the “Netanyahu government should not receive another penny from U.S. taxpayers.” 17 Democratic senators urge the Biden administration to reject Israel assurances that it is complying with international humanitarian law in Gaza. In East Jerusalem, Israeli forces raid al-Qibli Mosque at the Haram al-Sharif compound, forcibly removing worshippers. Israeli forces also erect iron barriers at the King Faisal, al-Ghawanmeh, and al-Hadid gates to the compound. In Gaza, Israeli forces bomb al-Bureij refugee camp, Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Gaza City, and Rafah, killing at least 69 people. PA president Mahmoud Abbas appoints the current chairperson of the Palestine Investment Fund and former deputy prime minister and minister of national economy, Mohammed Mustafa, as the new PA prime minister. Abbas says in a statement that he asked Mustafa to create a plan to re-unify the administration of Gaza and the West Bank, lead reforms in the PA government, security services, and economy, and fight corruption. The U.S. National Security Council welcomes the appointment of Mustafa. UK foreign secretary David Cameron also welcomes the appointment. According to Axios, State Department and White House officials have met with Mustafa and heard his plans for post-war Gaza and rehabilitating the PA economy. The PA condemns Israel for setting up barriers and gates around the Haram al-Sharif compound ahead of Friday prayers. The PA also calls on the ICC to summon Israeli national security minister Itamar Ben-Gvir for incitement to kill Palestinians, citing his statement in support of the killing of a Palestinian child in East Jerusalem on 3/12. Reuters reports that Hamas has submitted a 2-stage ceasefire proposal where the first stage would see Israeli women, children, elderly, and ill captives, including female soldiers, exchanged for 700-1,000 Palestinian prisoners. During the first stage a date for a permanent ceasefire and a deadline for Israeli withdrawal from Gaza would be set. The remaining captives would be released in another prisoner exchange. The Israeli prime minister’s office calls Hamas’s terms “unrealistic” but says the war and security cabinets will discuss the proposal on 3/15. The U.S. circulates a draft resolution at the UN Security Council, supporting efforts to establish an immediate and sustained ceasefire. It is unclear when the draft will be put to a vote. (REU 3/14; AP 3/15)

Senate Majority Leader Chuck Schumer (D-NY) calls for new elections in Israel, calling Israeli prime minister Benjamin Netanyahu 1 of 4 major obstacles for peace, along with “radical right-wing Israelis in government and society,” Hamas, and PA president Abbas. Schumer also says that if Netanyahu remains in power then the U.S. should “play a more active role in shaping Israeli policy by using our leverage to change the present course.” House speaker Mike Johnson (R-LA) says he may introduce a standalone bill for aid to Israel, saying Schumer’s comment “made the situation even more urgent.” The House has already passed 2 Israel funding bills, which Schumer has rejected as Senate Democrats want to tie Israel funding to Ukraine funding. Leader of the Houthi movement Abdul-Malik al-Houthi says Houthi forces will attack Israeli-linked ships in the Indian Ocean that are circumventing the blockade of the Red Sea by going south of the African continent. The European Parliament pass a resolution denouncing the “catastrophic humanitarian situation in Gaza, including the risk of imminent starvation.” EU commissioner for crisis management Janez Lenarcic says that neither the EU, nor to his knowledge any other UNRWA donor, has been presented with any evidence against UNRWA employees by Israel. In the West Bank, Israeli settlers physical assault and pepper spray 3 Palestinians during a raid in Fateh Sidra in the Masafer Yatta area. Israeli forces shoot and kill 2 Palestinians during a raid in Attil. Israeli forces also raid Nur Shams refugee camp, uprooting streets, causing damage to infrastructure, including roads, water, electricity, sewage, and internet, affecting more than 84,600 people, and demolishing a home. Elsewhere, Israeli forces uproot 51 olive trees and 15 grape vines in Husan. Israeli forces also demolish 2 homes in Umm al-Tiran, displacing 7 people. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, al-Bireh, Qalqilya, Salfit, and Bethlehem. In East Jerusalem, Israeli forces arrest 6 Palestinians, tying them together before dragging them through the streets in Isawiya. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. The plan includes slandering UNRWA and its staff with help from other Israeli governmental bodies. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Human Rights Office (OHCHR) releases a statement calling on Israel to halt all planned evictions and demolitions in the al-Bustan neighborhood in Silwan. The OHCHR says the demolitions could constitute a war crime. (OHCHR 3/11)

The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. The UK Home Office grants a Palestinian citizen of Israel asylum, assessing that there is a risk he will be persecuted in Israel. In his asylum application, the Palestinian man said that Israeli apartheid systematically oppresses Palestinians and that he was at heightened risk of persecution due to his pro-Palestinian activism and anti-Zionist views. The UN Security Council meets to discuss the situation in Rafah and an Algerian draft resolution calling for a ceasefire. South Africa invoked the Genocide Convention calling on the International Court of Justice (ICJ) to expedite hearings on the issue of Israel committing genocide and to order Israel to immediately stop the killing of Palestinians in Gaza. In its report delivered to the ICJ, South Africa described Israel’s actions as “genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial, and ethnical group.” The Israeli Foreign Ministry called the South African action “blood libel.” The PA welcomed the South African action. U.S. secretary of state Antony Blinken approved the sale of M107 155mm projectiles worth $147.5 million to Israel, bypassing congressional approval. It was the second time the Biden administration bypassed congressional approval for weapons transfers to Israel since 10/7. Relatedly, unnamed Israeli officials told Al-Monitor that the U.S. had started to scale down its military support to Israel due to Israel’s failure to discuss its plans for Gaza after the war. In the West Bank, Israeli forces attacked Palestinian farmers in Kisan and set fire to crops in Qaryut. Israeli settlers stole an olive harvest in Khirbet Yanun. Israeli forces continued their large-scale raid of Jenin, fatally shooting 4 people, including 2 children aged 8 and 15, and Mohammad Zubeidi, the son of prominent Islamic Jihad member Zakaria Zubeidi. Israeli airstrikes in the city destroyed a home and a vehicle while Israeli bulldozers tore up pavements, electric poles, and water and sewage pipes. Israeli forces also violently dispersed Palestinians near the Ofer Prison, injuring 1 with live ammunition and others with tear gas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinians trying to retrieve their belongings in Tal al-Hawa and at a fishing boat off the coast of Dayr al-Balah. Doctors returning to al-Nasr Hospital in Gaza City said they found 5 partially decomposed bodies of premature babies after Israeli forces had retreated from the hospital. Senator Chris Murphy (D-CT) blocked the fast-tracking of a bill that would provide Israel $14 billion in aid and cut the same amount from the budget of the Internal Revenue Service. In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. Nearly 100 Palestinians were arrested during late-night raids in and around Biddu, Kobar, Arora, al-Mughayyir, al-Bireh, Bethlehem, Hebron, Sanour, and Marda. In Gaza, Israeli attacks killed at least 481 Palestinians, including 209 children. Israeli tanks entered Gaza, killing several people and damaging buildings. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 104 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,956 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. The Knesset approved temporary legislation to allow Israeli prisons to admit new inmates beyond their legal capacity, allowing worsening conditions for Palestinian prisoners, including reducing living spaces and forcing prisoners to sleep on mattresses on the floor. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. The Knesset ethics panel also voted to suspend Jewish Hadash MK Ofer Cassif from the Knesset for 45 days and revoked his salary for 14 days over his anti-war stance. (AJ, HA 10/18; HA 10/19)

U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. Around 300 Jewish Americans were arrested at the U.S. Capitol while protesting Israel’s war in Gaza. The protest was arranged by Jewish Voice for Peace. After President Biden’s meeting with Prime Minister Netanyahu, Netanyahu’s office released a statement saying that Israel will not allow aid from its territory to enter Gaza until the captives are returned. The statement also said Israel demands that the Red Cross be able to visit the captives and that Israel will not “thwart” humanitarian aid from Egypt as long as it only consists of food, water, and medicine. President el-Sisi said during a press conference with German chancellor Olaf Schulz that Israel could allow Palestinians in Gaza to stay in the Naqab desert until Israel can “do what they wish to do with the militant operatives in the Gaza Strip.” El-Sisi also spoke with President Biden about aid coming through the Rafah crossing. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. Amir-Abdollahian called on the OIC members to sanction Israel and expel Israeli ambassadors. The OIC called for an immediate ceasefire and for Israel to lift the siege of Gaza. The U.S. said Israel had agree to supply water to some areas of Gaza. Hamas said the water had not started running as of 10/16. UNRWA said that water has run out at UN facilities sheltering Palestinians who have fled their homes. The remaining seawater distillation plant in Gaza closed due to a lack of fuel. UNRWA commissioner-general Philippe Lazzarini said “Gaza is running out of water, and Gaza is running out of life. A landlord in Planfield, Illinois stabbed and killed a 6-year-old Palestinian American boy and severely injured his mother. Israeli communications minister Shlomo Karhi said he will ask the cabinet to close Al Jazeera’s office in Israel. Karhi also promoted emergency regulations titled, “Limiting Aid to the Enemy through Communications,” that would allow him to direct Israeli police to arrest people, remove them from their homes, and seize their property if he believes they have spread information that could harm national morale or serve as enemy propaganda. U.S. secretary of state Antony Blinken said President Abbas and “virtually every other leader that I have talked to in the region” warned against the idea of transferring Palestinians from Gaza to the Sinai Peninsula. Blinken also met with Egyptian president Abdel Fattah el-Sisi, announcing the Rafah crossing was open. It was unclear if it was only open for aid or for travel; reporting suggested it was not open for either. El-Sisi criticized Blinken for his remarks in Israel earlier in the week, when Blinken said he came to Israel “as a Jew,” and el-Sisi said the Israeli attacks on Gaza go beyond self-defense and amount to collective punishment. Blinken also met with Saudi crown prince Mohammed bin Salman who, after letting Blinken wait for hours for the meeting, urged him to help stop the attacks, make Israel respect international law, and lift the siege on Gaza. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites.
