Israeli forces dressed as Palestinians raid Balata refugee camp, injuring 3 Palestinians, including a 4-year-old who is bitten by a dog and the 2 others with live ammunition. Israeli forces also shoot and injure a Palestinian man during a raid in Sarra. Elsewhere, Israeli forces raid Shu’fat refugee camp, injuring a Palestinian with a baton round. Israeli forces also raid Ramin, demolishing a monument erected to commemorate Palestinians killed by Israeli forces. More than 27,365 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,630 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,408 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 223 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The Israeli government extends the Citizenship and Entry into Israel Law for a year, barring Palestinians married to Israelis from obtaining Israeli citizenship. The government also says it plans to hire 65,000 construction workers from India, Sri Lanka, and Uzbekistan to replace the 72,000 Palestinians employed at construction sites before 10/7/2023. Foreign Minister Israel Katz says UNRWA “perpetuates the false narrative of Palestinian ‘refugees’ needing to return to Israel. We are actively working to disengage UNRWA from Gaza.” National Security Minister Itamar Ben-Gvir tells the Wall Street Journal that the Biden administration “is busy giving humanitarian aid and fuel” to Gaza instead “of giving us his full backing.” Ben-Gvir also says he encourages Palestinians in Gaza to “emigrate to places around the world.” The High Court of Justice rejects a petition to recuse Prime Minister Benjamin Netanyahu from office. The U.S. Senate publishes a new proposal for a bill to provide aid to Ukraine, Taiwan, and Israel, earmarking $14.1 billion to Israel and $10 billion in humanitarian aid for civilians in Gaza and the West Bank, stipulating that no funds can go to UNRWA. The House has proposed a standalone bill for Israel to avoid funding Ukraine and Taiwan. UNRWA commissioner-general Philippe Lazzarini tells the Financial Times that Israel has not provided evidence to back its claim that 12 UNRWA staffers were involved in Operation Al-Aqsa Flood. EU high commissioner of foreign affairs Josep Borell calls the suspension of funding for UNRWA “disproportionate and dangerous.” Haaretz reports that Israel’s Bank Luemi has notified UNRWA that it will block the agency’s bank account due to “tangible suspicions it is transferring funds to terror groups in Gaza.” The bank also suspends the account of 1 of the settlers sanctioned by the U.S. on 2/1. U.S. president Joe Biden signs an executive order allowing the U.S. to sanction people participating in acts of violence against civilians in the West Bank. The Department of the Treasury subsequently sanctions 4 settlers, David Chai Chasdai, Yinon Levi, Einan Tanjil, and Shalom Zicherman. In response to the sanctions, Israeli national security minister Itamar Ben-Gvir calls on the U.S. to rethink its policy in the West Bank and calls the settlers “heroic.” Finance Minister Smotrich calls the decision “anti-Semitic.” Axios reports that the Biden administration considered adding Ben-Gvir and Smotrich to the list. UK foreign secretary David Cameron tells AP that UK recognition of the state of Palestine “cannot come at the start of the [peace negotiation] process, but it does not have to be the very end of the process,” saying “[w]hat we need to do is give the Palestinian people a horizon towards a better future, the future of having a state of their own.” Cameron also says that for the UK to recognize the state of Palestine Hamas leaders will have to leave Gaza. The Palestinian Prisoner’s Society says Israel arrested 11,000 Palestinians in 2023, including 1,085 children and 300 women, noting that 5,500 have been arrested after 10/7 and the current number of Palestinian prisoners is 8,800, including 3,291 held without charge. 661 Palestinians from Gaza are held at the Sde Teiman military base, which is used as a detention camp. U.S. State Department spokesperson Matthew Miller calls the South African genocide case against Israel at the ICJ “meritless” and counterproductive. U.S. National Security Council spokesperson John Kirby condones the Israel assassination of Saleh al-Arouri in Beirut on 1/2, saying Israel “has a right and responsibility to go after the threat that Hamas poses.” Kirby also says that Hamas’ ideology cannot be eliminated, and the group will likely not be erased, as is Israel’s stated goal. The Euro-Mediterranean Human Rights Monitor said Israeli forces systematically loot Palestinian homes in Gaza, stealing money and valuables worth more than tens of millions of dollars. The PA foreign ministry said Israel was preventing sufficient aid from entering Gaza, deliberately depriving Palestinians of their basic needs. PA ambassador to the UN Majed Bamya told the UN Security Council that Israel was giving Palestinians in Gaza the option to die or be displaced. UNRWA commissioner-general Philippe Lazzarini said Israel was “creating a stream of baseless misinformation” about UNRWA’s responsibility for the lack of aid deliveries to Gaza, saying it is Israel that is impeding aid deliveries. Israeli finance minister Bezalel Smotrich said Israel will not transfer the PA its tax revenue while he is finance minister. It has been reported that U.S. president Joe Biden told Prime Minister Benjamin Netanyahu that Israel should hand over the withheld PA funds to Norway, which will keep them until an arrangement is made to safeguard against the funds going to Hamas, a proposal Netanyahu made himself and that the PA reportedly accepted. South Africa invoked the Genocide Convention calling on the International Court of Justice (ICJ) to expedite hearings on the issue of Israel committing genocide and to order Israel to immediately stop the killing of Palestinians in Gaza. In its report delivered to the ICJ, South Africa described Israel’s actions as “genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial, and ethnical group.” The Israeli Foreign Ministry called the South African action “blood libel.” The PA welcomed the South African action. U.S. secretary of state Antony Blinken approved the sale of M107 155mm projectiles worth $147.5 million to Israel, bypassing congressional approval. It was the second time the Biden administration bypassed congressional approval for weapons transfers to Israel since 10/7. Relatedly, unnamed Israeli officials told Al-Monitor that the U.S. had started to scale down its military support to Israel due to Israel’s failure to discuss its plans for Gaza after the war. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial.
