In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. The Israeli high court of justice denied Palestinian appeals against demolitions of 58 homes in Wadi Yasoul in Silwan, which would lead to the displacement of 725 Palestinians. (HA 11/28; WAFA 11/29; PCHR 12/2)

1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In response to the 9/9 suicide bombings, Sharon’s security cabinet declares Arafat “a complete obstacle” that Israel will “work to remove . . . in a manner, and at a time of its choosing.” In Ramallah, the IDF tightens restrictions on Palestinian movement; occupies the PA Culture Min. building, overlooking Arafat’s headquarters; flies low-level sorties over Arafat’s compound. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. Sharon and his Likud party win a landslide election victory largely at the Labor party’s expense. Likud gets 38 seats (up fr. 19 in the 2/01 elections; higher even that top projections, which figured Likud would take 32 seats), Labor gets 19 seats (down fr. 25), Shinui comes in 3d with 15 seats (up fr. 6), and the ultra-Orthodox Shas party gets 11 seats (down fr. 17); Meretz, 1 of Israel’s clear-cut peace parties, gets 6 seats (down fr. 10); the far-right National Union party, not represented in the last Knesset, gets 7 seats. Yisra’el Ba’Aliya party head Natan Sharansky quits the Knesset, Meretz head Yossi Sarid resign fr. as party chmn. in light of their parties’ poor showing. During the day, Israeli police detain 4 Israeli Arabs for leading a 15-car caravan around the Galilee, calling for an election boycott. Voter turnout was 68.5%-- lowest in Israel’s history. In Mombassa, Kenya, a previously un-known group called the Government of Universal Palestine in Exile–Army of Palestine, thought to be connected to al-Qa‘ida, stages a dual attack marking the 55th anniversary of the 1947 UN partition res., firing 2 missiles at an Israeli charter jet carry-ing 261 Israeli tourists leaving Mombassa airport, missing the plane; simultaneously, 3 suicide bombers detonate a car bomb outside the lobby of an Israeli-owned hotel, killing 3 Israeli tourists, 10 Kenyans (an 11th dies on 12/18), injuring 80, causing extensive damage. Hrs. later in Beit She’an in n. Israel, 2 AMB mbrs open fire on, toss grenades at a crowd of voters outside the local Likud polling station, killing 6 Israelis, wounding 20 before being fatally shot by Israeli police. A suicide bomber detonates a device in an unlicensed gambling club in the Rishon Letzion suburb of Tel Aviv, killing 15 Israelis, injuring 57. Hamas's military wing claims responsibility, but the political wing will not confirm. The IDF conducts arrest raids in Tulkarm city, detaining about 40 Palestinians; bulldozes a Palestinian home, fatally shoots a Palestinian boy in Rafah; begins work on Jewish settler bypass roads nr. In Washington, Sharon, Bush hold talks on PA reform, barely touch on the idea of a peace conference. The IDF finds, accidentally triggers a bomb outside the King David Hotel in Jerusalem just before Israeli PM Ariel Sharon is to meet there with a European Union (EU) delegation; no injuries are reported. The IDF also moves troops 200 yds. into PA-controlled territory nr. Bayt Lahia, kills 2 armed Palestinians it claims were heading toward a nearby Dugit settlement; the PA says the men were mbrs. of the Palestinian naval police on patrol. 2 other Palestinians die of injuries received earlier. The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day). The IDF also eases passage through roadblocks in a handful of areas, including Ramallah, and expands fishing areas off Gaza, in keeping with cease-fire steps. Meanwhile, however, Hamas mbr. Hamad Marshud is killed when a flechette device, apparently planted by the IDF, explodes in a car outside his Nablus office. Israeli-Palestinian clashes increase sharply. Palestinian gunmen shoot at a vehicle nr. Nablus, wounding 3 Jewish settlers. In retaliation, the IDF temporarily reoccupies a hill inside PA-controlled Nablus and shells PSF buildings in the city, killing 1 PSF officer, wounding 2 officers and a child. The IDF also occupies 3 Palestinian homes in nearby Kafr Khalil, which it does not surrender when troops withdraw fr. Nablus. Outraged settlers attack a nearby Palestinian village, smashing windows of Palestinian cars and an ambulance with stones and rifle butts, burning olive groves. After 1 Jewish settler is killed, 1 is wounded by a Palestinian sniper in Hebron, the IDF shells several Palestinian buildings, destroying a PSF post, injuring 2 PSF officers, up to 92 Palestinian civilians, and cutting off power to the PA-controlled area of the city. Nablus, where a settler was killed a wk. ago, but the IDF intervenes, declares the area a closed military zone. IDF troops bar an ambulance carrying a Palestinian man suffering a heart attack fr. crossing a checkpoint to reach a hospital; the man dies en route to the hospital via a 2d, longer path. Troops also bar a Palestinian woman in labor from crossing a checkpoint to reach Jericho hospital 40 m. away; after she gives birth, the soldiers allow her to walk through the crossing with her newborn. CIA Dir. Tenet holds preliminary mtgs. with Sharon in Tel Aviv, Arafat in Ramallah. Israel presents two lists of Palestinians it wants arrested immediately: 34 Palestinians who committed anti-Israeli attacks and were released fr. PA prisons since the intifada began; some 300 Palestinians that "participated in the recent violence against military and civilian targets." The PA says it will coordinate with Israel and act on tips to prevent attacks, noting that it has already passed information to Israel regarding 2 possible suicide bombings since 6/1, but will not make preventive arrests without probable cause.
