Hebron, and conducts searches and raids in the area, arresting 2 Palestinians and issuing arrest summons to 2 more. Separately, IDF troops shoot and kill a Palestinian youth nr. The Israeli crackdown on the oPt continues as well. IDF troops clash with and violently disperse Palestinians protesting in 3 areas along Gaza’s border, 1 village nr. Hebron, w. of Qalqilya, 1 village nr. Nablus, and 2 areas nr. Ramallah; 1 Palestinian is killed and 49 are injured (2 international journalists are injured in the Gaza clashes). The IDF also violently disperses Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation and recent attacks in the oPt in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih) as well as Kafr Qaddum nr. Qalqilya; 1 Palestinian is injured. Late at night, Israeli forces carry out the punitive demolition of 3 homes in Nablus and 2 nr. Ramallah belonging to Palestinians who committed recent attacks on Israelis. Israel’s High Court of Justice rejects petitions calling for the suspension of the govt.’s orders to punitively demolish the Nablus- and Ramallah-area homes of 6 Palestinians accused of recent attacks on Israelis. The court accepts 1 petition, suspending the punitive demolition order for the home of the Palestinian who shot and killed an Israeli settler on 6/29. Today’s decision lifts the temporary injunction that the court imposed on 10/22. (JP, TOI, YA 11/12)

In the most high-profile incident of the day, undercover Israeli soldiers raid a hospital in Hebron and arrest a Palestinian patient—an alleged suspect in the stabbing of an Israeli settler on 25 October—and shoot and kill the man’s cousin. Meanwhile, Palestinians across the West Bank demonstrate in commemoration of the 11-year anniversary of former PLO chair Yasir Arafat’s death. IDF troops violently disperse them in al-‘Arub r.c. and 1 village nr. Hebron, w. of Tulkarm, 2 areas nr. Ramallah (al-Bireh and Jalazun r.c.), and Bethlehem; at least 70 Palestinians are injured. The wave of small-scale violence and stabbing attacks continues in the West Bank and East Jerusalem. An Israeli security guard shoots and kills a Palestinian after he allegedly attempts to stab him nr. the Old City. A 2d Palestinian is lightly injured by errant fire. Israeli forces then raid the Palestinian’s home in Issawiyya, arresting his father and 3 brothers. Around the same time, Israeli forces shoot and injure a Palestinian youth after he and a 2d Palestinian youth stab and injure an Israeli security guard on the Jerusalem Light Rail nr. Nablus after he rams a group of Israelis with his vehicle, injuring 4 (a 5th Israeli is injured by errant fire during the incident). Israeli settlers block a nearby road to protest the attack. An Israeli security guard shoots and seriously injures a Palestinian woman at the entrance to a settlement nr. Bethlehem after she stabs and lightly injures him. The IDF then raids several homes in Dahaysha r.c. nr. Bethlehem, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. Later, a Palestinian stabs and moderately injures an Israeli settler in a village nr. Qalqilya. For the 2d day in a row, IDF troops open fire on Palestinians protesting along Gaza’s border nr. al-Bureij r.c., injuring 1. The violence in the West Bank continues to center on Hebron as Israeli forces deny several Palestinians access to al-Ibrahimi Mosque in the morning and raid several Palestinian homes throughout the day. Meanwhile, Israeli settlers visit the mosque; throw stones at Palestinian homes in the area. IDF troops clash with and violently disperse Palestinians protesting in 2 villages nr. Nablus and in Hebron; there are no serious injuries. The IDF patrols in 2 villages nr. Hebron and 1 nr. Ramallah (he will take credit for the attack in a video uploaded to Facebook hours later and turn himself into the Palestinian authorities). The Hebron area, in particular, sees much of the day’s violence. Israeli soldiers shoot and kill an elderly Palestinian woman as she drives her vehicle toward them in an alleged ramming attack; 2 Palestinian bystanders are injured when Israeli gunfire shatters the vehicle’s windows. IDF troops surround a mosque in c. Hebron, sparking clashes with Palestinians after they finish praying inside; 8 Palestinians are injured. Also in the city, a Palestinian shoots and injures an Israeli settler n. of Hebron, and another Palestinian shoots and injures 2 Israelis nr. al-Ibrahimi Mosque. The Israeli Civil Admin.’s Higher Planning Council gives preliminary approval of a 2014 master plan for a settlement bloc nr. Ramallah, which would include the construction of 2,200 new residences and the retroactive authorization of 2 settlement outposts. A public hearing was held on the plan on 10/21 (the Civil Admin. will publish the approval on 11/5). (AP, HA 11/9)

Small-scale violence and the corresponding Israeli crackdown continue in the oPt and Israel. IDF troops open fire on 2 Palestinian youths at a checkpoint nr. Jenin, killing 1 and injuring the other, after they allegedly attempt to stab Israeli soldiers. Israeli police shoot and injure a Palestinian man after he stabs and injures an Israeli in Netanya, Israel. Israeli forces detain a Palestinian youth in c. Hebron after she allegedly attacks an Israeli police officer with a foul-smelling liquid. IDF troops clash with and violently disperse Palestinian protesters at a checkpoint in c. Hebron, outside a settlement nr. Ramallah, and along Gaza’s border nr. al-Bureij r.c.; 2 Palestinians are injured (1 seriously). They also violently disperse hundreds of Palestinians throwing stones in a village nr. Jerusalem after the mass funeral for the 2 Palestinians whose bodies the IDF returned on 11/1; 8 Palestinians are injured. Late at night, IDF troops raid the offices of a Palestinian radio station in Hebron, destroying equipment and ordering the station to stop broadcasting for 6 mos. on the grounds of incitement. Tulkarm, arresting 10 Palestinians and taking measurements and photos of 8 homes in preparation for possible punitive demolitions. Tensions remain high in East Jerusalem as Israeli forces demolish a Palestinian home in Jabal Mukabir and a 3-story residential building in Bayt Hanina; violently disperse Palestinian students protesting in Abu Dis (21 are injured). The Israeli Knesset passes into law a bill increasing penalties for stone-throwing and related crimes. The main provisions passed a 1st reading on 10/12. The Knesset also passes the 1st reading of a bill that would lower the threshold for what constitutes incitement to violence or terror, allowing the govt. to prosecute more people for related crimes. Small-scale attacks, including alleged stabbings, continue to characterize the ongoing wave of violence as it largely shifts to the West Bank. IDF troopsshoot and kill a Palestinian in a village nr. Hebron after he allegedly attempts to stab an Israeli soldier. The IDF later says that the man was killed amid a “violent riot,” but Palestinian witnesses say he was not present for the clashes in the village. A Palestinian driver rams his vehicle into a group of IDF officers nr. a settlement in the Hebron area, injuring 3. Israeli soldiers then open fire on the car, causing damage but no injuries. The driver turns himself in to the IDF hours later. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting in a village nr. Bethlehem and outside a settlement nr. Ramallah; 4 Palestinians are injured. The IDF also patrols in 1 village each nr. Salfit and Hebron; conducts raids and house searches in 1 village each nr. Bethlehem, and Jenin, 3 nr. Hebron, Nablus and 1 village nearby, and Jalazun r.c. and 2 villages nr. Ramallah, arresting 16 Palestinians and confiscating personal property. Israeli settlers destroy a barbed wire fence in a village nr. Jerusalem; ram a Palestinian with a vehicle nr. Qalqilya, causing moderate injuries. Tension remains high in East Jerusalem as right-wing Jewish activists tour Haram al-Sharif under an Israeli police escort in the morning. Israeli forces arrest 11 Palestinians on raids and patrols in the Old City, al-Thawri, Issawiyya, Shu‘fat, and al-Tur. Israeli DM Ya’alon says that Israel will stop returning the bodies of Palestinians killed in violent confrontations with the IDF if they are mourned at mass funerals, as on 10/31 in Hebron. He also says that he decided not to return any more bodies to Hebron following the 10/31 mass funeral and subsequent clashes. (HA 11/1; HA 11/3)

After a mass joint funeral in Hebron for the Palestinians whose bodies the IDF returned on 10/30, dozens of stone-throwers briefly clash with IDF troops in c. Hebron; 4 Palestinians are injured. In the latest small-scale violence, IDF troops shoot and kill a Palestinian at a checkpoint nr. Jenin after he allegedly attacks an Israeli soldier. The Israeli authorities then close a nearby checkpoint, blocking Palestinians from traveling between Israel and the West Bank (they will reopen it on 11/1). The Israeli crackdown on the violence continues throughout the oPt as well, with IDF troops clashing with and violently dispersing Palestinian protesters nr. Ramallah and Jenin, and along Gaza’s border nr. al-Bureij r.c. (7 Palestinians are injured). They also patrol nr. Ramallah, Salfit, and Nablus; conduct late-night raids and house searches across Hebron, Nablus, and Bethlehem, arresting 11 Palestinians and issuing an arrest summons to 1. Israeli soldiers assault and seriously injure a Palestinian at a checkpoint nr. Jerusalem. Israeli settlers block Palestinian farmers from working in their olive fields nr. In the West Bank, IDF troops shoot and kill a Palestinian nr. al-Ibrahimi Mosque in c. Hebron after he allegedly stabs a soldier nearby. After both incidents, stone-throwing Palestinians clash with Israeli forces in c. Hebron; 3 Palestinians are seriously injured. Israeli settlers throw stones at Palestinian homes nearby. Meanwhile, IDF troops clash with and violently disperse Palestinian protesters in and around Ramallah and Bethlehem, injuring at least 16 Palestinians. The wave of violence and Israeli crackdown continues across the West Bank and East Jerusalem. They also arrest 20 Palestinians on early morning raids throughout the area. IDF troops injure 13 Palestinians in clashes with protesters throughout the West Bank. They also assault and critically injure a Palestinian man nr. Ramallah after stopping his vehicle to investigate alleged stone-throwing in the area (the man will have a heart attack and die on 10/15). Late at night, the IDF delivers punitive demolition notices to 7 homes around Nablus and Ramallah belonging to Palestinians accused of attacking Israelis in recent mos.; conducts raids and house searches across the West Bank, arresting 14 Palestinians; patrols nr. Nablus, sparking clashes with stone-throwers (1 Palestinian is injured). Israeli settlers set fire to Palestinian agricultural land outside a village nr. Nablus and chase local farmers off with stones and gunfire, seriously injuring 4 Palestinians and 1 international activist. IDF troops arrest 4 settlers after the incident.
