In the West Bank, Israeli settlers uprooted and stole 35 olive tree saplings in Haris. Israeli settlers also threw stones at Palestinian vehicles traveling east of Bethlehem. Israeli forces shot and injured 2 Palestinians during a raid in Beit Umar. Israeli forces also raided Qalandia refugee camp, injuring 5 with baton rounds, including 1 who would lose his left eye. Elsewhere, Israeli forces raided Ya’bad, leading to tear-gas related injuries. Israeli forces also damaged and uprooted some 300 olive, grape, and fig trees near Haris. Meanwhile, Israeli forces seized water pipelines in Susiya. 6 Palestinians were arrested during raids in al-‘Awja, Qalqilya, Balata refugee camp, and az-Zubaidat. The group organizing the daily protests at the Gaza fence for the past 2 weeks, The Young Generation Uprising, announced that it had suspended the protests after mediators promised that Israel will halt punitive measures against Palestinian prisoners, the increased Israeli incursions at the Haram al-Sharif compound, and provide relief for residents in Gaza. Haaretz reported that the Israeli Justice Ministry’s pardons department had approached the family of Mohammed Abu Khdeir, who was killed by 3 Israeli settlers in 2014, asking about the family’s stance on reducing the sentence of the 3, 2 of whom were sentenced to life in prison. Abu Khdeir’s father called the request “completely insane.” The 3 settlers abducted Abu Khdeir and burned him alive in forest near Jerusalem. (HA 9/28)

Israeli attorney general Gali Baharav-Miara approved usage of the NSO Pegasus spyware for wiretapping in the Israeli police investigation into the killing of a Palestinian family of 5 in Basmat Tab’un on 9/27. Israeli police usage of the Pegasus spyware has been banned for 1 and a half years. 190 Palestinians in Israel have been killed in 2023. (AJ, AP, TOI 9/27; HA, HA, MEE, TOI 9/28)

Attorney General Gaharav-Miara also closed an investigation into National Security Minister Itamar Ben-Gvir drawing a gun on a Palestinian security guard in Tel Aviv in 2021, saying it could not be established whether he felt threatened. (HA 9/28)

U.S. senators, led by Jon Ossoff (D-GA), introduced a bill that seeks to strengthen the position of the U.S. security coordinator to Israel and the PA, preventing the position from being downgraded from a general officer and securing $75 million in annual funding for the security coordinator for 5 years. The bill, the Middle East Security Coordination Act of 2023, was co-sponsored by Todd Young (R-IN), James Lankford (R-OK), and Cory Booker (D-NJ). (AX 9/27)

It was reported in Martin Baron’s forthcoming book Collision of Power: Trump, Bezos, and the Washington Post, that former U.S. president Donald Trump wanted to leverage U.S. military aid to Israel to pressure Israel into accepting a peace deal with Palestine but was told he could not since there is not a connection between the two. In the West Bank, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work at the separation wall west of Jenin. Israeli forces also seized 1,480 dunams (366 acres) of land near the Shilo settlement, taken from Qaryut, Jalud, Turmus ‘Ayya, and al-Mughayyir villages. 3 Palestinians were arrested during a raid in al-Fasayil. Haaretz reported that the Israeli military police was investigating 16 out of 60 killings of Palestinians in the West Bank by Israeli forces during the 1st 6 months of 2022. Of the 60 killed, 15 were children and 4 were women. Israeli forces killed 70 Palestinians in the West Bank in 2021, 19 in 2020, and 20 in 2019. (HA 7/13)

Palestinians living in the Masafer Yatta area asked the Israeli high court of justice to issue an interim injunction against Israeli military exercises in the area, citing a munition hitting a home during an exercise on 7/6. (HA 7/13)

U.S. secretary of state Antony Blinken said that he had invited the family of the Palestinian American journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11, to the White House. The invitation comes as the Biden administration has received severe criticism for whitewashing the Israeli killing by not firmly blaming Israel for the killing and by refusing to call for any consequences. It was unclear if President Biden will partake in the meeting. U.S. president Joe Biden landed in Tel Aviv for a 4-day trip of the Middle East that will include meetings with Palestinian, Israeli, and Saudi leaders. In a speech, President Biden voiced support for a 2-state solution but said “even though I know it is not in the near-term.” PA minister of social development Ahmed Majdalani called Biden’s words meaningless, saying Biden seeks to promote Israeli normalization with Arab countries over addressing the situation on the ground. During the 1st day of his 4-day tour, Biden also visited the Yad Vashem. In a prerecorded interview with Israeli Channel 12, Biden emphasized that his trip to the Middle East was about having Israel “accepted as an equal” in the region. Biden also dismissed members of his own party who call Israel an apartheid state and said that he would not remove the Iranian Revolutionary Guard Corps from the U.S. list of foreign terrorist organizations even if that blocked a deal in which the U.S. would reenter the Iran Nuclear Deal. In the West Bank, Israeli forces shot and injured 2 Palestinians in Bir Nabala after clashes broke out during a raid; Israeli forces also seized 2 cars. Israeli forces also delivered stop-work orders to Palestinians rehabilitating land in Dayr Nidham. Elsewhere, Israeli forces razed some 3 dunams (0.75 acres) of land in Kisan. 23 Palestinians were arrested during late-night raids in and around Jenin, Qabatiya, Jalazun, al-Bireh, Bethlehem, Hebron, and Tammun. In East Jerusalem, Israeli forces demolished 2 Palestinian-owned homes in Jabal Mukabir. 1 Palestinian was arrested during a late-night raid in Issawiyya. In Israel, 1 Palestinian man from Ramallah, who was working without an Israeli permit in Tel Aviv, died after falling to his death while being chased by Israeli police because of his lack of permit. In the West Bank, Israeli settlers using bulldozers razed Palestinian-owned land in Madama south of Nablus. Israel arrested 9 Palestinians during late-night raids in and around Hebron, Bayt Safafa, Qalqilya, and Jenin. In Gaza, 2 bodies were found under the rubble of an apartment building destroyed by Israeli missiles in Bayt Hanun; this brings the comprehensive death toll to 32 Palestinians from the weekend’s violence. The Israeli army announced that all Gaza and West Bank crossings into Israel will be closed from midnight (Israeli time) 5/6 to midnight 5/9 for the Israeli celebrations of Memorial Day and Independence Day. Palestinians will be prohibited from entering Israel except for medical and other emergencies. (HA 5/6)

After the cease-fire reached between Hamas and Israel in the late hours of 5/5, Israeli prime minister Benjamin Netanyahu said in a statement, “the battle is not over and requires patience and level-headedness. We are prepared to carry on.” The comment indicates that the Israeli bombing campaign is not over. A Hamas spokesperson said in response to Netanyahu’s statement: “Netanyahu’s declarations are ridiculous. The resistance factions have succeeded in deterring and humiliating his military. Our message is that this round is over, but the conflict will not be until we get our rights.” (HA 5/6)

The Israeli supreme court overturned Prime Minister Netanyahu’s decision to prevent 181 Palestinians from the West Bank to partake in a joint Memorial Day ceremony in Tel Aviv. However, only 100 Palestinians will be allowed to attend the Memorial Day ceremony. The event is organized by Combatants for Peace, a group of Israelis and Palestinians working for reconciliation. U.S. acting secretary of defense Patrick Shanahan said that the U.S. was sending an aircraft carrier to the Middle East because of indications of a “credible threat by Iranian regime forces.” (AJ 5/6)

Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem.
