Kuwaiti govt., responding to confusion and controversy over its adherence to boycott of Israel, issues statemento Kuwait National Assembly saying it obeys boycott, but that "consequences of the Iraqi aggression" required "reexamination" of rules on secondary boycott of foreign companies dealing with Israel. Palestinians/ Lebanese: PFLP-GC leader Jibril, in Baddawi, says Arafat has 3 days to leave Tripoli: Lebanon marks 40th anniversary of its founding as a nation, shops and offices close but customary fireworks displays absent.

Arab Governments: Saudi FM, as well as delegation from Non-Aligned movement, in Damascus for talks to end Tripoli fighting.

US and Other Countries: Head of PLO political department Kaddoumi begins visit to Moscow; Reagan meets Israeli president Herzog; Weinberger says Iranians blew up Marine compound on October 23 with sponsorship, knowledge and authority of Syrian government.

Military Action:

Grenade thrown at temporary US Embassy in Beirut; LAF and miltiamen exchange mortar and machine gun fire at Souq al-Gharb; sniping continues in southern Beirut suburbs; heavy fighting continues for second day in Tripoli, PLO guerrillas under Arafat separate combatants, cease-fire called.

Casualties:

1 Marine wounded by grenade; 60 killed, 130 wounded in 2 days of Tripoli fighting, mostly members of Lebanese Communist Party.

Israel/ Occupied Territories: Israeli Finance Minister resigns after public disclosure of his proposal to dollarize the economy, replacing the shekel with the dollar as legal tender.

Palestinians/ Lebanese: Preparatory meeting for reconciliation talks takes place in Beirut, all invited factions send representatives except Karame, Franjieh and Edde.

Military Action:

Mortar and machine gun fire from unidentified sources directed at LAF position near Khaldeh; artillery and RPG fire exchanged in Beirut suburbs of Ain Rummaneh and Chiah; US Marines placed on highest state of alert as mortars fall near compound; car bomb explodes as IDF vehicle passes southeast of Tyre.

Palestinians/ Lebanese: Lebanese Cabinet meets in emergency session, states that efforts to arrange time and place for national reconciliation talks remain unsuccessful; 45 more LAF officers and soldiers join other "conscientious objectors" at Hammana Barracks, refuse to take part in LAF operations until national agreement on use of LAF is achieved, accuse LAF of giving US-provided weapons, ammunition, and artillery target coordinates to Phalange militia; 23 Fateh military staff officers in Damascus defect to PLO rebels.

1200 LAF troops resist 4 assaults by PSP militia at Souq al-Gharb; fighting between LF and PSP militias continues south of Beirut around Mishref, Barja and Saadiyat; British jets fly reconnaissance missions; grenades thrown at Haddad militia office in South Lebanon; rocket fired at IDF position north of Tyre; IDF commando unit lands on beach near Tripoli, fires mortars at PLO positions.

Israel/ Occupied Territories: Arens says Lebanese Druze have responsibility to prevent PLO forces from participating in Chouf battles or approaching IDF lines along Awali river.

US and Other Countries: Marines in Lebanon are authorized to call on US naval and air power to assist LAF and other MNF units if they are being attacked in a way that endangers Marines.

Military Action:

Explosion 400 yards from Lebanon Beach Hotel in.Khalde delays talks for 30 min., Israel charges was 107mm Katyusha rocket fired from behind Marine lines in Hay el-Sellom, Phalange says was rocket-propelled grenade, Lebanon state radio says was 120mm mortar, Lebanese Army says shell was detonated by explosives on the spot; IDF tries to use road under MNF jurisdiction.

US and Other Countries: State Department denies press reports that Reagan is prepared to sign document drafted by National Security Council, State and Defense Departments to cut off military aid to Israel; Reagan Administration says it is extremely concerned over slow pace of Lebanon negotiations, following Habib's return to US, with 2 stumbling blocks of normalization and surveillance stations; National Executive Committee of the Zionist Organization of America is told by Senator Carl Levin (D-MI) that Reagan Administration is not a mediator in the Middle East but coddles Saudi Arabia and entices King Hussein to peace table with airplanes and missiles, that it was never disclosed publicly that intelligence officials told the State Department that armed PLO members remained in Beirut; ZOA President Ivan Novick says Reagan Administration uses West Bank settlements to divide American Jews, but Jewish settlements are valid based on right to security and self-defense, historical connection, and according to international law Israel holds better title to this land; British press reports that secret documents accidently released recently indicate that Britain dissuaded Jordan, Syria and Iraq from concluding peace agreements with Israel in 1949.

Israel/ Occupied Territories: Bethlehem Mayor Freij declares support for Reagan plan and for important Jordanian role in peace plan, Mayor Shakaa rejects plan as not recognizing Palestinian rights; pro-Jordanian forces' activities on West Bank include grants to crafts and unions, Friday sermons in mosques, increased travel to Jordan by West Bank personalities; Israeli Civil Administration delays imposing military control over West Bank universities; Cabinet, in 4-hour meeting, demands Lebanon sign security accord (as well as prior pullout by PLO, release of IDF soldiers captured by Syria and PLO precondition for pullback).
