In Gaza, unknown gunmen attempt to assassinate a Fatah official in Gaza City, injuring 2 of his bodyguards. In the West Bank, Israeli forces conduct raids and searches in the “Gate of Jerusalem” protest tent camp in Abu Dis, sparking clashes with Palestinian and international activists who were building concrete rooms; 4 Palestinians and 1 international are detained; several activists are lightly injured with rubber-coated metal bullets, tear gas, and stun grenades. That night, Israel Defense Forces (IDF) troops return to the camp to demolish and evacuate it, but activists begin rebuilding as soon as the soldiers leave. The camp was first set up on 2/3 to protest the Israeli govt.’s plans to displace Palestinian bedouins in the E1 area. The IDF conducts house searches and raids in 1 village each nr. Nablus and Jenin, in and around Hebron, and nr. Bethlehem, arresting 11 total, including a Palestinian Authority (PA) security officer; patrols in 3 villages nr. Tulkarm and 1 nr. Hebron. Israeli settlers accompanied by IDF troops enter Joseph’s Tomb nr. Nablus late at night to perform religious rites. In East Jerusalem, Israeli police accompany a group ofsettlers on a tour of Haram al-Sharif. Israeli authorities continue to require women entering the area to leave their ID cards at the entrance and submit to interrogation; 3 Palestinian women are arrested. Israeli forces conduct house searches and raids in Shaykh Jarrah and al-Tur, arresting 4 Palestinians, issuing summons to 2, and demolishing a wall in al-Tur. Israeli authorities approve the construction of a solid waste landfill on 520 dunams (1 acre equals about 4 dunams) of primarily Palestinian-owned land in East Jerusalem; around 120 Palestinian bedouins would be evicted from their homes. Both Palestinian residents and Israelis from the nearby French Hill settlement lodged formal complaints in the weeks ahead of the approval. (MNA 2/17; HA 2/18)

In the Gaza Strip, small explosive devices are detonated by unknown parties at the entrances of 15 Fatah mbrs.’ homes and under their cars, causing damage but no injuries. An additional blast occurs on a stage set up for a demonstration scheduled for 11/11 marking the commemoration of Yasir Arafat’s death (an event approved by Hamas authorities on 10/30). The attacks take place the day before a planned visit to Gaza by PM Rami Hamdallah, senior Fatah official Azzam al-Ahmad and Civil Affairs Minister Hussein al-Sheikhwe, but they cancel their trip as a result of the attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Bethlehem; patrols in Hebron, 3 nearby villages, and Aida r.c. nr. Bethlehem. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 3 people are wounded by rubber-coated metal bullets. In East Jerusalem, Israeli security forces and Palestinians clash in Shu‘fat r.c., with no serious injuries reported. (HA, MNA, REU 11/7; PCHR 11/13)

Israeli PM Netanyahu orders the demolition of homes belonging to the families of the Palestinians who hit Israelis with their cars in Jerusalem in recent weeks (see 10/22 and 11/5). (AFP 11/7)

Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishermen, causing no damage or injuries. IDF troops open fire on gravel collectors nr. the Gaza border fence, injuring 2. In the West Bank, the IDF patrols in Hebron and 2 villages and al-Fawar r.c. nearby, in Salfit and 1 nearby village, and in 1 village nr. Jenin during the day. (PCHR 9/25)

An anonymous Israeli official tells the media that indirect cease-fire talks will recommence in Cairo on 9/23. Egyptian media, meanwhile, report that Hamas and Fatah will hold talks over national reconciliation before the joint Palestinian delegation opens negotiations with the Israelis in Cairo. An Israeli drone crashes inside s. Lebanon. The IDF says a technical malfunction, rather than a targeted attack, caused the crash. (AFP, JP 9/20)

The IDF continues its assault on the Gaza Strip by land, air, and sea, killing 79 Palestinians. In the most deadly incident of the day, an Israeli air strike hits a family home in Nussayrat r.c., killing 11 Palestinians. Armed Palestinian groups fire over 90 projectiles into Israel, with Iron Dome batteries intercepting 17 projectiles. The rocket fire injures 2 Israeli civilians. In the West Bank, armed Palestinians open fire on Israeli settlement Shavei Shomron nr. Nablus, causing no casualties. The IDF conducts house searches and arrest raids in 1 village nr. During the day, White House spokesperson Josh Earnest says the shelling of a UN school the previous day is “totally indefensible” and that “it does not appear there is a lot of doubt about whose artillery was involved in this incident.” (AFP, AP, MNA, 7/31)

In the evening, U.S. Secy. of State Kerry and UN Secy.-Gen. Ban release a joint statement announcing a 72-hour cease-fire agreed to by all parties, to begin 8/1 at 8:00 A.M. local time. During that time, negotiators from all sides will discuss a longer-term agreement in Cairo. The IDF intends to continue searching for and destroying tunnels during the truce. The IDF continues its assault on the Gaza Strip, killing 61 Palestinians. Local officials say targets struck include 5 mosques and a soccer stadium, in addition to other Palestinian infrastructure and multiple tunnels. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. At a monthly meeting of the EU Council, the 28 EU FMs issue a statement that “strongly condemns the indiscriminate firing of rockets into Israel by Hamas and militant groups in the Gaza Strip” and also “condemns calls on the civilian population of Gaza to provide themselves as human shields.” Meanwhile, Secy. of State Kerry meets with Egypt’s Pres. al-Sisi in Cairo to discuss Gaza, and afterward, affirms that “there is a framework available to end the violence, and that framework was the Egyptian initiative.” Senior Fatah official al-Ahmad flies in to Cairo to also meet with Kerry. In Israel, UN Secy.-Gen. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. In the West Bank, the IDF wound 1 Palestinian during clashes in Nablus during a patrol designed to protect the movement of Jewish settlers. IDF troops demolish 2 houses in al- ‘Arub r.c. nr. Hebron, prompting clashes with residents. Three are injured by rubber-coated metal bullets. IDF troops also fire tear gas into the grounds of 2 schools in al-Khadir, nr. Bethlehem. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and in 1 village nr. Jenin at night; patrols in 2 villages nr. Hebron, in Tulkarm and 1 nearby village, and 1 village nr. Jericho at night. In Israel, a car owned by a Palestinian citizen is vandalized, the 6th such hate crime in the town over the last mo. Meanwhile, residents of Furaydis hold a general strike to protest the “price tag” attack on 4/29, where racist graffiti was sprayed on a mosque. Senior Palestinian official Shaath says that the Palestinian leadership will look to take action at the international level, in light of the breakdown in negotiations he says were foiled by Israel. (WAFA 4/30)

Fatah official Azzam al-Ahmad says that PA Pres. Abbas will issue a presidential decree to convene the Palestinian Legislative Council— which has not convened since 2007—while elections will not take place for another 6 mos. Hamas and Fatah officials reactivate a subcmte. on civil liberties, as part of the implementation of the reconciliation agreement. Topics for the new subcmte. to deal with include the end of a ban on West Bank newspapers in Gaza. Meanwhile, around 1,000 Hamas supporters march through Ramallah, marking the return of the remains of 2 Hamas fighters killed by Israel in 1998. Speaking to mourners by telephone, Hamas leader Khalid Mish‘al affirms that the organization’s “path is resistance and the rifle,” and that Palestinians were in need of a joint, unified strategy to secure the “liberation of our lands and holy sites.” (AFP, JP, MEMO, MNA, REU 4/30)

It is reported that former U.S. amb. to Israel Martin Indyk will likely head the U.S. delegation to peace talks. Senior Fatah official Nabil Shaath says that a return to direct negotiations is still subject to conditions, while Israeli economics and trade minister Naftali Bennett insists that construction on Jewish settlements will continue regardless. Meanwhile, the Arab League’s Dep. Secy.-Gen. for Palestinian Affairs Mohamed Sabih says that the body supports the Palestinian stance on resuming talks and that it is sceptical of Israeli intentions. U.S. Secy. of State John Kerry calls Israeli PM Benjamin Netanyahu to express disapproval over plans for new construction in Ramat and Gilo settlements. Meanwhile, Jordanian FM Nassar Judeh, in a joint press conference in Ramallah with PA FM Riyad Malki, announces that Kerry will shortly be in Amman for a 4th visit to Jordan to discuss peace efforts. Rami Hamdallah, president of an-Najah University, announces that Pres. Abbas has asked him to replace Salam Fayyad as prime minister and form a new govt., adding that most ministers will remain in post. Fayyad resigned on 4/13 and has been serving as a caretaker. U.S. Secy. of State John Kerry welcomes the appointment, but the decision is denounced by Hamas, whose spokesperson Fawzi Barhoum says that Abbas should have implemented the reconciliation deal achieved in Cairo in 5/2013, rather than name his own appointee. Meanwhile, senior Fatah leaders Nabil Shaath and Othman Abu Gharbieh arrive in Gaza to take part in talks with representatives of all factions about national reconciliation. In the Gaza Strip, IDF troops open fire on Palestinian workers, injuring one farmer with live ammunition as he picks watermelons. Following the incident, an IDF spokesperson says that soldiers shot at Palestinians attempting to damage the border fence. Israeli naval vessels open fire on Palestinian fishermen off the coast of the Gaza Strip, causing no damage or injuries. Palestinian factions end talks in Cairo without reaching an agreement on specific steps forward to achieve national reconciliation. Fatah delegation head Azzam al-Ahmad claims that there was consensus on most of the issues, but disagreement on several points regarding an election law for the PNC. (AFP, MNA 2/10)

Palestinians in the West Bank vote in local elections, the 1st elections in 6 yrs. Out of the 353 municipalities, the poll was held in only 92; 181 municipalities form councils without elections due to a lack of candidates. Hamas boycotts the elections. The Central Elections Commission reports that around 515,000 Palestinians were registered to vote, of which 55% turned out to vote (by comparison, three-quarters cast ballots in the 2006 parliamentary elections and twothirds in the 2004 and 2005 municipal elections). Fatah has mixed results, partly due to the fact that its own mbrs. ran against each other, some as independents (27 Fatah mbrs. were subsequently expelled from the party for running in non-Fatah lists). Israeli FM Avigdor Lieberman criticizes European countries for their 10/19 opposition to plans for 100s of new homes in Gilo settlement, and PM Netanyahu vows to continue construction in East Jerusalem. The Israeli navy intercepts a boat (Estelle) of pro-Palestinian activists en route to the Gaza Strip. The IDF boards the vessel 30 naut. mi. off the Gaza coast and tows it to Ashdod. Separately, Israeli naval vessels open fire on Palestinian fishermen, causing no injuries. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 village nr. Early in the morning Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. Later in the day, Hamas announces it has secured the agreement of other factions to renew observance of a cease-fire against Israel except in cases in which Israeli forces initiate aggression or cross into Gaza. In the evening, however, unidentified Palestinians fire a 3d rocket that lands harmlessly in Israel, but raises questions over whether the cease-fire is secure. In the West Bank, the IDF patrols in 3 villages nr. Qalqilya and 1 nr. Ramallah. Palestinians, with Israeli and international activists, conduct a nonviolent march through Bayt Umar to protest recent IDF raids on the town; the IDF fires tear gas and stun grenades at them, causing no serious injuries; 1 Palestinian, 1 Israeli, and 1 international activist are arrested. Abbas holds talks with 7 West Bank Hamas officials in Ramallah, proposing creation of a temporary unity govt. with the sole mandate of organizing legislative and presidential elections within 6 mos., after which the 1st priority would be to rebuild Gaza. The meeting marks the 1st of a series of Fatah-Hamas reconciliation talks that take place over the next month in the West Bank, Gaza, Egypt, and Syria. (MNA, NYT, WP 3/27)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. The IDF carries out at least 8 predawn air strikes on the n. Gaza no-go zone (causing no casualties) and a predawn air strike on al-Mughraqa s. of Gaza City (tearing up a main street, damaging water and phone networks, but causing no casualties). Early in the day, the IDF warns of the imminent launch of Operation Blue Skies, dropping leaflets on n. Gaza that warn residents to stay away fr. the border area and the sites of vacated n. Gaza settlements, saying that anyone in the zone after 6:00 P.M. local time risks being shot; maps on the leaflets show the no-go zone as roughly corresponding to the n. Gaza settlement areas evacuated under disengagement, though also including areas 1.5 miles into Gaza housing some 100,000 Palestinians, whom the IDF recommends evacuate for “a limited period of time”; reportedly no Palestinians leave. Shortly before the deadline, AMB mbrs. fire 4 rockets at Sederot and a nearby IDF base, causing no damage or injuries; the IDF begins several hrs. of artillery fire (at least 25 strikes), fire fr. helicopters on the n. Gaza zone (wounding 1 Palestinian militant, 1 teenage bystander) and mock air raids breaking the sound barrier over the Strip, marking the start of the operation. Late in the evening, the IDF conducts arrest raids, house searches nr. Bethlehem, Hebron. AMB mbrs. angry over the Fatah party list submitted today for the 1/25 elections seize election offices in 5 towns in Gaza, wage shoot-outs with the PA police, leaving 1 Gaza City policeman wounded.
