Israeli troops on the n. Gaza border twice fire at suspicious movement in open areas e. of Bayt Hanun, causing no reported injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 1 village nr. Jenin in the morning and in Tulkarm town and r.c. in the evening, in both cases firing at stone-throwing youths who confront them, causing no reported injuries. OCHA reports that in the previous wk., the IDF demolished 10 tents and 5 animal pens in the Bedouin village of Fasayil al-Wusta and 2 animal pens in the neighboring Bedouin village of Fasayil al-Fauqa, both in the Jordan Valley. Fatah and Hamas announce that, in keeping with their 5/2011 reconciliation deal, they have agreed on formation of a new Central Elections Commission to prepare for presidential and parliamentary elections. They fail to reach an agreement on formation of a caretaker government to take the Palestinians to elections, postponing further discussion until late 1/2012. (JPI 12/30)

After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible. Jewish settlers beat a Palestinian laborer working inside Shilo settlement; a settlement security guard intervenes, calling Israel border police who transport the Palestinian to a Ramallah hospital. The UNSC authorizes (10-0, with Brazil, China, Germany, India, and Russia abstaining) “all necessary measures” short of foreign occupation to protect civilians in Libya, including calling for an immediate halt to the heavy fighting ongoing nationwide, imposition of a no-fly zone, and interdiction of ships heading to support Qaddafi’s forces. In the West Bank, IDF troops for no apparent reason fire on a group of Palestinian laborers on their way to work nr. Hebron, wounding 1 with live ammunition; conduct early morning patrols in Tulkarm; conduct daytime raids, search Palestinian homes and shops nr. Bethlehem and Ramallah, making no arrests; conduct late-night arrest raids, house searches nr. Ramallah, Tulkarm and in Balata r.c., Hebron, Nablus. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. Israel announces that, in a deal brokered by the UN, it will remove its air and naval blockade on Lebanon as of 6:00 P.M. local time on 9/7 as British, French, German, Greek, Italian forces take over naval patrols and assist the Lebanese army in border patrol, but says it will reserve the right to attack any smugglers it detects crossing the Syrian border. The IDF issues a military order restricting Palestinians entering Israel to using 11 West Bank border crossings, citing the need for “increased security”; the order also bars Israelis fr. escorting Palestinians through other checkpoints into Israel. The IDF conducts arrest raids, house searches nr. Bethlehem (firing on residential areas) and in Nablus, Qabatya. Nr. Hebron, 2 armed Jewish settlers in a car intercept and board a Palestinian school bus, threaten the driver, beat several students, injuring 5; IDF soldiers fr. a post 100 m. away observe but only intervene after 40 mins. when the settlers call them to come arrest 1 Palestinian boy for throwing a stone at their car; the soldiers comply. In Gaza City, 20 Palestinian gunmen seal an EU office, demanding an apology for derogatory cartoons of the Prophet Muhammad run in the Danish press, then republished in Norwegian, French, and other European newspapers. Also in Gaza, the AMB releases a video statement warning that it plans to kidnap more foreigners in reaction to the cartoons, prompting European diplomats, aid workers to begin leaving the West Bank, Gaza. In Nablus, Palestinian gunmen kidnap a German teacher, thinking he is Danish or French; quickly turn him over to PA police once they realize their mistake. Fatah, Hamas denounce the targeting of foreigners. A Hamas mbr. is shot, wounded in Khan Yunis, possibly in retaliation for Hamas attacks on PA security force targets on 2/1. The IDF conducts overnight arrest raids, house searches in Aida r.c. 2 Palestinians die of injuries received on 10/26, 11/4. Palestinians in the territories, activists around the world (including Argentina, Australia, Bangladesh, Belgium, Brazil, Canada, Chile, France, Germany, Holland, Italy, Jordan, Norway, South Africa, Spain, Sweden, the U.K., the U.S.) observe a day of protest against the separation wall. The IDF carves out a 4 mi2 “security zone” in Gaza around Bayt Hanun, Bayt Lahiya, Jabaliya r.c. to prevent Palestinians fr. firing rockets, mortars into Israel; stations 100 military vehicles in the zone; razes 100 dunams of land; says troops will stay indefinitely. The IDF also fatally shoots 3 Islamic Jihad mbrs. who attempt to infiltrate Netzarim settlement; conducts house searches in Nablus, breaking through walls to move from house to house. In the West Bank, 2 Hamas mbrs. dressed as yeshiva students infiltrate Kiryat Arba settlement, fatally shoot 2 Jewish settlers, wounding 6 before being killed by armed settlers. At the UNSC, UN chief weapons inspector Hans Blix reports that Iraq is cooperating with inspectors, who have yet to find evidence of WMDs; estimates inspections could be completed within wks. U.S. Secy. of State Colin Powell replies that Iraq clearly has not met the requirements for cooperation, disarmament set out in UNSC Res. 1441, saying, “There are some people who simply, in my judgment, don’t want to see the facts clearly.” The U.S., Britain submit a draft UNSC res. that would give Iraq until 3/17 to reveal all its WMDs or face retaliation. France, Germany, Russia argue for completing UN inspections, saying that lack of progress on the Israeli-Palestinian conflict is much more of a threat to the region than Iraq. During the day, IDF troops surrounding Jinin fatally shoot 2 Palestinians. The IDF sends tanks, troops into Dura to arrest 5 Palestinians, including 4 PSF officers. U.S. envoy Zinni tours Gaza with PA officials. Late this evening, 2 Hamas suicide bombers stage a synchronized attack in Jerusalem's Ben Yehuda market. Soon after, a car bomb explodes nearby. In total, 10 Israelis are killed, around 180 are injured. The PA immediately condemns the attacks, saying it will do everything possible to arrest those responsible. Sharon announces he will cut short his visit to the U.S., meeting with Bush in Washington on 12/2, instead of 12/3. Bush demands that Arafat immediately punish organizations that were behind, support the attacks. Britain, the EU, France, Germany, Italy, Russia make similar demands. Secy. of State for Near East Affairs William Burns official meets with 15 Arab envoys, including the PLO rep., and tell them they must either declare their nations "mbrs. of an international coalition against terrorism or risk being isolated." Later, Arab envoys meet at the home of Saudi Arabian amb. Prince Bandar Bin Sultan to discuss U.S. plans. Egyptian amb. Nabil Fahmy warns the admin. to focus on finding and punishing those responsible for the 9/11 attacks and not to broaden the effort to include other geopolitical goals. Sharon rejects direct appeals by Bush, Powell to hold peace talks with the PA, which would facilitate U.S. efforts to form a coalition to strike at Bin Laden. Instead, he cancels tentative plans to hold an Arafat-Peres mtg. on 9/16, saying it would be "inappropriate" in light of the 9/11 U.S. attacks; tells Bush that Israel opposes the U.S. bringing the PA, Syria into its antiterrorism coalition. Meanwhile, 3 Palestinians are killed by IDF fire in Gaza. Israeli authorities detain Mufti of Jerusalem Shaykh Ikrima Sabri following Friday prayers for several hrs. of questioning regarding his recent visit to Beirut. In Gaza's Nussayrat refugee camp, 100s of Palestinians protest against the U.S.'s threat to attack Afghanistan, fearing the U.S.'s "international campaign against terrorism" will be campaign against Muslims; undercover PSF officers confiscate reporters' film. Some 40,000 Israeli Arabs in Umm al-Fahm Israel hold a similar rally, denouncing the killing of American civilians but also condemning U.S. support for Israel. The Temporary International Presence in Hebron withdraws its forces fr. the Jewish enclave of the city because of ongoing attacks on their vehicles by Jewish settlers. German FM Joschka Fischer, in the region on a 3-day visit aimed at securing a cease-fire, discusses with Israeli FM Peres the idea of a phased truce, which would "eventually" be followed by implementation of the Mitchell Comm. recommendations. At a G-8 preparatory mtg. in Rome, the FMs of Britain, France, Germany, Italy insist that dispatching an impartial observer force to the West Bank and Gaza is necessary to restore a lasting cease-fire, renew peace talks. Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. In Tiberias, Jews vandalize a historic mosque. The IDF moves tanks into the West Bank to guard the Jewish settlement of Psagot, which has been the target of Palestinian sniping. Israelis elect One Israel's Ehud Barak as PM with 56.1% of the vote, meaning no 6/1 runoff is needed. In the Knesset, 6 of the 15 parties to win seats are new, including the anti-Orthodox Shinui, formed 2 mos. ago, which won 6 seats. Control of right-wing parties shrinks, as Russians, other centrists gain, changing the balance of power. The ultra-Orthodox Shas, however, gains 7 new seats for total of 17 seats, security its place as the 3d largest party after Labor/One Israel (27, down fr. 34 seats), Likud (19 seats, down fr. 32 seats). The 1st Israeli Arab woman, Husniyya Jabara of Meretz, is also elected to parliament. Israel seals the West Bank, Gaza for the elections.
