Gaza’s power plant shuts down completely for lack of fuel. A Palestinian teenager (brother of the teenager who died on 5/8) succumbs to injuries sustained during the IDF’s 5/7 raid on Abasan. In the West Bank, the IDF imposes a 1-day curfew on Azun nr. Qalqilya; conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Hebron. (WP 5/12; PCHR 5/15)

In Beirut, calm prevails but many roads remain closed and some Hizballah mbrs. continue to patrol streets. Hizballah and Jumblatt supporters exchange fire in the villages of Aley, Kayfun, and Shuwayfat s. of Beirut. Hizballah sends fighters convoys toward Druze leader Walid Jumblatt’s stronghold in the Chouf mountains, but they are ambushed en route by Druze militias fighters (some of whom had supported the opposition and stood with Hizballah until it moved deep into the Chouf, then switched sides to defend the Druze heartland), withdrawing with heavy casualties. In the West Bank, the IDF sends undercover units into Azun in a car with Palestinian license plates, surrounds a home, arrests 1 PSF mbr. who surrenders; conducts random ID checks in, fires on residential areas of Kafr Dan nr. Jenin; conducts arrest raids, house searches in and around Jenin and Nablus, in Dahaysha r.c., nr. Bethlehem, Hebron; burns 70 d. of agricultural land btwn. the separation wall and the Green Line nr. Tulkarm (see 8/5). In Ramallah, 7 Palestinians working in the PC building are taken to the hospital with breathing difficulties after opening a suspicious letter addressed to PM Haniyeh; the building is evacuated. Overnight, the IDF destroys the last remaining bridge over the Litani River linking n. and s. Lebanon; this cuts off access to Tyre. The IDF announces a 10:00 P.M. curfew on Tyre, saying that any movement there after dark and any vehicular traffic s. of the Litani River at any time will henceforth be considered Hizballah activity and a legitimate target. As UN mbrs. narrow differences on a cease-fire res., Olmert’s security cabinet discusses speeding up the IDF’s advance to the Litani River, escalating attacks on Lebanon’s civilian infrastructure. During the day, the IDF continues heavy air, artillery strikes on some 150 targets across Lebanon, hitting s. Beirut (including 47 killed, 70 wounded in the Christian-Shi‘i suburb of al-Shiyah, where Shi‘a are pro-Amal), the Biqa‘ Valley (including Baalbek, Masnaa), in and around Nabatiyya (including 7 civilians killed in air strikes on cars traveling in Qasmiyya; 15 killed, 20 wounded in an air strike on an apartment building in Ghaziyya), and across s. Lebanon (including demolishing a 4-building apartment complex in Tyre), killing at least 69 Lebanese civilians; continues ground operations across s. Palestinians fire several rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the Israeli forces send undercover units into al-Bireh for a day-long operation, imposes a curfew, surrounds 2 apartment buildings, occupies neighboring homes as sniper and observation posts, orders all residents out for ID checks, then raids the building arresting a wanted Palestinian; conducts arrest raids, house searches nr. Israeli Forces conduct air and artillery strikes on a UN Observer Group Lebanon post near al-Khiyam, hitting the area 21 times (at least 11 of them air strikes), killing 4 unarmed UN Truce Supervision Organization mbrs., continuing the aerial assault while rescue efforts are underway; continues air strikes in s. Beirut and across s. Lebanon, especially in Nabatiyya (where at least 6 Lebanese civilians are killed when 2 homes are hit by missiles), Tyre. Bir Zeit University (near Ramallah, W. Bank) holds student council elections. Pro-Fateh faction "shelved their differences" over the peace talks with a pro-PFLP faction and a pro-DFLP (Hawatima wing) faction, to form a united pro-PLO front, which defeated the pro-Hamas candidates by 66% to 33% of the vote. In winner-take-all election, 5 seats go to Fateh, 3 to PFLP, 1 to DFLP. (WP 11/12)

Hizballah lose 1 gunman, kill 1, wound 3 IDF soldiers, kill 1 UN soldier, in rocket and machine-gun attacks in "security zone." Forty-three Palestinian local councils in Israel and their employees hold rally outside Israeli prime minister's office to protest government failure to provide promised funds to alleviate their financial difficulties. They demand budgets equal to those of Israeli local councils. The 43 councils have an accumulated debt of $10 million; some have not been able to pay employees for 3 months [FJ 8/2, 8/9]. Public opinion poll by Pori Research Institute published in Ha'Aretz shows 10.6 percent of those who voted for Likud in last Knesset elections would now vote for Kach. Arab World:The Sunday Times reports testimony of British doctor on conditions in the 3 Beirut refugee camps besieged 2 months ago. According to Dr. Swee Chai Ang, over 1,500 Palestinians are missing, feared to have been kidnapped or killed. Palestinians are still being killed, although war of the camps technically ended in June and the camps of Sabra, Shatila, and Burj al-Barajinah are now protected by Lebanese army and internal security forces [LT 8/4].
