The Palestine Chronology

Overnight, the IDF withdraws fr. alMaghazi r.c., leaving a total of 207 d. of land, 4 Palestinian homes demolished, 9 other homes partially demolished. Also in Gaza, the IDF fires a tank shell at a home in Gaza City, alleging that a Hamas mbr. on the roof was preparing to fire an RPG, killing a handicapped Palestinian on the roof, 3 relatives inside, wounding 2; shells areas nr. Khan Yunis and the Sufa crossing in the south and in n. Gaza, wounding at least 6 Palestinian civilians. In the West Bank, the IDF withdraws troops fr. Nablus, ending a 3-day operation; before leaving, troops blow up the main government offices (killing a Palestinian bystander), fire on stone-throwing Palestinians youths, wounding 21. The IDF calls up 3 battalions (several 1,000) additional reserves, positions troops and armor on the n. Israel border in preparation for “limited” ground operations to “mop up” Hizballah strongholds and weapons sites, continues pinpoint special forces operations inside s. Lebanon, urges residents to evacuate n. of the Litani River immediately (see 7/20; local officials estimate that 70% of the southern population has left). The U.S. approves Israel’s request to expedite delivery of precision-guided missiles (including at least 25, possibly 100, 5,000-lb GBU-28 bunker busters) to maintain the intensity of IDF air strikes. IDF artillery hits a UN observation post in Zarit, s. Lebanon, causing extensive damage but no injuries; makes air strikes on the Beirut–Damascus highway and several bridges, targeting empty passenger busses returning fr. Syria after evacuating foreigners; continues air strikes on Baalbek (killing at least 5 Lebanese civilians, wounding 20) and on s. Lebanon. At least 12 Lebanese are killed during the day. Hizballah fires 35–50 rockets into n. Israel, 10 of them hitting Haifa (injuring 3 Israelis) and others hitting Carmiel, Kiryat Shimona, Nahariya, Safad, Tiberias, and several n. Israeli villages. Hizballah acknowledges that 6 Hizballah mbrs. have been killed since 7/12, whereas Israel claims that around 100 have been killed. UN humanitarian relief coordinator Jan Egeland estimates that 500,000 Lebanese are in urgent need of humanitarian assistance, but says that the UN cannot provide it without Israel, Lebanon guaranteeing safe corridors for movement of civilians and aid. Top-level PLO delegation, comprising Pol. Dept. Head Faruq al-Qaddumi, Information Dept. Head Yasir 'Abd Rabbuh, Exec. Comm. members Mustafa al-Zibri (Abu 'Ali Mustafa), Sulayman al-Najab, meets with Pres. al-Asad in Damascus, Meeting seen as part of recent efforts to improve PLO-Syrian relations in wake of diplomatic setback faced by PLO after Gulf war. Delegation also meets with officials of dissident Palestinian National Salvation Front in Damascus. Meeting centers on reconciliation between PLO and PNSF. At PLO insistence, Col. Hizballah leader 'Abbas al-Musawi claims his group holds two Israeli prisoners, but Israel has failed to meet conditions for their release. States Israel willing to release Lebanese prisoners it held only; Hizballah demanded release of Palestinian prisoners as well. Israeli Def. Min. Arens expressed optimism over prospects for possible prisoner exchange. (WP 5/28)

Israel convicts Palestinian Fu'ad Hasan al-Shar' of participating in 1983 attempt to blow up airliner belonging to Israeli state airline El Al. Al-Shari' sentenced to 25 years imprisonment. (WP 5/28)

Greek appeals committee upheld Italy's request to extradite 'Abd al-Rahim Khalid, Palestinian sentenced in abstentia to life imprisonment in 1987 by court in Genoa for alleged role in October 1985 hijacking of Italian ship Achille Lauro. Khalid, arrested 5/5 in Athens, faces two more avenues of appeal before extradition can proceed. (NYT 5/29) 

Israeli cabinet unanimously approves new tax package designed to raise $450 million to pay for absorption of Soviet Jewish immigrants [NYT, MEM 9/14].

Other Countries: Austrian Interior Min. Blecha states 2 surviving gunmen from airport attacks say they belong to Abu Nidal faction, originally intended to take Israelis hostage, hijack El Al airplane [WP, LAT 12/31]. Pres. Occupied Palestine/Israel: Students of West Bank vocational institutes and colleges strike to protest renewed attempts by Jordan Ministry of Education to impose comprehensive exam. Heads of Jewish settlements in occupied Golan complain that Israeli gov't. neglecting development there. PM Shamir says there is no chance for revival of Reagan peace initiative. Dr. Khalil Budeiri, 1st Palestinian opthamologist and respected patriot, dies.

Arab World: Arafat arrives in Yemen Arab Republic with loyalists aboard Greek ship; 10 marriages and 1 birth took place on board during weeklong voyage.

Other Countries: US presidential candidate, Jesse Jackson, invited to Damascus for talks by Pres. Hafez al-Assad.

MILITARY ACTION:

Arab World: 1 Israeli soldier killed in Sidon ambush.

Military Action:

Mortar and machine gun fire from unidentified sources directed at LAF position near Khaldeh; artillery and RPG fire exchanged in Beirut suburbs of Ain Rummaneh and Chiah; US Marines placed on highest state of alert as mortars fall near compound; car bomb explodes as IDF vehicle passes southeast of Tyre.

Casualties:

2 IDF soldiers wounded in car bomb explosion.

Political Responses:

Palestinians/ Lebanese: Lebanese Cabinet meets in emergency session, states that efforts to arrange time and place for national reconciliation talks remain unsuccessful; 45 more LAF officers and soldiers join other "conscientious objectors" at Hammana Barracks, refuse to take part in LAF operations until national agreement on use of LAF is achieved, accuse LAF of giving US-provided weapons, ammunition, and artillery target coordinates to Phalange militia; 23 Fateh military staff officers in Damascus defect to PLO rebels.

Syrian planes fire 2 air-to-air missiles at Israeli jets on reconnaissance flight over northern Lebanon, no hits reported; Israelis deny Lebanese report that pilotless drone plane was shot down over Bekaa by SA-6 missiles, say that reconnaissance flights will continue; Phalange and Druze militias exchange fire south of Beirut.
