Israeli soldiers shoot and kill a Palestinian at the Qalandia checkpoint n. of Jerusalem after he allegedly stabs an Israeli border guard, causing moderate injuries. The IDF then violently disperses around 200 Palestinians gathering to throw stones in protest of the killing. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Shuja‘iya; at least 6 Palestinians are injured and 2 are arrested. PA pres. Abbas attends the funeral of former Israeli pres. Peres and shakes hands with Israeli PM Netanyahu. Responding to criticism from Hamas and many other Palestinians, a senior Hamas official says that Abbas’s attendance disproves Israeli claims of Palestinian dedication to violence and that it sent a “strong message of Palestinian peace” to the world. MK and Joint List chair Ayman Odeh refuses to attend, along with the rest of the Joint List, citing Peres’s treatment of the Palestinians. The Joint List and PA reportedly agree to refrain from publicly criticizing one another over their different views on this matter. (HA, JP, MNA, NYT, YA 9/30; HA 10/1)

Stabbing and other small-scale violent incidents continue amid the ongoing wave of violence. IDF troops open fire on 2 Palestinians, killing 1 and injuring the other, after they allegedly attempt to stab an Israeli border policeman at a checkpoint nr. Nablus. In East Jerusalem, Israeli forces shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli at a light rail station nr. Shaykh Jarrah (the Palestinian succumbs to his injuries later in the day). An Israeli bystander is accidentally shot and injured during the incident. The Israeli crackdown across the oPt continues as well, with IDF troops clashing with and violently dispersing Palestinian protesters nr. Hebron, Bethlehem, Ramallah, and in 4 locations along Gaza’s border; an 8-mo.-old Palestinian baby dies from tear gas inhalation nr. Bethlehem, 1 Palestinian is rammed with an IDF vehicle, and 63 are injured overall. Israeli forces also violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation and recent violence in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; there are no serious injuries. The IDF conducts a late-night raid nr. Ramallah, arresting 1 Palestinian; patrols in the Ramallah, Hebron, and Qalqilya areas, sparking clashes with stone-throwers in each (5 Palestinians are injured and 2 are arrested). Further patrols in 4 villages nr. Hebron and 2 nr. Qalqilya do not lead to clashes. Israeli forces return the bodies of 7 Palestinians killed by IDF troops in and around Hebron since 10/1. They also place concrete blocks and fences on a number of roads in c. Hebron and bar Palestinians who do not live in Hebron from entering the city, following the recent violence in the area. PA pres. Abbas submits files to the International Criminal Court (ICC) documenting recent Israeli violations of international law in the oPt, including the recent “extrajudicial killings” and home demolitions. Abbas also asks ICC prosecutor Fatou Bensouda to lead a delegation to the oPt to further document alleged Israeli violations of international law. (JP, TOI 10/30; AP, MNA, TOI 10/31)

For the 9th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones, injuring 10 Palestinians. The Israeli authorities temporarily close the Erez border crossing after the clashes. (HA, MNA, WAFA 10/17; PCHR 10/22)

The IDF shoots and kills 5 suspected Palestinian assailants throughout the day as stabbing incidents and the Israeli crackdown continue, particularly in and around Hebron. In the West Bank, an Israeli settler shoots and kills a Palestinian youth in c. Hebron after he allegedly attempts to stab the settler, according to the IDF. IDF troops then raid the home of 2 witnesses, confiscating recording equipment that was used to capture a video of the incident. Later, IDF troops shoot and kill a Palestinian youth after she allegedly stabs an Israeli soldier outside the Kiryat Arba settlement nr. Hebron. After the 2d incident, Fatah’s local Hebron branch declares a day of mourning and dozens of Palestinians throw stones at IDF troops in the area, sparking minor clashes throughout the day. Later, IDF troops raid the Palestinian youth’s home in c. Hebron and assault her family. In the evening, Israeli forces shoot and kill a 3d Palestinian in c. Hebron after he stabs and moderately injures an Israeli soldier. Meanwhile, IDF troops shoot and kill a Palestinian at Qalandia checkpoint nr. Ramallah after he allegedly stabs and injures an Israeli border police officer. After the incident, the IDF conducts late-night raids in nearby Qalandia r.c., arresting 2 Palestinians and sparking clashes with stone-throwing Palestinian youths (3 Palestinians are injured). In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly attempts to stab an Israeli police officer in the East Talpiot settlement. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting throughout the region, injuring 24 Palestinians. The IDF also patrols during the day and conducts late-night raids and house searches in the area, arresting 5 Palestinians and issuing an arrest summons to 1. More than 200 Israeli settlers throw stones and firebombs at Palestinian homes nr. Dozens of Gazans gather nr. the border for a 2d day, protesting the Israeli killing of 7 Gazans on 10/9. IDF troops open fire on the protesters, killing 2, injuring 26, and arresting 5 of the 70 who cross into Israel. Meanwhile, unidentified Palestinians fire a rocket toward Ashqelon, Israel, and it is intercepted by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on Hamas military sites in s. and c. Gaza, killing 1 pregnant Palestinian and her young daughter and injuring 5 others. Off the coast nr. Jabaliya r.c., Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. (HA, JP, MNA, TOI 10/10; PCHR 10/15)

Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. Israeli PM Netanyahu approves the deployment of 16 reserve companies of border police—as many as 2,000 troops—in Palestinian cities across Israel, in Jerusalem, and along major highways (the cabinet will approve the proposal on 10/11). (JP, TOI 10/10)

In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. Israel, thousands of Christians attend a protest rally to condemn the 6/17 arson attack on a nearby church. (HA, MNA, WAFA, YA 6/21; MNA 6/22)

In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Ahead of the meeting, Netanyahu opposes the French initiative, saying “we will forcibly reject any attempt to force upon us international dictates”. (JP 6/17; HA, MNA, NYT, TOI, WAFA 6/21)

The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). He calls on Netanyahu and the IDF to allow the flotilla to reach Gaza without their interference. (HA 6/21; MEE, MNA, WAFA 6/22)

Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. In the West Bank, IDF troops shoot and wound a Palestinian with a rubber-coated metal bullet in al-Fara‘a r.c. nr. Tubas during clashes sparked by a raid in the camp. Separately, 3 Palestinian children nr. Bayt Umar n. of Hebron are wounded by an unexploded Israeli sound bomb. Meanwhile, an Israeli border police officer is lightly injured when Palestinians throw a Molotov cocktail at an army post in n. Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Jenin; patrols in 3 villages nr. Jenin and 2 villages nr. Ramallah. Israeli settlers torch a mosque in Aqraba village nr. Nablus and leave “price tag” graffiti. In East Jerusalem, hundreds of Israelis tour Haram al-Sharif for the festival of Sukkoth, while Palestinians under 50 and all women are prevented from entering for morning prayers. UN Secy.-Gen. Ban makes a brief visit to the Gaza Strip, meeting mbrs. of the PA unity govt. and seeing some of the devastation firsthand. Hamas spokesperson Sami Abu Zuhri issues a statement calling on Ban to take “serious actions” to end the suffering of Palestinians in Gaza, and claiming that the UN official “took part in providing cover for the Israeli massacres in Rafah.” Meanwhile, truckloads of cement and steel enter Gaza for the 1st time in a year (600 tons of cement, 50 trucks of construction materials, and 10 trucks of metal), while Israeli authorities allow 15 tons of produce, mainly dates and sweet potatoes, to be sent for sale in the West Bank. In the evening, IDF troops on the Gaza border e. of Gaza City fire an artillery shell at a Palestinian home but it does not explode, causing damage but no injuries to the 4 adults and 8 children inside. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 nr. Qalqilya and 1 nr. Tulkarm during the day; conducts late-night patrols in Jenin town and r.c., 4 villages nr Jenin, 2 nr. Qalqilya, 2 nr. Salfit, 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

IDF troops on the c. Gaza border e. of al-Bureij r.c. open fire across the border for 15 mins., causing no reported damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore; they detain and confiscate 2 boats and arrest 2 fishermen. In the West Bank, the IDF bulldozes 8 tents (housing 83 Bedouin, including 48 children) and 8 sheep pens and fodder storehouses in Khirbet al-Rahwa s. of Hebron, nr. Tene Oranim settlement; demolishes 7 tents (housing 33 Bedouin, including 10 children) and 6 animal pens in Khirbet Tana and Khirbat Tuwayil in the Jordan Valley; conducts synchronized evening patrols in 2 villages nr. In East Jerusalem, Israeli municipal workers escorted by police and border police bulldoze a Palestinian playground, recreational center, and 2 other structures in Silwan; demolish a Palestinian home in al-Siwana. Israel accuses Iran of staging 2 bombing attempts today against Israeli diplomatic targets in New Delhi, India, and Tbilisi, Georgia. In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad. No group claims responsibility; Iran denies responsibility. Indian authorities allow Israeli experts to join their investigation. (NYT, WP, WT 2/14; WP 2/15)

Palestinians in Gaza fire an antitank missile at an IDF patrol inside Israel, causing no damage or injuries. During the day, Palestinians also fire 10 mortars toward Israel in 2 barrages, causing no damage or injuries; some of the mortars land inside Gaza. In the West Bank, the IDF conducts synchronized morning patrols in Tulkarm and several nearby villages; patrols in alBireh and neighboring al-Am‘ari r.c., and in 3 villages nr. Jericho and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians, including 2 children. A Jewish settler deliberately attempts to run down a Palestinian nr. the Hawara checkpoint nr. Nablus, moderately injuring him; the IDF does not intervene. Jewish settlers fr. Taffuh settlement attempt to seize a plot of nearby Palestinian agricultural land but are sent away by the IDF. Jewish settlers close Jit intersection nr. Qalqilya with burning tires, blocking the main Qalqilya-Nablus road. In separate incidents, Jewish settlers fr. Keddumim and Karnei Shomron settlements stone Palestinian vehicles nr. Qalqilya. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Pres. Obama, asked during his trip to Indonesia about his reaction to Israel’s 11/8 construction announcement, states sharply that “this kind of activity is never helpful when it comes to peace negotations. I’m concerned that we’re not seeing each side make the extra effort . . . to get a breakthrough. Each of these incremental steps can end up breaking trust.” Hours later, Netanyahu’s office responds saying “Jerusalem is not a settlement. It is the capital of the State of Israel. . . . Israel sees no link between the peace process and its development plans in Jerusalem.” (IFM, Israel Radio News [Internet], MNA, REU 11/9; NYT, WT 11/10)

Israeli tax authorities and border police seal the entrances to the Jerusalem suburb of Issawiyya, checking Palestinians leaving and entering the village and raiding businesses in search of Palestinian tax evaders. Border police fire rubber-coated steel bullets at stone-throwing Palestinian youths who confront them, injuring 19 Palestinian children (ages 10–15); 1 Israeli border policeman is also injured. Also in East Jerusalem, Israeli authorities raid, search 2 Palestinian homes in Silwan, arresting 2 Palestinians. Silwan residents report that in recent weeks, Israeli authorities have stepped up arrests of young Palestinian men in Issawiyya and Silwan, and that Jewish settlers and settlement guards in Silwan have been accosting local Palestinians more frequently, generating almost daily low-grade clashes. The IDF conducts arrest raids, house searches in Issawiyya later in the evening; and conducts latenight arrest raids, house searches in and around Hebron and nearby al-‘Arub r.c., in al-Bireh (searching the home of Palestinian Council secy. Mahmud al-Ramahi, but making no arrests; Ramahi was one of the Hamas-affiliated elected PC mbrs. that Israel arrested after the 2006 capture of Shalit to pressure Hamas but he was recently released; 7 Hamas-affiliated PC mbrs. are still jailed by Israel), and nr. Tulkarm. Meanwhile, the IDF makes brief incursions into n. Gaza nr. Bayt Lahiya and c. Gaza e. of al-Maghazi r.c. to bulldoze Palestinian lands along the border fence to clear lines of sight. Unidentified Palestinians fire 2 mortars fr. Gaza toward Israel, 1 landing in Israel and 1 inside Gaza, causing no damage or injuries. OCHA (11/11) reports that in the previous wk., the IDF imposed at least 8 new barriers to Palestinian travel around Hebron. (YA 11/9; NYT 11/10; OCHA, PCHR 11/11)

The IDF significantly increases attacks on Gaza for the 2d straight day, as international mediation efforts led by Egypt to secure a cease-fire also intensify.

Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Gaza, the IDF continues heavy attacks on Khuza, including air strikes, intense shelling, and widespread bulldozing of some 50 houses and farms; Israeli fire is so heavy and constant that residents report being unable to reach the injured or flee their homes to seek shelter outside the village; IDF troops pull back fr. Khuza after nightfall.

The IDF reports carrying out more than 160 air strikes across Gaza. Bayt Lahiya (white phosphorous suspected) and in Dayr al-Balah, Jabaliya town, Khan Yunis (white phosphorous suspected), Khuza, Nussayrat r.c. (confirmed use of flechette shells). For a 2d day, nearly half of the air strikes take place after nightfall, targeting Gaza City. Palestinians report 12 hrs. of constant Israeli bombardment of the Rafah border, with the IDF claiming to destroy 90 smuggling tunnels. (The IDF also demolishes 1 tunnel on the Gaza–Israel border nr. the Nahal Oz crossing.) Specific targets include a Hamas police headquarters in Gaza City, 31 groups of armed men, 25 rocket-launching sites, and 13 suspected weapons manufacturing and storage facilities.

On the ground, the IDF reports a total of 6 soldiers wounded (2 moderately, 4 lightly) in 2 exchanges of gunfire with Palestinians. In a 3d incident, IDF reservists open fire on an IDF paratrooper unit, seriously wounding 1 and moderately wounding 3. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. (Israeli military intelligence confirms that 1 soldier killed on 1/6 or 1/8 was targeted by a suicide bomber, stating that several Palestinian suicide bombers, including some women and some dressed as IDF soldiers, have approached combat units.)

Palestinians fire about 11 rockets and 6 mortars into Israel, causing no reported damage or injuries.

Humanitarian notes: The IDF observes another 3-hr. lull, allowing 102 truckloads of aid into Gaza. (The IDF states that 1,028 truckloads of humanitarian goods have been allowed into Gaza since 12/27.) During the lull the ICRC rescues 100 Palestinians trapped in Jabaliya. Heavy IDF attacks in Rafah force UNRWA to close a medical center just n. of the border to ensure the safety of patients and to open more shelters for displaced residents. Human Rights Watch calls Israel’s 3-hr./day breaks to facilitate humanitarian aid “woefully insufficient.” Other aid groups (including Doctors Without Borders, the ICRC, the UN) complain that they are still able to import and distribute only a fraction of the emergency supplies available for Gaza because of Israeli delays and restrictions. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s.
