In Rome for audience with Pope John Paul 11, Soviet Pres. Gorbachev says he is "convinced" Gulf crisis could be solved without war [NYT 11/19].

Israeli cabinet announces establishment of interministerial committee for Jerusalem, to be headed by P.M. Shamir. The committee, which must be approved by full Knesset, will replace just-established interministerial panel on "Temple Mount," which was advocated by Zamir Commission inquiry into 10/8 killings [MEM 11/19].

Occupied Palestine/Israel: Israeli authorities prevent Palestinians from O.T. from entering al-Aqsa mosque to celebrate Leilat al-Qadr (the night the Qur'an was revealed) [FJ 5/8]. Rabin states that Jewish settlements in O.T. do not enhance security, army cannot protect settlers from stone throwers [MET 5/9].

Other Countries: Visiting Paris, Arafat calls PLO Charter "null and void" [FBIS 5/3]. Sec. of State Baker sends Shamir, Rabin letter suggesting that Palestinians outside of O.T. be allowed to participate in Israeliproposed elections [FBIS 5/12].

Military Action

Occupied Palestine/Israel: Visnews, London-based television news service, films Israeli soldiers forcing Palestinian teenager to sit in front of jeep as shield against rock throwers [LAT 5/3]. In W. Bank soldiers injure at least 6 Palestinians. At least 9 Palestinians are injured in Gaza Strip [FJ 5/8].

Arab World: 'Issam Salem, aide to Arafat, is shot, critically wounded in Sidon [LAT 5/3].

Occupied Palestine/Israel: As Israeli P.M. Peres sets off for Washington, F. M. Shamir says "big part" of Israeli government opposes international conference (NYT, WP 9/15). Young Arab woman is killed by IDF after stabbing soldier (FBIS 9/16).

Other Countries: In Paris, third bomb in a week explodes (eighth since December 1985), killing policeman and seriously wounding two. "Partisans of Right and Liberty" (Arab group) claims responsibility. Paris announces sweeping measures to fight bombing wave, including requirement that all foreign visitors obtain visas (NYT 9/15).

US and Other Countries: Senior Reagan aide denies plans to suspend US aid or arms deliveries to Israel; in London Court, 2 Jordanians and 1 Iraqi plead not guilty to attack on Israeli Ambassador Argov last June.

Military Action:

IDF jeeps and APCs come under RPG attack near Shuweifat; artillery, machine gun exchanges between Druze and Phalange in Aley, IDF rushes 50 APCs and tanks, 500 troops to area, imposes curfew and cuts traffic between Chouf villages; IDF forces withdraw from Yarze area housing Lebanese Army command and home of US Ambassador Dillon.

Casualties:

Casualties:

Salam says David Dodge (US educator kidnapped earlier in July) reportedly alive; WAFA says 56 killed, wounded in today's raids (estimates 182 casualties from IDF raids on West Beirut, Bekaa valley yesterday); civilians remain despite extensive damage in Fakhani (many buildings burn); IDF makes little effort at civil administration in the Bekaa, allowing Phalange to be in control; IDF continues blockade of West Beirut (despite some food getting through, doctors report rise in nutrition-related diseases).
