The Palestine Chronology

In the Gaza Strip, IDF troopsstationed along the n. border open fire on a group of stonethrowing Palestinians, injuring 4. A Palestinian is injured in an explosion nr. the French Cultural Center in Gaza City. (A small armed group takes responsibility for the attack on 12/18.) In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. Following the call, senior PLO and Fatah officials postpone their meeting to discuss a response until 12/14. (JP, MNA 12/13)

The Portuguese parliament adopts a recommendation calling on the govt. to recognize Palestinian statehood “in coordination with the EU.” (AFP, TOI 12/12; HA, IMEMC, WAFA 12/13)

The IDF assassinates Hamas commander Ahmad Jabari and his bodyguard and separately kills 7 other Palestinians in a number of air strikes on military and civilian targets across the Gaza Strip, leaving around 90 wounded. The dead include 2 children and an elderly man. Code-named Operation Pillar of Cloud in Hebrew (a Torah reference) and renamed Operation Pillar of Defense for foreign audiences, the Israeli military attacks are described as the ‘‘beginning’’ of an effort to increase deterrence and remove Hamas’s rocketlaunching capabilities. The IQB warns that Israel has ‘‘opened the gates of hell’’ with Jabari’s assassination, and fires dozens of rockets and mortars into Israel. They are joined by the DFLP, Islamic Jihad, PFLP, and PRCs, all of whom claim responsibility for rocket and mortar fire. In total, over 90 projectiles hit Israel from the Gaza Strip, causing 4 injuries. The Iron Dome rocket-defense system intercepts 30 rockets. Overnight, the IDF undertakes air strikes on around 100 sites across the Gaza Strip. U.S. pres. Obama calls Israel PM Netanyahu to express his support for Israel’s military operation and the country’s right to selfdefense. Obama also calls Egyptian pres. Mohamed Morsi to stress the importance of de-escalation and to pledge to stay in close touch. Egypt strongly condemns Israel’s military assault, and UN secy.-gen. Ban Ki-moon calls for a cease-fire. Unidentified assailants fire 4 rockets from Egypt’s Sinai Peninsula into Israel, landing nr. an agricultural community and causing no injuries. (HA 11/14)

In the West Bank, the IDF patrols in 1 village nr. Jericho in the morning, in 1 village nr. Salfit in the afternoon, and in 2 villages nr. Jericho and 1 village nr. Ramallah at night; conducts house searches and arrest raids in Balata r.c. and 1 village nr. Hebron at night. Palestinians across the West Bank demonstrate to mark the day before the 24th anniversary of the PLO’s declaration of independence, blocking roads nr. Bethlehem, Jericho, and Ramallah, and clashing with soldiers at checkpoints in Atara (nr. Ramallah) and Bethlehem. (AFP, PCHR 11/14)

On a 2d day of violent protests in Jordan against price hikes and in general opposition to King Abdullah’s regime, unidentified gunmen attack 2 police stations, and ensuing clashes leave 1 protester dead—the 1st fatality in Jordanian demonstrations in 2012. (AP 11/15)

Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. In Bahrain, protesters ramp up demonstrations in response to Saudi Arabia’s incursion, while the king imposes a 3-mo. state of emergency, deploys the military, and closes schools and govt. offices. (NYT 3/16)

An anonymous Israeli official says that Israel has been discussing with the U.S. a unilateral “phased approach to reaching a final status accord” in absence of negotiations with the Palestinians. PLOEC mbr. Saleh Rafaat warns that the PLO will refuse any interim or partial solution and any call for creating a Palestinian state with temporary or undefined borders. (REU 3/2; NYT 3/3)

Israel’s Jerusalem municipal authority approves construction of 14 Jewish settlement housing units in Ras al-Amud in East Jerusalem. In Gaza, Israel permanently closes the Qarni crossing, shifting all import and export of goods to Kerem Shalom. It also allows Gazans to export tomatoes for the 1st time since 6/2007. Meanwhile, IDF troops on the n. Gaza border twice fire on Palestinian farmers who stray nr. the border fence, forcing them to leave. In the West Bank, the IDF demolishes 20 structures in Khirbat Tana, marking the 6th major demolition of the village; patrols and sets up checkpoints in Tulkarm town and r.c. in the morning; bulldozes a well nr. a settleronly bypass road outside Hebron; conducts late-night patrols in al-Til village nr. In Yemen, antigovernment protests have steadily picked up since 2/16, particularly in Sana’a and Taiz. Some scuffles between protesters and govt. supporters (thought to be plain-clothed security forces) have been reported, but protests are still largely nonviolent. (Amnesty International reports at least 27 protesters killed to date.) By this time, 10 MPs fr. Pres. Ali Abdullah Saleh’s ruling party have resigned in solidarity with protesters, and medical unions, entire tribes and villages, and lawyers’ and labor groups have joined demonstrations. Today, opposition figures, tribal leaders, and influential clerics present Saleh with a plan for his peaceful transition fr. power and meet with him late into the night to discuss it, but there is no immediate deal. The IDF raids Yatta, detains several candidates in the 1/25 elections after they conclude a rally; bars Fatah candidates fr. crossing a checkpoint nr. Qalqilya to attend a campaign rally in Azun Itma village; raids a Fatah campaign rally in East Jerusalem, detaining Fatah candidate Uthman Abu Gharbiyya; conducts arrest raids, house searches nr. Dura (occupying 3 Palestinian homes as observation posts), Jenin and in Bethlehem, Hebron, Yatta. IDF troops stationed on the central Gaza border detain 7 Palestinian teenagers (ages 13–15) fr. Nussayrat r.c. attempting to sneak into Israel to find work. Some 3,000 Palestinian, Israeli, and international protesters led by several Palestinian candidates to the 1/25 elections take part in the weekly nonviolent march against the separation wall in Bil‘in; the IDF fires tear gas to disperse the crowd. Palestinians fire mortars at an IDF checkpoint, detonate a bomb outside Kefar Darom settlement in Gaza, causing no damage. In response, the IDF shells the PA naval police headquarters in Dayr al-Balah, residential areas of Khan Yunis; sends tanks, troops into Khan Yunis for 3 hrs. to conduct extensive searches. The IDF also conducts arrest raids in Abu Dis, Azariyya. Some 2,000 Palestinians in Gaza City and 15,000 Palestinians in Nablus rally in support of Arafat. Occupied Palestine/Israel: Inside the green line, hundreds of thousands of Arabs join general strike in solidarity with Palestinians in occupied territories. Israeli police, border guards respond to large demonstrations with tear gas, water cannons. About 200 Palestinians are arrested; 17 Israeli police, border guards injured [WP 12/22; FJ 12/27]. Stone-throwing, tire-burning crowds of demonstrators are reported in Jaffa, Nazareth, Lydda, Ramlah, and Abu Ghawsh. IDF troops fire on West Bank Palestinian crowds throwing Molotov cocktails, killing at least 2 in Jenin-area town of Tubas and 1 in Jenin. At least 22 are wounded by gunfire [NYT, WP 12/22]. Official Israeli death toll of Palestinians killed since 12/9 is now at 19 [CSM 12/22].

Other Countries: U.S. Senate passes measure temporarily prohibiting denial of visas to and expulsion of foreigners because of their political beliefs; bill also includes provision to close PLO observer mission to UN and PIO in Washington, D.C. [NYT 12/17].

In Jabalya refugee camp, at least 3 Palestinians are shot, wounded when troops open fire on crowd demonstrating atfuneral of youth killed 12/15; about 20 others are arrested. Israeli soldier is stabbed in Rafah; members of patrol open fire, wounding at least 3. Army fails to break general strike [NYT 12/17]. Occupied Palestine/Israel: Israeli soldiers break up rally at Balatta refugee camp with tear gas, rubber bullets, and live ammunition, wounding 4; impose curfew on camp. In response, demonstrators gather at alNajah University; Israeli troops injure 7 in attempt to disperse demonstration. University is ordered closed for one month [FJ 2/13]. Israeli army arrests members of 2 Palestinian cells in Tulkarm and Janin on suspicion of involvement in series of recent firebomb attacks [FJ 2/13].

Arab World: Amal officials accuse PLO of responsibility for Beirut car bomb which killed 15, wounded 80. Nearby battles between Palestinian forces and Amal for control of BurJ al-Barajinah and Shatila camps kill 4, wound 12. PLO blames Amal for food, medicine, and water shortages in camps [WP 2/10].

Military Action:

Heavy shelling by PSP militia, rockets and artillery fall in area from East Beirut north to Jounieh, and in airport area; Pentagon reportedly decides to keep battleship New Jersey stationed off Lebanon indefinitely.
