In the West Bank, an Israeli settler driver allegedly rams a Palestinian youth nr. Hebron, causing serious injuries. Israeli settlers and IDF troops surround a Palestinian school in Tuqu‘ village nr. Bethlehem. The soldiers arrest 2 teachers and 1 student who allegedly threw rocks at the settlers. IDF troops raid a printing shop in Ramallah, seizing $18,000 worth of equipment. They also arrest 2 Palestinians during a late-night raid nr. Ramallah, patrol during the day nr. Hebron and Qalqilya; and violently disperse Palestinian and international activists at a protest encampment outside Yatta village nr. Hebron; there are no serious injuries. The IDF injures 4 Palestinians in further clashes at a checkpoint nr. Qalqilya. In East Jerusalem, Israeli forces arrest 6 Palestinians during violent raids in Issawiyya and Hizma. PA pres. Abbas meets with U.S. special rep. for international negotiations Jason Greenblatt in Ramallah to discuss the Dignity Strike. “We asked the American side to intervene in guaranteeing [our] prisoners’ rights and achieving their humane demands,” Abbas later tells the Fatah Central Comm. (JP, TOI 5/25)

Greenblatt also meets with Israeli PM Netanyahu to follow up on U.S. pres. Trump’s visit to the region on 5/22–23. The PM’s office then denies a report that the U.S. is pushing for Israel to transfer parts of Area C to Area B, increasing Palestinian control of the West Bank, as a goodwill gesture. (JP 5/26)

The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) Yoav Mordechai says that the Israeli govt. will acquiesce to the PA’s 4/27 request to reduce the electricity supply to Gaza (see JPS 46 [4]). The PA, which typically pays NIS 40 m. (approx. $11.2 m.) per mo. for Israel to transfer electricity to Gaza, will reduce its monthly payments to NIS 25–30 m. (BBC, JP, MNA, TOI, YA 5/25; AP 5/31)

Hamas forces execute the 3 Palestinians convicted of crimes related to the assassination of senior Hamas cmdr. Fuqaha on 3/24 (see JPS 46 [3]). (JP, NYT 5/25; EI 5/26)

Israeli forces shoot and seriously injure a Palestinian after he allegedly stabs and lightly injures an Israeli police officer in Netanya. They arrest the man, a resident of Tulkarm, and take him to a hospital (he will succumb to his injuries on 5/25). In the West Bank, IDF troops shoot and injure a Palestinian youth allegedly throwing stones at them outside Silwad nr. Ramallah. They also arrest 1 Palestinian during late-night raids in and around Hebron and Nablus, and patrol nr. Hebron. Along Gaza’s border, IDF troops violently disperse Palestinians nr. al-Bureij r.c. and nr. Khan Yunis protesting in solidarity with the prisoners on hunger strike; 1 Palestinian is seriously injured. On the 2d and final day of his visit to Israel and the oPt, U.S. pres. Trump meets briefly with Palestinian Authority (PA) pres. Mahmoud Abbas in Bethlehem before returning to Israel for a short tour of Yad Vashem. According to a White House statement released in the evening, Abbas tells Trump he is ready to “begin negotiating [with Israel] immediately,” without mentioning any preconditions . In a joint press conference with Abbas, Trump says, “I truly believe if Israel and the Palestinians can make peace, it will begin a process for peace in the Middle East. Abbas assures me he is ready to work toward that goal in good faith, and [Israeli PM] Netanyahu has promised the same.” He then says, “Peace can never take root in an environment where violence is tolerated, funded, and even rewarded,” referring to allegations that the PA is fostering anti-Israeli incitement. Later, on Trump’s flight from Israel to Rome, a senior U.S. official says that the pres. is hoping to reach a “common set of principles” on which to restart peace talks. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. An Egyptian power line is damaged in the strikes, causing extended blackouts (it will be repaired on 7/2). (HA, YA 7/1; JP, MNA, TOI, WAFA, YA 7/2)

Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. After a week-long lull in violence, 2 Palestinians are killed in stabbing and alleged stabbing attacks in Israel and the oPt today. An Israeli civilian shoots and kills a Palestinian in Netanya, Israel, after he stabs and injures 2 Israelis. Twelve hours later, Israeli police detain another Palestinian in Netanya on suspicion that he was planning a stabbing attack. Meanwhile, Israeli settlement security forces shoot and kill a Palestinian youth in Kiryat Arba settlement nr. Hebron after he stabs and kills an Israeli settler youth in her home. An Israeli security guard is injured during the confrontation. The IDF then closes several areas of Hebron, locks down the attacker’s home village (Bani Na‘im), revokes his family’s work permits, and begins processing punitive demolition orders for his home. They also conduct raids in Bani Na‘im, arresting 4 Palestinians. Elsewhere in the West Bank, IDF troops conduct late-night raids nr. Small-scale violence and the corresponding Israeli crackdown continue in the oPt and Israel. IDF troops open fire on 2 Palestinian youths at a checkpoint nr. Jenin, killing 1 and injuring the other, after they allegedly attempt to stab Israeli soldiers. Israeli police shoot and injure a Palestinian man after he stabs and injures an Israeli in Netanya, Israel. Israeli forces detain a Palestinian youth in c. Hebron after she allegedly attacks an Israeli police officer with a foul-smelling liquid. IDF troops clash with and violently disperse Palestinian protesters at a checkpoint in c. Hebron, outside a settlement nr. Ramallah, and along Gaza’s border nr. al-Bureij r.c.; 2 Palestinians are injured (1 seriously). They also violently disperse hundreds of Palestinians throwing stones in a village nr. Jerusalem after the mass funeral for the 2 Palestinians whose bodies the IDF returned on 11/1; 8 Palestinians are injured. Late at night, IDF troops raid the offices of a Palestinian radio station in Hebron, destroying equipment and ordering the station to stop broadcasting for 6 mos. on the grounds of incitement. The IDF conducts further raids and house searches in Hebron and 4 nearby villages, Nablus, Jenin and 2 nearby villages, and 1 village nr. Tulkarm, arresting 10 Palestinians and taking measurements and photos of 8 homes in preparation for possible punitive demolitions. Tensions remain high in East Jerusalem as Israeli forces demolish a Palestinian home in Jabal Mukabir and a 3-story residential building in Bayt Hanina; violently disperse Palestinian students protesting in Abu Dis (21 are injured). The Israeli Knesset passes into law a bill increasing penalties for stone-throwing and related crimes. The main provisions passed a 1st reading on 10/12. The Knesset also passes the 1st reading of a bill that would lower the threshold for what constitutes incitement to violence or terror, allowing the govt. to prosecute more people for related crimes. Stabbing and other small-scale attacks continue in Israel and Jerusalem. In East Jerusalem, 2 Palestinians attack a group of Jewish Israelis on an Israeli bus in Jabal Mukabir, killing 2 and injuring at least 10 (a 3d Israeli will succumb to injuries sustained in the attack on 10/27). Israeli police shoot the 2 Palestinians, killing 1 and seriously injuring the other. In West Jerusalem, a Palestinian driver rams an Israeli pedestrian, then gets out of his car and stabs 5 other Israelis (1 Israeli will succumb to his injuries later in the day). Israeli police shoot and critically injure the Palestinian before arresting him (the Palestinian succumbs to his injuries later in the day). In Israel, Israeli police shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli in Ra’anana, n. of Tel Aviv. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. An Israeli man attacks a Palestinian citizen of Israel in Netanya, lightly injuring him. In Kiryat Ata nr. Haifa, a Jewish Israeli stabs and moderately injures another Jewish Israeli, mistakenly identifying him as a Palestinian. Following the morning’s attacks, Israel’s security cabinet meets and decides not to return the bodies of Palestinians shot and killed by Israeli forces after carrying out attacks on Israeli citizens. Instead of returning the bodies to their families, they will bury them secretly. The cabinet also decides to revoke the residency status of Palestinian attackers, bar any homes punitively demolished from being rebuilt, and allow the police to “impose a closure on, or to surround, centers of friction and incitement in Jerusalem, in accordance with security considerations”. For the 5th day in a row, IDF troops open fire on hundreds of Palestinians protesting along Gaza’s border fence e. of al-Bureij r.c. and nr. the Erez border crossing, injuring 51. They also disperse and drive back around 30 Palestinians who cross the s. border. The Israeli authorities close the Erez crossing shortly after the clashes. Later, Palestinians open fire on Israeli forces patrolling along the border fence e. of Khan Yunis, causing no damage. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting and throwing stones throughout the region, killing 1 Palestinian in Bethlehem and injuring at least 33. Israeli forces raid the Jenin home of the Palestinian who allegedly stabbed and injured an Israeli soldier in Afula on 10/8, preparing for a possible punitive demolition. The IDF also conducts raids and house searches nr. Hebron, Nablus, and Tulkarm, arresting 13 Palestinians. Israeli settlers throw stones at Palestinian drivers nr. Nablus and nr. Hebron, injuring 1 Palestinian in the former and sparking minor clashes in the latter. Israeli settlers also assault and moderately injure a Palestinian youth outside a settlement e. of Jerusalem; assault 4 Palestinian farmers working nr. Ramallah. In Israel, many schools, public institutions, and businesses in predominantly Palestinian cities go on strike, and around 20,000 Palestinian citizens of Israel and solidarity activists march through Sakhnin protesting the recent Israeli restrictions at Haram al-Sharif and violations in the oPt. Three errant mortar shells launched from Syria land in the Israeli-occupied Golan Heights, causing no damage or injuries. In response, the IDF fires artillery shells at 2 Syrian army targets nr. the border, causing damage. (HA, JP, TOI 10/13)

For the 2d day in a row, stabbing incidents continue in Israel and the oPt. First, a Palestinian stabs and injures an Israeli in Shaykh Jarrah, East Jerusalem. In response, Israeli forces raid the suspected attacker’s home in Shu‘fat r.c., sparking clashes with stone-throwers; 1 Palestinian is killed and 42 are injured. Then, as a “preventative measure,” Israeli forces install metal detectors at checkpoints around the Old City. In Tel Aviv, Israeli police shoot and kill a Palestinian after he stabs and lightly injures 4 Israelis, including 1 soldier, and Israeli forces then arrest the suspected attacker’s father and uncle in their home in East Jerusalem. Later, a Palestinian stabs an Israeli soldier and a civilian in Afula (Israeli civilians assault the Palestinian and he is arrested), and another Palestinian stabs and seriously injures an Israeli settler outside the Kiryat Arba settlement nr. Hebron; Israeli forces kill the alleged suspect. In response to the recent attacks, Jerusalem Mayor Nir Barkat calls on Jewish citizens with gun permits to carry their weapons when in public, saying that it is “like doing reserve duty” due to Israel’s compulsory military service. Meanwhile, hundreds of right-wing Israelis gather in Jerusalem to protest the Israeli govt.’s alleged inaction, and minor clashes ensue when Israeli police block them from entering Silwan (4 are arrested). In Nazareth, Israeli police violently disperse dozens of Palestinian youths protesting Israeli restrictions on access at Haram al-Sharif, injuring several Palestinians and arresting 16. Meanwhile, dozens of Jewish Israelis attack 3 Palestinian citizens in Netanya, injuring 1 (5 of the assailants will be arrested on 10/10). Clashes erupt between IDF troops and Palestinian protesters across the West Bank, injuring at least 50 Palestinians, including 2 photojournalists (1 Palestinian will succumb to his injuries on 10/10). The IDF patrols across the region, arresting 27 Palestinians and issuing arrest summons to 3. Israeli settlers continue assaulting Palestinians and their property, smashing the car windows of the PA minister of telecommunications nr. The Israeli PM’s office clarifies that the recent ban on politicians’ visits to Haram al-Sharif applies to both Jewish and Palestinian MKs, after the media reported that the ban only applied to Jewish politicians. (HA, JP, NYT, TOI, YA 10/8)

The IDF makes at least 6 air strikes on Gaza, killing 9 Palestinians, wounding 10s. Air strikes target an ESF barracks outside the Interior Min. (killing 1 ESF mbr., wounding at least 21 Palestinians, including at least 10 bystanders); a civilian car (apparently mistaken for a Hamas vehicle) driving nr. Rafah, killing 2 Palestinian children, wounding their father, 2 siblings; a trailer used to house ESF mbrs. guarding Interior Min. spokesman Khalid Abu Hilal’s home, killing 1 ESF mbr., wounding 4; a Hamas base e. of Gaza City nr. Qarni, killing 4 Hamas mbrs., 1 bystander and wounding 4 Hamas mbrs., 2 bystanders; a car in Gaza City, in an apparent attempt to assassinate Izzeddin al-Qassam Brigades (IQB) cmdr. Imad Shabanah and a 2d senior Hamas mbr., wounding them, 4 bystanders. The IDF reoccupies an area of prime Palestinian agricultural land northeast of Bayt Hanun and northwest of Bayt Lahiya to expand its n. Gaza buffer zone, declaring the area off limits to Palestinians farmers, leveling land; deploys an artillery battery on the n. Gaza border, shelling areas nr. Bayt Lahiya and in Jabaliya r.c. (targeting Islamic Jihad mbrs.), causing no injuries; sends tanks into n. Gaza to conduct “limited ground operations” to halt Palestinian rocket fire, occupying buildings in Bayt Lahiya, and later Bayt Hanun and Jabaliya r.c. In the West Bank, the IDF conducts arrest raids, house searches in and around Salfit, Tulkarm (firing on stone-throwing Palestinians who confront them, wounding 2) and in Hebron (also raiding a wedding in Hebron, interrogating celebrants and arresting 3), Nablus; sends troops to patrol in Bayt Fajjar nr. Bethlehem, firing on residential areas and stonethrowing youths who confront the troops, killing 1 Palestinian teenager, wounding a 2d. Meanwhile, a new Hamas-Fatah ceasefire significantly reduces violence in Gaza, though at least 6 Palestinians are killed in clashes during the day. The dead include a Hamas mbr. kidnapped, executed by Fatah; a Hamas mbr. killed by a Fatah sniper; 4 Hamas supporters killed, 14 wounded when Fatah forces ambush a funeral for 2 ESF mbrs. killed on 5/16. Hamas mbrs. also attack PA national security forces (NSF) and PSF headquarters in n. Gaza. With the PA security forces unable to guarantee his security, Abbas delays plans to go to Gaza today to discuss the interfactional fighting. In Gaza, 1 AMB mbr., 1 PRC mbr. are fatally shot when they jointly attack the IDF post at the Erez crossing with gunfire and grenades, causing no injuries; the IDF shuts the Erez crossing in response. The IDF also fatally shoots a Palestinian laying a roadside bomb nr. the n. Gaza border fence; conducts arrest raids, house searches nr. Bethlehem, in Nablus, in and around Hebron. In Gaza City, unidentified Palestinian gunmen ambush, kidnap Egyptian military attache Hussam al-Musali ´ ; no group claims responsibility or issues demands; Hamas denounces the action. The PA releases 39 Islamic Jihad prisoners, 7 AMB mbrs. held in its Jericho jail since arrest sweeps following the 12/5/05 Islamic Jihad suicide bombing in Netanya. An Islamic Jihad suicide bomber fr. Kefar Rai (btwn. Jenin and Tulkarm) detonates a device outside a shopping mall in Netanya, killing 5 Israelis, wounding 31 (4 seriously). Islamic Jihad says the attack is retaliation for the IDF’s 10/24 assassination of 2 of its leaders. The IDF immediately imposes closures on the West Bank and shuts pedestrian crossings in Gaza (keeping the Qarni crossing open for goods); announces that it is preparing for a wide-scale retaliation operation in northern Gaza and will step up assassinations and arrest campaigns in the West Bank, with DM Mofaz stating that the IDF had “decided to operate in a much broader, much deeper and more intensive manner against the Islamic Jihad infrastructure” and would make an effort to keep fr. drawing Hamas into the fighting. Later in the evening, the Israeli security cabinet authorizes the IDF to “adopt a harsher response” to rocket fire fr. Gaza, targeting built-up areas of Gaza as well as launch sites in uninhabited areas. During the day, the IDF also shells uninhabited areas in n. Gaza and in s. Gaza nr. Khan Yunis, causing no damage or injuries; makes 5 mock air raids over Gaza, breaking the sound barrier; fires on residential areas of Aida r.c., wounding 2 Palestinians; conducts arrest raids in and around Hebron and in Bethlehem, Jenin (targeting Hamas, including detaining 2 candidates in the 12/15 municipal elections, 1 candidate in the 1/25 parliamentary elections), Ramallah; bulldozes 5 d. of Palestinian land in Silwan for construction of a parking lot for Jewish settlers. Palestinians throw 2 pipe bombs at an IDF patrol nr. Bethlehem and fire on an IDF checkpoint nr. Nablus, causing no damage or injuries. PA police fire at Palestinians in Jenin rallying in support of the Netanya bombing. Israeli police round up another 500 Palestinians working in Israel without permits (see 12/4). After mos. of IDF operations in which an Islamic Jihad leader was assassinated on 3/10, another leader survived an attempted assassination on 7/10, and more than 300 cadres were arrested following the 2/25 suicide bombing carried out by a renegade Islamic Jihad mbr., an Islamic Jihad suicide bomber fr. al-Til outside Tulkarm detonates a device outside a mall in Netanya, killing 3 Israelis, wounding up to 48, marking the 1st suicide bombing since 2/25/05 (1st inside Israel since 11/1/04); Islamic Jihad at first denies, then confirms responsibility. Israel suspends all contacts with the PA regarding disengagement, seals the West Bank and Gaza, vows to respond harshly against the group. Abbas states, “We condemn this terrorist attack. It’s a crime against the Palestinian people. Those traitors are working against the Palestinian interest. . . . They did a stupid thing that they should be punished for,” though he notes Islamic Jihad’s denial. At almost the same time as the bombing, a stolen car breaks through the fence of Shavei Shomron settlement in the West Bank and explodes, injuring the driver but causing no other casualties; the IDF says the driver was an Islamic Jihad mbr. who had been working as an informant for Israel; he had been handcuffed to the wheel of the car and the bomb he was carrying was detonated by cell phone, suggesting an attempt to assassinate him for collaboration.
