Israeli forces also deliver a stop-work notice for a Swiss-funded sports field in Qalandia and seize a vehicle and equipment. Elsewhere, Israeli forces set up 2 iron gates on roads leading to Huwwara. Israeli forces also arrest 20 Palestinians during late-night raids in and around Hebron, Jericho, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces raid al-Qibli Mosque at the Haram al-Sharif compound, forcibly removing worshippers. Israeli forces also erect iron barriers at the King Faisal, al-Ghawanmeh, and al-Hadid gates to the compound. In Gaza, Israeli forces bomb al-Bureij refugee camp, Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Gaza City, and Rafah, killing at least 69 people. Israeli forces also open fire at Palestinians waiting to receive aid at the Kuwait Roundabout in Gaza City, killing at least 21 people and injuring 155. In Beit Kama, a Palestinian citizen of Israel stabs and kills an Israeli soldier before he is shot and killed. In Lebanon, Israeli forces bomb a home in Naqoura. Israeli forces also bomb Tayr Harfa, Kunin, and Hamul. Hezbollah attacks Israeli soldiers in al-Abad. In Yemen, U.S. forces bomb 9 anti-ship missiles and 2 drones at different sites, saying Houthis fired 4 anti-ship missiles at vessels in the Gulf of Aden and the Red Sea. More than 31,341 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,134 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 425 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. PA president Mahmoud Abbas appoints the current chairperson of the Palestine Investment Fund and former deputy prime minister and minister of national economy, Mohammed Mustafa, as the new PA prime minister. Abbas says in a statement that he asked Mustafa to create a plan to re-unify the administration of Gaza and the West Bank, lead reforms in the PA government, security services, and economy, and fight corruption. The U.S. National Security Council welcomes the appointment of Mustafa. UK foreign secretary David Cameron also welcomes the appointment. According to Axios, State Department and White House officials have met with Mustafa and heard his plans for post-war Gaza and rehabilitating the PA economy. The PA condemns Israel for setting up barriers and gates around the Haram al-Sharif compound ahead of Friday prayers. The PA also calls on the ICC to summon Israeli national security minister Itamar Ben-Gvir for incitement to kill Palestinians, citing his statement in support of the killing of a Palestinian child in East Jerusalem on 3/12. Reuters reports that Hamas has submitted a 2-stage ceasefire proposal where the first stage would see Israeli women, children, elderly, and ill captives, including female soldiers, exchanged for 700-1,000 Palestinian prisoners. During the first stage a date for a permanent ceasefire and a deadline for Israeli withdrawal from Gaza would be set. The remaining captives would be released in another prisoner exchange. The Israeli prime minister’s office calls Hamas’s terms “unrealistic” but says the war and security cabinets will discuss the proposal on 3/15. Senate Majority Leader Chuck Schumer (D-NY) calls for new elections in Israel, calling Israeli prime minister Benjamin Netanyahu 1 of 4 major obstacles for peace, along with “radical right-wing Israelis in government and society,” Hamas, and PA president Abbas. Schumer also says that if Netanyahu remains in power then the U.S. should “play a more active role in shaping Israeli policy by using our leverage to change the present course.” House speaker Mike Johnson (R-LA) says he may introduce a standalone bill for aid to Israel, saying Schumer’s comment “made the situation even more urgent.” The House has already passed 2 Israel funding bills, which Schumer has rejected as Senate Democrats want to tie Israel funding to Ukraine funding. Leader of the Houthi movement Abdul-Malik al-Houthi says Houthi forces will attack Israeli-linked ships in the Indian Ocean that are circumventing the blockade of the Red Sea by going south of the African continent. The Toronto Star and Reuters report that Canada has stopped shipments of non-lethal military equipment, such as night vision goggles, to Israel due to concerns over human rights violations. (AJ 3/14)

The European Parliament pass a resolution denouncing the “catastrophic humanitarian situation in Gaza, including the risk of imminent starvation.” EU commissioner for crisis management Janez Lenarcic says that neither the EU, nor to his knowledge any other UNRWA donor, has been presented with any evidence against UNRWA employees by Israel. In the West Bank, a Palestinian man shot by Israeli forces on 1/8 in Beitunia succumbs to his wounds. Israeli settlers set olive trees and an agriculture structure on fire near Kafr ad-Dik. Israeli forces raid Nablus and Abud, injuring 8 people with live ammunition, including a child, and cause widespread destruction in Nablus. Israeli forces also demolish a car wash and a nursery in Kafl Haris. Elsewhere, Israeli forces raze 6 dunams (1.5 acres) of Palestinian-owned land planted with 50 olive trees in Hebron and 2 dunams (.5 acres) of Palestinian-owned land near Bethlehem. Israeli forces also raid a medical clinic near Bethlehem, causing damage. Israeli forces arrest 26 Palestinians during late-night raids in and around Bethlehem, Ramallah, Tulkarm, Tubas, Hebron, Jenin, and Nablus. In East Jerusalem, Israeli authorities demolish a Palestinian home in Sur Baher, displacing 8 people. Haaretz reports that Israel demolished 140 Palestinian homes and 84 other structures in East Jerusalem in 2023, marking a 60% increase in home demolitions compared to 2022. The newspaper notes that during the first 9 months of 2023 10 housing units were demolished per month and after 10/7 the figure rose to 17 a month. (HA 1/10)

Hamas official Osama Hamdan says there are no talks about a prisoner exchange, adding Israel is defrauding the Israeli public by circulating reports about talks. Hamdan maintains the Hamas position that it will not engage until Israel stops its attacks on Gaza. Hamdan also calls on the ICJ not to be pressured by the U.S. (AJ, HA, NYT 1/10)

PA president Mahmoud Abbas meets with U.S. secretary of state Antony Blinken in Ramallah, discussing the situation in Gaza and the West Bank. Reports describe the meeting as intense, with Abbas pressing Blinken on Israel’s freezing of the PA’s tax revenue and Israel’s attacks on Gaza. Palestinians protest Blinken’s visit, saying he is not welcome. Blinken later tells the press in Bahrain that Abbas agreed to reform the PA in preparation to take control of Gaza. Abbas flies to Aqaba in Jordan after the meeting with Blinken where he meets Jordanian king Abdullah II and Egyptian president Abdel Fattah el-Sisi, discussing ways to end Israel’s war in Gaza and prevent the displacement of Palestinians. In an English language post on X Israeli prime minister Benjamin Netanyahu says, “Israel has no intention of permanently occupying Gaza or displacing its civilian population,” contradicting statements by several of his coalition members. Israeli war cabinet member Benny Gantz says Hamas no longer has ruling capabilities in Gaza and that Israel will continue its war to prevent Hamas from regaining control. Gantz also says that security in Gaza will remain “in our hands.” Likud member and deputy speaker of the Knesset Nissim Vatur tells the Kol Barama radio station that “Gaza and its people must be burned.” (AJ, AP, HA, HA 1/10)

The UN Security Council passes a resolution demanding that Yemen’s Houthi government ends its attacks on ships in the Red Sea and frees the ship Galaxy Leader and its crew. U.S. Republican presidential candidate Ron DeSantis suggests at a presidential primary debate that Egypt or Saudi Arabia should resettle some Palestinians from Gaza if Israel “makes the calculation that [it is needed] to avert a second Holocaust.” Another candidate, Nikki Haley, says the U.S. should give Israel “whatever it wants.” (AJ, HA 1/11)

A poll conducted for the Washington Institute for Near East Policy finds that 96% of Saudis believe all Arab states should sever all ties with Israel. A YouGov poll commissioned by Medical Aid for Palestinians and the Council for Arab-British Understanding shows that 71% of people in the UK support an immediate ceasefire in Gaza, while 17% approve of the UK government’s handling of the war on Gaza. The Jewish Forward reports that the Anti-Defamation League (ADL) has started including pro-Palestine rallies in its tally of anti-Semitic incidents. The report also says that the ADL now deems all anti-Zionist chants and slogans anti-Semitic, leading to pro-Palestine rallies where anti-Zionist slogan were chanted constituting 40% of incidents of anti-Semitism counted in a recent ADL report. The International Ice Hockey Federation bars Israel from participating in world championship events, citing security concerns. Israel calls the ban “anti-Semitic.” The decision prevents the U20 Israeli hockey team from participating in a Division III world championship tournament later this month. (HA, TOI 1/11)

In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces during a raid in Tulkarm on 11/7. Israeli settlers opened fire at Palestinian vehicles near Bethlehem; no injuries were reported. Israeli settlers also began constructing a settlement road on Palestinian-owned land in Birin. Israeli forces shot and killed 4 Palestinians, including 2 children, and injured 17 others during raids in al-Fara’a refugee camp, Ya’bad, and Balata refugee camp. Israeli forces also opened fire at a Palestinian vehicle and detained the driver in Husan. Elsewhere, Israeli forces also demolished a home in Umm Rukba near al-Khader and 2 homes and 2 agricultural structures in Umm Qissa in the Masafer Yatta area. 42 Palestinians were arrested during late-night raids in and around Hebron, Jenin, Ramallah, Nablus, Bethlehem, Qalqilya, and Tubas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished parts of a home in Silwan. In Gaza, Israeli forces bombed Maghazi, Khan Yunis, Jabalia refugee camp, Rafah, Nuseirat refugee camp, and Gaza City, killing hundreds of people, including more than 100 in Jabalia. Prominent Palestinian poet and academic Refaat Alareer was also killed along with several family members in Gaza City. 3 Israeli soldiers were killed in combat. Rockets were fired at Israel, injuring 1 in Nir Yitzhak. In Lebanon, rockets were fired at Israeli military sites and soldiers in Tal Shaar and Karm al-Tuffah and Israel attacked several places. In Yemen, the Houthi-led government said it had fired ballistic missiles at Israeli military posts near Eilat which were shot down by Israel’s Arrow missile defense system. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Red Crescent said its ambulance center in the northern province of Gaza has stopped working due to a lack of fuel. Patients and staff were evacuated from the Kamal Adwan Hospital in Jabalia as the hospital had stopped working. 20 patients that could not be evacuated stayed at the hospital. 80 trucks carrying aid, including 15 gallons of fuel, entered Gaza. UN secretary-general Antonio Guterres invoked Article 99 of the UN Charter, forcing the UN Security Council to convene on 12/8 on the basis of threats to “international peace and security,” saying a ceasefire is needed in Gaza to avoid “irreversible implications for Palestinians as a whole and for peace and security in the region.” Israeli ambassador to the UN Gilad Erdan said Guterres had reached “a new moral low.” Israeli foreign minister Eli Cohen called Guterres a “danger to world peace.” After the invocation of Article 99, the UAE circulated a draft resolution calling for “an immediate humanitarian ceasefire,” and for all parties to comply with international law. The Israeli security cabinet approved an increase in the amount of fuel entering Gaza from around 13,000 gallons to 26,000 gallons a day. Axios reported that the decision was made after pressure from the Biden administration, which had called on Israel to allow 39,000 gallons to enter Gaza daily. The decision was opposed by National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. (AJ 12/6; AX 12/7)

PA UN envoy Riyad Mansour addressed the assembly of parties to the Rome Statute, saying “Israel has effectively destroyed every single requirement for live in the Gaza Strip” and complaining that the ICC has not delivered justice for Palestine. (AJ, WAFA, WAFA 12/6)

Israel revoked the residency visa for UN special coordinator for the Middle East peace process Lynn Hastings, saying she did not condemn Hamas’ Operation Al-Aqsa Flood. Israel’s military discussed closing the “Desert Frontier” unit made up of Israeli settlers in the West Bank after a series of incidents where soldiers from the unit attacked and abused Palestinians and Israeli activists. (HA 12/6)

The Association for Civil Rights in Israel (ACRI) said Israel has established 100 “Community Security Squads” equipped with M16 rifles, adding the members of the militias have only received 7 hours of training and lacked proper oversight. ACRI also said there have been reports of Palestinian citizens of Israel being rounded up by the militias to show their identity cards. (AJ, HA 12/6; HA 12/7)

UN high commissioner for human rights Volker Turk said he had asked Israel for weeks to have his team investigate Israeli allegations of sexual violence committed by Hamas militants in Israel on 10/7 but said Israel had not responded. (AJ, WAFA 12/6)

Turkish president Recep Tayyip Erdoğan said “I consider even the debating of this plan as disrespectful to my Palestinian siblings. For us, this is not a plan that can be debated, considered, or discussed,” referring to Israeli suggestions that a buffer zone should be made within Gaza. U.S. State Department spokesperson Matthew Miller also said the Israeli plan was in violation of U.S. policy, suggesting Israel could make a buffer zone in its own territory. (AJ, HA, REU, REU 12/6)

Russian president Vladimir Putin met with UAE president Mohammed bin Zayed Al Nahyan in Abu Dhabi and Saudi crown prince Mohammed bin Salman in Riyadh, discussing energy cooperation, the situation in Gaza, and Russia’s invasion of Ukraine. The U.S. Senate failed to pass a $111 billion bill to provide $50 billion to Ukraine and $14 billion to Israel in a 49-51 vote. All Republicans and Democratic senators Bernie Sanders (D-VT) and Chuck Schumer (D-NY) voted against the bill. Republicans sought to separate the aid for Israel from the aid for Ukraine as many Republican senators are opposed to significant spending on Ukraine, while Sanders opposed spending on Israel given the Palestinian death toll in Gaza. Belgian prime minister Alexander De Croo said his government will work with the U.S. to sanction “individuals involved in actions that undermine peace, security, and stability” in the West Bank. (AJ 12/6; HA, HA, REU, WAFA 12/7)

Reuters reported that an “orientation note” circulated among EU foreign ministers ahead of a meeting showed the EU was considering tougher sanctions on Hamas and imposing sanctions against violent Israeli settlers. EU commissioner for crisis management Janez Lenarcic condemned an Israeli settler attack in Khirbet Zanuta which destroyed an EU-funded school. Nils Schmid, foreign policy spokesperson of Germany’s ruling Social Democratic Party, said imposing sanctions on settlers was a good idea. (HA, REU, REU, REU 12/6)

Haaretz reported that Foreign Minister Cohen had bypassed objections from foreign ministry staff to issue diplomatic passports for Prime Minister Netanyahu’s son Yair, Likud politician and settlement leader Israel Gantz, and senior Likud member Benny Biton. (HA 12/7)

In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces on 11/9 in Jenin refugee camp. Israeli settlers assaulted Palestinian herders and stole some of their sheep in Tuqu’. Israeli settlers also raided Kisan, stealing solar panels and a generator. Elsewhere, Israeli settlers raided Shaab al-Butum in the Masafer Yatta area, demolishing a residential structure and vandalizing solar panels, water tanks, and 70 olive tree saplings. 12 UN Security Council members voted for a resolution introduced by Malta calling for urgent, prolonged humanitarian ceasefires and unconditional release of the captives held by Hamas. The U.S., UK, and Russia abstained. A Russian amendment calling for a ceasefire was blocked by the U.S. PA UN envoy Riyad Mansour said the resolution fell short of condemning Israel for its attacks on Palestinian civilians, assaults on hospitals and schools, and the killing of UN staff, journalists, and doctors. 24 House Democrats urged President Biden to end “grave violations of children’s rights” by calling for an immediate ceasefire. Senator Chris Van Hollen (D-MD) called the Israeli refusal to allow fuel to be delivered to water desalination plants and generators at hospitals “inhumane.” Capitol police violently dispersed protesters blocking the entrance to the Democratic Party’s headquarters and calling for a ceasefire (AJ, HA 11/15; AJ 11/16)

In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. According to an Israeli official, Netanyahu told Biden that there can be a Palestinian component to the deal but the Palestinians cannot have veto power. Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. We need to solve that part,” later saying “[w]e hope that it [the normalization talks] will reach a place that will ease the life of Palestinians and get Israel as a player in the Middle East.” Lastly, bin Salman said that if Iran gets a nuclear weapon, then Saudi Arabia will “have to get one.” One of the Saudi demands for normalization is that the U.S. aids the country in creating a nuclear program. UN envoy for the Middle East Tor Wennesland issued a report warning that the economic crisis in the West Bank and Gaza could threaten regional stability. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. Palestinian amb. to Iraq Ahmad Aqil says that the Iraqi Higher Judicial Council has issued a res. applying equal status as Iraqi citizens to Palestinian refugees in Iraq—except for full Iraqi nationality. Under the aegis of the State of Palestine, Pres. Israel’s High Court of Justice rejects a petition to ban all punitive home demolitions, a policy resurrected following the 6/2014 abduction and killing of 3 Israeli settler teenagers. The court also rejects a petition to block the demolition of the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18. (Israel’s Supreme Court froze the demolition order for the synagogue attackers’ homes on 11/27.) Around 500 members of the Israeli security forces forcibly evacuate some 100 Palestinians from the Bab al-Shams protest camp in the E1 area nr. Jerusalem (see 1/11). The Israeli Supreme Court had issued an injunction to prevent the removal for 6 days, and a police spokesperson claims that the court order allowed for the evacuation of protesters, if not the tents. Palestinian pres. Mahmud Abbas heads to New York ahead of the expected 11/29 UNGA vote on a resolution to upgrade the status of Palestine to a non-member observer state. PA officials express optimism about the anticipated level of European support, and also say they do not take seriously threats from Israel that the PA will be punished for pursuing the initiative. The Palestinians circulate a revised draft resolution. Behind the scenes, Israeli and U.S. officials press the Palestinians to tone down the wording of the text (see Quarterly Update in JPS 167 for details). Israeli diplomatic officials now say that Israel’s response to the bid will depend on what Abbas does with the upgraded status. Gaza’s power plant begins operating on 4 turbines for the first time since 2006, after Israel (in a gesture to mark Ramadan) allowed the UN Development Program to import new transformers to replace those destroyed by an Israeli air strike in 2006. The improved capacity of the plant and additional Israeli fuel imports to mark Ramadan reduce rolling blackouts across Gaza to 8–10 hrs./day (down from around 12 hrs./day in recent months). PA Fin. Min. Nabil Kassis says the government is finding it harder each month to meet its routine budget expenses because donors, including the U.S. and Arab states, have failed to fulfill their 2012 pledges. The PA had hoped to close a $1.1 b. gap in its $4 b. budget, but is expected to fall short by $250,000, despite increasing taxes and making cuts to subsidies. (WT 7/27)

Republican candidate Mitt Romney begins a 6-day international tour of Britain, Israel, and Poland to point up his foreign policy skills. The theme of the trip is ‘‘the importance of locking arms with the nation’s allies.’’ Aides say that on the Middle East, Romney intends to highlight differences with Obama over plans for the peace process, support for Israel, Iran’s nuclear program, and the U.S. withdrawal from Afghanistan. The International Israel Allies Caucus Foundation (formed by Israeli Knesset mbrs. and mbrs. of the U.S. House of Representatives in 2008) sponsors 2 panels on Capitol Hill to mark nearly 20 yrs. since the signing of the 9/2003 Oslo Accord and to discuss how to move the peace process forward. Speakers include former State Dept. adviser to the negotiations Aaron David Miller, Likud MK and avid settlement supporter Danny Danon (who supports annexation of the West Bank except for the Palestinian population, which would be left to fend for itself), right-wing settler leader and former MK Rabbi Benny Elon (who supports annexation of the West Bank and creation of a Palestinian state in Jordan), and Israeli negotiator to the Oslo talks Yossi Beilin (who says: ‘‘My interest is not necessarily a Palestinian state. All I want is a Jewish majority forever.’’), and Jerusalem Post dep. managing editor Caroline Glick (who says Oslo was destined to fail because Palestinian leaders ‘‘raised a generation of kids who value death’’). The only representative of the Palestinian viewpoint, American Task Force on Palestine (ATFP) dir. Ghaith al-Omari, praises Oslo for establishing a sense of ‘‘mutual respect’’ necessary for moving talks forward and calls for a quick resumption of negotiations. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM.
