In the West Bank, Israeli forces blocked the main entrance to Burqa. Israeli forces also assaulted and arrested 1 minor in a shop in Beit Umar. Israeli forces also violently dispersed Palestinian protesters in Qalqilya, injuring 3 with rubber-coated bullets, including 2 minors. Elsewhere, Israeli forces violently dispersed Palestinian protesters near al-Arroub refugee camp, causing tear-gas related injuries. 2 Palestinians were arrested during late-night raids in Deir al-Ghusun. Greek Orthodox Patriarch of Jerusalem Theophilos III said that the Christian community’s “presence in Jerusalem is under threat,” in a piece published by The Times. Palestinian activist Ramy Shaath arrived in Paris after being deported by Egypt as he was released from Egyptian prison. Shaath, the son for former PA foreign minister Nabil Shaath, was arrested in June 2019 on charges related to his alleged ties to the Muslim Brotherhood. The Palestinian Central Elections Committee (CEC) said 89% of eligible voters had registered for the 2d phase of local elections, which will be held in cities and larger towns on 3/26. The CEC said that it is not planning to facilitate elections in Gaza as Hamas is demanding political conditions that cannot be addressed by the committee, according to the CEC. (PCHR 1/3; WAFA 1/8)

In the West Bank, the IDF wound 1 Palestinian during clashes in Nablus during a patrol designed to protect the movement of Jewish settlers. IDF troops demolish 2 houses in al- ‘Arub r.c. nr. Hebron, prompting clashes with residents. Three are injured by rubber-coated metal bullets. IDF troops also fire tear gas into the grounds of 2 schools in al-Khadir, nr. Bethlehem. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and in 1 village nr. Jenin at night; patrols in 2 villages nr. Hebron, in Tulkarm and 1 nearby village, and 1 village nr. Jericho at night. In Israel, a car owned by a Palestinian citizen is vandalized, the 6th such hate crime in the town over the last mo. Meanwhile, residents of Furaydis hold a general strike to protest the “price tag” attack on 4/29, where racist graffiti was sprayed on a mosque. Fatah official Azzam al-Ahmad says that PA Pres. Abbas will issue a presidential decree to convene the Palestinian Legislative Council— which has not convened since 2007—while elections will not take place for another 6 mos. Hamas and Fatah officials reactivate a subcmte. on civil liberties, as part of the implementation of the reconciliation agreement. Topics for the new subcmte. to deal with include the end of a ban on West Bank newspapers in Gaza. Meanwhile, around 1,000 Hamas supporters march through Ramallah, marking the return of the remains of 2 Hamas fighters killed by Israel in 1998. In the Gaza Strip, a mbr. of Hamas’s military wing Izzeddin al-Qassam Brigades dies in circumstances that were not disclosed, but suggest an accident during training or preparation for a mission. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night, and patrols in 2 villages nr. Hebron and 1 village nr. Salfit in the afternoon. Fatah Central Cmte. mbr. Nabil Shaath tells Palestinian media that the leadership will not accept proposed temporary solutions in the West Bank, and claims Israel has yet to put any offers on the table in negotiations. Shaath says the 2 sides have spent almost 6 weeks presenting issues like borders and security, and that Israel insists on maintaining control of the Jordan River. Israel’s Prime Minister’s Office refuses to comment on leaks in the press, including suggestions that Israel suggested the establishment of a temporary Palestinian state in 60% of the West Bank. Iran’s Pres. Hassan Ruhani says that the Foreign Ministry will take over the running of talks with the international community over the nuclear program, but without specifying a chief negotiator. Meanwhile, State Dept. spokesperson Jen Psaki says that Washington hopes Tehran will “engage substantively” with global powers to find a solution to the crisis and issues with IAEA inspections. U.S. Secy. of State John Kerry calls Israeli PM Benjamin Netanyahu to express disapproval over plans for new construction in Ramat and Gilo settlements. Meanwhile, Jordanian FM Nassar Judeh, in a joint press conference in Ramallah with PA FM Riyad Malki, announces that Kerry will shortly be in Amman for a 4th visit to Jordan to discuss peace efforts. Rami Hamdallah, president of an-Najah University, announces that Pres. Abbas has asked him to replace Salam Fayyad as prime minister and form a new govt., adding that most ministers will remain in post. Fayyad resigned on 4/13 and has been serving as a caretaker. U.S. Secy. of State John Kerry welcomes the appointment, but the decision is denounced by Hamas, whose spokesperson Fawzi Barhoum says that Abbas should have implemented the reconciliation deal achieved in Cairo in 5/2013, rather than name his own appointee. Meanwhile, senior Fatah leaders Nabil Shaath and Othman Abu Gharbieh arrive in Gaza to take part in talks with representatives of all factions about national reconciliation. In the Gaza Strip, IDF troops open fire on Palestinian workers, injuring one farmer with live ammunition as he picks watermelons. Following the incident, an IDF spokesperson says that soldiers shot at Palestinians attempting to damage the border fence. Israeli naval vessels open fire on Palestinian fishermen off the coast of the Gaza Strip, causing no damage or injuries. Various Palestinian officials close to Pres. Abbas tell the Associated Press that there are plans to encourage the international isolation of Israel should Israeli PM Netanyahu win reelection and the peace process remain stalled. Options being considered include war crimes charges, urging sanctions, and ending security cooperation in the West Bank. Fatah official Nabil Shaath tells Palestinian news agency Ma‘an that the PA will further develop a strategy of boycott and civil disobedience in 2013. The EU’s foreign policy chief Catherine Ashton releases a statement expressing strong opposition to Israel’s ‘‘unprecedented expansion of settlements around Jerusalem.’’ Meanwhile, South Africa’s governing party, the African National Congress, votes at its annual conference to support the Palestinians’ Boycott, Divestment, and Sanctions (BDS) campaign. Fatah Central Comm. mbr. Nabil Shaath announces that the PA will release Hamas-affiliated detainees as a gesture to boost reconciliation efforts. Hamas officials say they will move to release Fatah prisoners in the Gaza Strip. The leader of the Democratic Front for the Liberation of Palestine Saleh Zeidan reports that Pres. Mahmud Abbas will call a meeting of the PLO Reform Comm. in Cairo after returning from the UN to revive talks of expanding the PLO to include Hamas and Islamic Jihad as part of a national reconciliation deal. Israeli leaders defend the 11/21 Gaza cease-fire in the face of strong criticism from politicians like Yesh Atid’s Yair Lapid and Kadima’s Shaul Mofaz, who believe that the operation had not successfully restored ‘‘deterrence.’’ DM Barak asserts that ‘‘it is still not time to enter Gaza in a very wide operation and conquer it.’’ Barak also reveals that Israel dropped 1,000 times as many explosives on the Gaza Strip as landed on its soil. In Gaza, Palestinian factions organize a major rally in Gaza City to celebrate the cease-fire and call for national reconciliation. On a rare visit to Gaza since the Hamas takeover in 2007, Fatah Central Comm. mbr. Nabil Shaath tells the crowds that Israel failed to isolate them from the West Bank. PM Ismail Haniyeh tells the rally that the ‘‘resistance fighters changed the rules of the game’’ but that the fighters should ‘‘guard’’ the truce ‘‘as long as Israel respects it.’’ (AP, MNA 11/22)

Meanwhile, the toll of Operation Pillar of Defense continues to climb: an Israeli soldier dies from injuries sustained by a Palestinian rocket attack during the operation, becoming the 2d soldier and 6th Israeli to die in the fighting. In the Gaza Strip, rescue workers pull the bodies of 2 more Palestinians from the rubble of the Dalou family home (bombed on 11/18), raising the Palestinian toll to 160.
