Israel's air, land, and sea assaults continue, leaving at least 16 Palestinians dead, more than 70 injured. The IDF enters Tulkarm r.c. and Nur al-Shams r.c., meeting fierce resistance. In a massive predawn operation, the IDF sends tanks, troops into Gaza City fr. 3 directions, firing heavy machine guns, demolishing the Palestine Broadcasting Center, taking Palestinian TV and radio off the air. IDF helicopters strike the PA military intelligence, military police, Force 17 buildings in the city. The IDF also sends bulldozers into enter Brazil r.c., killing 6 Palestinians; dispatches F-16s to bomb a PA security building in Khan Yunis, helicopters shell a Force 17 building in al-Bireh, naval vessels shell a PA naval police station in Bayt Lahia. Nr. Jerusalem, a Palestinian fires on an IDF post, injuring 2 IDF soldiers before being shot dead. A 8th Palestinian is fatally shot at an IDF checkpoint for "acting suspiciously"; an Israeli Arab is killed in an incident elsewhere. The PSF arrests 3 senior PFLP mbrs. suspected of involvement in the 10/01 assassination of Israel's Tourism M Rehavam Ze'evi. Israel, which had made the arrests a condition of easing Arafat's confinement, says the PA must also arrest anyone behind the Karine A arms shipment, Arafat must achieve complete quiet before Israel will allow him to leave his Ramallah compound. Kofi Annan warns that the Israeli-Palestinian conflict is "sliding toward a full-fledged war"; says that the Mitchell and Tenet plans have clearly not succeeded, that an active international effort and "new thinking" are necessary. The Israeli, U.S. reps. strongly reject anything other than U.S. mediation. (NYT 2/22)

4 Shas cabinet mbrs. submit their resignations, which do not take effect for 48 hrs., giving PM Barak a last chance to strike a deal with the party to keep it in the coalition. Meretz cabinet mbrs., including Education M Yossi Sarid, tell Barak they are willing to resign if it will help him reach an agmt. with Shas that would preserve the coalition. In Damascus, Arab foreign ministers agree to coordinate stands during peace conference, not to strike separate deals with Israel. Syria failed to garner support for proposal that none of the delegations would attend the third-stage talks on regional issues until Israel returned occupied Arab territories. (MEM 10/24; NYT 10/25)

In another move toward Saudi-PLO reconciliation, PLO Pol. Dept. Head Faruq al-Qaddumi meets with Saudi FM Prince Sa'ud al-Faysal while both attend Damascus foreign ministers meeting. The meeting, brokered by Egyptian pres. Husni Mubarak, was their first since the Gulf war, and reportedly led to Sa'ud pledging to restore Saudi ties with PLO. (MEM 10/25)

Palestinian delegate Sa'ib 'Urayqat creates an uproar in Israel by declaring to the press that "we are the PLO delegation." Palestinian negotiator Faisal Husseini later states that 'Urayqat was speaking for himself. (NYT 10/2)

Faisal Husseini announces seven Palestinians will form an advisory committee to work with the steering committee attached to the Palestinian delegation to the peace conference. Some 300 Palestinian fighters opposed participation in the peace talks occupy the offices of Fateh in the 'Ayn al-Hilwa refugee camp near Sidon, S. Lebanon, and overrun much of the rest of the camp. Action was reportedly led by Maj. Munir Makda, commander of Force 17, Fateh's security force. (NYT 10/25)

Ten Palestinian groups which had been attending Tehran-based conference on Palestine sign 13-point statement denouncing Madrid peace conference, calling for escalation of intifada. Among those poisoned is Jamal Sulayman, accused of assassinating Force 17 leader Rasim al-Ghul [FJ 9/27].

Other Countries: U. S. government expresses concern that confession of accused hijacker Fawwaz Yunis may be inadmissable in trial due to injuries suffered by Yunis while in FBI custody [LAT 9/24].

Egyptian Minister of Culture Ahmad Haykal announces Israel will be barred from the 1986 Intemational Book Fair in Cairo to be held in January [BG 10/6].

Other Countries: Two thousand protesters in Paris demonstrate against Israel's 10/1 raid on PLO headquarters in Tunis. Similar demonstration is held in Bern, Switzerland [BG 10/6].

Army announcement on 10/7 states that the group was responsible for killing 5 Israelis, wounding 18 others in last 17 months. Two Israelis missing since 10/2, Edna Harari, 22, and Mordechai Suissa, 28, are found shot to death near Jerusalem. Arab World: Egyptian policeman fires his automatic gun at group of Israeli tourists, killing 8 (including his Egyptian commander) and wounding 4. Shooting occurs at checkpoint at Ras Bourka, 25 miles south of Egyptian-Israeli border crossing at Taba in the Sinai. Egyptian authorities say the policeman "went berserk" [NYT 10/6].

Tunisian police are deployed to prevent opposition parties from marching on the U.S. embassy [FT 10/5].
