Israeli forces punitively demolish the Ramallah-area home of the Palestinian who killed an Israeli settler and injured 2 others in an alleged stabbing attack in the nearby Adam settlement on 7/26. The demolition sparks minor clashes with Palestinian residents of Kobar village, where the home is located; no injuries are reported. Elsewhere in the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area. Amid the clashes, IDF troops open fire on Palestinians in a vehicle allegedly speeding towards their position; 5 Palestinians are injured (2 seriously). IDF raids near Ramallah spark additional clashes; 1 Palestinian is injured and a Palestinian journalist is arrested. IDF troops arrest 17 more Palestinians, assault and injure 1, and issue 1 arrest summons during late-night raids in and around Ramallah, Jenin, Bethlehem, Hebron, Nablus; and patrol near Hebron and Tulkarm. The Jerusalem District Court rules that the Mitzpeh Kramim settlement outpost in the West Bank can be retroactively authorized, setting a precedent that could allow for the authorization of other illegal outposts that were established “in good faith” and with government support. Israel’s Civil Administration previously stated that it approved the construction of the outpost in 1999 based on erroneous mapping of the area. Israeli NGO Peace Now responds, “It is absurd to attribute ‘good faith’ to the settlers of an illegal outpost whose homes were built illegally and without permits on private Palestinians land, because of a ‘mistake’ made by the authorities in allocating the land.” (HA, YA 8/29)

With Egypt-mediated negotiations in Cairo ongoing, Hamas releases a statement affirming that there is a “national consensus” among the Palestinians in favor of a long-term cease-fire agreement with Israel and criticizing PA president Mahmoud Abbas for undermining the indirect talks toward a deal. Meanwhile, there are reports that both the talks on a long-term cease-fire with Israel and on the Palestinian reconciliation process have stalled. (JP, TOI 8/28)

The Israeli security cabinet formally severs all direct contacts with the PA, which it calls a “hostile entity,” and vows to “work toward preventing any entrenchment of the Hamas government’s rule”; says Israel will not rule out “personal” contacts with Abbas but views the PA as a single entity, meaning that opening a separate negotiating channel with him to bypass the Hamas-led government is not an option; Israel will also refuse to meet with foreign officials who meet with Hamas mbrs. during their regional visits. After Palestinians fire 5 rockets towards Israel (causing no damage or injuries; 2 land inside Gaza), the IDF heavily shells the n. Gaza no-go zone and populated areas in Bayt Hanun, Bayt Lahiya, and Jabaliya r.c., killing a PA security officer evacuating Palestinians fr. the area, wounding at least 16 Palestinians (including 3 PA security officers), hitting a taxi, and heavily damaging the PA Customs Bureau, a factory, and 1 house. IDF undercover units raid Bayt Ta’mar nr. Bethlehem, assassinate PRCs Salah alDin Brigadeshead Jabir Akhras; the IDF has attempted to assassinate Akhras several times, most recently 3 mos. ago. The IDF also sends troops into Nablus, firing on areas of al-Najah University campus (hitting a female Palestinian student in the face with a rubber bullet, causing her to lose an eye), fatally shooting a Palestinian for no apparent reason, conducting arrest raids, house searches; also conducts arrest raids, house searches in and around Tulkarm, nr. Hebron, in villages surrounding Nablus; occupies a Palestinian building in Bayt Jala nr. Bethlehem as an observation post. Palestinians in Qalqilya report that for several days, the IDF has been harassing, delaying the entry of non-Qalqilya residents (primarily shoppers fr. surrounding villages) into the city, barring them fr. driving cars across the checkpoint. Occupied Palestine/Israel: Israel's High Court upholds the deportation orders against 11 West Bank Palestinians on the grounds they failed to prove residency. The 11 were among 600 prisoners released in the West Bank in the 5/20 prisoner exchange [NYT 9/13]. Administrative detention orders are issued against 7 more Palestinians, bringing the total to 70 [JP 9/13]. Two-week-old curfew on Hebron marketplace is lifted [JP 9/13]. The Palestinian who sold the apartment to Israeli settlers in Hebron's old market where MKs recently squatted has asked the military governor of Hebron to have his flat returned if the settlers' ownership is not recognized. The Palestinian, Muhammad Yunis Ja'abari, has been hiding in Rabbi Moshe Levinger's home to avoid retaliation [JP 9/13].

Other Countries: Sec. of State Shultz tells group of Jewish congressmen the administration plans to go ahead with projected arms sale to Jordan. Jabotinsky Foundation announces former U.S. Amb. to the UN Jeane Kirkpatrick and "Operation Moses," which brought 10,000 Ethiopian Jews to Israel, are corecipients of the 1985 Jabotinsky Prize-Defender of Jerusalem Award, worth $100,000 [JTA 9/13].

Occupied Palestine/Israel: Rafat Subuh, 20, and Muhammad Rimawi, 20, both from Gaza, are shot by army patrol [FJ 9/20]. Israeli soldier opens fire on Palestinian bus north of Jerusalem wounding 5 passengers. Police question the soldier [JP 9/13; FJ 9/20].

Occupied Palestine/Israel: Israel announces 1,440 immigrants & potential immigrants arrived in July. Caravan of 4 squatter families armed with M-16s arrives to settle inside Hebron during night. Meir Kahane prevented from breaking into al-Aqsa Mosque grounds to hoist an Israeli flag on Tishah b'Av (day marking the destruction of the 1st & 2nd temples).

Arab World: Egypt's FM Meguid says Egypt will return amb. to Tel Aviv if Israel withdraws from Lebanon and from Taba enclosure near Eilat, and if settlement of Palestinian question in progress. Lebanese cabinet approves plan to deploy army in militia-controlled countryside around Beirut.

Jerusalem police arrest Waqf official for allowing funeral with coffin draped with Palestinian flag.

Arab World: Beirut protesters end 4-day blockade of West Beirut and Beirut Airport after Pres. Gemayel promises to place issue of prisoners at top of cabinet agenda. French Pres. Mitterrand in Amman endorses King Hussein's call for UN-sponsored peace negotiations, including 15 members of Security Council and confronting Middle East states.
