Rabin meets Secy. of State Christopher, proposes to speed up transfer of administrative powers to Palestinians in o.t. Christopher reportedly urges Rabin to consider PLO proposals for Palestinian police presence in Hebron. Israeli human-rights group B'Tselem issues report charging that IDF, police, and courts have failed to enforce law on crimes committed by settlers against Palestinians. Report notes that 62 Palestinians were killed by settlers between 1988 and 1993 but only 1 settler convicted of murder and in only 7 cases were settlers' lives threatened. Border Police shoot dead Palestinian, later identified as PFLP mbr., in Gaza after he fires at patrol. (WP 3/16; MEI 4/15)

Following fist-fights with UNIFIL troops trying to halt their advance, IDF troops, tanks bulldoze through UNIFIL barriers and move out of "security zone" to attack villages in S. Lebanon suspected of sheltering Islamic Resistance Movement bases which have been shelling N. Israel. Villages of Yatar, Kafra are captured. Several more rockets are fired at N. Israel, "security zone" and are answered with heavy IDF, SLA bombardment. Amal, communist party, armed civilians join the battle against Israeli forces. Two Israelis are killed and three wounded; at least 7 Hizballah fighters are killed and 17 wounded. In addition, 3 civilians and 4 Fijian UNIFIL troops are wounded. UN Secy. Gen. Butrus Ghali demands Israeli withdrawal while State Dept. calls on Israel, Syria, Lebanon to "exercise restraint." Faisal Husseini and 10 other PLO-approved Palestinian delegates arrive in Moscow for 1/28 multilateral talks. Delegation includes Palestinians from E. Jerusalem and the diaspora. Husseini begins negotiations with U.S., Russian officials over which delegates will be allowed to participate. U.S., Russia insist that conditions set before Madrid conference-no Palestinians from Jerusalem or exile can participate-still apply. (NYT 1/28)

Government survives five Knesset noconfidence votes (presented as one vote). Tehiya, Moledet parties, which recently resigned from government, abstain from voting, but their defection ensures early elections as Likud-led coalition no longer possesses a majority. (NYT 1/28)

Delegation of American Jewish leaders tells PM Shamir in Jerusalem that Israel cannot expect U.S. loan guarantees if settlement activity continues. (NYT 1/29)

Hundreds of Jewish settlers invade Silwan, on outskrits of East Jerusalem, and occupy eight Palestinian homes they claim were bought or leased from the government but occupied by Palestinians. Occupation of the homes was planned by Housing Minister Ariel Sharon, and several right-wing Knesset members, including Michael Eytan, Yuval Ne'eman, and Ge'ula Cohen, joined the settlers in a move some openly stated was an attempt to bring down the government of PM Shamir and disrupt U.S. efforts to convene a peace conference [see 10/4]. Police evacuate most of the homes, but PM Shamir tells settlers they can control one of them. Shamir calls settlers' action "unnecessary" and takes no action against Sharon. In California, Pres. Bush states "My position is that the foreign policy of the United Statesays we do not believe there should be new settlements in the West Bank or in East Jerusalem" [WP 3/6].

Shamir discusses Mideast peace process with Likud ministers amid reports he has decided to support U.S.-backed plan to convene Israeli-Palestinian talks in Cairo [WP 3/4].

Israel is requesting more than $1 billion in loans, gifts, and donations from American Jews and U.S. gov't. to help pay for resettling Soviet Jews [NYT 3/3].

Hamas has sent letter to Chrmn. Arafat and PLO leadership, stating Palestinian state is objective of intifada; Hamas also urged PLO to discontinue contacts with U.S. [BAY 3/3 in FBIS 3/5].

King Hussein spends day in Iraq holding talks with Pres. Saddam Hussein [ADS, ATS 3/3 in FBIS 3/5].

Group of 300-400 Israeli Arabs and Jews begins march from Lebanese border to Jerusalem in call for end to occupation of W. Bank, Gaza Strip; march is organized by group called "Red Line" [NYT 3/1].

Arab World: Sec. Shultz holds 3 hours of talks with Egypt's Pres. Husni Mubarak in Cairo [CSM 2/29]. Mubarak voices support for Shultz plan [WP 2/29].

Occupied Palestine/Israel: Jewish settlers from Neve Zuf join IDF forces against stonethrowing Palestinian protesters in 'Abbud village, near Ramallah; 2 Palestinians are shot dead; settler is arrested in connection with the shootings [WP 2/29; FJ 3/6]. Army intervenes after settlers from Tekon and el-David settlements open fire in Bethlehem-area village of Faradis [FJ 3/6].

Arab World: Off coast of Tyre, Israeli gunboat attacks small boat, killing 2; 3 others escape. Reports from Lebanon indicate the 5 were Fateh fighters en route to attack Nahariya military base [WP 2/29].

Occupied Palestine/Israel: Prime Minister Peres announces last stage of IDF withdrawal from southern Lebanon will be completed by 6 June; but unspecified number of soldiers will remain in "security zone" [NYT 6/3]. U.S. Ambassador to Israel Samuel Lewis ends 8-year tour of duty [JTA 6/3]. Council of Jewish Settlements in West Bank calls for official action to deport Palestinians released 20 May [JTA 6/3]. Council Chair Yisrael Har'el says harassment tactics used againsthem by settlers igenerating sympathy for Palestinians among some Israelis. Wives of Jewish underground defendants end 13-day hunger strike after receiving order from rabbi to desist and assurances Knesset bill will be introduced to grant defendants clemency. Defendants tell court attempted Temple Mount sabotage was intended only "to frighten," not kill. Summer visiting season for relatives to West Bank residents begins. 2,500 visitors will be allowed to cross Allenby Bridge per day, up from 1,250; 1,100 over Damiya Bridge, up from 800 [JP 6/3]. Israeli settlers in West Bank and Gaza meet at Pesagot near Ramallah to discuss how to torpedo the envisaged peace talks with Jordan and how to force out of the country Arabs freed May 20 [JP 6/3]. Rejecting Hussein Plan and U.S. overtures, Shamir and Likud want direct talks with non-PLO/PNC-Jordanian or Jordanian-Palestinian delegation. Peres and Labor party take "wait and see" position on delegation that includes PNC members.

Arab Countries: Red Cross evacuates 29 from Burj al-Barajinah [FT 6/3]. 93 Palestinians taken to hospitals in Druze-held mountain town of Shuwayfat. Shi'a militiamen take 5 Palestinians from ambulances, later let them be evacuated.

Other Countries: Sec. of State Shultz sends message to P. M. Peres seeking Israeli backing for projected American talks with Jordanian-Palestinian delegation as step toward direct talks with Israel [NYT 6/3]. U.S. accepts PNC representation idelegation. Shultz says he is glad PLO has accepted UN resolutions 242 and 338 but says U.S. needs public statement before considering talking to PLO [JTA 6/3]. He opposes Hussein's proposal of Soviet participation in peace talks. 

Military Action:

IDF jeeps and APCs come under RPG attack near Shuweifat; artillery, machine gun exchanges between Druze and Phalange in Aley, IDF rushes 50 APCs and tanks, 500 troops to area, imposes curfew and cuts traffic between Chouf villages; IDF forces withdraw from Yarze area housing Lebanese Army command and home of US Ambassador Dillon.

Casualties:

UNRWA begins distributing cement and stoves in Ain el-Hilweh; 1 attacker killed, 1 IDF soldier wounded in Shuweifat.

US and Other Countries: French President Mitterrand, in Paris meeting, tells Arab League delegation headed by King Hussein that Arabs and PLO should recognize Israel; State Department issues unusually strong 2 page statement that Israel's deportation of teachers from West Bank universities (which are partly funded by US foreign aid) undermines peace negotiations.
