Colonel Emanuel Wald, former head of IDF planning, had accused the army on Israel TV of having buried his 700-page report on IDF weaknesses. Four men and 2 women, all of Nablus, are indicted by military court for kidnap-murder of Israeli soldier David Manos and membership in Fateh. Ibrahim 'Abdallah of Dayr Ballut is named ringleader [JP, JTA 5/21]. Arab World: King Hussein orders arrest of leadership of Jordanian Communist party [NYT 5/21].

Arab World: In suburban Beirut, Amal militiamen fight Palestinians for control of Burj al-Burajinah refugee camp, killing 2 and wounding 33. (Camp population: 11,000) [CSM 5/21].

Occupied Palestine/Israel: Herut party convention ends in chaos and intra-party violence; no new party chairman is named [JTA 3/13; NYT 3/14]. Foreign Ministry expresses official dissatisfaction with Egypt's report on Ras Burqa massacre [JP 3/14].

Other Countries: Hanna Siniora, editor of al-Fajr newspaper, states during visit to Washington, D.C. he is exploring possibility of an international conference without preconditions, in which individual Palestinians would be part of a single Arab delegation [JTA 3/13]. Pakistani Pres. Zia al-Haq urges PLO to recognize Israel's right to exist, supports peace plans put forward by King Fahd and King Hussein UP 3/14]. U.S. Asst. Sec. of State Richard Murphy ends visit to Tunis, Cairo, and Jerusalem with no significant progress made [JP 3/14].

Occupied Palestine/Israel: Israel deports 2 more Palestinians to Jordan: 'Adnan Ghanim and A. 'Abd al-Majid Radad, both West Bankers released in the 5/20/85 prisoner exchange. Ghanim was brutally tortured during his detention since 12/22/85, suffering severe head injury [FJ 2/14]. Peres proposes "devolution" of local, municipal affairs into hands of occupied territories residents states he is not advocating "unilateral autonomy" [JP 2/11]. Israelis, Palestinian leaders in occupied territories reject unilateral autonomy [MG, JP 2/11].

Arab World: Jerusalem Post reports 2 leading Palestinian diaspora leaders, Prof. Walid al-Khalidi, of Harvard University, and Hassib al-Sabbagh, Geneva-based financier, visited Amman last week to participate in negotiations between King Hussein, Yasir Arafat [JP 2/10]. Al-Fajr editor Hanna Siniora and Gaza lawyer Fayiz Abu Rahmah also participated in negotiations between Wat Cluverius and Yasir Arafat [JTA 2/10].

Other Countries: Newsweek reports U.S. 6th Fleet jets have secretly been practicing precision attacks in the Negev desert for over 3 months [NWK 2/10].

Occupied Palestine/Israel: Asst. Sec. of State Richard Murphy meets in Jerusalem with 9 leading Palestinians from the occupied territories in what is described as "routine" discussion of peace prospects. The 9 include Zafir al-Masri, Rashad al-Shawa, lliyas Furayj, and Hanna Siniora [JP, JTA 12/5; FJ 12/6]. Israeli authorities issue deportation order against Yunis Jabir Rajub from Dura village, near Hebron, stating he has been working for Abu Musa faction of Fateh since his release in 5/20 prisoner exchange [JP 12/5]. Avi Tzur and Claude Malka, former aides to former Agriculture Min. Michael Dekel, are arrested in connection with investigation into fraudulent West Bank land sales [JP 12/5]. Pres. Chaim Herzog addresses Israeli Communist party convention in Haifa, the first Israeli president to do so [LT 12/5].

Arab World: Boston Globe reports PLO leadership decided in last week's meeting that fighting units must now seek approval from PLO military council before conducting any operations; attacks will only be carried out in Israel and occupied territories [BG 12/4].

Other Countries: World Jewish Congress launches global campaign to persuade Vatican to give formal diplomatic recognition to Israel [JTA 12/5; WP 12/7]

Occupied Palestine/Israel: Mayor Iliyas Furayj of Bethlehem and Hanna Siniora, editor of al-Fajr newspaper, leave separately for 'Amman for talks with "very high up people"; Furayj says he will discuss "municipal matters," Siniora says he will discuss "how we can repair the damage between the Jordanians and the Palestinians" [LT 10/25]. Finance Min. Yitzhak Moda'i states plans for 6 new settlements in the W. Bank will not be implemented despite his earlier statements to that effect [JP 10/25]. Negev Bedouin refuse to elect delegation to represent them on Supreme Committee on Bedouin Affairs, chaired by advisor on Arab affairs Yosef Ganat [JP 10/25]. Ariel Sharon states in TV interview Jordan must remove PLO bases from its territory as condition for negotiating with Israel [MG 10/25].

Arab World: King Hussein meets with Pres. Mubarak in 'Amman to discuss Peres' proposals for direct talks. Hussein states at press conference that U.S. Congress will not force him to negotiate directly with Israel by delaying arms sales to Jordan [NYT, CSM 10/25]. Al-Quds newspaper in Jerusalem reports Jordan has ordered several PLO offices in 'Amman closed, ordered staff reductions at others, and has refused permission to enter to several PLO commanders, including the head of Fateh's Force 17, Abu Tayyib, and Muhammad Milham, PLO Executive Committee member who refused to sign statement prepared by Brit. For. Min. denouncing use of violence and recognizing Israel's right to exist. (Move follows Arafat's recent cancellation of trip to 'Amman, reported failure of Arafat's deputy Khaled al-Hasan to reach understanding during recent talks with King Hussein on breakdown in talks with British For. Min.). Jordanian army units are reportedly strengthened near PLO camps [JP, FJ 10/25; LT 10/271]. Reports indicate Bishop Iliyas Khuri, PLO Executive Committee member, has signaled his wish to resign over embarrassment due to recent cancellation of talks with British Foreign Ministry [JP 10/25].

Other Countries: State Dept. announces Asst. Sec. of State Richard Murphy made unpublicized trip to Jordan this week to give King Hussein private assurances from P.M. Peres about sincere desire for negotiations. Murphy then flies to New York for talks with Shultz, and later joins Shultz in talks with Peres [NYT 10/25]. U.S. Senate votes 97 to 1 to postpone Pres. Reagan's proposed $1.9 billion arms sale to Jordan until 1 March unless Jordan begins direct peace negotiations with Israel before then [WP, PI 10/25]. Hussein charges U.S. with "reneging" and "blackmail" [WP 10/25]. European Parliament votes to back "with all its available means" P.M. Shimon Peres' peace plan; resolution calls for recognition of the PLO as the representative of the Palestinian people, calls for PLO participation in peace process. Occupied Palestine/Israel: Israel tells U.S. it would object to meetings between a Palestinian-Jordanian delegation and Asst. Sec. of State Richard Murphy, who arrived in 'Amman today for talks with Jordanian leaders [NYT, WP 8/14]. Hanna Siniora and Fayez Abu Rahmeh arrive in 'Amman, timing arrival to coincide with that of Richard Murphy [CT 8/14]. Attomey General Yitzhak Zamir calls for prosecution of a general, 5members of the Shin Bet, 3 soldiers, and 3 police officers in connection with the beating of 2 captured Palestinian bus hijackers who died shortly afterwards [NYT 8/14]. Zamir accepts the recommendation of a special investigating committee that a general implicated inthe deaths not be charged with homicide [WP 8/14]. Israeli army officers break into apartment in Hebron's old market and evict group of 8 settler squatters who had moved in 8/12 after the stabbing of a settler [JP 8/14]. P. M. Israel releases 101 more Palestinian and Lebanese prisoners from Atlit prison; 230 more prisoners remain in Atlit [JP, MG 8/14]. Visiting Honduran Foreign Minister Dr. Edgardo Paz Bamica meets with Foreign Min. Shamir; discusses possibility ofupgrading diplomatic relations between the two countries [JTA 8/14].

Occupied Palestine/Israel: Israeli military authorities state they will reject the recommendation of the military review board to drop deportation proceedings against Khalil Abu Ziad, will oppose his appeal in the civil courts [WP 8/13]. Hanna Siniora, al-Fajr Arabic daily newspaper editor, leaves for 'Amman, raising speculation he will meet there 8/20 with U.S. Asst. Sec. of State Richard Murphy [JP 8/13]. Military authorities lift the three-day curfew imposed on Hebron following 8/10 stabbing of a settler [JP 8/13]. Moshe Rivlin, chairman of the Jewish National Fund, states the Galilee is top priority [JTA 8/13].

Other Countries: Rep. George O'Brien (R-Ill.) and U.S. Ambassador William Eagleton meet Syrian President Hafiz Asad for 40 minutes reportedly to discuss 7 Americans being held hostage in Lebanon; Asad denies knowing who is holding the 7 or where they are being held, "condemns" the kidnappings, and says he will work for their release [CT 8/13, 8/17].

Arab World: Fighting continues along Beirut's green line, killing at least 16 and wounding 75. Muslim leaders demand resignation of Amin Jumayyil [NYT 8/13].

Occupied Palestine/Israel: Israeli Knesset passes, by vote of 60-0, law banning future election lists that advocate racism [FJ 8/9]. Clause proposed by Justice Minister Moshe Nissim bans election lists which reject the legitimacy of Israel as the "state of the Jewish people." Progressive List for Peace and the Democratic Front for Peace and Equality (Israeli Communist party) abstained in Knesset vote; PLP spokesman Kamil Dahir submits resignation in protest of abstention vote. Two Palestinians are found dead near car in West Bank village of Tubas, in what police say was apparently an accidental detonation of a car bomb [WP 7/31]. Palestinian sources speculate they may have been murdered [FJ 8/2]. U. S. Asst. Defense Sec. Richard Perle announces Israel agrees to participate in Strategic Defense Initiative research [BG 7/31]. Jane's Defence Weekly reports that Israel's clandestine arms sales to China have bolstered its international weapons trade to $1.2 billion annually [MJ 8/16].

Arab World: Jordanian and PLO officials say 2 Palestinians acceptable to Israel - Hanna Siniora and Fayez Abu Rahmeh - are intended only as "consultants" to joint Palestinian-Jordanian delegation [WP 7/31]. Al-Fajr English newspaper reports sources in Tunis say PLO condemns new West Bank committee set up by local pro-Jordanian figures to lobby for joint Jordanian-Palestinian moves [FJ 8/2].

Occupied Palestine/Israel: Albert Buchris, 32, from Afula, shot to death in Nablus market. Nablus and 2 nearby refugee camps put under curfew; residents are teargassed, house-to-house searches are conducted for the weapon used in the killing. Al-Najah University is closed [WP, LAT 7/31, JTA 8/1].

Arab World: Syria delivers 50 Soviet-made T-54 tanks to Amal in south Beirut [DT 7/31].

Occupied Palestine/Israel: U.S. says Israel cannot veto list of Palestinians for talks [NYT 7/19]. State Department says chief criterion for deciding to procede with negotiations is "whether it would help promote direct Arab-Israeli negotiations" [WP 7/19]. East Jerusalem newspaper al-Quds publishes list of 7 names for proposed joint delegation: Khaled al-Hasan, head of the PNC's foreign affairs committee; Fayez Abu Rahmeh, ex-head of Gaza Bar Association; Hatim al-Husseini, professor at Shaw University, Raleigh, N.C.; Salah al-Ta'amari, member of the PLO's Supreme Military Council; Nabil Sha'th, PNC member; Hanna Siniora, editor of al-Fajr newspaper; and Muhammad Subayh, PNC member. Henry Cattan, Paris-based lawyer and historian, is also mentioned as alternate [NYT 7/19, LAT 7/19]. Modi'in Ezrahi poll finds 12.7 percent of Israelis favor peace talks, regardless of which Palestinians participate; 33 percent oppose talks with any Palestinians [JP 7/19]. U.S. military delegation headed by Undersecretary of State William Schneider and General Philip Gast begins annual talks in Tel Aviv on scope of future U.S. military aid to Israel [JTA 7/19]. Arab World: Office of Arab Boycott of Israel, at biannual meeting in Damascus, removes Ford, Bayer, Colgate Palmolive, and 6 companies and individuals from other countries from its blacklist; 28 new companies added [FT, LAT 7/19].

Other Countries: Bomb explodes, wrecking house and car of the PLO's acting chief representative in Cyprus, Malath 'Abdu; no injuries reported [WP 7/18]. The Guardian reports 2 Palestinians were arrested by police in Madrid last week while allegedly planning to blow up Syrian embassy and assassinate ambassador. Suspects allegedly belong to Fateh's Force 17; police discovered TNT, arms, ammunition, a detonator, and a time fuse when they raided a flat in connection with the arrests [MG 7/19].

Other Countries: Soviet spokesman denies Moscow would make deal with Israel on increased Jewish emigration to Israel [DT 7/19]. Israel Radio reports Soviets want emigration guaranteed to Israel, not to other countries; want anti-Soviet propaganda stopped in the West [CT 7/21]. Moscow states goal as progress on Golan Heights [NYT 7/20]. U.S. officials state U.S. would welcome Soviet resumption of ties with Israel as constructive behavior in Middle East [LT 7/20].
