Jericho in the morning, and in 2 villages nr. Hebron and 1 village nr. Jericho at night. Also, IDF troops bulldoze a dozen houses and agricultural buildings in the s. Israeli Defense Ministry figures obtained by NGO Peace Now show that DM Moshe Ya’alon approved construction of 3,000 housing units in West Bank settlements during the 1st 4 mos. of his term (3–7/2013). (HA 12/2)

The General Union of Palestinian Teachers launches an open strike. The union’s demands include a 2.03% increase of the cost-of-living salary, which has been deducted since the beginning of 2013. Abdul-Ghani al-Uweiei, spokesperson for the PA’s atty. gen., says that the minister of education has asked the atty. gen. to proceed with legal measures against the secy.-gen. of the teachers’ union. The Israeli army fires into Syria after its troops were shot at in the occupied Golan Heights. The original gunfire came from the Syrian side of the border, nr. Qunaytra, but it is unclear if it was intentional. No casualties are reported on either side. Separately, a Syrian mortar shell lands in Majdal Shams in the occupied Golan Heights, causing no casualties. Meanwhile, UN human rights chief Navi Pillay says that evidence collected by UN investigators implicates Pres. Asad in the commission of war crimes. (HA, REU 2/12)

The Lebanese govt. authorizes the army to take charge of security in Tripoli for 6 mos., following frequent violent clashes between supporters and opponents of Syria’s Pres. Asad. The latest round of fighting saw 12 killed and more than 100 wounded. (AP 12/2)

In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Bethlehem, Hebron, Jenin and Qalqilya; patrols in Tulkarm in the morning, and in Jericho and 1 village and al-‘Arub r.c. nr. Hebron at night. Palestinian pres. Abbas meets with European Council pres. Herman van Rompuy in Brussels and demands that European companies end all business with settlements. Meanwhile, speaking to a German newspaper, Abbas says that the lack of progress in negotiations is in part due to Netanyahu’s insistence on starting from scratch. Meanwhile, Arab League spokesperson Nasif Hata emerges from a meeting in Paris with U.S. Secy. of State Kerry to say that the body is not optimistic about the renewed peace talks. U.S. Secy. of State Kerry holds extensive talks with Israeli PM Netanyahu in Rome, with discussions focusing on the peace process, Iran, and Syria. Kerry is particularly keen to seek answers from Netanyahu on Israel’s positions vis-à -vis a final settlement with the Palestinians, during 7 hours of talks. Since negotiations began on 7/29, 13 Israeli-Palestinian meetings have taken place, 3 of them in the previous 5 days. (HA, REU 10/23)

In the Gaza Strip, IDF opens fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF conducts night patrols in 1 village each nr. Qalqilya and Tulkarm. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in (3 wounded by live ammunition) and Kafr Qaddum (2 struck by tear gas canisters). (PCHR 8/29)

The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to vessels. In the West Bank, the IDF shoots and injures a Palestinian in Dahaysha r.c. in Bethlehem after troops entered the camp, provoking clashes. IDF troops also clash with residents in Jaba‘ village nr. Jenin during a patrol, with Palestinian youth throwing stones and soldiers responding with rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night, patrols in 1 village each nr. Jenin and Ramallah in the morning, 1 village nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and 1 village nr. Jenin at night. Palestinian officials say that U.S. envoy Martin Indyk and his team have not attended any of the negotiating sessions thus far at the request of the Israelis. Both Yasir ‘Abid Rabbuh and Hanan Ashrawi claim that Israel intends for the lack of U.S. participation in the 3 meetings, since the resumption of talks to strengthen Israel’s power over the Palestinians. Meanwhile, Pres. Mahmud Abbas meets with a delegation from the Israeli party Meretz in Ramallah, telling them that signing a peace agreement will mean the “end of the conflict” and that a future Palestinian state would agree to be demilitarized. Abbas also tells the Israeli politicians that the Palestinian leadership is unhappy with the slow pace of negotiations. (HA, JP, ToI 8/22)

Suspected mbrs. of the al-Qa‘ida-linked Brigades of Abdullah Azzam fire 4 rockets from s. Lebanon into n. Israel, causing no damage or injuries (and with 1 intercepted by Iron Dome missile defense batteries). The IDF says it views the attack as an isolated incident, and attributes it to “global jihad” elements. On 8/27, the brigades appear to directly claim responsibility for the attack via a statement published on the Twitter account of a Salafist cleric known to be affiliated with the group. Israel’s Strategic Affairs Minister Yuval Steinitz says that the govt. believes that Syrian forces are responsible for a chemical weapons attack that reportedly killed hundreds of people in Ghouta, a rebel-controlled suburb of Damascus. Meanwhile, Syria’s dep. PM says that foreign fighters and their international supporters are to blame for the attack. Russian Foreign Ministry spokesperson Alexander Lukashevich says that his govt. urges the Syrian authorities and the UN to agree on chemical weapons experts visiting the site of the alleged attack. Egypt’s Supreme Constitutional Court rules against elements of an election law passed by the Muslim Brotherhood-dominated legislature, sending the bill back to the Upper House for review. Meanwhile, U.S. Secy. of State John Kerry meets Pres. Mohamed Morsi on the sidelines of an African Union summit and urges the Egyptian govt. to implement economic reforms necessary to secure a $4.8 billion International Monetary Fund (IMF) loan. Four more people die in clashes between residents of the Sunni Bab el-Tebbaneh district and Alawite area Jabal Mohsen, bringing the death toll over 6 days of fighting in Tripoli to 28, with over 200 wounded. Meanwhile, Hizballah head Hassan Nasrallah broadcasts a televised speech saying that the fall of the Bashar al-Asad govt. in Syria would be a disaster for the “resistance” and for Palestine and a victory for U.S. and Israeli interests. At an Arab League meeting in Doha, Palestinian pres. Abbas calls for renewed negotiations with Israel for a 6-mo. period, provided that Israel freeze all West Bank and East Jerusalem settlement construction during that time. Responding to recent public Palestinian criticism over the increasing cost of living, Abbas also calls for an amendment to the 1994 Paris Protocol covering economic relations between Israel and the PA. At the meeting, Qatari PM Shaykh Hamad bin Jassem al-Thani says that the 2002 Arab peace initiative (offering full normalization for full peace; see Quarterly Update in JPS 124) should be reviewed, though Abbas urges against withdrawing the initiative. Arab states agree to provide the PA with a monthly ‘‘safety net’’ of $100 m. to help bridge the PA budget deficit. The Higher Planning Council of the IDF’s Civil Admin. meets to advance plans for 3,400 new settlement homes in the E1 area between Ma’ale Adumim and Jerusalem. Construction is expected to begin in 1–2 years. (HA, JP 12/5)

In Berlin, Israeli PM Benjamin Netanyahu meets German chancellor Angela Merkel, who expresses dismay at settlement expansion. Israeli media reports say that Merkel’s message is that Netanyahu must choose between the peace process and establishing a Palestinian state on the one hand, and continued settlement growth and international isolation on the other. Meanwhile, the E.U. summons Israel’s amb. for a meeting, following similar moves by Britain, Denmark, France, Spain, and Sweden on 12/3. Palestinian pres. Abbas says he is determined to block the proposed settlement construction E1 with all legal and diplomatic means. Islamic Jihad issues a warning Israel to expect recent actions, such as settlement expansion and demolitions, to provoke a response. (REU 12/4; AP, HA, MNA, REU 12/5)

Hamas-affiliated Reform and Change mbr. Nasser al-Shaer tells Palestinian media that national reconciliation is the PA’s top priority following the successful UN bid. Senior Hamas official Ahmad Yousef cautions, however, that political instability in Egypt could delay unity talks mediated by Egyptian officials. (MNA 12/5)

A mortar shell fired during an exchange inside Syria accidentally lands inside the Israeli-occupied Golan Heights, nr. an IDF base, causing no damage or injuries. Israel lodges a formal complaint with the UN. Meanwhile, the UN Disengagement Observer Force, deployed in the Golan since 1974 to monitor the Israel-Syria cease-fire, announces that it will reinforce its security due to threats of cross-border violence posed by Syrian rebels. Armed clashes take place in Tripoli as Syria’s civil war continues to spill over into Lebanon, with gunmen loyal to opposing sides in the Syrian fighting clashing in the city. The fighting has killed 6 people and wounded around 60 since the beginning of the week, sparked by the deaths on 11/30 of over a dozen Lebanese fighting with the rebels. (AP 12/5)

Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. Gaza: 1 targets a Palestinian sniper team that fired across the Gaza border into Israel (causing no damage or injuries), killing 2 Islamic Jihad mbrs.; the other targets Palestinians who attempted but failed to fire a rocket into Israel, killing 1 IQB mbr. and 1 al-Aqsa Guards Group mbr. Late at night, IDF troops on the c. Gaza border fatally shoot 2 Palestinians (1 a teenager) attempting to sneak into Israel to find work. Meanwhile, IDF troops make a brief incursion into n. Gaza nr. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. During the day in Gaza, the IDF fires on Jabaliya r.c., seriously wounding a Palestinian woman inside her home. In the evening, Olmert convenes his security cabinet, which authorized the IDF to step up attacks on Hamas, Islamic Jihad. Soon after, the IDF makes an air strike targeting IQB cmdr. Samih Farwanah in Gaza City, who is at the home of Hamas-affiliated Change and Reform Palestinian Council (PC) mbr. Khalil al-Haya, assassinating Farwanah, killing 7 of Haya’s relatives, wounding more than 12; fires a missile at Hamas mbr. Nasser Hammuda, biking through Gaza City, wounding him in an apparent assassination attempt; makes an air strike on an alleged Hamas weapons factory in Gaza City, killing 1 Palestinian security guard, wounding 3 bystanders; makes an air strike on the home of an Islamic Jihad mbr., destroying it and a neighboring meeting hall, causing no injuries; shells residential areas of Bayt Lahiya, heavily damaging 2 homes, wounding 6 Palestinians. Palestinians fire at least 12 rockets, 2 mortars fr. Gaza into Israel, damaging 2 trucks on the Israeli side of the Qarni crossing but causing no injuries. In Rafah, an al-Aqsa Martyrs Brigade (AMB) mbr. is injured when explosives he is handling detonate prematurely. In the West Bank, the IDF conducts arrest raids, house searches in al-Arub r.c nr. Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day. In total, at least 27 Lebanese soldiers, 20 FI mbrs., and 9 Palestinian civilians inside the camp are killed and scores are wounded during the day. By nightfall, the army regains control of areas surrounding the camp, seals the camp to prevent militants fr. escaping; cuts water and electricity to the camp to urge a surrender. Syria closes several border crossings n. and w. of Tripoli in reaction. Separately, a car bomb explodes nr. a shopping mall in the Christian neighborhood of Achrifiyya in Beirut, killing 1 Lebanese woman, wounding 12; no group claims responsibility. Overnight in Gaza, the IDF conducts air strikes heavily damaging the offices of Change and Reform PC mbrs. in Bayt Lahiya (causing no injuries), destroying a bridge linking Nussayrat r.c. with alMughraqa; directs tank fire on a Palestinian truck approaching its position but refusing orders to halt, killing 1 Palestinian, wounding a 2d. During the day, the IDF continues to shell n. Gaza, targeting 2 PA security offices and damaging 4 Palestinian homes; bulldozes 83 d. of Palestinian land nr. Dayr al-Balah, more than 100 d. of land outside al-Qarara; fires on residential areas of Khuza’ nr. the border, wounding a Palestinian woman inside her home. Some 50 Palestinian militants temporarily take over the Rafah crossing, allowing as many as half of the 4,000 Palestinian stranded on the Egyptian side to enter Gaza; Egyptian border police block Palestinians who try to cross fr. Gaza into Egypt. Palestinians fire at least 7 rockets fr. Gaza into Israel, causing damage in 1 incident but no injuries. The IDF conducts late-night arrest raids, house searches in and around Hebron, in Tulkarm; prevents Palestinians under age 45 fr. attending Friday prayers at al-Aqsa mosque. Overnight, after Olmert’s security cabinet approves a list of “more significant” Hizballah targets, the IDF makes air strikes on Hizballah sites in s. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Hizballah continues to fire Katyushas at n. Israel, killing an Israeli woman,her 5-yr.-old grandson in Moshav Meron and injuring as many as 50 Israelis across the Galilee, including in Acre, Carmiel, Kiryat Shimona, Nahariya, Safad. Hizballah also hits an Israeli naval ship 10-mi off the coast nr. Beirut, disabling it, killing 1 Israeli sailor, leaving 3 other sailors missing, raising the comprehensive death toll to 13 Israelis killed (the majority soldiers), around 150 injured (mostly suffering shock). In Rome, King Abdallah of Jordan holds talks with Italian officials, who agree to forgive or reschedule $130 m. of Jordan's debt. Barak promises to honor all agmts. with the Palestinians, including the Wye accord; says he has received positive messages fr. Damascus, hopes that negotiations with Syria will resume soon. PA Planning M Shaath says that the PA, under U.S. pressure to avoid friction with the new Israeli government, will seek the speedy adjournment of the 7/15 UN mtg. of the signatories to the Fourth Geneva Convention. The mtg. was planned as an open-ended session to consider possible sanctions against Israel for human rights violations and settlement activity in the occupied territories.
