Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. In the first such cross-border incident in Gaza since 9/16, the IDF sends bulldozers and armored vehicles into areas n. of Bayt Hanun to level land along the border. In the West Bank, the IDF conducts late-night arrest raids, house searches in Bayt Furik nr. Nablus. Jewish settlers fr. Ramat Yishai beat a Palestinian family harvesting olives in Hebron, steal their olives. Jewish settlers fr. Elon Moreh attack Palestinains harvesting olives nr. Nablus. Under pressure to prevent further clashes like those that recently occurred in Acre, Israeli police arrest 3 Israeli Jews for assaulting Palestinians in Jerusalem and stoning Palestinian cars. Before dawn, the IDF launches a major incursion (90 tanks, bulldozers, helicopter cover) into Gaza City and Bayt Lahia, killing 9 Palestinians (including wanted local AMB leader Muhammad Kishku, senior Izzeddin al-Qassam Brigades mbr. Yasin Nassar in what may be assassinations), wounding 24, blowing up 1 Palestinian home, 13 metal workshops. Palestinians detonate a roadside bomb underneath 1 of the 20 tanks entering Gaza City, disabling it, injuring 2 IDF soldiers (see 9/5). Israel says the incursions are the start of a major campaign in the Gaza Strip targeting Hamas, though troops withdraw fr. Gaza City by the end of the day. After 2 days of debate, the UN Security Council (UNSC) passes (14-0, with the U.S. abstaining) Res. 1435 on the siege in Ramallah, which expresses grave concern over the Palestinians' humanitarian plight and reoccupation of Palestinian cities, "demands" Israel's immediate halt attacks on the PA headquarters. The IDF says its operations will continue "until their objectives are met." A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem. They arrive as part of a new Jewish Agency program to encourage entire established Jewish communities in N. America to immigrate to Israel with their rabbis. American Evangelical Christians representing the International Fellowship of Christians and Jews (IFCJ) donated $5,000 to each of the 400 to help finance the move. In a predawn operation, the IDF sends tanks, troops, APCs into Hebron fr. 3 directions; surrounds several houses; arrests 4 Palestinians, including senior Islamic Jihad mbr. Muhammad Sidr. A Hamas suicide bomber detonates a device outside a nightclub in Tel Aviv, killing 16 Israelis and injuring more than 80, mostly teenage Russian immigrants on a Friday night out. Arafat's spokesman condemns the attack, calls on all parties to show restraint. The PA orders Palestinians to close offices and stores and return to their homes, fearing a massive retaliation. Israel seals the West Bank and Gaza; reinforces internal closures on all Palestinian population centers, dividing the West Bank into 8 enclaves, Gaza into 4. Meanwhile, Jewish settlers set up a new enclave on Batn al-Masi hill in the West Bank. A Palestinian known for selling land to Jews is found murdered in Bethlehem. Before the bombing, Israel allows 10,000s of Palestinians into Jerusalem to attend Faisal Husseini's funeral in Jerusalem. He is buried in a family tomb in the al-Aqsa Mosque compound. As Israeli police stand back and watch, Palestinians make their largest open display of Palestinian nationalism in the city since 1967. Some Palestinians throw stones at Sharon's East Jerusalem residence, and a Jewish tourist fires a teargas canister at mourners, but generally the event is peaceful. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. In Jerusalem, Israeli police inform Waqf officials that Likud MK Sharon has requested to visit the Haram al-Sharif/Temple Mount on 9/28, just before Rosh Hashanah on 9/29. The Waqf urges against the visit, warning it would be viewed as a political provocation and could spark violence. (MM 9/27)

Israel's Atty. Gen. Elyakim Rubenstein throws out the bribery and corruption case against fmr. Likud PM Benjamin Netanyahu and his wife, clearing the way for Netanyahu's political comeback. Rubenstein says that although the evidence against Netanyahu could not support a conviction, "It is unthinkable that . . . matters should be presented as if everything was proper and clean; far from it." The Knesset elects (63-57) the relatively obscure Iranian-born Likud MK Moshe Katsav over One Israel MK Shimon Peres, a 3-time PM and Nobel laureate, to replace Weizman as pres. Israeli public opinion polls prior to the vote showed Peres as the popular choice over Katsav by 63% to 20%, with 17% undecided. Katsav captured the votes of Sephardic and Russian MKs (with Shas voting as a bloc for him) because of his Sephardic background and of ultra-Orthodox MKs, who voted for him as a protest to Barak, who openly favored Peres. In the Israeli Arab village Shafa'amr, Israeli Jews holding an "independence" day celebration clash with local Palestinians holding a Nakba commemoration. Israeli police intervene, intensifying the conflict before breaking it up, leaving 20 Palestinians injured, arresting 30. (BDL 5/9)

Barak for the 1st time says that Israel would not annex Palestinian villages nr. Jerusalem but would seek to annex most Jewish settlements in a final agmt.; says Israel might make a "down payment" on future land transfers, possibly handing over Palestinian villages nr. Jerusalem. The Knesset holds its 1st public debate on Israel's nuclear policy. A day before PA-Israeli final status negotiations are to begin, 3 pipe bombs explode in Netanya, Israel, lightly injuring 27 people, including a number treated for shock; a 4th pipe bomb is dismantled. In exchange for a 24-yr. sentence, American Jewish teenager Samuel Sheinbein pleads guilty in an Israeli court to murdering another teenager in Maryland. Sheinbein, who fled to Israel and claimed citizenship through his father, who was born in Mandatory Palestine, could be tried in the U.S. if he were ever to return.
