In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. In the West Bank, armed Israeli settlers with a military escort broke in to 2 Palestinian homes in Tuba and El-Abid, intimidating the homeowners and searching their belongings. Israeli forces shot and killed 3 Palestinians, claiming that 1 of them had opened fire at Israeli soldiers near Nablus; Israeli forces prevented a Palestinian ambulance from reaching the scene. The PA called the killings a war crime. Israeli forces also violently dispersed Palestinian protesters in Deir Istiya, assaulting journalists and causing tear-gas related injuries. Elsewhere, Israeli forces seized 1 tractor and 1 other vehicle in Bardala. Israeli forces also demolished agricultural structures and uprooted olive trees in az-Za’ayyem. In East Jerusalem, Israeli forces forcefully expelled the Sub Laban family from their home in the Muslim Quarter of the Old City, allowing Israeli settlers to move into their home; 12 activists protesting the eviction were arrested. In the West Bank, Israeli settlers set fire to a Palestinian residential tent with 2 Palestinians in it in al-Baqa’a; both were unharmed. Israeli forces shot and killed 1 Palestinian man at a checkpoint near Deir Nidham, claiming that the man threw a grenade and opened fire at Israeli soldiers when he was shot. Israeli forces also detained and assaulted 2 Palestinian journalists and vandalized their vehicle at the Deir Sharaf checkpoint. Elsewhere, Israeli forces shot and injured 5 Palestinians, including 1 with live ammunitions and 4 with baton rounds during a raid in Shuqba. Israeli forces also blocked roads in the Nablus area for Palestinians to facilitate a settler march between the Eli and Beit El settlements. Meanwhile, Israeli forces issued stop-work orders for residential structures in Bardala. Israeli forces also prevented Palestinian workers in Area B from carrying out work on an agricultural road near Atara and seized drilling equipment. 3 Palestinians were arrested during late-night raids in Hebron, al-Shuyukh, and Bayt Rima. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese told the UN Human Right Council that more than 800,000 Palestinians have been imprisoned by Israel since 1967, with 5,000 currently being held in prison. She called “the entire occupied Palestinian territory . . . an open-air prison, where Palestinians are constantly confined, surveilled, and disciplined.” (AJ, MEE, REU, WAFA 7/11; MDW 7/16)

Save the Children released a report saying that Palestinian minors were subject to emotional and physical abuse, including of a sexual nature, in Israeli custody. Save the Children also said that Palestinian children are the only ones in the world experiencing systematic prosecution in military courts. (AJ 7/10)

The Knesset voted 64 to 54 to approve the first of 3 readings of a bill that would prevent the judicial branch of government from overturning decisions made by government, ministers, and elected officials on the grounds of “reasonableness.” Large demonstrations against the bill were held in several places in Israel. In the West Bank, Israeli forces raided Ni‘lin and punitively demolished the family home of a Palestinian man who was killed after he allegedly killed 1 Israeli woman in Tel Aviv on 3/9; 2 Palestinians were injured by live ammunition while protesting the demolition. The punitive demolition was carried out in a 4-story apartment building on the second floor with explosives, causing damage to other apartments. Israeli forces also shot and injured 2 Palestinians during a raid in Qabatiya. Elsewhere, Israeli forces issued a demolition order for a house under construction in Tura. Israeli forces also seized 2 tractors in Deir Sharaf. The head of the Israeli police’s operational division Sigal Bar-Zvi said that Israel should declare a state of emergency over the continuing rise in gun violence in the Palestinian cities and towns in Israel. So far this year, 80 Palestinian citizens of Israel have been murdered. Bar-Zvi blamed organized crime for the rise in the murder rate. (HA 5/24)

Haaretz reported that the second largest Israeli spyware company QuaDream had announced that it would shut down due to its failure to get authorization from the Israeli Defense Ministry to sell its Reign spyware to Morocco and other new clients. Morocco was reportedly barred by Israel from buying QuaDream’s spyware as it had used NSO Group’s Pegasus spyware to target senior officials in Europe, including French president Emmanuel Macron. In the West Bank, Israeli settlers set fire to 6 Palestinian-owned vehicles and threw stones at an ambulance in Majdal Bani Fadil. Elsewhere, Israeli settlers vandalized 3 commercial structures in Ein al-Beida and Bardala. An Israeli settlement security guard shot and killed 1 Palestinian man who allegedly attempted to enter the Kedumim settlement armed with a gun. In what the Israeli security cabinet called a response to the 1/27 attack on Israeli settlers in East Jerusalem, the cabinet decided to fast track legislation that will shorten the process for Israeli civilians to obtain gun licenses, revoke the social security benefits of the relatives of accused Palestinian assailants and see the relatives deported, demolish the homes of accused Palestinian assailants, and “strengthen” settlements in the West Bank. Israeli deputy mayor of Jerusalem Aryeh King called on Jewish settlers to volunteer to “protect” East Jerusalem neighborhoods during ongoing Palestinian protests in East Jerusalem over Israel’s continued siege of ‘Anata and Shu‘fat. (HA 10/12)

Israeli public security minister Omer Bar-Lev instructed Israeli police to ease the checkpoint restrictions around Shu‘fat, in what was described as an effort to ease tensions in East Jerusalem after days of protests against the siege of Shu‘fat and ‘Anata, which started on 10/8. (HA 10/13)

14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. In the West Bank, Israeli settlers uprooted 110 olive saplings from 2 different groves in Burqin. Israel’s foreign minister Yair Lapid and Foreign Minister Annalena Baerbock said at a joint press conference that the 2 countries will cooperate to find ways for Germany to fund projects in the West Bank without allowing funds to go to the 6 Palestinian rights organizations deemed terror organizations by Israel. The 6 organizations outlawed by Israel’s defense ministry in October 2021 are al-Haq, Addameer, Defense for Children International-Palestine, Bisan Center for Research and Development, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees. In the West Bank, Israeli settlers from the Yitzhar settlement raided ‘Asira al-Qibliya but were repelled by locals before causing any damages. Israeli forces shot and killed 4 Palestinians during a late-night house raid in Jenin refugee camp; 3 others were injured by live ammunition. PA presidential spokesperson Nabil Abu Rudeineh condemned the killings and called on the international community to intervene. Hamas’s political leader Ismail Haniyeh congratulated the Taliban on taking over most of Afghanistan as the organization entered Kabul after the U.S. removed most of its forces. Israeli forces also seized 1 caravan serving as a medical clinic east of Yatta. 5 Palestinians were arrested, including 4 during late-night raids in Hebron and Jenin and 1 at a checkpoint in near the Gush Etzion settlement bloc; during the raids in Jenin, Israeli forces shot and injured, with live ammunition, 6 Palestinians protesting the incursion. Israel expanded the Gaza fishing zone from 9 to 12 nautical miles at its widest area, allowed medical equipment, fishing gear and raw materials for industry use to enter Gaza, and allowed textile exports from Gaza to Israel. (HA 7/12)

Israel prevented the political prisoner Khalida Jarrar from attending her daughter’s funeral after appeals from different parts of Palestinian and Israeli society, including 2 Palestinian-Israeli lawmakers in the Knesset. Israel’s foreign minister Yair Lapid met with 26 foreign ministers from EU countries in Brussels. During the meeting, Foreign Minister Lapid told his EU counterparts that he supports a 2-state solution but that he believes it is unfeasible. Lapid also said that he is for improving the lives of Palestinians by building their economy. The Israeli authorities release the PA’s governor in Jerusalem, Adnan Ghaith, from detention, but they also ban him from entering the West Bank for 2 weeks. Ghaith was arrested during a raid on his home on 11/24. Al-Hayat reports that Hamas and the other factions in Gaza recently agreed to scale back the Great March of Return protests along Gaza’s border fence to help facilitate the Egyptian effort to mediate a long-term Hamas-Israel cease-fire. The deal was reportedly reached on 10/15, before rocket fire and air strikes heightened tensions on 10/17. Meanwhile, a delegation of senior Egyptian officials shuttle between Gaza and Israel throughout the day, negotiating with both Hamas and Israeli officials on a long-term cease-fire and the stalled Palestinian reconciliation process. Israel’s High Court of Justice rules in favor of Lara Alqasem, the U.S. student who the Israeli authorities denied entry into Israel on 10/2 and have detained ever since over her support for BDS. “Since the appellant’s actions do not raise satisfactory cause to bar her to entry to Israel, the inevitable impression is that invalidating the visa given to her was due to the political opinions she holds,” the court’s ruling reads. “If this is truly the case, then we are talking about an extreme and dangerous step, which could lead to the crumbling of the pillars upon which democracy in Israel stands.” (EI, HA, MNA, TOI 10/19)

After a second day of clashes and confrontations at Khan al-Ahmar, a Bedouin village near Jerusalem slated for evacuation and demolition, Israel’s High Court of Justice issues a temporary freeze on the demolition orders amid a dispute over land ownership. During the clashes, 3 international activists are detained and 4 vehicles belonging to activists and journalists are impounded. Meanwhile, The UK, France, Germany, Italy, and Spain jointly convey a formal protest to the Israeli authorities over their plans to demolish the village, warning that such demolitions make a two-state solution less viable. UN officials also protest the demolition plan. UK, Italian, Swedish, Belgian, Norwegian, Finnish, Danish, Swiss, German, Spanish, and Irish diplomats all visit Khan al-Ahmar today.
