Occupied Palestine/Israel: PM Peres, Deputy Premier Shamir tell US Sec. of State Shultz that Israel will not meet with Palestinian-Jordanian delegation including members of Palestine National Council (US considers the PNC and PLO separate organizations and was considering Jordanian suggestion that PNC members be included in proposed joint delegation) [LAT 5/11]. Peres indicates he has no objections to US meeting with Palestinian-Jordanian delegation if such meeting would promote future direct talks with Israel [NYT 5/12]. Police inquiry appointed to investigate 5/7, 5/9 incidents in which Border Police afforded Jewish underground defendantspecial privileges [JP 5/10]. Jewish Agency announces 4 new settlements to be erected within 4 mos. [WP 5/11]. "First Conference on Palestinian Thought" opens in Nazareth [FJ 5/17].

Arab World: Suspecting Palestinians aboard, Israeli navy hijacks civilian ferryboat Alizur Blanco in int'l. waters on Cyprus-Beirut run, forcing it to port in Haifa; IDF authorities check passenger identification & seize 9 passengers. IDF soldier wounded by light arms fire near Saksakiya, S. Lebanon.

Other Countries: Al-Fajr managing editor Sam'an Khoury addresses members of National Union of Journalists convention in London on subject of press conditions in the occupied territories. Group of 54 US congressmen petition Int'l. Olympic Com. to reject any application by PLO to participate in summer games, saying "recognition of PLO ... would be morally repugnant" and that "PLO represents neither a geographical area nor the Palestinian people."

Occupied Palestine/lsrael: 3 Palestinian homes bulldozed by Israeli occupation forces in Samu' and Tarqumiya villages on pretext that they were built without license. Ariel Sharon rejected as candidate for chairmanship of Jewish Agency's immigration department. PM Shamir announces budget for West Bank settlements to be cut. Ramallah teacher and member of teachers' committee, Fadel Rimawi, and Ismail Othman, principal of Hashemiya secondary school, raided by occupation troops, confiscating books. More than 70 members of "Green Patrols," para-military wing of Israeli nature conservation assoc., in convoy of 14 vehicles, force Bedouin shepherd women to return to their homes, abandoning sheep; sheep returned next day minus 25 head, Bedouins charged IS150,000 for their transportation plus IS157,000 fines.

Other Countries: Portuguese court acquits Muhammed Hussein Rashid of Issam Sartawi murder; sentences him to 3 years in prison for using forged passport.

Occupied Palestine/lsrael: In response to report of arrest of 160 former Ansar detainees, DM Arens says only 16.

Arab World: Fateh Central Committee ends 3 days of talks in Tunis; 5 rebel officers expelled from PLO military ranks: Mohammed Tarki al-Khadra, Mohammed Zahran, Lt. Col. Mahmoud Hamdan (Abu Adwi), Maj. Yusef al-Ajjouri and Said Musa (Abu Musa).

Other Countries: Jury selection begins in Albufeira, Portugal for trial of Muhammed Hussein Rashid (a.k.a. Yousef al-Awad), for murder of Issam Sartawi (4/10/83); defendent denies guilt.

MILITARY ACTION:

Arab World: 16 Israeli bombers inflict heavy casualties in Baalbek area; 40-100 killed, 360-400 wounded. Lebanese state court reinstates ailing Saad Haddad into Lebanese Army, reversing 7-year-old decision; Haddad being treated in Rambam Hospital, Haifa. 7 West Bank deputies cross to Jordan to attend session of reconvened Jordanian parliament.

Other Countries: Reagan says willing to meet Syrian Pres. Assad if it would help peace in the Middle East.

Military Action:

US and Other Countries: US Ambassador to Israel says Reagan Administration is determined to improve and rebuild basic confidence between the two countries; Israel Bonds dinner in NY, attended by Israeli Finance Minister, raises $8.8m.; British Foreign Secretary says West Bank settlements are illegal and completely contrary to Reagan plan, might soon make a negotiated peace impossible.

6 separate attacks against IDF include tank damaged by mine near Kafr Shima, explosion on road south of Damour near IDF patrol, APC hit by explosion at Kabar Shamoun, small arms fire at IDF trucks in Beirut, bomb near troop buses, small arms fire at IDF patrols near Zaharani river.

Casualties:

IDF reports 1 soldier killed, 3 injured in attacks, Lebanese National Resistance Front says 20 IDF killed or wounded.

Political Responses:

Israel/ Occupied Territories: Israel makes no official response to Hussein's decision regarding negotiations, reportedly considers Reagan plan dead; new WZO settlement department plan calls for 57 new settlements in next 4 years, bringing total to 165, with Jewish population of West Bank 100,000 by 1986 and Jewish-Arab population parity at 1.3 million in 30 years; spokesman for Israeli Embassy in US says West Bank land is being sold in the US not by government but by private group associated with Kedumim settlement; 10,000 dunums from Surif village near Hebron declared state land under military order 59; High Court legalizes 1976 imposition of Value Added Tax (VAT) in occupied territories; Cabinet nominates Meir Rosenne, ambassador to France, to replace Arens as ambassador to US.

Palestinians/ Lebanese: PLO officials deny Jordanian statement that Hussein and Arafat had reached agreement on a course of political action; Issam Sartawi assassinated at Socialist International congress in Portugal, Abu Nidal group claims responsibility.

Arab Governments: Jordan says Hussein and Arafat had reached agreement in principle and detail, PLO now proposes different course, so Jordan will not enter peace talks on basis of Reagan plan, will not act separately or in lieu of any party, and will leave it to PLO and Palestinian people to choose the ways and means for the salvation of themselves and their land.

US and Other Countries: Reagan says radical elements in PLO introduced changes in peace proposals that are an impediment, and are unacceptable to King Fahd, King Hussein and to US; Reagan telephones Kings Fahd, Hussein, and Hassan II of Morocco.

Military Action:

Lebanese customs agents confiscate nearly $1m. worth of commercial and agricultural products, mainly smuggled from Israel, during first day of crackdown on illegal imports.

Casualties:

Lebanon carries out first state execution since 1972 by public hanging of man convicted of 1979 murder in Beirut; government gives UNRWA authorization to restore refugee camps to pre-June 1982 condition.

Israel/ Occupied Territories: Jerusalem magistrate turns down police request to remand 8 yeshiva students arrested during fight yesterday with Arab residents of Muslim quarter, releases them on bail; Jewish-American immigrant who shot and killed guard while attempting to enter the Dome of the Rock on April 11, 1982, sentenced to life imprisonment, shouts "liquidate the Arabs" as he is led from courtroom.
