Occupied Palestine/Israel: On 'Id al-Adha holiday, Palestinian families begin three day sit-in strike at International Committee of Red Cross in East Jerusalem they are refused permission to visit relatives in Hebron Prison, who began hunger strike today to protest inhumane treatment (FJ 8/22).

Other Countries: Soviet-Israeli meeting in Helsinki, first official contact in 19 years, ends after 90 minutes (CSM 8/19).

Occupied Palestine/Israel: Israeli High Court upholds presidential pardon of Shin Bet chief and his three aides. Eight other Shin Bet members apply for similar pardons [NYT 8/1]. Knesset passes bill prohibiting Israelis from meeting with PLO officials for whatever reason (3 years' imprisonment penalty) and a second bill prohibiting incitement to racial conflict. Racism bill, originally intended to curb Rabbi Meir Kahane, is watered down such that Kahane himself votes for it [WP 8/7]. Two West Bankers (Ibrahim 'Ali 'Abdallah Abu Zahra, 37, from Yatta village near Hebron, and Muhammad Dakhlallah, 23, from Ta'amrah village near Bethlehem) are arrested and administratively detained for 6 months without charge or trial [FJ 8/8]. Palestinian residents of 3 Galilee villages win 10-year battle to regain 6,800 dunums of their farmland, known as "Area 9," declared a closed military zone by the Israeli military in 1976 [FJ 8/8].

Other Countries: Meetings in Moscow of Soviet officials and Fateh and 4 other Palestinian groups end; Soviets announce "positive results" [CSM 8/8].

Arab World: Jordan closes all 25 offices of Fateh while allowing 12 "PLO offices" to remain open; Arafat's military deputy and chief delegate in Amman, Khalil al-Wazir (Abu Jihad) given 48 hours to leave, movement of top Fateh officials restricted [NYT 7/8; WP 7/8, 7/9]. The New York Times cites reports that Jordan ispressuring 4 Palestinians to accept Israeli appointments to mayoralties of their towns: Khalil Musa for Ramallah; Walid Mustafa for al-Birah; Muhammad Ja'bari for Hebron; and 'Abd al-Fatah Dudin for Dura [FJ 7/4; NYT 7/8, 7/9].

Occupied Palestine/Israel: Palestinian political prisoner Mahmud Muhammad Mustafa al-Ajrami is deported to Jordan; Israeli authorities refused to release him from prison when he completed his 6- month sentence nearly 11 months ago; his lawyer's only alternative was to seek deportation [FJ 6/20]. Israel grants Hebron industrialists permission to establish Chamber of Industry in West Bank [FJ 6/13].

Arab World: Iranian envoy, deputy foreign minister Muhammad Ali Bisharati, calls for peace in south Beirut. Injured are removed from Burj al-Burajinah but fighting continues [LT 6/11; WP 6/12].

Occupied Palestine/Israel: Defense Minister Rabin, in Knesset, says Wald report on condition of IDF distorts army's ability and performance [FT 5/21]. Colonel Emanuel Wald, former head of IDF planning, had accused the army on Israel TV of having buried his 700-page report on IDF weaknesses. Four men and 2 women, all of Nablus, are indicted by military court for kidnap-murder of Israeli soldier David Manos and membership in Fateh. Ibrahim 'Abdallah of Dayr Ballut is named ringleader [JP, JTA 5/21]. Italian Foreign Minister Andreotti meets deposed Hebron Deputy Mayor Mustafa Natshah, Gaza lawyer Fayez Abu Rahmah, deposed Gaza Mayor Rashad al-Shawwa, and al-Fajr editor Hanna Siniora [FJ 5/23].

Arab World: King Hussein orders arrest of leadership of Jordanian Communist party [NYT 5/21].

Military Action

Arab World: In suburban Beirut, Amal militiamen fight Palestinians for control of Burj al-Burajinah refugee camp, killing 2 and wounding 33. (Camp population: 11,000) [CSM 5/21].

Occupied Palestine/Israel: Th deficit in the balance of goods and services between the occupied territories and Israel increased by 49% in 1985 to total $219 million; the West Bank's trade deficit declined to $425 million in 1985, compared to $428 million the previous year, while the West Bank's surplus in services fell to $206 million in 1985, compared to $281 million in 1984, due to the erosion of Israeli salaries and the cutback in construction work [JP 4/29]. Israeli police announce arrest of members of a "terrorist ring" suspected of 2 killings and 2 attempted killings in Jerusalem in last 6 weeks; Jerusalem court declares news blackout on the case [NYT, PI, MG 4/30]. Later reports indicate 20 Palestinians are arrested [JP 5/6]. Defense Minister Yitzhak Rabin has instructed the security authorities to bring to trial the West Bank settlers who blocked a road north of Halhul a fortnight ago to prevent people from reaching a Peace Now symposium in nearby Hebron [JP 4/29].

Arab World: The Jordanian minister for the occupied territories, Tahir Kan'an, was dismissed over the weekend [LT 4/29]. New departments are dedicated for hospital in S. Lebanese Christian town of Marja'uyun; SLA commander Gen. Antoine Lahd thanks Israel for its help in training workers and doctors for the hospital; some $2 million was donated for the hospital, coming from Israel, Middle East Television, and the SLA command [JP 4/29].

Arab World: Guerrillas clash on slopes of Mt. Hermon with Israeli army troops; 2 guerrillas are killed, 3 Israeli soldiers wounded [JP, JTA 5/2].

Occupied Palestine/Israel: Gaza resident and ex-political prisoner Zaki Statiyyah, from Jabaliyyah refugee camp, is deported to Jordan, bringing total of Palestinians deported from the occupied territories since the onset of the "iron fist" policies last August to 34 [FJ 5/2]. Over 5,000 Israeli supporters of Gush Emunim stream into Hebron for a mass visit to the city; the visits are in the guise of Passover "tours" of Jewish sites and coincide with the 18th anniversary of the first Jewish "settlement" in Hebron during Passover week of 1968 when Rabbi Moshe Levinger brought a small group ostensibly for aseder in a hotel and then stayed, defying the government to evict them [JTA 4/28].

Occupied Palestine/Israel: British tourist Paul Appleby is shot dead outside the Garden Tomb in East Jerusalem [NYT, WP 4/28].

Occupied Palestine/Israel: Retired Israeli General Avraham Bar-Am, arrested 4/22 in Bermuda for alleged conspiracy to sell U.S. arms to Iran, states the Israeli defense establishment knew of his actions [WP, CT 4/24]. Palestinian political prisoners in Hebron prison suspend 8-day hunger strike after achieving some of their demands [FJ 4/25].

Arab World: Yasir Arafat meets with PLO's Supreme Military Council in Baghdad, they unanimously decide to dismiss 'Atallah 'Atallah (Abu Za'im) from his position as assistant chief of staff of PLO armed forces and from his membership in the Palestine National Council [TS, MG, JP 4/25].

Arab World: Christian radio station Voice of Lebanon reports 3 bombs explode in Syrian port of Tartus, killing 1 and wounding 20; 73 persons are arrested, including 15 from the Palestinian refugee camp of Yarmuk, near Damascus, among them 2 Fateh officers [JP 4/25].

Occupied Palestine/Israel: Israel has quietly moved hundreds of Ethiopian Jewish immigrants to the West Bank, despite U.S. opposition [PI 4/16]. Israeli military authorities order Hebron Polytechnic closed for 2 weeks following riots at the campus on 4/14 [FJ 4/18]. Foreign Minister Shamir states P.M. Peres spoke as the leader of the Labor party, and not as the leader of the country, when he last week called for recognition of the Palestinian nation [JP 4/17]. Students at al-Najah U. protest U.S. attack on Libya; Palestinian students at Ben-Gurion U. in Beersheba and Hebrew U. in Jerusalem also protest the attack [JP 4/17; FJ 4/18].

Occupied Palestine/Israel: In al-Birah, an Israeli soldier kills a Palestinian running away from a bus at which he is said to have thrown something [JP 4/17]. West German tourist isshot and injured by unidentified gunman in Jerusalem's Old City [JP 4/17].

Occupied Palestine/Israel: Tehiya convention unanimously calls for government aid to West Bank and Gaza Strip Palestinians willing to emigrate; for the expulsion of anyone found guilty of subversive activities; and for the annexation of the occupied territories [JP 4/16]. Over 250 Palestinian political prisoners in Hebron prison begin hunger strike [FJ 4/25].

Other Countries: U.S. State Department has protested to Israel the alleged torture, in Israeli-supervised detention center in S. Lebanon, of Ghazi Dabaja, an Arab-American; Israel states the charges are "completely baseless" [WP 4/15; NYT 4/16].

Occupied Palestine/Israel: A Jerusalem court convicts Israeli army Capt. Shlomo Leviatan and Maj. Ronnie Gila of complicity in bombings carried out by anti-Arab Jewish underground group [JP, WP 4/15]. U.S. Asst. Sec. of State Murphy meets with Bethlehem Mayor Iliyas Furayj at reception at American consulate in East Jerusalem; reports circulate that they discussed the "Gaza first" proposals being floated by some circles in Jerusalem; Murphy confirms he attempted to ease tensions between Israel and Syria during recent meetings with Syrian Pres. Hafiz al-Asad [JP 4/15]. Students at Hebron Polytechnic demonstrate in protest of Tehiya convention; 70 students are arrested [JP 4/15; FJ 4/18].

Arab World: West Bank Palestinians travelling to Jordan are experiencing increased bureaucratic harassment, including passport confiscation and interrogation by Jordanian authorities; moves seem to be targetting Fateh supporters [JP 4/14].

Occupied Palestine/Israel: More Palestinians withdraw their candidacies for mayoralities of West Bank towns, including jamil Tarifi of al-Birah and Muhammad Rashid Ja'bari, of Hebron; Fathi Fahmawi, of Janin, abandons plan to organize municipal council acceptable to Israel [WP, PI 3/5]. Israel Radio reports gun used to kill al-Masri is same as one used in killing of Israeli border policeman in January and an Israeli merchant last August, both in Nablus [WP, PI, LT 3/5]. Jerusalem District Court sends Israeli bailiffs to Palestinian-run Jerusalem Electricity Company to evaluate and mark company's equipment; bailiffs give company 3 weeks to pay $10 million debt to the Israel Electric Corporation before JEC's property will be seized; workers declare partial strike in protest of the measure [JP 3/5, 6].

Arab World: PLO leadership meets in Tunis to discuss response to King Hussein's unilateral break from joint M.E. peace approach [MG 3/5].

Other Countries: New White House National Security Advisor Vice Admiral John Poindexter will replace 2 top M. E. staffers, James Covey and Howard Teicher with Dennis Ross, former senior Pentagon official and strong supporter of close U.S.-Israeli strategic cooperation [JP 3/4].

Arab World: Hizballah publishes names of 11 people it executed in reprisal for massive car bombing in W. Beirut last March which it said was intended to kill Hizballah's spiritual leader, Muhammad Husayn Fadlallah; organization states the 11 worked for section of Lebanese intelligence that cooperated with Israeli and U.S. intelligence [JP 3/5].

Occupied Palestine/Israel: Pres. Chaim Herzog pardoned 2 more members of Jewish settler underground last week, Boaz and Ya'acov Heinemann UP 2/16]. Israel was third world's largest arms producer, producing $1.342 billion worth, between 1980-84, according to Stockholm International Peace Research Institute [JP 2/16].

Arab World: Yasir Arafat begins talks with Egyptian Pres. Husni Mubarak on stalled M.E. peace efforts [JP 2/17].

Military Action

Occupied Palestine/Israel: Israeli soldiers shot and killed Gaza resident yesterday when he fled after being detained for questioning; a second man escaped [NYT, WP 2/16]. West Bank shepherd Ziyad Muhammad Yunis was wounded on 2/13 while resisting arrest near Hebron [JP 2/17]. Israeli soldiers arrested several other Palestinians, confiscated a herd of sheep in the incident [FJ 2/21]. Bombs go off in Haifa, Afula, Beit She'an, causing no injuries or damage [JP 2/17].

Arab World: Lebanese police find severely beaten body of Lebanese Jewish hostage Ibrahim Benesti; Organization of the Oppressed of the Earth issues statement saying he was executed for spying for Israel [BG 2/17].

Occupied Palestine/Israel: Jewish Telegraphic Agency reports 4 more Palestinians have been served deportation orders: Hasan Mahmud Ahmad al-'Amudi and Jalal Hafiz Hisham 'Azayzah, both from Gaza, and Mahmud Fanun, from the West Bank, are charged with working for the PFLP; Adnan Ghanim, from Hebron, is charged with infiltrating from Jordan [JTA 1/28]. Bank of Israel announces Israel's foreign debt totalled $23.915 billion at end of last September [JP 1/28]. Kalandiya refugee camp residents attack soldier, try to steal his weapon after he hits a woman, girl with army vehicle while dodging stones thrown at him; police launch investigation into incident [JP 1/28].

Occupied Palestine/Israel: Police arrest 3 militant Jewish nationalists who attempt to raise Israeli flag in the Haram al-Sharif [NYT, WP 1/10]. State of Israel Bond Organization announces it received a record $505 million in 1985 [JW 1/10]. Palestinian convicted of killing Israeli soldier in Hebron 4 months ago is sentenced to life imprisonment [JP 1/10].

Arab World: Syrian Nafi' Fu'ad Hasan, also convicted of spying for Israel, is hanged in public in Damascus, one day after his brother was executed on same charges [LT, JP 1/10]. Islamic Conference Organization passes resolution condemning U.S. sanctions against Libya, calling on Muslim countries to counter them [NYT 1/10].

Other Countries: Former U.S. Ambassador to the UN jeane Kirkpatrick has been named recipient of $100,000 award from Miriam Klein Foundation for demonstration of "commitment to the survival of the Jewish people" [PI 1/9].
