Israeli-Palestinian clashes, now in their 8th mo., continue, with Israel Defense Force (IDF) increasingly striking Palestinian targets and entering areas controlled by the Palestinian Authority (PA) without provocation so as to "keep them guessing and [have] them spend more time defending themselves" and with Palestinians stepping up their sniping at soldiers and settlers and firing of mortars (especially in Gaza). To date, around 511 Palestinians, 82 Israelis have been killed. Today, 1 Palestinian is shot dead by IDF troops. The IDF also shells the PA Preventive Security Force (PSF) offices in Jabaliyya, Jinin; directs shells, heavy machine gun fire at residential areas of Khan Yunis; sends tanks, bulldozers into 2 PA-controlled areas in Gaza, occupying a multistory building in al-Qarara nr. Gush Katif settlement and a factory in Dayr al-Balah. The comm.'s preliminary report (submitted to Israel and the PA on 5/1) suggests a two-pronged approach to restoring calm based on Israel halting all settlement construction, the PA making a 100% effort to halt violence. The Clinton-Barak mtg. in Washington is delayed several hrs. when a Russian plane is hijacked to Israel in an incident unrelated to the Middle East crisis. After another mtg. btwn. Arafat and Barak in Ramallah, this time attended by U.S. special envoy Ross, Ross announces that Israel, the PA will resume negotiations in the U.S. after Id al-Adha holiday ends on 3/20. The sides still aim to conclude a full final status agmt. by 9/13. Ross says there have been "constructive" talks on interim issues. Israel's High Court rules (4-1) that an Israeli Arab family cannot be barred fr. living in a cooperative Jewish community. Although the decision affects the 1 family only, the court's determination that separate Arab and Jewish communities are "inherently unequal" and discriminate against Arabs sets legal precedent that may be used in future cases. Syria's cabinet resigns. Pres. Asad names Aleppo governor Muhammad Mustafa Miru as the new PM, charging him with forming a new government to "modernize the administration." This is seen as a move by Asad to accelerate economic and social reform, to reduce the Ba`th party's political role (Miru is a low-level Ba`th official), to inject new blood into the cabinet and is not expected to affect negotiations with Israel. On the 3d day of its attack on Iraq, the U.S. can confirm that only 18 of its 89 targets have been severely damaged or destroyed, despite having fired more laser-guided missiles in 2 days than during the entire 1991 Gulf War.
