In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a raid in Jenin. Israeli forces also violently dispersed Palestinian protesters in Abu Dis, injuring 4 with baton rounds and 71 with tear gas. Elsewhere, Israeli forces issued stop work orders for agricultural projects and seized 3 trucks near Jericho and issued stop-work orders for 2 agricultural structures in Jayyus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces sealed the family home in al-Tur of 1 Palestinian man who rammed a car into 3 Israeli settlers on 2/10. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The bill to repeal parts of the law will have to pass 3 readings in the Knesset. (HA, WAFA 2/12)

The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead. In the Gaza Strip, IDF troops open fire on agricultural lands nr. Khan Yunis, causing no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in 3 villages nr. Hebron at night; patrols in Tulkarm in the morning, in 1 village each nr. Jenin and Tulkarm in the afternoon, and in 4 villages nr. Ramallah, 2 villages and al-‘Arub r.c. nr. Hebron at night. (PCHR 12/12) 

Israeli PM Netanyahu tells his Likud-Yisrael Beitenu faction at the Knesset that the govt. is not on the way to a final-status agreement with the Palestinians, ahead of U.S. Secy. of State Kerry’s on 12/11, his 9th trip to the region since taking office. Netanyahu also reportedly rejects the U.S. Gen. John Allen’s security plan, saying it was important to maintain Israeli forces on the border shared with Jordan. Meanwhile, PLO Secy.-Gen. Yasir ‘Abid Rabbuh also rejects the U.S. security proposals, which he says will lead to a “total failure” of Kerry’s efforts. Separately, PA Minister of Prisoners Issa Qarage says that any delays to the scheduled release of a 3rd group of Palestinian prisoners on 12/29 will be considered a serious blow to the peace process. Israel, Jordan, and the PA sign a watersharing agreement that includes the proposed construction of a desalination plant in Jordan on the Gulf of Aqaba, and a pilot study for a pipeline linking the Red Sea-Dead Sea. Israel also intends to sell more water from the Sea of Galilee to Jordan and to sell water to the PA at reduced rates. The agreement is signed at the World Bank in Washington. Ahmet Uzumcu, head of the Organisation for the Prohibition of Chemical Weapons (OPCW), says that the removal of chemical weapons from Syria, scheduled in 2 stages for 12/31 and 2/5/14, may be delayed slightly due to the difficulties of operating during the ongoing violent conflict. (REU 12/9)

Mohamed Badie, leader of the Muslim Brotherhood in Egypt, appears in a Cairo court for the 1st time since being detained on 8/20. Pope John Paul II arrives in Egypt for 3-day visit, meets with Pres. Mubarak, calls for unity and tolerance among all religious groups. Meanwhile in Israel, a group of senior rabbis asks the pope to cancel plans to hold a daytime Saturday mass when he visits Nazareth in 3/25, saying it would cause "massive desecration "of the Jewish sabbath. Far-right Jewish groups put up posters in Jerusalem calling the pope "the wicked one," saying prayer service would be an act of "mass idolatry in the heart of Jerusalem." Israeli Education M Yossi Katz, who handles Labor party relations with the PA, says Israel bears some responsibility for the Palestinian refugee problem, should allow 100,000 Palestinian refugees to return to areas inside the Green Line. Labor says it may remove Katz fr. his party posts because of his comments. PM Barak says no refugees will be allowed to return to Israel in a final settlement. The Israeli cabinet asks the Knesset to renew the state of emergency law for 6 mos. rather than 1 yr. as has been the case since the law was adopted in 1948. The 6-mo. extension would be the 1st legislative step toward abolishing the state of emergency, under which Israel may legally hold Arabs without charge or trial and confiscate civilian goods for military use. Arab League mtg. on Iraq convenes in Cairo. Iraq attends but walks out in protest of what it calls a biased final statement that could give the U.S. a pretext to launch more airstrikes. The statement expresses "deep concern" over, but does not denounce, 12/98 U.S.-led attack; insists Iraq recognize Kuwait, comply with UN resolutions as a prelude to sanctions relief.
