In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to the vessels. IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Islamic Movement in Israel, on suspicion of incitement. Salah refuses bail conditions that would keep him 30 km away from al-Aqsa for 30 days and remains in jail. (JP, MNA, WAFA 9/3; PCHR 9/5)

Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). Meanwhile, Egyptian helicopter gunships kill 8 suspected militants and wound 15 others in air strikes in the Sinai Peninsula nr. the Rafah border with the Gaza Strip. (AFP, AP, REU, NYT 9/3)

Ariel Sharon, new housing minister, promises Israel will make no special effort to settle Soviet Jewish emigrants in O.T.: "We do not divert and we do not send any Russian immigrants or any Jew who comes from Russia" to O.T. (cf. 6/25) [IDF 6/24 in FBIS 6/25; WP, LAT, NYT 6/25; CSM 6/27].

Knesset announces plans to allow armed civilian units to patrol perimeters of O.T. settlements; creation of settlers' Civil Guard comes under fire [MEM 6/ 25].

East German president of parliament Sabine Bergmann-Pohl and her West German counterpart Rita Suessmuth visit Israel apparently to allay Israeli concerns about a unified Germany. Israeli transport minister Moshe Qatzav suspends inauguration of direct commercial flights between Tel Aviv and Prague because of dispute over security arrangements in Czech capital UPD 6/25 in FBIS 6/28].

Inspector general of Israeli police, Yaakov Turner, warns Palestinian residents of E. Jerusalem that more of them would be killed if they continue demonstrations that began on 6/20 [JDS 6/24 in FBIS 6/28; NYT 6/25].

Hanna Siniora, editor of Al-Fajr, says of U.S. decision to suspend dialogue with PLO that "the whole area is slipping toward a bottomless pit of hatred and suspicion." Editorials say suspension of dialogue has "put the whole region on a powder keg" and amount to reward for Shamir's intransigence [CSM 6/25].

King Hussein calls on U.S. to reassess its Middle East policy and open door for Soviet Jews who wish to settle in U.S. rather than Israel [WSJ 6/25]

Egyptian F.M. Esmat Abdel Meguid flies to Washington hoping to avert crisis in U.S.-Arab relations and reassert Egypt's role in peace process [LAT 6/25].

Hadashot reports since Arye Bibi, commander of Jerusalem district police, assumed his post, 5 Arabs have been killed by police or border guard fire in the district. Under Bibi's predecessor Yosef Yehuday, no one was killed by police gunfire; due to relative quiet in O.T., Jerusalem is becoming intifada's frontline [HAD 6/25 in FBIS 6/28].

Occupied Palestine/Israel: Report issued by 6 Israeli doctors concludes IDF should stop using high velocity bullets that have left 15 people fully or partially paralyzed. Report also accuses the army of misusing tear gas. Faysal al-Husayni is released after 9 months without charge or trial [WP 6/10, LAT 6/12]. Ya'akov Orr, military commander of the Gaza Strip, states that 25% of the 200 Palestinian police that resigned during the uprising have returned to work [WP 6/9].

Arab World: At Arab summit, Arab states pledge to support Palestinian uprising with "all possible means," refuse to state dollar amount of support. Arab leaders also refuse to dismiss George Shultz' peace plan, while reaffirming the PLO's position as sole representative of the Palestinian people [WP 6/10, LAT 6/10].

Other Countries: Israeli P.M. Shamir and Soviet F.M. Shevardnadze meet for 2 hours at the UN, announce that planned visit of Israeli consular team to Moscow will take place in July. Shevardnadze also states diplomatic relations between the 2 will not be restored until Israel agrees to international peace conference [NYT 6/10]. At meeting of the Socialist International in Madrid the Palestinian intifadah is called a response to "the unbearable social conditions existing in the territories occupied by Israel" [FJ 6/12].

Palestine/Israel: Demonstrations in honor of the 6-month anniversary of the uprising erupt on the W. Bank leaving 2 Palestinians dead, at least 4 more injured. In Sebastiya a 16-year-old isshot dead while trying to hurl a rock at soldiers [WP 6/10, FJ 6/12]. 18-year-old male and 12-year-old girl are shot during demonstrations in Tulkarm. Shopowners observe a strike in the territories, including East Jerusalem [LAT 6/12]. Afternoon demonstrations erupt in Gaza City. One of the injured claims soldiers tied him up and dragged him behind a jeep [WP 6/9]. Two IDF officers are slightly injured when their jeep is attacked with Molotov cocktails [WP 6/10]. King Hussein welcomes the "spirit" of Peres' 10/21 negotiations proposal at the UN although says it did not "meet the needs of the moment" [NYT 10/24].

Other Countries: Pres. Reagan, facing overwhelming congressional pressure, endorses resolution barring arms sale to Jordan until 1 March 1986 unless Jordan begins "direct and meaningful peace negotiations" with Israel before then [NYT, WP, LAT, BG 10/24]. Arab World: Jordan and Syria announce agreement to reject "partial and unilateral" peace settlements with Israel, agree to pursue peace plan adopted at Arab League summit in Fez, Morocco in September 1982; Syria and Jordan will exchange ambassadors after a 4-year diplomatic freeze. Agreement concludes 2 days of talks [FT 10/21; LAT, WP 10/22; MG 10/23]. Yasir Arafat calls for Arab boycott of U.S. products to protest U.S. policy in M.E. Arafat states PLO has been working for release of 3 Soviet diplomats being held hostage in Lebanon [LAT 10/22]. Pres. Mubarak meets with Deputy Asst. Sec. of State Whitehead [NYT, WP 10/22].

Other Countries: Reagan admin. formally notifies Congress of plan to sell proposed $2 billion in advanced planes and air defense systems to Jordan [NYT, WP 10/22]. The Council of International Civil Aviation Organization (ICAO) condemns the "violation of Tunisian airspace by Israel which endangered international civil aviation." Occupied Palestine/Israel: Israeli officials state Egyptian responsible for killing Israelis in the Sinai was a soldier, not a police, man, and therefore was in the area in violation of the 1978 Camp David accords. Israelis also state Egyptians prevented medical help from reaching the victims in time [NYT, WP, LAT, 10/7]. Egyptian officials state the gunman will be court-martialed by the police force [BG 10/7]. Israelis demand a full report on the incident within 48 hours [FT 10/7]. Chicago Tribune reports Israel is quietly developing trade ties with China in hopes of establishing diplomatic relations with that country [CT 10/6].

Arab World: Egyptian students mark the 12th anniversary of the 1973 October War with demonstrations against the Israeli air raid on Tunis and calls for Pres. Mubarak to expel the Israeli ambassador [LT 10/7].

Other Countries: U.S. authorities have issued an arrest warrant for Califomia scientist Richard Smyth, 55, of Milco International Company in Huntington Beach, which, according to a Los Angeles grand jury indictment, illegally exported to Israel over a 2-year period 15 shipments of krytrons, tiny electronic triggering devices necessary in constructing nuclear warheads. Smyth and his wife Emilie jumped bail and disappeared before his trial was scheduled to begin; he is presumed to be in Israel [LT 10/6].

Occupied Palestine/Israel: Citizens' Rights Movement holds press conference, claims it has evidence that dozens of signatures of West Bank landowners have been forged on land sale documents. A letter from the CRM and the contents of their file on the topic have been handed over to Attorney General Yitzhak Zamir. An unpublished section of the State Comptroller's 1983 annual report said as much as 12,500 acres in the West Bank may have been acquired illegally [PI 8/23]. Israeli Cabinet decides to proceed with development and production of the Lavi jet fighter [JP 8/23]. Defense Minister Yitzhak Rabin states Israel is actively looking for American partner to help produce the plane UP 8/22]. The Bank of Israel announces Irael's foreign debt decreased by $690 million between September 1984 and March 1985 UP 8/22].

Arab World: Egypt vows to "spare no effort" in its search for the assassins who killed an Israeli diplomat yesterday [CT 8/22]. Several suspects are arrested. Security at the Israeli embassy istightened [JP 8/22].

Other Countries: Spain announces it will establish formal diplomatic relations with Israel before autumn 1986 [JTA 8/23]. The Daily World reports on the New Jewish Agenda conference held in Ann Arbor, Michigan at the end of July, states it took a strong stand on "mutual recognition by Israel and the Palestinian people of the rights of each to national self-determination" [DW 8/21].

Arab World: Shelling in Beirut continues; Syria indicates readiness to take provisional steps toward achieving a cease-fire. At least 42 are reported killed; Beirut airport is closed because of shelling [WP, NYT 8/22].

Occupied Palestine/Israel: Israeli army evicts 7 MKs from apartment in Hebron, declares area "a closed military zone." The 7 leave but promise to appeal legality of eviction to the High Court [NYT 8/21]. Inspector General David Kraus, Plia Albek, a senior Justice Ministry official responsible for land registration, ad Bank of Israel Governor Moshe Mandlebaum appear before Knesset State Comptroller Committee for largescale investigation into land fraud cases begun by police after upsurge in complaints following arrest of several West Bank judges early in summer on bribery charges [JP 8/21]. Ahmad Odeh, wealthy West Banker, was arrested last week on charges of involvement in illegal land sales. Al-Fajr reported he contributed $30,000 to the Likud election campaign last year [JP 8/20].

Occupied Palestine/Israel: Booby-trapped car is detonated minutes before it explodes at central bus station in Netanya. Police round up 100 Palestinians in the vicinity. A telephone caller claims responsibility for Fateh's Force 17 [FJ 8/23].

Arab World: Israeli diplomat Albert Atrakchi, 30, an administrative attache, is killed and 2 embassy employees wounded when 3 men spray their car with kalashnikov assault rifles in Cairo.
