More than 26,637 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 65,387 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 371 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,382 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,269 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. Palestinian officials say the PA will reform itself to comply with U.S. demands by appointing new governors in the West Bank and Gaza, making changes to the personnel of the PA security forces, appointing new staff at the its foreign consulates and embassies and at ministries, improving the financial system, appointing new directors at public institutions, improving tax collection, opening the communications market, and improving government oversight to combat corruption. Axios reports that senior security officials from the PA, Saudi Arabia, Jordan, and Egypt met in Riyadh on the 1/18, discussing plans for Gaza after the war and ways to involve a revitalized PA in Gaza. According to the report, Saudi Arabia, Jordan, and Egypt called on PA general intelligence service director Majed Faraj to ensure that the PA makes serious reforms, including providing more power to a new prime minister. Saudi Arabia is also said to have briefed the other parties on its requirements for normalization with Israel, including practical and irrevocable steps by Israel toward the creation of a Palestinian state. The Knesset House Committee hears legal arguments on the motion to expel MK Ofer Cassif from the parliament over his support for the South African genocide case against Israel. 85 MKs have said they support expelling Cassif. The EU announces it will review its funding of UNRWA after Israeli allegations that members of UNRWA are connected to Hamas. Austria and Romania announce they are suspending funding for UNRWA, becoming the 11th and 12th countries to do so since 1/26. Pakistan calls the suspensions of UNRWA funding “unjustifiable.” 20 human rights organizations, including Oxfam and Save the Children, issue a statement expressing “concern and outrage” over the funding suspensions. Israel claims in an intelligence dossier seen by Reuters that 190 UNRWA employees are Hamas or Islamic Jihad militants, while 10% of all 13,000 UNRWA employees in Gaza have affiliation with 1 of the 2 groups. In the West Bank, Israeli settlers attacked and injured 2 Palestinians in Deir Istiya. Israeli settlers also stole several cows after Israeli forces arrested the owners of the cows in ‘Ain al-Hilweh. Elsewhere, Israeli settlers vandalized 60 olive trees and water pipes in Jalud. Israeli settlers also opened fire at Palestinian farmers near Qaryut. Israeli forces shot and injured 2 Palestinians, including a child, during raids in Aqabah and Silat al-Harithiya. Israeli forces also raided around 200 homes in Burqa, physically assaulting a woman and causing damage at several houses. Elsewhere, Israeli forces demolished an agricultural structure in Deir Balut and issued stop-work orders for a school near Yatta. 35 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Jericho. In East Jerusalem, Israeli authorities forced a Palestinian family to demolish part of their own home in Shu’fat. In Gaza, Israeli forces bombed Khan Yunis, Maghazi, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Jabalia refugee camp, killing dozens of people. Israeli forces also struck 50 buildings in al-Bureij refugee camp, Nuseirat refugee camp, and Maghazi between 12/24 and 12/25 and 1 of 2 water pipelines supplying water to southern Gaza. 5 Israeli soldiers were killed in combat. 21 patients were evacuated from al-Ahli Arab Hospital and 13 from al-Shifa Hospital to Khan Yunis. An Israeli-made video of hundreds of Palestinians, including children, stripped to their underwear while being detained in a stadium in Gaza circulated in the media. The footage circulated amid reports that Palestinians have been executed in Israeli detention throughout Gaza. Israeli interior minister Moshe Arbel said he will revoke the East Jerusalem residency permit of Majed Juaba, claiming he is a known Hamas operative. (HA, HA 12/25)

Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. Israeli prime minister Benjamin Netanyahu wrote an op-ed in the Wall Street Journal, saying there are 3 “prerequisites for peace between Israel and its Palestinian neighbors in Gaza,” the destruction of Hamas, demilitarization of Gaza, including a “temporary security perimeter” around Gaza, and “deradicalization” of Gaza. MK and former Israeli ambassador to the UN Danny Danon said in an interview that Israel had received inquiries from countries in South America and Africa that are willing to take Palestinian refugees from Gaza in exchange for payment. Danon said “voluntary migration” is natural during and after wars, citing the situation in Syria. In response to Danon’s comments, Prime Minister Netanyahu said he encourages the displacement of Palestinians in Gaza but said Israel has not found countries that will take the displaced. Israel’s Channel 12 reported that Prime Minister Netanyahu had ordered Defense Minister Yoav Gallant and Mossad Director David Barnea not to meet each other unless Netanyahu is present, saying the ban was related to talks on the release of captives. (AJ, HA 12/25)

U.S. forces attacked alleged Kataib Hezbollah positions in Iraq, killing an Iraqi serviceperson and injuring 18 others. The Iraqi government called the attack “unacceptable.” 3 U.S. soldiers were reportedly injured in an attack by Kataib Hezbollah in Erbil. (HA 12/25; AJ, AP, HA, REU 12/26)

In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. In the West Bank, Israeli settlers raided 2 schools in Ras al-Tin and Wadi al-Siq east of Ramallah, smashing windows and vandalizing classrooms. 6 Palestinians were arrested during late-night raids in Shukba, al-Mughayyir, Kafr Ra’i, al-Yamun, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Jerusalem, Israeli settlers blocked Route 1 and attacked a Palestinian family, injuring a child, with pepper spray during a protest calling for the release of Yehiel Indore who is charged with killing a Palestinian during a settler raid on Burqa on 8/4. The National Council of Arab Mayors in Israel said all Palestinian schools in Israel will go on strike from 9/1 if Palestinian municipalities do not receive $80 million promised to them by the previous government. Former Israeli Northern Command commander Amiram Levin told the public broadcaster Kan that the situation in the West Bank is “total apartheid” and that soldiers are “beginning to be a partner in war crimes,” referring to a lack of enforcement against settler violence. Levin compared the situation to Nazi Germany, saying “[w]alk around Hebron, look at the streets. Streets where Arabs are no longer allowed to go on, only Jews. In the West Bank, Israeli settlers opened fire at Palestinians near Salfit; no injuries were reported. Israeli settlers also planted crops on Palestinian-owned land in Taqqua. Israel approved the seizure of 147 dunams (36 acres) of land in Nahalin and Husan. Israeli forces handed temporary eviction orders for Palestinian residents of Khirbet Ibziq, saying they had to leave their homes for 4 days due to a military exercise. 4 Palestinians were arrested, including 3 during raids in and around Ramallah and Hebron; 1 was arrested at a checkpoint in Bayt Jala. In East Jerusalem, a mob of several hundred Israeli settlers and right-wing Israelis attacked Palestinians in several parts of East Jerusalem, injuring at least 105 Palestinians, 22 of whom were hospitalized; Israeli police said that 50 people were arrested, including Palestinians and Israelis; 1 Israeli settler was reported injured by Palestinians. The mob was summoned by the Israeli organization Lehava and was chanting “death to Arabs” as they were ravaging the city. 1 Israeli settler was arrested at the Haram al-Sharif compound for planning to stab Palestinians. In Gaza, Israeli forces made incursions and leveled land east of Rafah. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. Syria fired anti-aircraft missiles at Israeli fighter jets, which missed and landed near Dimona in the southern part of Israel. Israel subsequently attacked a location near Damascus, wounding at least 4 and causing damage. (AJ, AP, HA, JP, REU 4/22)

21 senate Republicans called on U.S. secretary of state Antony Blinken to condition aid to the UNRWA on reforming the organization. The leader of the group, Senator Jim Risch (R-ID), claimed that the UNRWA textbooks include anti-Semitic content and that the UNRWA employs people affiliated with Hamas. The group also criticized that descendants of Palestinians displaced in 1948 are categorized as refugees, a talking point also used by Israel and the Trump administration. 331 members of the House of Representatives also signed a letter to the chairwoman of the appropriations committee, saying they oppose any conditions on U.S. aid to Israel. Estonia, France, Ireland, Belgium, and Germany issued a statement after a UN security council meeting on the Palestinian-Israeli conflict, saying that Israel must “facilitate the holding of elections across all of the Palestinian territories, including in East Jerusalem, in line with commitments made in the Oslo Accords as well as to facilitate the participation of international observers across all of the Occupied Palestinian Territory, including East Jerusalem.” During the meeting, the UN special coordinator for the Middle East Peace Process Tor Wennesland also said that Palestinians in East Jerusalem must be allowed to partake in the Palestinian elections and called on Israel to stop arresting candidates and disbanding election-related meetings. The Danish government said it had expressed concern about settler vandalism on Danish-funded agricultural projects to the Israeli government. Danish development minister Flemming Møller Mortensen said that “[a]ny form of violent acts committed by settlers in the West Bank is unacceptable,” and that the Danish government frequently reminds Israel of that. The Israeli authorities cancel weekly permits for elderly Palestinians from Gaza to visit Haram al-Sharif, following reports that some worshippers do not return directly to Gaza after these visits, according to an official at the Palestinian liaison office. (MNA 12/6)

Israel’s Interior Min. says it will move forward with plans to build 1,300 new Jewish settlement housing units in East Jerusalem (978 in Har Homa/Jabal Abu Ghunaym, 320 in Ramot). At the same time, Israel issues construction tenders for 800 units in the West Bank settlement of Ariel, which Israel intends to keep under final status. Meanwhile, Israel’s Jerusalem municipal authorities issue a report stating that the municipality is currently building more than 13,500 housing units for Jews in various Arab neighborhoods in East Jerusalem. The UN, U.S., and PA denounce the plans. In the West Bank, the IDF patrols without incident in Zayta village nr. Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere.
