In the West Bank, a Palestinian man succumbs to injuries sustained in an Israeli airstrike on Jenin on 3/20. Israeli settlers vandalize Palestinian vehicles in Hebron. Israeli forces kill 4 Palestinians, including 2 in a drone strike and 2 who are shoot, and severely damage infrastructure with bulldozers during a raid in Nur Shams refugee camp. Israeli forces also shoot and kill a Palestinian man near al-Khader. Elsewhere, Israeli forces shoot and kill a Palestinian man and injure 2 others during a raid in al-Am’ari refugee camp. Israeli forces also shoot and kill a Palestinian man and injure 2 others during a raid in Aqabat Jaber refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, Nablus, and Bethlehem. In Gaza, Israeli forces bomb Nuseirat refugee camp, Gaza City, Khan Yunis, and Dayr al-Balah, killing at least 65 people. Israeli forces also continue the siege of al-Shifa Hospital for the fourth day in a row, blowing up one of its buildings and issuing an evacuation order for the hospital. In Lebanon, Israeli forces attack Tayr Harfa, Meiss Ej Jabal, Marjayoun, Khiam, al-Adissa, Yaroun, and Kafr Kila. Hezbollah forces attack Zarit, Shlomi, Metulla, and Avimim. More than 31,988 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,188 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 439 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 250 Israeli soldiers have been killed and 1,489 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 122 trucks carrying aid enter Gaza. Israel says its military has killed more than 50 Palestinians in and around al-Shifa Hospital in the past 24 hours. Euro-Med Human Rights Monitor says Israel has killed over 200 Palestinians at the hospital since 3/18, including many that have been executed after being arrested. 13 patients have died at the hospital since 3/18. The Israeli High Court of Justice halts an Israeli plan to transfer more than 20 Palestinian patients, including people receiving cancer treatment, from East Jerusalem to Gaza until a petition is heard by the court. (AJ, HA, HA, NYT, UNOCHA 3/21)

U.S. secretary of state Antony Blinken meets Egyptian, Saudi, Qatari, and Jordanian foreign ministers Sameh Shoukry, Faisal bin Farhan Al Saud, Mohammed bin Abdulrahman bin Jassim Al Thani, and Ayman Safadi and PLO secretary-general Hussein al-Sheikh in Cairo. Blinken says the group discussed “post-conflict Gaza” and the need for “a state for Palestinians and security guarantees for Israelis.” Before the meeting, the PA says Blinken’s diplomatic efforts are not yielding any results and that they are just buying Israel time. Blinken also meets with Egyptian president Abdel Fattah el-Sisi. CNN reports that on 3/6 Blinken told Qatar to threaten Hamas officials with expulsion to pressure the group into agreeing to the U.S.-Israeli ceasefire proposal. UK foreign secretary David Cameron says in a letter to a British MP that aid is not getting into Gaza because of “arbitrary denials” of aid trucks by Israel and “lengthy clearance procedures.” Cameron also denies that the UN requested that the Karem Abu Salem (Kerem Shalom) crossing be closed during Sabbath, saying it is Israel that made that decision. European Council president Charles Michel tweets that EU leaders call for an “immediate humanitarian pause leading to a sustainable ceasefire” after a summit in Brussels. (AJ, WAFA 3/21)

The Norwegian wealth fund’s ethics council says it is examining which firms are selling weapons to Israel that are used in Gaza and that the wealth fund could divest from those companies if it finds that the weapons are used for “serious and systematic violations” of international law. U.S. House of Representatives speaker Mike Johnson (R-LA) says he is planning to invite Israeli prime minister Benjamin Netanyahu to address a joint session of Congress, adding that he has been invited to speak at the Knesset. (NYT 3/21)

Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

Approximately 1,000 Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and stone-throwing Palestinians from nearby Balata refugee camp; 1 Palestinian is injured. Elsewhere in the West Bank, Palestinians steal and torch the car of 3 Israeli settlers in central Nablus, prompting the IDF to escort the settlers out of the city. IDF troops also arrest 4 Palestinians during late-night raids in and around Bethlehem, Ramallah, and Hebron; and patrol near Hebron and Salfit. PA FM al-Maliki says that the Trump administration is reconsidering its threat, 1st reported on 11/17, to shutter the PLO office in Washington, following the Palestinians’ refusal to comply with their demands. He says that in the meantime, the Palestinians have decided to freeze contacts with the U.S. “In practice, by closing the office they are freezing all meetings and we are making that official.” A State Dept. spokesperson responds, “In our view, communications are not frozen.” She says that Trump administration officials are in contact with Palestinian officials “about the status of that PLO office in Washington, as well as having conversations with them about our larger efforts on the part of a lasting and comprehensive peace process.” (HA, TOI 11/21)

Both the ongoing wave of small-scale violence and the Israeli crackdown in the oPt continue. Israeli border police shoot and kill a young Palestinian woman nr. al-Ibrahimi Mosque in c. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. In East Jerusalem, Israeli forces conduct late-night raids in Issawiyya, accidentally detonating an improvised explosive device; 1 border police officer is injured in the blast. At the Palestinian embassy in Cairo, PLO secy.-gen. Erakat announces that the PLO and the Arab League are preparing a proposal for the UNSC to set a deadline on ending the Israeli occupation. (NYT 10/25; HA, TOI 10/26)

Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. Off the coast of the Gaza Strip nr. alSudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage, but arresting 2 fishermen. In the West Bank, IDF troops shoot and wound a wanted Fatah activist during a raid in Nablus, then arrest him. The IDF patrols in Tulkarm and the nearby Nur Shams r.c., as well as 1 village nr. U.S. Secy. of State Kerry meets with PLO chief negotiator Erakat and senior PA official Faraj for 2 hours in Washington to discuss the Israeli expropriation of 988 acres of West Bank land, the planned negotiations in Cairo, and other issues. In the Gaza Strip, Israeli forces open fire on open farmland nr. Dayr al-Balah, causing no injuries. Separately, Israeli forces conduct a limited incursion nr. Bayt Lahiya to level land. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 3 villages and al-Fawar r.c. nr. Hebron at night; patrols in al-‘Arub r.c. nr. Hebron in the afternoon, and in 3 villages nr. Reports surface in the Israeli media attributing Israeli DM Ya’alon with remarks describing U.S. Secy. of State Kerry as “obsessive” and “messianic.” The comments, made to associates in private, are condemned by the U.S. State Dept. Following a meeting with Netanyahu, Ya’alon issues an apologetic statement. The next day, Kerry tells reporters at a press conference in Kuwait that he would not let “one set of comments undermine peace efforts.” (AFP, HA, JP 1/14; HA 1/15)

The PLO Executive Cmte. meets in Ramallah, presided over by Pres. Abbas, and releases a statement that says the peace process will likely collapse unless it is based on relevant internationally-recognized terms of reference. (WAFA 1/14)

A referendum is held in Egypt on a new constitution, with the Muslim Brotherhood boycotting the vote and holding protests. Some 160,000 soldiers and 200,000 police officers are deployed to secure polling stations. Two small bombs explode, 1 in Cairo and 1 in Mahalla, causing no injuries. Clashes between supporters of former pres. Morsi and security forces leave 11 dead in Cairo, Giza, Bani Suef, and Sohag. (AFP, AP, REU 1/14)

Palestinian and international activists set up a protest tent village named Canaan in the s. Hebron Hills, the 5th such encampment in the past few weeks. IDF forces attack them and dismantle most of the tents. Elsewhere in the West Bank, Jewish settlers attack the Palestinian village of ‘Azun nr. Qalqilya, prompting clashes with residents. The Egyptian government announces that Fatah and Hamas have agreed to start implementing previous reconciliation agreements, following talks between PA pres. Abbas and Hamas leader Mishal in Cairo. Abbas spokesperson Nabil Abu Rudaineh says the 2 sides agreed on the formation of several joint committees, including ones dealing with presidential and parliamentary elections in the West Bank and Gaza Strip, the formation of a Palestinian unity government, and the reconstruction of the PLO. Gaza’s Minister of Public Works and Housing Yousef Subhi al-Ghariz says that the United Arab Emirates has donated $50 m. to build a housing project for Palestinians released from Israeli jails. (MNA 1/10)

Fatah Central Comm. mbr. Nabil Shaath announces that the PA will release Hamas-affiliated detainees as a gesture to boost reconciliation efforts. Hamas officials say they will move to release Fatah prisoners in the Gaza Strip. The leader of the Democratic Front for the Liberation of Palestine Saleh Zeidan reports that Pres. Mahmud Abbas will call a meeting of the PLO Reform Comm. in Cairo after returning from the UN to revive talks of expanding the PLO to include Hamas and Islamic Jihad as part of a national reconciliation deal.
