In the West Bank, Israeli settlers with military escort raided Halhul, vandalizing 1 mosque; Israeli forces shot and injured 2 Palestinians with live ammunition and others with baton rounds and tear gas when the Palestinians confronted the settlers. Israeli settlers also assaulted Palestinian farmers in Shufa, causing injuries. Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Abbas also met with Jordanian foreign minister Ayman Safadi in Ramallah. (WAFA 5/31; AX, WAFA 6/1)

Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. The statement comes after reporting in the Times of Israel that the U.S. had given up on its plans due to the instability in the Israeli government coalition. (REU 5/31; MEMO 6/1; AX 6/4)

15 Democratic members of the U.S. house of representatives, led by Cori Bush (D-MO), wrote a letter to Secretary Blinken urging him to send the “strongest message possible” to prevent Israel from evicting more than 1,000 Palestinians from the Masafer Yatta area, calling the displacement of Palestinians “a war crime.” (HA, MEE 5/31; WAFA 6/1)

Lebanese parliament reelected Nabih Berri of the Amal Movement as speaker at the 1st parliamentary session of the newly elected parliament. Speaker Berri, who received 65 of 128 votes, has been the speaker of the parliament since 1992. (AJ, HA, MEMO, REU, REU 5/31)

At PISMC mtg. in Jerusalem, PA demands Israel withdraw immediately fr. Abu-Dis, Sawahirah villages nr. Jerusalem, both part of Bethlehem municipality under Oslo II. Israel says there was a mistake on the Oslo II maps, incorrectly placing the 2 villages in the withdrawal zone; it expects the PA to agree to the corrected maps that exclude them fr. the municipality. Samiha Khalil, fmr. gen. secy. of the General Union of Palestinian Women and head of a respected West Bank charity, announces she will run against Arafat for the presidency as an independent in 1/20 elections. PA, Hamas closed 4 days of their 1st formal, high-level reconciliation talks in Cairo, agree talks were positive but fail to reach accord. Hamas refuses to sign pledge to participate in Palestinian elections, cease attacks on Israeli targets, but agrees not to call for election boycott. Occupied Palestine/Israel: Dmonstrations are held throughout West Bank to commemorate anniversary of massacres at Sabra and Shatila (FJ 9/19). Strikes and demonstrations continue through 9/20; shops and businesses stay closed, students and workers remain at home (Fl 9/26). Israel announces it has licensed first Arab bank in West Bank since 1967. Bank, with headquarters in Amman and first branch in Nablus, will be allowed to deal in Israeli, Jordanian, and foreign currencies (FJ 9/19).

Arab World: Thousands of Lebanese in Tyre, Lebanon, led by Amal officials march in support of UNIFIL after 9/16 attack on French UNIFIL forces (for which Hizballah is held responsible). In south Lebanon general strike is held to show resident' support for continued UNIFIL presence. (Speaker of Lebanese Chamber of Deputies Husayn al-Husayni recently returned from Paris where he asked Pres. Mitterand not to recall French contingent) (NYT 9/18).

Other Countries: In Paris, five killed, 60 injured in bomb explosion, bringing to ten number killed in five bombings in last two weeks (WP, NYT 9/18). Peru grants PLO embassy status in Lima (Fl 9/26).

Occupied Palestine/Israel: P.M.: Thatcher, ending trip to Israel with news conference, says if PLO refuses to renounce terrorism and recognize Israel other negotiating representatives of Palestinian people must be found; says "ultimate solution" to Palestinian problem is federation of Jordan, West Bank, and Gaza [WP 5/28]. In Knesset, P.M. Peres survives four votes of no-confidence over Shalom crisis [LT 5/29]. Six hundred Palestinian prisoners in Junayd prison near Nablus go on hunger strike to protest conditions [FJ 5/30].

Arab World: Syrian V.P. 'Abd al-Halim Khaddam arrives in Moscow to discuss possible attack against Syria and PLO bases by Israel and U.S. Syrian Pres. al-Asad ends Greek visit; joint communique with P.M. Papandreou states Greece will initiate actions within EEC to start dialogue on M.E. solution.

Other Countries: Italian judicial officials issue warrants for arrest of 14 alleged Arab terrorists, including Abu Nidal, in connection with terror incidents in Italy last year [WP 5/28].

Occupied Palestine/Israel: Israeli police announce they have arrested 6 members of a West Bank Palestinian family in connection with kidnap-slaying of Israeli soldier David Manos, whose remains were found in a West Bank cave 2 weeks ago [JTA 3/28].

Arab World: Shi'ite Amal militia announces it holds 3 Palestinian guerrillas who the PLO claimed were killed in cross-border raid into Israel in which 4 Israeli soldiers were also claimed to have been killed [JP 3/26].

Occupied Palestine/Israel: Israeli Knesset passes, by vote of 60-0, law banning future election lists that advocate racism [FJ 8/9]. Clause proposed by Justice Minister Moshe Nissim bans election lists which reject the legitimacy of Israel as the "state of the Jewish people." Progressive List for Peace and the Democratic Front for Peace and Equality (Israeli Communist party) abstained in Knesset vote; PLP spokesman Kamil Dahir submits resignation in protest of abstention vote. Two Palestinians are found dead near car in West Bank village of Tubas, in what police say was apparently an accidental detonation of a car bomb [WP 7/31]. Palestinian sources speculate they may have been murdered [FJ 8/2]. U. S. Asst. Defense Sec. Richard Perle announces Israel agrees to participate in Strategic Defense Initiative research [BG 7/31]. Jane's Defence Weekly reports that Israel's clandestine arms sales to China have bolstered its international weapons trade to $1.2 billion annually [MJ 8/16].

Arab World: Jordanian and PLO officials say 2 Palestinians acceptable to Israel - Hanna Siniora and Fayez Abu Rahmeh - are intended only as "consultants" to joint Palestinian-Jordanian delegation [WP 7/31]. Al-Fajr English newspaper reports sources in Tunis say PLO condemns new West Bank committee set up by local pro-Jordanian figures to lobby for joint Jordanian-Palestinian moves [FJ 8/2].

Military Action

Occupied Palestine/Israel: Albert Buchris, 32, from Afula, shot to death in Nablus market. Nablus and 2 nearby refugee camps put under curfew; residents are teargassed, house-to-house searches are conducted for the weapon used in the killing. Al-Najah University is closed [WP, LAT 7/31, JTA 8/1].

Arab World: Syria delivers 50 Soviet-made T-54 tanks to Amal in south Beirut [DT 7/31].

Military Action:

Heavy shelling by PSP militia, rockets and artillery fall in area from East Beirut north to Jounieh, and in airport area; Pentagon reportedly decides to keep battleship New Jersey stationed off Lebanon indefinitely.

Casualties:

5-7 killed, 30 wounded in East Beirut; LF militiamen kidnap Shi'ite civilians south of Beirut, Amal militiamen kidnap 60 Christian employees of MEA from buses on way to airport, later released; Beirut power station damaged, electricity rationing resumes.
