In East Jerusalem, Israeli forces arrest 23 Palestinians in the Old City near the Haram al-Sharif compound. In Gaza, Israeli forces bomb Khan Yunis, Nuseirat refugee camp, Maghazi, and Dayr al-Balah, killing at least 82 people. Israeli forces also open fire at Palestinians waiting to receive aid at the Kuwait Roundabout in Gaza City, killing at least 17. Meanwhile, Israeli forces continue to raid and besiege al-Shifa Hospital. In Sakhnin, Deir Hanna, and Kafr Kanna, thousands of Palestinian citizens of Israel mark Land Day under the slogan “Stop the war on Gaza.” In Tel Aviv, Israeli police violently disperse Israeli anti-government protesters. In Lebanon, a UNIFIL peacekeeping foot patrol is bombed, wounding 4 UN personnel from Chile, Norway, Australia, and Lebanon; Israel denies responsibility. Israeli forces bomb Naqoura, Taybeh, Hanin, Tayr Harfa, Yarin, and Dhayra. Hezbollah forces attack an Israeli military base in Ya’ara with a drone and fire missiles at Kafrchouba, Khirbet Maar, and Raheb. In Jordan, police violently disperse protesters outside of the Israeli embassy for the seventh day in a row. In Yemen, U.S. forces bomb 2 aerial surveillance systems. More than 32,705 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,190 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 253 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 78 trucks carrying aid enter Gaza. The Gaza Media Office reports that Israeli forces have killed more than 400 people and destroyed and damaged more than 1,050 homes in and around al-Shifa Hospital during the 13-day siege of the hospital. (AJ 3/30)

The Alliance of Palestinian Forces, which includes Hamas and Islamic Jihad, releases a statement opposing a reported Israeli plan to establish an Arab military force in Gaza. (AJ 3/30; HA 4/1)

Islamic Jihad secretary-general Ziad al-Nakhalah meets with Iranian foreign minister Hossein Amir-Abdollahian in Tehran, telling reporters that he promises that “we will be the victors in the war.” (AP 3/30)

Jordanian foreign minister Ayman Safadi, Egyptian foreign minister Sameh Shoukry, and French foreign minister Stephane Sejourne call for an “immediate and permanent ceasefire” after a meeting in Cairo. In the West Bank, Israeli settlers shot and killed a Palestinian man harvesting olives during a raid in al-Zawiya. Israeli settlers also attacked Palestinians harvesting olives in Qusra, Kafr ad-Dik, Deir Istiya, Haris, and Shaab al-Butum, injuring 1. Elsewhere, Israeli settlers vandalized 10 Palestinian-owned vehicles in Beit Iksa. Israeli settlers also raided at-Tuba in the Masafer Yatta area, attacking homes and stealing property. Israeli forces shot and injured a Palestinian child during a raid in al-Arroub refugee camp. Israeli forces also demolished the family home in Jalazone refugee camp of Hamas activist Bajis Nakhleh, who was arrested on 10/9, displacing 7. Elsewhere, Israeli forces placed cement barriers at the main entrance to Burqa. 25 Palestinians were arrested during late-night raids in and around Jalazone refugee camp, Bethlehem, Hebron, Nablus, and Tulkarm. In East Jerusalem, Israel forced 3 Palestinian families to demolish their own homes in Bayt Hanina, displacing 18. In Gaza, all telecommunications were cut off for the second day in a row as Israel’s ground invasion continued overnight. Israeli airstrikes killed at least 377 Palestinians; the death toll could be much higher as the breakdown in telecommunications made delivering news from Gaza extremely difficult. Israel said it had hit 150 underground facilities and infrastructure in Gaza. Israel also said it assassinated Hamas members Asem Abu Rakaba and Ratab Abu-Tsahiban. Rockets were fired from Gaza, causing damage. Palestinian students at Netanya Academic College were attacked by Jewish Israelis chanting “Death to Arabs” at the dormitory. In Lebanon, Israel said it had attacked Hezbollah positions overnight. A surface-to-air missile was fired at an Israeli drone. A shell hit the UNIFIL headquarters in South Lebanon without exploding; it was unclear who fired the shell. UNIFIL also said 1 of its peacekeepers had been injured after a shell hit a UNIFIL base in Houla and called for a ceasefire. The Gaza Ministry of Health said at least 7,703 Palestinians have been killed, including around 5,000 women and children, and 19,743 have been injured in Israeli airstrikes on Gaza since 10/7. Hundreds of others are feared dead, trapped under rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 109 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 2,011 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Gaza Ministry of Health also reported that Israeli attacks have killed 110 medical staff injured more than 100, that 50 ambulances have been targeted since 10/7, and that 12 hospitals and 46 healthcare facilities have been shut due to bombing or lack of fuel. Amid a total communications blackout in Gaza, the Israeli military said in an English language video that Palestinians should evacuate northern Gaza. (HA 10/28; REU 10/29)

Hamas leader in Gaza Yahya Sinwar said Hamas is ready for “an immediate prisoner exchange deal, all the captives in exchange for all the prisoners.” Hamas military spokesperson Abu Obeida said Israel has not been serious about a prisoner exchange and criticized Arab nations for not doing more to get humanitarian aid to Gaza. PA president Mahmoud Abbas called for an emergency meeting of the Arab League to address the “genocide in the Gaza Strip.” PA health minister Mai al-Kaila also called the Israeli attacks genocide, saying 7,300 civilians had been killed, 70% of them women, children, and elderly. The PLO Executive Committee held a meeting in Ramallah, issuing 3 top priorities, including an immediate ceasefire, lifting of the blockade of Gaza, and halting forced displacement of Palestinians inside and outside of Gaza. The U.S. told Israel that it would stop supplying weapons to Israel if they are used to arm civilians and handed out at political events. The warning followed Israeli national security minister Itamar Ben-Gvir’s tour of Israel handing out guns to Israelis. (HA 10/28)

The U.S. aircraft carrier USS Eisenhower arrived in the Mediterranean, joining the USS Gerald Ford. (AJ, HA 10/28)

Turkish president Recep Tayyip Erdoğan hosted a massive rally in Istanbul in support of Palestinians. Erdoğan told the rallygoers that that Israel is an occupier, and that Hamas is not a terrorist organization. Israeli UN ambassador Gilad Erdan called Erdoğan a “snake” and Israel recalled all of its diplomats in Turkey. The UAE and Saudi Arabia condemned the Israeli ground operation in Gaza and the UAE called for a UN Security Council meeting on the situation. (AJ, AJ, HA, HA, REU, REU, WAFA 10/28)

X and SpaceX owner Elon Musk said his Starlink satellite internet would be made available to humanitarian organizations in Gaza if the organizations are approved by both Israel and the U.S. Israel said it would not allow Starlink to be used in Gaza. (AJ, AJ, HA, HA, REU 10/28)

More than 100,000 pro-Palestinian protesters marched in London. Thousands of pro-Palestinians protesters defied a ban by Paris police on their demonstration and marched in the city. 100,000 people also rallied in support of Palestine in Kerala, India. Former U.S. president and current republican front-runner for the upcoming U.S. elections Donald Trump said at a convention for the Republican Jewish Coalition that he would cancel the visas of pro-Palestinian protestors if he is elected president. Florida governor and presidential candidate Ron DeSantis again claimed that Students for Justice in Palestine “provided material support to terrorists.” Newly elected House of Representatives speaker Mike Johnson pledged support for Israel, saying “God is not done with Israel.” (HA, HA 10/28; HA 10/29)

American Muslims for Palestine said it has been forced to move its annual convention in Chicago in November after the original venue Hyatt Regency O’Hare received threats over its planned hosting of the convention. (HA 10/28)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

In the afternoon, after seeing a draft UN res. on halting violence that he says he cannot accept, Olmert authorizes the IDF to expand ground operations in s. Lebanon. The IDF quickly begins moving additional troops, armor into s. Lebanon, while troops already in Lebanon prepare to move toward the Litani. During the day, the IDF continues air and artillery strikes, hitting targets in s. Beirut, areas of n. Israeli troops move, in three columns, to close in on Tyre, to take Nabatiyeh and Beaufort Castle, and to move from the Golan Heights towards Chebaa.
