SOCIAL/POLITICAL:

Occupied Palestine/Israel: Bethlehem U. resumes classes after closure by Israeli military (11/2/83) during folklore festival there. Over 200 anti-Zionist Orthodox Jews protest corner-stone-laying ceremony at Emmanuel religious settlement; block 16 buses of Agudat Israel Party supporters planning to attend. In address to Israeli Federation of Contractors and Builders convention in Jerusalem, Shamir urges private builders to develop West Bank. Knesset Foreign Affairs and Defense Com. report new ultra-rightwing underground, stockpiling arms and planning to take over part of territories. Labor Federation leader Shehadeh Minawi released on IS5,000 bail after held for 24 hrs. on charges of arranging illegal conference in Jerusalem. About 20 S. Lebanon merchants meet with Israeli Industry and Trade Director in Jerusalem to discuss ways of improving trade.

Arab World: PLO Political Dep't. head Qaddoumi refuses proposal by some PLO Executive Com. members to replace Arafat. Mubarak warns new "strategic cooperation" will spell disaster for American friends in Arab world; other official Arab sources concur.

Other Countries: UK Labor Party dep. sec. Hattersley says his party admires Israel as "one of the greatest events of the 20th century," adding Labor's recent pro-PLO resolutions were only attempts to introduce "realism into the romantic." North American Palestinian community mtg. in Newark, NJ publicizes declaration reaffirming support for PLO and Arafat leadership.

Occupied Palestine/Israel: Violent exchanges in Jerusalem between extremist Zionist cells injerusalem, Birkat Avraham, Torat Kohanim and Shuva Banim yeshivot and Arab residents of Muslim Quarter when several students spray tear gas in eyes of young Palestinian man near his shop; neighbors retaliate with barrage of stones.

Arab World: 24 US jets strike in Chouf mountains and Metn region, hit 6 villages; US claims retaliation for Syrian anti-aircraft fire against yesterday's US flights over Lebanon; 2 US planes downed, 1 airman killed, 1 captured by Syria. US Navy spokesman says US reevaluating Syrian military capabilities.

Artillery fire between rival militias in Chouf mountains.

Casualties:

General strike in most Muslim-dominated areas of Lebanon marks first anniversary of Israeli invasion; demonstrations in Nabatieh and Rashidieh camp; one man killed in exchange of fire between townships south of Beirut; detainees at Ansar continue protest, burn 20 tents.

Israel/ Occupied Territories: Labor Party calls for judicial inquiry into government's handling of Lebanon war; Deputy PM Ehrlich says Sharon gave inaccurate information to Cabinet to justify military operations.

Palestinians/ Lebanese: Fateh rebels want formation of provisional committee, election of new leaders; Arafat meets Saudi leaders in Jeddah; Habash seeks support for end to armed confrontations, settlement of Fateh dispute by Central Committee and senior PLO leaders; Lebanese FM travels to Washington for talks with Reagan, Shultz.

Palestinians/ Lebanese: PFLP and DFLP give support to rebel demands but call for unity and reforms within framework of PNC; PFLP-GC announces support for rebel demands; Fateh central committee meets in Beqaa valley.

Arab Governments: Syria says its rejection of the Israeli-Lebanese withdrawal agreement is final and not open to negotiation.

US and Other Countries: Habib returns to US; House authorizes $251m economic and military aid to Lebanon.

UN: UNIFIL reports 8 incidents of harassment of its troops by Lebanese militiamen, some accompanied by IDF, during last week of May.

Heavy fighting during the night in Chouf; 5 artillery rounds fired at US ships off Beirut, fall short of targets.

5 killed in Chouf battles, total of 23 killed, 70 wounded in past 3 days.

Israel/ Occupied Territories: Defense Minister Arens says IDF withdrawal from Lebanon is conditional on evacuation of Syrian and PLO forces, says it is too early to decide on unilateral withdrawal to the Awali line; Foreign Minister Shamir says IDF will deploy and position itself in safest possible arrangement if Syria does not fulfill its promise to evacuate its troops; Labor Party Chairman Peres says Alignment will not support the Lebanon agreement, the previous situation of informal agreements with Haddad was better and wasn't conditional on Syrian support.

US and Other Countries: Secretary Shultz holds 4 hours of talks in Damascus with President Assad, first high level US meeting with him since 1977, says Syrians are not enthusiastic about the agreement, question of Syrian and PLO withdrawal is primarily up to Lebanese; Shultz travels to Jeddah, meets King Fahd; in Nairobi, Kenya, Israeli Bat Dor Dance Company performs despite protests from political and trade union officials, PLO and Arab League representatives.

Arab Governments: Egyptian Government withdraws tractors, saying it was an accident they strayed into disputed Taba territory; Syria condemns Lebanese-Israeli-US talks, complains to UN that Israel is threatening to attack.

US and Other Countries: US contacts Israel through diplomatic channels to express concern over incidents involving IDF and Marines in Beirut, total of 5 such incidents in January.

Military Action:

Joint Druze-Phalange committee does not meet as tensions in Chouf run high over kidnappings by both sides; large IDF force patrols area; cease-fire broken near Bhamdoun but reestablished after IDF arrives; IDF truck carrying ammunition goes up in flames near Deir al-Qamar; Syrian Foreign Minister Khaddam visits Tripoli, negotiates immediate cease-fire after 4 hour meeting with local leaders.

Casualties:

IDF planning to reopen former PLO school at el-Mahshuk, near Tyre (many refugees still live in other schools, preventing reopening); students on strike in Chouf area; 2 killed, 25 wounded in Chouf; 3 IDF soldiers wounded in truck explosion.

US and Other Countries: Presidential adviser Edwin Meese says US will sell arms to Jordan without demanding its participation in peace talks, says issues unrelated; Honduran foreign minister denies arms deal with Israel but expects agreement on economic and technical assistance; Habib arrives in Israel; Britain postpones trade envoy's visit to Saudi Arabia in wake of tensions from postponing visit by Arab League delegation including PLO representative.

Military Action:

Booby-trapped car explodes in Deir el-Qamar area of Chouf; despite IDF denials, Israeli forces advance into positions previously held by PLO in Bir Hassan area near Shatila refugee camp, sparking sporadic exchanges; Wazzan protests advance, seen as undermining Lebanese efforts to demilitarize streets of West Beirut; Muslim leaders fear IDF mine-clearing activities are pretext for armored IDF thrust further into West Beirut; Kurdish, Shiite militias battle each other in Kantari district with rockets and machine guns over personal feud.

Casualties: French UNIFIL officer killed, 3 Lebanese wounded in Bir Hassan; 3 IDF soldiers, 10 others injured in Chouf; Israeli sources estimate IDF might have had 2,000 casualties if it had entered West Beirut.

Arab Governments: Secret visit by State Department representative Nicholas Veliotes to Jordan days before Reagan speech reported; Jordan says consultations with PLO, commitment to Rabat summit resolutions essential; Jordan, Egypt, Kuwait cautiously positive toward proposals; Syria withholds reaction.

US and Other Countries: Mitterrand, in Greece, reiterates French support for Palestinian state; after meeting with Begin and tour of East Jerusalem in company of Israeli mayor, Weinberger reaffirms US determination to press ahead with proposals despite outright Israeli rejection, and flies to Cairo for talks.

Military Action:

48 Israeli air strikes are reported in the areas of Nabatiyeh, Beaufort Castle, Arnoun, Hasbaya and Aichiye; Israeli jets and gun-boats bomb and strafe several dozen targets along a 25-mile corridor from Tyre to Naameh (8 miles south of Beirut); Israeli bombardment of the Chouf region (a Lebanese left stronghold) is reported; Israeli tanks move into Haddad-controlled enclave in southern Lebanon and heavy artillery batteries move into Marjayoun 6 miles inside Lebanon; Damour area attacked for two hours as Israeli helicopters conduct reconnaissance flights.

Syria's estimated 30,000 troops inside Lebanon remain uninvolved, and no Syrian aircraft engage Israeli jets.

Casualties:

PLO sources claim 130 killed, 250 wounded and 3 Israeli jets shot down yesterday; Lebanese and Palestinian sources report many civilian casualties; the Rashidiyeh refugee camp near Tyre hit; thousands of civilians jam northern road as Sidon and other southern Lebanese towns empty in fear of an Israeli attack.

Political Responses:

Israel/Occupied Territories: Military censors UN accounts of fighting inside Lebanon; Labor party urges government to "control" Lebanese action and seek to restore cease-fire, complains about lack of prior consultation; 2000 protest in Tel Aviv against Israeli hostilities and criticize Israeli policies in the "occupied territories."

Palestinians/ Lebanese: Arafat, in Saudi Arabia to mediate Iran/Iraq war, says PLO will respond strongly; Lebanese Foreign Minister Butros, noting lack of response from Arab world, asks "confrontation states" to stop being spectators, provide concrete solidarity and confrontation.

US: Secretary of State Alexander Haig, in Versailles, calls Israeli bombing of Lebanon "very serious," announces Philip Habib will seek to restore July 1981 cease-fire.

UN: Security Council meets in emergency session and issues unanimous call for cease-fire in Lebanon.
