In the West Bank, Israeli settlers vandalized 20 olive trees in the Masafer Yatta area. Israeli forces demolished 1 Palestinian-owned home in Deir Salah in Area A. Israeli forces also raided the Palestine Technical University in Tulkarm, causing tear-gas related injuries. Elsewhere, Israeli forces opened fire near a girl’s school in Duma, causing panic among students. 1 Palestinian minor was arrested at the Havat Maon settlement. 9 others were arrested during late-night raids in Hebron, Harmala, Rafat, Tell, Jenin refugee camp, and al-Yamun. PA prime minister Mohammed Shtayyeh and foreign minister Riyad al-Maliki met with Dutch foreign minister Wopke Hoekstra in Ramallah. Foreign Minister Hoekstra also met with representatives from the Palestinian NGO Al Haq, drawing ire from Israel as Al Haq is 1 of 6 Palestinian rights organizations that were deemed terrorist organizations by Israel in 10/2021. Hoekstra subsequently told reporters that “there isn’t a single European state—nor the United States—that has arrived at the same conclusions as has Israel [in regards to the terrorism accusations]. If there is proof, then we should see and we should review it. An accusation in and of itself can never be sufficient for a country that subscribes to the rule of law.” (WAFA, WAFA 5/18; JP 5/19)

The Hamas-affiliated Islamic Wafa bloc won the Birzeit University student council elections with 28 of 51 seats. The Fatah-affiliated Shabibia bloc won 18 seats. (MEE, MEMO, MEMO 5/19; MEMO 5/20; ALM 5/25)

Haaretz reported that the leaders of Turkey, Jordan, and the UAE had accepted an invitation by Israel’s president Isaac Herzog to discuss regional cooperation in climate change. (HA 5/18)

In the West Bank, Israeli settlers razed Palestinian-owned land around the Yitzhar settlement. Israeli settlers with military escort also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces clashed with Israeli settlers as they evacuated the Oz Zion settlement outpost north of Jerusalem. Israeli undercover forces raided Birzeit University campus, forcing 5 students into a van with Palestinian license plates; 2 other students attempting to aid the 5 were shot and injured. The 5 students were released hours later. The PA condemned the raid. Israeli forces also demolished 2 residential structures and 1 agricultural structure near Idhna. 17 Palestinians were arrested during raids in Beit Fajjar, al-Khader, Jalazun refugee camp, al-Am’ari refugee camp, Beita, and Anzah. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King and MK from the Religious Zionist party Itamar Ben-Gvir made a provocative tour in Sheikh Jarrah. Israeli forces assaulted 1 Palestinian and confiscated his flag during the settler tour in Sheikh Jarrah. Israeli forces also demolished a car wash in Isawiya and a cemetery under construction in Umm Tuba. 3 Palestinians were arrested during late-night raids. In the Naqab desert, as the Jewish National Fund began a forestation project near Sawa in defiance of protest from local Palestinian Bedouins of the al-Atrash tribe who use the land for agriculture, Israeli police violently dispersed Palestinian protesters near Hura; leader of the United Arab List Mansour Abbas threatened to boycott Knesset sessions if the work continued. PA foreign ministry summoned the Dutch Head of Mission to Palestine Kees van Baar to protest the Dutch government’s decision, from 1/6, to end funding to the Palestinian Union of Agricultural Work Committees. (HA, WAFA 1/10)

Secretary general of the Fatah Central Committee Jibril Rajoub said at a press conference in Damascus that PA president Mahmoud Abbas would visit Syrian president Bashir al-Asad in Syria soon. The visit would be the 1st since the Syrian civil war. The UAE has lead the rehabilitation of President al-Asad’s government and King Abdullah II of Jordan recently followed suit with a phone call to al-Asad. (MEE 1/11; ALM 1/16)

Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. Senator Jacky Rosen (D-NV) said that the bipartisan caucus will work to “strengthen existing partnerships and widen the circle of peace to new countries.” (MEMO, TOI 1/11)

Pro-Palestine activists shut down a facility in Oldham that produces technology for the Israeli weapons manufacture Elbit. Activists have, through different methods of civil disobedience, obstructed the work at the factory over an 18-month period. During that time, 36 activists have been arrested by English police. In the West Bank, Israeli settlers set up mobile homes outside of the Shvut Rachel settlement near Jalud to expand the settlement. Israeli forces demolished several structures in Khirbet Humsa after demolishing more than 30 structures on 7/7. Israeli forces also demolished 1 large Canaanite-era cemetery near al-Khader to expand a settlement road; the cemetery was dated around 2300 to 1550 B.C.E. Elsewhere, Israeli forces demolished a large water tank in Bayt Dajan. Palestinian students from Birzeit University held a sit-in protest at the university for the mass arrest of 33 students on 7/14 by Israeli forces in Turmus ‘Ayya, were the students were visiting the family who were victims of a punitive demolition on 7/8. All of the 33 students were released the same day. 10 Palestinians were arrested during late-night raids in and around ‘Asira al-Qibliya, Marah Rabah, Deir Qaddis, Abu Dis, and ‘Anin. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. The Intercept and Local Call reported that Israeli settlers and soldiers had cooperated in the deliberately killing at least 4 Palestinians on 5/14, a day where Israeli soldiers and settlers ultimately killed 11 Palestinians across the West Bank. In videos obtained by B’Tselem, it is evident that Israeli settlers stand side by side with Israeli soldiers firing automatic rifles at Palestinians trying to protect themselves from a settler raid in ‘Urif. Similar joint attacks by settlers and soldiers led to killings of Palestinians in Iskaka, ‘Asira al-Qibliya, and al-Reihiya. (+972, INT 7/15; HA 7/16)

Haaretz said that documents they had examined revealed that the Israeli defense ministry had worked with a Jewish National Fund subsidiary, Himanuta, to purchase Palestinian-owned land in the West Bank and to prevent Palestinians from accessing the land in question. The deals between Himanuta and the defense ministry were made in 2018 and 2019. Among the purchases were a 1,000-dunam (250 acres) plot of land near the Hamra settlement, which Israel closed off to its Palestinian owners more than 50 years ago; a plot of land near Ramallah; the home of the Bakri family in Hebron; and a 218-dunam (54 acres) plot of land near the Argaman settlement. Israel and Morocco signed a cybersecurity agreement in Rabat, further bolstering the 2 countries’ normalization deal. (MEMO 7/15)

The New York Times reported that Israel is refusing to extricate a Mexican former federal prosecutor, Tomas Zeron De Lucio, who is wanted for falsifying evidence, torture, and misuse of the NSO Group’s Pegasus spyware. According to NYT sources, Israel is refusing the extradition because of the country’s perception of Mexico as supportive of Palestine. Zeron De Lucio is said to have sought political asylum in Israel. (HA, MEMO, NYT 7/15; GDN, TOI 7/22; TOI 7/23)

The Canadian cybersecurity research group Citizen Lab said that spyware from the Israeli company Candiru was used to spy on more than 100 activists from several countries including Saudi Arabia, Israel, Hungary, Indonesia, the UK, Palestine, Iran, Lebanon, Yemen, Spain, Turkey, Armenia, and Singapore. Spyware was installed on the users’ computers using the Microsoft operating system Windows. Microsoft said it had updated its software to close the hole in its security. 1 of the ways the spyware infected users’ devices was when a user clicked on a URL set up by the attacker. Citizen Lab found that activists had been hacked through domain names from fake websites with domain names such as “amnesty reports,” “refugee international,” woman studies,” “euro news,” and “CNN 24-7.” (AJ, AP, GDN, MEE, REU 7/15; ALM 7/16; NYT 7/17)

Lebanese prime minister-designate Saad Hariri resigned 9 months after being picked to try to form a government. Hariri’s resignation followed a meeting with President Michel Aoun on 7/14, where he proposed a 24-minister cabinet. Facebook suspended the account of a Palestinian user who uploaded a letter from the Palestinian political prisoner in Israeli jail Khalida Jarrar to her recently deceased daughter. The account was initially suspended for 60 days but was unblocked by Facebook on 7/20. (HA 7/20; HA 7/21)

Chinese foreign minister Wang Yi said at a conference hosted by the Geneva Institute that China plans to increase its involvement in resolving the Palestinian-Israeli conflict. At the virtual conference were also a member of the Knesset from the Meretz (Vigor) party and Ahmad Majdalani, the PA social development minister. (HA 7/15)

A football exhibition match between Beitar Jerusalem and the Spanish F.C. Barcelona was canceled after Barcelona demanded the game should not be held in Jerusalem, which the owner of Beitar Jerusalem refused. Barcelona’s demand came after weeks of pressure from Palestinians, including chairman of the Palestinian Football Association Jibril Rajoub and Joint List member of Knesset Sami Abu Shehadeh. In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. The Israeli military and Prime Minister Netanyahu announced that it had hit the Hezbollah cell that fired the anti-tank missiles with “100 shells, aerial fire and various measures.” (HA 9/1; AJ, AJ, HA 9/2; HA 9/4)

Bush for the 1st time publicly endorses the creation of a Palestinian state, saying it "has always been a part of our vision, so long as the right of Israel to exist is respected." Palestinian delegation presents counter proposal in response to 4/27 Israeli suggestion that municipal elections be resumed in o.t. calling for elections for a Palestinian legislative assembly. Delegation also demands abolition of military decrees No. 2 (which granted IDF power to issue laws in o.t.), No. 92 (concerning Israel's control over water in o.t.), and No. 291 (which prohibited registration of land in W. Bank). Delegation also demands Palestinians be given access to public records such as land and population records. Israeli ambassador to U.S. presents compromise proposal to Secy. of State Baker dealing with Israeli objections to participation of diaspora Palestinians in multilateral talks on refugees, economic development [see 4/28]. Under the Israeli proposal, diaspora Palestinians who have residency in other Arab countries would be allowed to participate as members of the delegations from those countries and not as members of the Palestinian delegation. King Fahd pledges to pay costs, estimated at $70 million, of repairing al-Aqsa mosque and Dome of the Rock in E.
