In the West Bank, Israeli settlers shot and killed a Palestinian man harvesting olives during a raid in al-Zawiya. Israeli settlers also attacked Palestinians harvesting olives in Qusra, Kafr ad-Dik, Deir Istiya, Haris, and Shaab al-Butum, injuring 1. Elsewhere, Israeli settlers vandalized 10 Palestinian-owned vehicles in Beit Iksa. Israeli settlers also raided at-Tuba in the Masafer Yatta area, attacking homes and stealing property. Israeli forces shot and injured a Palestinian child during a raid in al-Arroub refugee camp. Israeli forces also demolished the family home in Jalazone refugee camp of Hamas activist Bajis Nakhleh, who was arrested on 10/9, displacing 7. Elsewhere, Israeli forces placed cement barriers at the main entrance to Burqa. 25 Palestinians were arrested during late-night raids in and around Jalazone refugee camp, Bethlehem, Hebron, Nablus, and Tulkarm. In East Jerusalem, Israel forced 3 Palestinian families to demolish their own homes in Bayt Hanina, displacing 18. In Gaza, all telecommunications were cut off for the second day in a row as Israel’s ground invasion continued overnight. Israeli airstrikes killed at least 377 Palestinians; the death toll could be much higher as the breakdown in telecommunications made delivering news from Gaza extremely difficult. Israel said it had hit 150 underground facilities and infrastructure in Gaza. Israel also said it assassinated Hamas members Asem Abu Rakaba and Ratab Abu-Tsahiban. Rockets were fired from Gaza, causing damage. Palestinian students at Netanya Academic College were attacked by Jewish Israelis chanting “Death to Arabs” at the dormitory. In Lebanon, Israel said it had attacked Hezbollah positions overnight. A surface-to-air missile was fired at an Israeli drone. A shell hit the UNIFIL headquarters in South Lebanon without exploding; it was unclear who fired the shell. UNIFIL also said 1 of its peacekeepers had been injured after a shell hit a UNIFIL base in Houla and called for a ceasefire. The Gaza Ministry of Health said at least 7,703 Palestinians have been killed, including around 5,000 women and children, and 19,743 have been injured in Israeli airstrikes on Gaza since 10/7. Hundreds of others are feared dead, trapped under rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 109 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 2,011 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Gaza Ministry of Health also reported that Israeli attacks have killed 110 medical staff injured more than 100, that 50 ambulances have been targeted since 10/7, and that 12 hospitals and 46 healthcare facilities have been shut due to bombing or lack of fuel. The Egyptian Foreign Ministry said “Israeli obstacles” impede the delivery of aid to Gaza. (AJ, HA, REU, UNOCHA, WAFA 10/28)

Amid a total communications blackout in Gaza, the Israeli military said in an English language video that Palestinians should evacuate northern Gaza. (HA 10/28; REU 10/29)

Hamas leader in Gaza Yahya Sinwar said Hamas is ready for “an immediate prisoner exchange deal, all the captives in exchange for all the prisoners.” Hamas military spokesperson Abu Obeida said Israel has not been serious about a prisoner exchange and criticized Arab nations for not doing more to get humanitarian aid to Gaza. PA president Mahmoud Abbas called for an emergency meeting of the Arab League to address the “genocide in the Gaza Strip.” PA health minister Mai al-Kaila also called the Israeli attacks genocide, saying 7,300 civilians had been killed, 70% of them women, children, and elderly. The PLO Executive Committee held a meeting in Ramallah, issuing 3 top priorities, including an immediate ceasefire, lifting of the blockade of Gaza, and halting forced displacement of Palestinians inside and outside of Gaza. The U.S. told Israel that it would stop supplying weapons to Israel if they are used to arm civilians and handed out at political events. The warning followed Israeli national security minister Itamar Ben-Gvir’s tour of Israel handing out guns to Israelis. (HA 10/28)

The U.S. aircraft carrier USS Eisenhower arrived in the Mediterranean, joining the USS Gerald Ford. (AJ, HA 10/28)

Turkish president Recep Tayyip Erdoğan hosted a massive rally in Istanbul in support of Palestinians. Erdoğan told the rallygoers that that Israel is an occupier, and that Hamas is not a terrorist organization. Israeli UN ambassador Gilad Erdan called Erdoğan a “snake” and Israel recalled all of its diplomats in Turkey. The UAE and Saudi Arabia condemned the Israeli ground operation in Gaza and the UAE called for a UN Security Council meeting on the situation. (AJ, AJ, HA, HA, REU, REU, WAFA 10/28)

X and SpaceX owner Elon Musk said his Starlink satellite internet would be made available to humanitarian organizations in Gaza if the organizations are approved by both Israel and the U.S. Israel said it would not allow Starlink to be used in Gaza. (AJ, AJ, HA, HA, REU 10/28)

More than 100,000 pro-Palestinian protesters marched in London. Thousands of pro-Palestinians protesters defied a ban by Paris police on their demonstration and marched in the city. 100,000 people also rallied in support of Palestine in Kerala, India. Former U.S. president and current republican front-runner for the upcoming U.S. elections Donald Trump said at a convention for the Republican Jewish Coalition that he would cancel the visas of pro-Palestinian protestors if he is elected president. Florida governor and presidential candidate Ron DeSantis again claimed that Students for Justice in Palestine “provided material support to terrorists.” Newly elected House of Representatives speaker Mike Johnson pledged support for Israel, saying “God is not done with Israel.” (HA, HA 10/28; HA 10/29)

American Muslims for Palestine said it has been forced to move its annual convention in Chicago in November after the original venue Hyatt Regency O’Hare received threats over its planned hosting of the convention. (HA 10/28)

In the West Bank, Israeli forces shot and killed 1 Palestinian as he allegedly attempted to ram his car into them south of Nabi Salih; no Israeli soldiers were injured. The family of the Palestinian man said he was picking up family members nearby and that his car slid before he was shot. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum using rubber-coated bullets and tear gas, injuring 5. Elsewhere, Israeli forces informed a Palestinian family that it would seize 3.5 dunams (0.86 acres) of the land near Ya‘bad to expand a nearby Israeli settlement. Israeli forces also issued a stop-work order for rehabilitation of a road east of Bethlehem. 4 Palestinians were arrested and 1 vehicle was confiscated near Sabastiyya. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid exorbitant Israeli demolition fees. Israeli forces arrested the former Grand Mufti of Jerusalem during a house raid in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of al-Bureij and on agricultural lands east of Khuza‘a; no injuries were reported. Hundreds of Palestinians gather along Gaza’s border to continue the Great March of Return near Gaza City. Amid the protests, armed Palestinians shoot and injure an Israeli soldier. Israeli artillery and air forces then strike a number of Hamas sites near al-Bureij refugee camp, Rafah, and Jabaliya refugee camp, killing 1 Palestinian and injuring at least 4 others. The incident comes hours after a similar exchange near Jabaliya, during which armed Palestinians fired on IDF positions along the border fence and Israeli tanks shelled and destroyed a Hamas post in the area. No injuries are reported in that earlier incident. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian farmers working near Gaza City and Rafah, causing no damage. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops conduct raids in al-Khadir village near Bethlehem, sparking clashes with stone-throwing residents; there are no reported injuries. The IDF then temporarily seals off all the entrances to the village. IDF troops shoot and injure 3 Palestinians during similar clashes in Tell and Burin near Nablus; arrest a Palestinian minor in central Hebron when he is found to be in possession of a knife; arrest 5 more Palestinians during late-night raids in and around Hebron, Nablus, and Bethlehem; and patrol near Hebron and Nablus. Israeli forces uproot 60 olive trees in a Palestinian grove near Jerusalem and 30 more in a Palestinian grove outside Bayt Umar near Hebron. Israeli prime minister Benjamin Netanyahu suspends the planned transfer of $15 million in Qatari funds to Gaza in response to the shooting of an Israeli soldier along Gaza’s border earlier today (see above). The transfer was originally set to go forward last week, but it was temporarily postponed in response to another incident of violence along the border fence. Meanwhile, Haaretz reports that Islamic Jihad in Palestine fighters were responsible for both shooting attacks and that they were motivated, in part, by an ongoing disagreement with Hamas. Later, a Hamas official says that Netanyahu’s order to suspend the transfer constitutes a “crime” that could spark an “explosion” of violence. (TOI 1/22; HA, JP, MNA 1/23)

One day after reports of violent protests at Ofer Prison, the Israeli press reports that a number of Palestinian prisoners at Ofer are refusing meals in protest of conditions in the prison. Later in the day, Israeli prison guards raid a number of cells in Ofer, sparking a 2d day of violence; more than 100 Palestinians are injured. (EI, MNA, TOI 1/22)

UN special coordinator Nickolay Mladenov reports that UNIFIL peacekeepers have not been given access to any of the tunnels the IDF uncovered in the context of its Operation Northern Shield in late-12/2018 and earlier this month. He does not say whether or not the Lebanese government or Hezbollah is responsible for the delay. (JP 1/22; AP, HA 1/23)

The IDF sends troops, bulldozers into n. Gaza to level land along the border nr. Bayt Hanun; troops fire toward nearby residential areas to keep Palestinians indoors, causing no injuries. The UN reports that in the previous wk., 4 Palestinians were injured in tunnel collapses on the Rafah border. The UN Development Program reports that it has begun a $12-m. project to remove the nearly 420,000 tons of rubble created by OCL. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. Palestinians report that in the previous wk., Israeli authorities removed remains fr. 300 graves at a Muslim cemetery nr. the Jaffa Gate in Jerusalem to make way for construction of Israel’s national Tolerance Museum; the remains were reburied in a mass grave elsewhere. Jewish settlers level 18 d. of Palestinian land nr. Yitzhar settlement, in what local residents fear is an attempt to expand the settlement. (OCHA, PCHR 7/16)

A mysterious explosion levels a building in Lebanon’s Khirbat Slim, 12 mi. fr. the Israeli border, causing no casualties; Lebanese and Hizballah authorities secure the site, barring access to UNIFIL soldiers. Israel claims the site housed a Hizballah arms cache, indicating that Hizballah is rearming in violation of UN Res. 1701 that ended the 2006 Lebanon war. Hizballah claims that the explosion was caused by unexploded IDF cluster munitions left over fr. the war. (NYT 7/16)

Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. Egypt deploys 100s of additional police and border patrol officers along the Rafah border, fearing another breach, as occurred in 1/08 (see Quarterly Update in JPS 147). On the Rafah border, 5 Palestinians are killed, 3 are injured when a smuggling tunnel collapses. In the West Bank, the IDF raids and occupies a Palestinian home nr. Bethlehem as an observation post; conducts late-night arrest raids, house searches nr. Jenin, Tulkarm. Israeli security forces raid a theater in East Jerusalem to prevent a Palestinian folklore troupe fr. performing as part of a series of events billed as celebrating the Arab League designation of Jerusalem as the capital of Arab culture for 2009), saying the program violates the ban on Palestinian political activity in the city. Unknown assailants fire a Katyusha rocket fr. s. Lebanon into n. Israel, lightly injuring 3 Israelis. A 2d rocket lands inside Lebanon, causing no damage or injuries. Israel files a formal complaint with the UN, demanding stepped-up UNIFIL and Lebanese government enforcement in s. Lebanon in keeping with UN Res. 1701’s provisions to halt arms smuggling into s. Lebanon and reiterating Israel’s right to self-defense. (WJW 2/26)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. In Gaza, the IDF makes an air strike on a suspected rocket launching site nr. Bayt Hanun, causing no injuries. In Dayr al-Balah, 4 Palestinian children are injured by IDF UXO. In the West Bank, the IDF demolishes a Palestinian home in al-Tur nr. Jerusalem; orders the closure of a Palestinian barbershop in Hebron, stating it is too close to Beit Romano settlement; conducts arrest raids, house searches nr. Jenin. Jewish settlers fr. Kiryat Arba beat a 12-yr.-old Palestinian boy. Jewish settlers fr. Otniel uproot another 100 Palestinian olive trees nr. the settlement as part of the expansion begun on 7/14. In Gaza, the IDF fatally shoots a deaf Palestinian working a field nr. the Gaza border e. of al-Bureij r.c.; shells residential areas of Bayt Hanun; conducts air strikes on a workshop in Gaza City, destroying it, damaging 2 nearby homes, wounding 2 bystanders. In the West Bank, the IDF issues military orders confiscating 10s of dunams (d.; 4 d. = 1 acre) of Palestinian land s. of Tulkarm. Late in the evening in the West Bank, the IDF closes all crossings to Jerusalem; raids al-Ubidiyya nr. Bethlehem, fatally shoots wanted Islamic Jihad mbrs. ‘Uqla Shanayta,Khalid Shanayta in an apparent assassination; conducts arrest raids, house searches in Askar r.c., neighboring Nablus, Yatta nr. Early in the morning, the IDF begins withdrawing fr. areas of s. Lebanon, giving UN Interim Force in Lebanon (UNIFIL) control. (The IDF does not confirm how many troops are in Lebanon, though at the peak, observers estimated there were as many as 30,000.) Soon after, the Lebanese army begins deploying troops s. of the Litani. In Naqura, 2 Lebanese children are killed when they accidentally detonate unexploded bomblets fr. an Israeli cluster bomb; UN deminers say they have identified 10 locations in s. Lebanon where the IDF used cluster bombs and may pose similar hazards for civilians, saying the 10 sites could be the “tip of the iceberg.” Beirut airport received its 1st commercial flight since it was bombed on 7/13; hopes to be able to resume normal service within a wk. In Gaza, the IDF drops leaflets on and makes automated phone calls to residents in n. Gaza warning them to evacuate areas around rocket launch sites, buildings used by militants; shells Bayt Lahiya, killing 3 Palestinian civilians, wounding 11 others (the IDF says a shell may have misfired); repeatedly shells Bayt Hanun and perimeter, killing 3 Palestinian civilians, wounding 8; shells a shed on a farm nr. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. The IDF also makes an air strike destroying a house of a Hamas mbr. under construction in Brazil r.c., also destroying 2 neighboring homes, damaging several others, wounding 15 bystanders (including 7 children). In the West Bank, the IDF patrols in Beitunia nr. Ramallah; conducts arrest raids, house searches nr. Jericho, Tulkarm, and in ‘Askar r.c., Azariyya, Jenin town and r.c.; bulldozes 35 d. of Palestinian land for construction of the separation wall nr. Jerusalem. IDF ground forces advance another halfmile into s. Lebanon, using bulldozers to clear roads and demolish buildings, engaging Hizballah mbrs. in Bint Jubayl and encountering artillery fire, antitank weapons, land mines, leaving 2 IDF soldiers dead, 14–20 IDF soldiers wounded, 2 Hizballah mbrs. captured, an unknown number of Hizballah casualties, up to 5 IDF tanks disabled; an IDF helicopter returning fr. Bint Jubayl crashes in the n. Galilee, killing another 2 IDF soldiers. Meanwhile, IDF-Hizballah clashes continue in Maroun al-Ras. The IDF also continues air strikes across Lebanon, targeting at least 70 Hizballah sites (particularly around Tyre), killing at least 7 Lebanese civilians; also hitting a UN post, injuring 4 UNIFIL soldiers.
