The Palestine Chronology

Following fist-fights with UNIFIL troops trying to halt their advance, IDF troops, tanks bulldoze through UNIFIL barriers and move out of "security zone" to attack villages in S. Lebanon suspected of sheltering Islamic Resistance Movement bases which have been shelling N. Israel. Villages of Yatar, Kafra are captured. Several more rockets are fired at N. Israel, "security zone" and are answered with heavy IDF, SLA bombardment. Amal, communist party, armed civilians join the battle against Israeli forces. Two Israelis are killed and three wounded; at least 7 Hizballah fighters are killed and 17 wounded. In addition, 3 civilians and 4 Fijian UNIFIL troops are wounded. UN Secy. Gen. Butrus Ghali demands Israeli withdrawal while State Dept. calls on Israel, Syria, Lebanon to "exercise restraint." In Washington, PM Shamir discusses upcoming bilateral peace talks with Secy. of State Baker, expresses reservations about holding talks in Washington. Israel continues to push for holding talks in the Middle Est. (LAT 11/22)

Labor party adopts new party platform at its convention, dropping opposition to negotiations with PLO [see 11/19]. Platform also calls for one-year freeze on settlement building, recognizes Palestinian "national rights." But document states that Labor opposes creation of an independent Palestinian state, affirms that party does not oppose expansion of existing settlements. (MM 11/12; NYT 11/22)

Shamir, referring to creation of a Palestinian state, tells annual gathering of Council of Jewish Federations in Baltimore that there is "no room for two states in such a small area." Poll of Council members indicates 85% disagree with Shamir's policy of not surrendering any territory at all to Arabs as part of peace negotiations. (MM 11/21)

Debate breaks out in Lebanese parliament over UNIFIL's request that Lebanon withdraw army units deployed 11/18 in Tayr Diba, S. Lebanon. Most ministers argue army should remain to reestablish control over country. UNIFIL spokesman insists UNIFIL does not oppose this policy but merely seeks an orderly transfer of power. (MM 11/22)

Occupied Palestine/Israel: Jewish underground defendants sentenced, ending thirteen-month trial: 3 get life sentences for murder, other 12 get terms ranging from 4 months to 7 years [NYT, WP 7/23]. Sentences include time already served and all convicted are likely to get one-third off for good behavior [JP 7/23]. Mayor Meir Nitzan of Rishon Lezion tells press conference his town has been targeting Palestinians for firing first over past 2 years, dismissing 71; he cites Jewish law as rationale [JP 7/23].

Arab World: Egyptian Prime Minister Kamal Hasan 'Ali states increased Soviet Jewish emigration to Israel could hamper peace process by contributing to settlement in the occupied territories [MG 7/23]. Foreign Min. Shamir pledges to continue contacts with Soviets [JTA 7/22].

Military Action

Arab World: Gunfire breaks out between Finnish UNIFIL soldiers and SLA troops when three SLA soldiers refuse to submit to searches at UNIFIL roadblock near Barajit [JP 7/23].

Other Countries: Bombs explode in Copenhagen synagogue and U.S. Northwest Orient airline office, injuring 27; Islamic Jihad claims responsibility, says was in retaliation for recent Israeli raid on Lebanese village of Qabrikha [NYT 7/23].

Military Action:

Syrians and Israelis exchange tank and mortar fire east of Beirut for first time in 4 months; gun battles in Tripoli between rival militias; Beirut offices of Arab Deterrent Force closed, premises handed over to Lebanese Army.

Casualties:

Lebanese doctor shot and killed at roadblock by Fiji UNIFIL soldier in South Lebanon; 3 killed, including Syrian soldier, 6 wounded in Tripoli.

Military Action:

US Marine captain with loaded pistol orders IDF tanks away from checkpoint in Beirut, the sixth incident between the two forces in past month; mortar explodes near US Marine position at airport; UNIFIL headquarters complains of IDF restrictions on their movements south of Beirut.

Casualties:

2 French soldiers wounded by gunfire from passing car; official IDF casualty figures to date for Lebanon war are 466 killed, 2567 wounded, from all causes; report on Ansar detention camp shows it has received 9200 detainees since out-break of war, with 5412 Palestinians and Lebanese still held, at a cost of IS lm. a day; 293 Syrian prisoners of war, of whom 24 are officers, also held at Ansar.

Israel/ Occupied Territories: Socialist International mission meets Begin and Shamir and visits West Bank; Israel's foreign debt totals $20.1 billion, an increase of $2.2 billion in last year, while interest payments are expected to total $5.3 billion in the 1982-83 period; delegation of Lebanese Christian officials meets Sharon and other Israeli ministers in Tel Aviv; Village League head Mustafa Dudeen announces that the Palestinian Democratic Peace Movement will be formed at Hebron convention on February 12.

Jerry Falwell, at National Prayer Breakfast in Washington, urges Christians to support Israel; Chinese Foreign Minister tells Shultz in Peking that US should pressure Israel to pull its troops out of Lebanon; chairman of foreign affairs committee of Dutch parliament says in Jerusalem that no solution can be found to the Palestine problem without the involvement of the PLO.
