Israeli-Palestinian clashes escalate, leaving 8 Palestinians dead, including senior Islamic Jihad mbr. Sa'ir al-Khruf, who is assassinated by the IDF. (1 Palestinian dies en route to the hospital when his ambulance is detained by the IDF for over 1 hr.) In Nablus, 20,000 Palestinians attend a funeral for 3 of the dead killed overnight. Israel allows a small number of West Bank, Gaza Palestinians over age 35 to attend Friday prayers at al-Aqsa Mosque. Those that are barred scuffle with Israeli police who respond with rubber bullets, stun grenades, tear gas. The IDF also placed curfews on Salfit, Qasrah to conduct an arrest sweep. In Rafah, the IDF fires a shell at a family protesting the bulldozing of their land, injuring 6 children. Israeli-Palestinian clashes abate further due to heavy rains, cold weather. During the day, 2 Palestinians are killed; a 3d dies of injuries received earlier. Barak sends top security aide Yossi Ginnosaur to Gaza to discuss security coordination with PSF head Dahlan. The IDF shells areas around Bayt Jala, Hebron, Jericho, Rafah, and Tulkarm, severely damaging more than 6 Palestinian homes, killing 1 man, wounding at least 8. The IDF uproots Palestinian olive groves nr. Netzarim Junction. IDF tanks in Psagot settlement fire into al-Bireh camp outside Ramallah in response to sniping. Pres. Clinton phones Arafat to urge him to halt Palestinian demonstrations, arrange a time to come to Washington to discuss resuming peace talks. Arafat gives no assurances. The White House says Clinton also phoned Barak, to urge Israeli restraint and invite him to a separate mtg. in Washington, but the leaders were "unable to speak." While Palestinians are stopped at IDF checkpoints, the Jordanians are halted nr. Allenby Bridge by Jordanian riot police and security forces, with helicopter support. The Jordanian authorities beat back marchers with batons, water cannons, and tear gas, injuring 100s. Five Palestinians are injured when violent confrontations break out between Palestinians, Israeli security forces in Jenin following assassination of Fateh activist Mahdi Abu al-Hasan by Israeli undercover agents. Abu al-Hasan, whom security forces had been seeking for some time, was reportedly ambushed in his car without warning. (MEM 11/6)

Israel, South Lebanon Army shell targets outside of Israel's "security zone" in S. Lebanon for tenth consecutive day. Gen. Antoine Lahad, commander of the South Lebanon Army, states Israeli-Lebanese peace talks will not lead to dismantling of SLA or of the "security zone." (MEM 11/6)

U.S. administration denies Secy. of State Baker linked future U.S. decision to grant Israel loan guarantees with freeze of Israel settlement building, stating reporters erred when reporting on Baker's 9/17 meeting with PM Shamir, but denial does little to assuage Israeli leaders, who were angered by the comment. (WP 9/19)

After arriving in Damascus, Baker is warned by Syrian FM al-Sharaa that U.S. loan guarantees to Israel would affect Arabs' attitude toward peace process. Baker also delivers draft U.S. assurances on the peace conference, including pledge to Syria that U.S. considers UN resolutions calling for Israeli withdrawal from the o.t. applied to "all fronts," including the Golan Heights. Informed sources indicate secret U.S.- PLO talks carried out in Amman by PLO Exec. Comm. Mbr. Mahmud Abbas (Abu Mazin) and three officials from U.S. state department. Talks reportedly centered on Palestinian participation in peace talks. Americans reportedly tell Abbas that U.S. hopes PNC meeting in Algiers will allow Chmn. Arafat to authorize such participation and that Palestinians' only chance for representations as part of a joint Palestinian-Jordanian delegation. (MEM 9/23)

In Amman, PNC Speaker Shaykh 'Abd al-Hamid al-Sa'ih states Israel has rejected a UN request  to allow PNC delegates living in o.t. permission to travel to Algiers to attend PNC meeting. PLO had earlier requested UN assistance in arranging Israeli permission. (Radio Jordan 9/18 in FBIS 9/18)

Military Action

Occupied Palestine/Israel: Israel's Supreme Court overturns decision by army's Judge Advocate General and directs army to court-martial Col. Yehuda Meir (ret.). This is the first time the High Court has moved against IDF. Col. Meir is accused of instructing troops to break limbs of Palestinian prisoners arrested in January 1988 [NYT, LAT 12/25; FBIS 12/27].

At least 25 Palestinians are wounded in clashes with IDF forces throughout O.T. [FBIS 12/27].

Occupied Palestine/Israel: P. M. Shimon Peres denounces Arafat's offer of "land for peace," characterizes the PLO as "talking peace in Jordan [while] killing people in Israel" [JP 9/9]. Soldiers fire rubber bullets and tear gas on a group called An End to Occupation as they demonstrate in Ramallah to protest Israeli deportation and administrative detention practices; 21 protesters are detained. Army declares the area a closed military zone [GU 9/18]. Ariel Sharon begins suit against Time magazine in a Tel Aviv court. Under Israeli law, Sharon need not prove malice to substantiate his claim [JP 9/9]. Charges have been filed against Israeli joumalist Amnon Kapeliouk for visiting Jordan in March and April. Under the 1948 Emergency Defense Regulations, Kapeliouk could receive up to a year in prison for entering acountry in a state of war with Israel [JP 9/8].

Other Countries: New York Times reports the Soviet Union has begun a new campaign to encourage Palestinians to reject American-sponsored efforts at Arab-Israeli peace talks. In recent weeks George Habash, Nayef Hawatmeh, Khaled al-Fahoum, and close Arafat aide Salah Khalaf (Abu lyad) have visited Moscow. Soviet leaders have expressed "total opposition" to the 11 February accord between Arafat and King Hussein [NYT 9/8].

Arab World: Fighting continues for the 6th straight day between 2,500 Palestinian fighters inside Burj al-Barajinah refugee camp and Amal militiamen outside [NYT 9/9]. Lebanese officials meet with Syrian Vice Pres. 'Abd al-Halim Khaddam in Damascus to ask for Syrian military intervention to stop the fighting [LT 9/9].

Syrian-sponsored peace talks are deadlocked: Palestinians refuse to surrender arms to Amal [LAT 6/10].
