The Palestine Chronology

In the Gaza Strip, Palestinians continue to undertake emergency relief efforts, uncovering many bodies of people killed earlier during Israel’s Operation Protective Edge (OPE), while many more Palestinians succumb to injuries. The Israel Defense Forces (IDF) and the armed Palestinian groups continue to hold to the 5-day cease-fire. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. The pair also reportedly discuss the possibility of Palestine becoming a mbr. of the International Criminal Court (ICC). (AFP, HA, MNA, REU 8/16)

In Tel Aviv, thousands of demonstrators gather in Rabin Square to protest the ongoing assault on Gaza with the slogan “Changing direction: toward peace, away from war.” Counterprotesters also congregate in Rabin Square, but Israeli police keep the groups separate. (HA, JP 8/16)

Meanwhile, the Qatari govt. announces that it will donate $1,000 to each Palestinian family whose home has been destroyed during the Israeli assault, of which there are reportedly 797. The funds will be disbursed through the Qatari Comm. for Rebuilding the Gaza Strip. (JP 8/17)

The IDF assassinates wheelchair-bound senior Hamas mbr. Nasir Jarrar (who had lost an arm, 2 legs in 2 previous assassination attempts in 5/01 and 4/02) in a friend's home in Tubas, firing rockets fr. helicopters at the house, then bulldozing it; 1 Palestinian used as a human shield by the IDF to warn Jarrar to surrender is killed, a 2d Palestinian bystander is wounded; the IDF says its use of a Palestinian as a "messenger"--what it says is a 20-yr.-old policy called the "neighbor procedure"--is not the same as using human shields. Israel arraigns West Bank Fatah cmdr. Marwan Barghouti (arrested by the IDF on 4/15/02) in a Tel Aviv court on charges of being an "arch-terrorist," murdering 26 Israeli civilians in 37 attacks; the indictment says that 16 Palestinians now in Israeli custody, including 2 of Barghouti's top aides will testify against him. The Israeli cabinet releases a statement saying that "in the absence of agreed-upon changes, the countdown for implementation of the [Wye] agreement will begin on September 1." Shaykh Hamad Bin-Khalifa al-Thani, emir of Qatar, meets with Arafat in Gaza, making him the 1st Gulf leader to visit the occupied territories since the PA was established. In Damascus, the PFLP briefs 8 Syrian-based opposition groups on its reconciliation talks with Arafat in Cairo 8/1-2; some groups recommend halting contacts with the PFLP if it holds further mtgs. Fatah, the PA. DFLP is not invited to the briefing; it has been banned fr. opposition mtgs. since Nayif Hawatimah shook hands with Israeli pres. Weizman at King Hussein's funeral in 2/99. Israeli PM Barak asks U.S. Secy. of State Albright to delay her trip to the region until the dispute with the PA over Wye implementation is resolved. Albright had planned to arrive in the region 8/17 to follow up on Barak's visit to the U.S. (WP 8/9, JP 8/13)

The 7 leave but promise to appeal legality of eviction to the High Court [NYT 8/21]. Inspector General David Kraus, Plia Albek, a senior Justice Ministry official responsible for land registration, ad Bank of Israel Governor Moshe Mandlebaum appear before Knesset State Comptroller Committee for largescale investigation into land fraud cases begun by police after upsurge in complaints following arrest of several West Bank judges early in summer on bribery charges [JP 8/21]. Ahmad Odeh, wealthy West Banker, was arrested last week on charges of involvement in illegal land sales. Al-Fajr reported he contributed $30,000 to the Likud election campaign last year [JP 8/20].

Occupied Palestine/Israel: Booby-trapped car is detonated minutes before it explodes at central bus station in Netanya. Police round up 100 Palestinians in the vicinity. A telephone caller claims responsibility for Fateh's Force 17 [FJ 8/23].

Arab World: Israeli diplomat Albert Atrakchi, 30, an administrative attache, is killed and 2 embassy employees wounded when 3 men spray their car with kalashnikov assault rifles in Cairo. "Egypt's Revolution" takes responsibility, threatens attacks until all "Israeli colonialists" leave Egypt [NYT, WP, JP 8/21]. Amal militia and the sixth brigade of the Lebanese army attack Burj al-Barajinah and Shatila with heavy bombardments; 24 refugees are injured [FJ 8/25]. Unidentified jets raid Hazerta village in the Biqa' Valley. Israel denies responsibility [JP 8/21]. Car bomb explodes in Tripoli, killing 44 and wounding 90. Occupied Palestine/Israel: Israeli authorities arrest 4 al-Najah U. students without charges, jail them under administrative detention orders. Army claims they are local leaders of Fateh, PFLP, and DFLP [FJ 8/9]. Nine Palestinian ex-prisoners released in the 5/20 prisoner exchange are served with deportation notices. Army states they can be deported because they cannot prove residency before original detentions. The 9 are from a group of 31 (out of the 1,150 ex-prisoners released 5/20) who do not have West Bank or Gaza IDs. They had all been told upon release they must leave when their residency permits expire this week. Some have nowhere to go. The Red Cross is looking into their cases [CT 8/7].) The High Court orders a delay in the deportation of one of the ex-prisoners, 'Abd al-Mujid Rudad, who argued that his whole family lives in Tulkarm and that during his 17 years of detention he repeatedly expressed regret for his political activities [WP 8/7]. The defense minister and the military govemor of the Tulkarm area have 45 days to explain why they should not prevent his deportation [JP 8/7]. Defense Min. Yitzhak Rabin justifies recent security measures; says Israel will use "whatever means are effective" tomaintain order [LAT 8/7]. Israeli govemment inaugurates new settlement, Adura, near Hebron, first since Peres took office [PI 8/7]. The Jewish Telegraphic Agency reports announcement by Austrian-Arab Society in Vienna that Hospice Hospital will reopen as a full-scale hospital afterenovation.
