Jewish settlers attack a school and water reservoir in Urif village nr. Nablus, provoking clashes with Palestinian residents. Israeli forces arrive and fire tear gas at the Palestinians. Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs. In the West Bank, IDF troops shoot and wound a Palestinian nr. Hebron as he was trying to cross the separation wall to reach work inside the Green Line. U.S. State Dept. dep. spokesperson Marie Harf says that a res. condemning the Syrian govt.’s alleged use of poison gas has stalled in the UNSC due to Russian opposition. Meanwhile, Israel orders a small-scale mobilization of reservists and deploys a missile shield in the n. by way of precautions ahead of a possible U.S.-led strike against Syria. Despite these measures, an unnamed senior IDF official tells the media that the actual likelihood of a Syrian retaliatory strike on Israel remains low. Unnamed diplomats tell the Associated Press that Iran and the IAEA have agreed to restart talks on 9/27, with the focus on the agency’s efforts to gain satisfactory access at the Parchin military site. (AP 8/28)

Egyptian authorities detain more than 60 Muslim Brotherhood supporters and activists in a single day, according to relatives of the group’s leaders. (AP 8/28)

Israel’s Minister for International Relations Yuval Steinitz announces that Israel will release some Palestinian prisoners as part of the deal for the resumption of direct talks. The releases will be in stages, but no precise numbers are given at this time. Steinitz also says that Israel has not agreed to resume talks on the basis of any territorial framework. Yet, at the same time, anonymous Palestinians officials brief the media that the U.S. had offered a guarantee that negotiations would be conducted on the basis of the 1967 borders. Israeli PM Netanyahu welcomes the resumption of peace talks, which he calls“an essential strategic interest for Israel.” Meanwhile, Hamas spokesperson Fawzi Barhoum says that the return to talks is a “disaster” and endangers the prospects for Palestinian national reconciliation. Egyptian interim pres. Adly Mansour picks a 10-member committee of judges and law professors to propose amendments to the constitution drafted by the ousted Muslim Brotherhood-dominated govt. The team of experts has 30 days to make their proposals, after which a 2d committee of 50 public figures will review the amendments. Following the review, the new constitution will be put to a referendum. Meanwhile, Jordan’s King Abdallah II visits Cairo, the 1st head of state to visit Egypt since the army took power. The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues. Israel’s Finance Ministry deducts more than $71 m. from VAT taxes Israel collects and holds on the PA’s behalf and transfers it to Israel’s Electric Corporation to cover 37% of the PA’s electricity debt. (YA 12/10)

Independent politician Khalil Assaf says that the PA has officially agreed to allow Hamas to hold a festival in Nablus commemorating the movement’s 25th anniversary. (MNA 12/10)

In the West Bank, the IDF, citing military exercises, compels 6 Palestinian families to leave their homes in a village in the n. Jordan Valley. The IDF also notifies Palestinian farmers nr. Salfit that the road connecting the village to their fields will be demolished in the next 2 weeks. The IDF patrols in 2 villages nr. Tulkarm in the afternoon, in 1 village each nr. Jericho and Ramallah at night; conducts house searches and arrest raids in 1 village nr. Bethlehem in the afternoon, and in Ramallah and nearby Qaddura r.c. at night. The Ramallah raid targets prisoner support NGO Addameer and the Palestinian NGO Network, as well as the Union of Palestinian Women’s Committees. Israeli PM Netanyahu says that Iran is getting closer to being able to build a nuclear bomb and that 2013 will be the year to confront the issue. Western diplomats say that Israel is suspected to be behind a series of leaks, intended to increase pressure, about Iranian nuclear weapon experiments. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. The Israeli human rights group Peace Now estimates that Jewish settlers have started work on 600 settlement housing units in at least 36 settlements since the freeze ended on 9/26. At least half of the construction is to lay foundations for new houses—a priority for settlers in anticipation of reimposition of the temporary settlement freeze, which allowed construction to continue on units that already had their foundations poured. Egypt allows an aid convoy of 140 vans to enter Gaza through the Rafah crossing; the humanitarian goods were provided by London-based pro-Palestinian activists. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. The PA High Court rules that the PA has no legal ground to hold PFLP head Saadat, must release him immediately. In response, the IDF sends tanks toward Jericho, where Saadat is being held; declares the Jericho area a closed military zone; warns it will kill Saadat if he is freed. Arafat quickly convenes the Executive Authority (EA), the PA's cabinet, which over turns the court decision. An "intense debate" is reportedly underway among U.S. Pres. George W. Bush and his senior advisers over whether to press for Arafat's removal. In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders.
