Palestinian pres. Abbas meets with European Council pres. Herman van Rompuy in Brussels and demands that European companies end all business with settlements. Meanwhile, speaking to a German newspaper, Abbas says that the lack of progress in negotiations is in part due to Netanyahu’s insistence on starting from scratch. Meanwhile, Arab League spokesperson Nasif Hata emerges from a meeting in Paris with U.S. Secy. of State Kerry to say that the body is not optimistic about the renewed peace talks. U.S. Secy. of State Kerry holds extensive talks with Israeli PM Netanyahu in Rome, with discussions focusing on the peace process, Iran, and Syria. Kerry is particularly keen to seek answers from Netanyahu on Israel’s positions vis-à -vis a final settlement with the Palestinians, during 7 hours of talks. Since negotiations began on 7/29, 13 Israeli-Palestinian meetings have taken place, 3 of them in the previous 5 days. (HA, REU 10/23)

In Lebanon, 3 days of fighting in Tripoli between supporters and opponents of Syrian pres. Asad have killed 2 and wounded 33. (AFP 10/23)

Off the coast of the Gaza Strip, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Ramallah and 1 village nr. Hebron; patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the afternoon, and in 2 villages nr. Salfit and 1 village nr. Ramallah at night. Also in the West Bank, Jewish settlers from Yitzhar settlement destroy around 100 olive trees nr. Nablus. Egypt’s Supreme Constitutional Court rules against elements of an election law passed by the Muslim Brotherhood-dominated legislature, sending the bill back to the Upper House for review. Meanwhile, U.S. Secy. of State John Kerry meets Pres. Mohamed Morsi on the sidelines of an African Union summit and urges the Egyptian govt. to implement economic reforms necessary to secure a $4.8 billion International Monetary Fund (IMF) loan. Four more people die in clashes between residents of the Sunni Bab el-Tebbaneh district and Alawite area Jabal Mohsen, bringing the death toll over 6 days of fighting in Tripoli to 28, with over 200 wounded. Meanwhile, Hizballah head Hassan Nasrallah broadcasts a televised speech saying that the fall of the Bashar al-Asad govt. in Syria would be a disaster for the “resistance” and for Palestine and a victory for U.S. and Israeli interests. At an Arab League meeting in Doha, Palestinian pres. Abbas calls for renewed negotiations with Israel for a 6-mo. period, provided that Israel freeze all West Bank and East Jerusalem settlement construction during that time. Responding to recent public Palestinian criticism over the increasing cost of living, Abbas also calls for an amendment to the 1994 Paris Protocol covering economic relations between Israel and the PA. At the meeting, Qatari PM Shaykh Hamad bin Jassem al-Thani says that the 2002 Arab peace initiative (offering full normalization for full peace; see Quarterly Update in JPS 124) should be reviewed, though Abbas urges against withdrawing the initiative. Arab states agree to provide the PA with a monthly ‘‘safety net’’ of $100 m. to help bridge the PA budget deficit. In the West Bank, Jewish settlers throw stones at Palestinian vehicles in 2 incidents nr. Bethlehem and Hebron, injuring 1 Palestinian woman. The IDF patrols in 1 village nr. The death toll in clashes in Tripoli between Lebanese Sunni and Alawite militias hits at least 17, with over 100 wounded, in the worst case of spill-over violence in Lebanon from Syria’s civil war. (NYT 12/9)

The Higher Planning Council of the IDF’s Civil Admin. meets to advance plans for 3,400 new settlement homes in the E1 area between Ma’ale Adumim and Jerusalem. Construction is expected to begin in 1–2 years. (HA, JP 12/5)

In Berlin, Israeli PM Benjamin Netanyahu meets German chancellor Angela Merkel, who expresses dismay at settlement expansion. Israeli media reports say that Merkel’s message is that Netanyahu must choose between the peace process and establishing a Palestinian state on the one hand, and continued settlement growth and international isolation on the other. Meanwhile, the E.U. summons Israel’s amb. for a meeting, following similar moves by Britain, Denmark, France, Spain, and Sweden on 12/3. Palestinian pres. Abbas says he is determined to block the proposed settlement construction E1 with all legal and diplomatic means. Hamas-affiliated Reform and Change mbr. Nasser al-Shaer tells Palestinian media that national reconciliation is the PA’s top priority following the successful UN bid. A mortar shell fired during an exchange inside Syria accidentally lands inside the Israeli-occupied Golan Heights, nr. an IDF base, causing no damage or injuries. Israel lodges a formal complaint with the UN. Meanwhile, the UN Disengagement Observer Force, deployed in the Golan since 1974 to monitor the Israel-Syria cease-fire, announces that it will reinforce its security due to threats of cross-border violence posed by Syrian rebels. Armed clashes take place in Tripoli as Syria’s civil war continues to spill over into Lebanon, with gunmen loyal to opposing sides in the Syrian fighting clashing in the city. The fighting has killed 6 people and wounded around 60 since the beginning of the week, sparked by the deaths on 11/30 of over a dozen Lebanese fighting with the rebels. (AP 12/5)

After a televised speech in which Libya’s Col. Qaddafi vows to hunt down and kill protesters “house by house,” 1,000s of his supporters take to the streets of Tripoli brandishing machetes and join trucks heading to outlying areas to conduct neighborhood searches. With most residents bunkered in their homes and media outlets cut off, the extent of the violence in the Tripoli area is unclear. Rights groups estimate that 519 Libyans have been killed, 3,980 have been wounded, and at least 1,500 have gone missing since violence erupted a wk. ago. The IDF continues operations in Nablus, clashing with AMB gunmen who detonate explosives as soldiers approach, wounding 10 soldiers; during the incursion, the IDF arrests 2 AMB mbrs., blows up 1 Palestinian home, damages 4 others, and fires on stonethrowing youths who confront the troops, wounding 15 (ages 12–19). In the West Bank, the IDF broadens its crackdown on Hamas, arresting the head of the IQB; sends troops into al- ‘Aqaba village in the Jordan Valley, raiding the home of the mayor, demanding that he remove a Palestinian flag atop the local school, raiding the school and removing the flag when he refuses; conducts patrols in, fire on residential areas of Nablus, causing no injuries; conducts arrest raids, house searches nr. While daily clashes at Nahr al-Barid continue, Lebanese soldiers raid an apartment building in Tripoli suspected of housing an arms cache, resulting in a clash with 6 suspected FI mbrs. With the cease-fire at Nahr al-Barid r.c. holding, the Lebanese army reinforces troops around the camp. Palestinian refugees continue to flee the r.c. during the day, most heading to nearby Biddawi r.c.; at most, half of the 40,000 residents remain. The UN warns the camp is still without water, electricity; food supplies are low. The PLO says it would not object to the Lebanese army entering the r.c. if necessary; raises the possibility of sending in fighters fr. Palestinian factions who know the layout of the r.c. to roust the FI mbrs. Palestinian leaders in the camp and local Islamist figures in Tripoli attempt to negotiate a FI surrender. Heavy clashes btwn. the Lebanese army, FI at Nahr al-Barid r.c. continue for a 3d day. In Tripoli, a lone FI suicide bomber, still hiding from the police crackdown on 5/20, detonates a device when police close in on his location, killing only himself. Later in the afternoon, the Lebanese army halts its shelling of Nahr al-Barid r.c. in response to a shaky, undeclared cease-fire by FI, prompting some 10,000 Palestinians to flee. Palestinians in ‘Ayn al-Hilwa r.c. and Rashidiyya r.c. demonstrate against the army’s heavy shelling of Nahr al-Barid. Samih Farwanah in Gaza City, who is at the home of Hamas-affiliated Change and Reform Palestinian Council (PC) mbr. Khalil al-Haya, assassinating Farwanah, killing 7 of Haya’s relatives, wounding more than 12; fires a missile at Hamas mbr. Nasser Hammuda, biking through Gaza City, wounding him in an apparent assassination attempt; makes an air strike on an alleged Hamas weapons factory in Gaza City, killing 1 Palestinian security guard, wounding 3 bystanders; makes an air strike on the home of an Islamic Jihad mbr., destroying it and a neighboring meeting hall, causing no injuries; shells residential areas of Bayt Lahiya, heavily damaging 2 homes, wounding 6 Palestinians. Palestinians fire at least 12 rockets, 2 mortars fr. Gaza into Israel, damaging 2 trucks on the Israeli side of the Qarni crossing but causing no injuries. Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day. In total, at least 27 Lebanese soldiers, 20 FI mbrs., and 9 Palestinian civilians inside the camp are killed and scores are wounded during the day. By nightfall, the army regains control of areas surrounding the camp, seals the camp to prevent militants fr. escaping; cuts water and electricity to the camp to urge a surrender. Syria closes several border crossings n. and w. of Tripoli in reaction. Separately, a car bomb explodes nr. a shopping mall in the Christian neighborhood of Achrifiyya in Beirut, killing 1 Lebanese woman, wounding 12; no group claims responsibility. In Gaza, the IDF expands ground operations in Bayt Hanun under artillery fire, occupying the town, firing on residential areas (killing 2 Palestinians), bulldozing land and homes, occupying houses as military bases, forcing some residents to flee; fires 2 artillery shells at a group of Palestinian children playing soccer in al-Bureij r.c., wounding a 14-yr.-old; fires on residential areas of Abasan, wounding 1 Palestinian. Palestinians fire at least 7 rockets fr. Gaza into Israel, lightly injuring 2 Israelis. In the West Bank, the IDF makes a raid on Nablus, where Palestinian militants throw an explosive device at troops, killing 1 IDF soldier, wounding 6; sends undercover units into Bethlehem to detain a wanted AMB mbr.; conducts late-night arrest raids nr.
