In the West Bank, Israeli settlers physically assault and pepper spray a Palestinian man in Nablus during a raid near Joseph’s Tomb. Israeli settlers also begin constructing a settlement outpost in al-Muarajat. Israeli forces shoot and kill an 11-year-old child and injure 2 others during a raid in Burin. Israeli forces also shoot and kill a 16-year-old child during a raid in al-Am’ari refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian child in Fawwar refugee camp. Israeli forces also punitively demolish the home in Jenin of a Palestinian man killed by Israeli forces in May 2023. Meanwhile, Israeli forces raid Tulkarm and Nur Shams refugee camp, uprooting streets. Israeli forces also arrest 55 Palestinians during late-night raids in and around Hebron, Tubas, Bethlehem, Qalqilya, and Ramallah. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Rafah, Bayt Lahiya, Jabalia refugee camp, and Nuseirat refugee camp, killing at least 124 people. A Palestinian child dies of hunger at the Abu Youssef al-Najjar Hospital in Rafah. Al-Awda Hospital in Jabalia refugee camp partially resumes operations after receiving fuel. In Lebanon, Hezbollah forces attack Israelis near the Blue Line, killing an Indian national and injuring 7 others near Margaliot. More than 30,534 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 71,920 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 413 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 107 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 170 trucks carrying aid enter Gaza. A White House readout of the meeting says Harris reiterates Israel’s right to defend itself, expresses deep concern for the humanitarian situation in Gaza, and urges Hamas to accept a 6-week ceasefire. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. In the West Bank, Israeli forces shot and injured 3 Palestinians, including a medic, with baton rounds during a late-night raid in Beita; others suffered tear-gas related injuries. Israeli forces issued a stop-work order for a house in Masafer Yatta. 11 Palestinians were arrested during late-night raids in Aida refugee camp, Azza refugee camp, Beit Umar, and Qalandia refugee camp. Palestinian prisoners called off a hunger strike scheduled to begin today, saying that the Israeli government had suspended its plans to reduce family visits. (WAFA 9/14)

Lebanese parliament speaker Nahib Berry said a ceasefire had been reach in Ain al-Hilweh refugee camp. 16 people have been killed and some 150 injured since 9/7. (MEMO 9/14)

2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. Israeli police had claimed that there was not any video of the incident and that the 16 police officers who arrested the man all had their body cameras off. (HA 9/14)

PA finance minister Shukri Bishara said that the amount of funds from the PA tax revenue that Israel has withheld since 2019 had reached $800 million. (QDS, WAFA 9/14)

Israeli authorities claimed that they had seized 16 tons of ammonium chloride bound for Gaza from Turkey. Israel said the ammonium chloride can be used for making rockets and Israel has banned the import of the substance to Gaza. (HA, REU 9/14)

PA president Mahmoud Abbas arrived in Havana for the Group of 77+ China summit. Abbas met with Cuban president Miguel Díaz-Canel on the first day of his visit. (QDS, WAFA, WAFA 9/14)

Israeli prime minister Benjamin Netanyahu’s office said that he and U.S. president Joe Biden will meet on the sidelines of the UN General Assembly next week. Netanyahu’s office also said that he will meet with South African tech billionaire and owner of X, formerly known as Twitter, Elon Musk in California on 9/18. Times of Israel reported that Saudi Arabia will co-host an event focused on revamping efforts to end the Israeli occupation of Palestine called “Peace Day Effort for Middle East Peace” on the sidelines of the UN General Assembly annual meeting. The U.S. decided to withhold $85 million in miliary aid to Egypt due to Egypt’s decision not to release political prisoners. The funds will be redirected to Taiwan and Lebanon, which will receive $55 million and $30 million respectively. (AJ, MEE 9/14)

In the West Bank, 1 unidentified person shot and injured 1 Israeli settler and 4 Israeli soldiers near Ya’bad. Israeli forces shot and killed 1 Palestinian and injured 8 others during a raid in Balata refugee camp. Israeli forces also demolished a car scrap yard in Ein ad-Duyuk al-Tahta. Elsewhere, Israeli forces issued notifications that it will seize 70 dunams (17.3 acres) of land in Azzun ‘Atma and Masha. 8 Palestinians were arrested during late-night raids in Ya’bad, Dheisheh refugee camp, ad-Doha, Askar refugee camp, and Seida. In East Jerusalem, Israeli forces demolished 1 car wash shop in Shu’fat. 2 Palestinians were arrested during late-night raids in Jabel Mukaber and Silwan. Israel’s military advocate general said that the soldiers responsible for the death of Palestinian American Omar As’ad on 1/12/22 will not be criminally prosecuted. 78-year-old As’ad died of heart failure after being arbitrarily detained and left on his stomach on the floor in a yard of an abandoned house while handcuffed, blindfolded, and gagged. The U.S. State Department said on 6/14 that it is seeking more information from Israel about the decision not to charge the soldiers. The U.S. House of Representatives passed a bill creating an ambassador-level position at the State Department focused on creating normalization deals for Israel. The bill, which passed 413-13, was co-sponsored by Democrat Ritchie Torres (D-NY) and Republican Mike Lawler (R-NY). (HA 6/13; MDW 6/14)

The Lebanese parliament failed to elect a president for the 12th time. Lebanon has not had a president since Michel Aoun’s term ended in October 2022. (AJ, AP, HA 6/14)

Amnesty International released a report on the Israeli attacks on Gaza between May 9 and May 13, calling on the ICC “to consider the applicability of the crime against humanity of apartheid within its current formal investigation.” Amnesty found that 31 Palestinians had been killed, including in unlawful killings and possible war crimes. Amnesty also found that 3 Palestinians in Gaza were possibly killed by rockets misfired by Palestinian armed groups. (AI 6/13; MEE 6/14)

In the West Bank, Israeli settlers vandalized 10 Palestinian vehicles in a car park in Hebron, smashing windows, and opened fire at Palestinian homes, causing damage. Israeli settlers also threw stones at Palestinian homes and vehicles near Burin. Israeli forces shot killed 1 Palestinian man after he allegedly rammed his car into 5 Israeli soldiers at the Nabi Musa and Almog junctions south of Jericho. Israeli forces also took measurements for a punitive demolition in Hebron of the family home of a Palestinian killed by Israeli forces on 10/29 who was accused of killing 1 Israeli settler. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 1 minor with a baton round. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with a baton round and others with tear gas. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. Israeli forces also seized 1 bus in Ras al-Ahmar. Elsewhere, Israeli forces shot and injured 3 Palestinians during a raid in Dura. Israeli forces also demolished 1 Palestinian home in Artas. 10 Palestinians were arrested during late-night raids in Biddu, Beit Umar, Hebron, and Qalqilya. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Al Monitor reported that Israeli prime minister Yair Lapid’s office had rejected a request by PA president Mahmoud Abbas’s office to arrange a phone call between the 2 on the occasion of the Jewish new year on 9/25. (ALM 9/29)

In the West Bank, Israeli settlers with military escort raided Halhul, vandalizing 1 mosque; Israeli forces shot and injured 2 Palestinians with live ammunition and others with baton rounds and tear gas when the Palestinians confronted the settlers. Israeli settlers also assaulted Palestinian farmers in Shufa, causing injuries. Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. 15 Democratic members of the U.S. house of representatives, led by Cori Bush (D-MO), wrote a letter to Secretary Blinken urging him to send the “strongest message possible” to prevent Israel from evicting more than 1,000 Palestinians from the Masafer Yatta area, calling the displacement of Palestinians “a war crime.” (HA, MEE 5/31; WAFA 6/1)

Lebanese parliament reelected Nabih Berri of the Amal Movement as speaker at the 1st parliamentary session of the newly elected parliament. Speaker Berri, who received 65 of 128 votes, has been the speaker of the parliament since 1992. (AJ, HA, MEMO, REU, REU 5/31)

In the West Bank, 1 Palestinian minor succumbed to his injuries after 74 days in intensive care after being shot by Israeli forces in the neck near Ramallah on 5/14. Israeli settlers began construction work around a spring in Wadi al-Malih. Israeli forces violently dispersed Palestinian protesters during a raid in Nablus, causing tear-gas related injuries. Israeli forces seized electric cables and an excavator in as-Samu. 10 Palestinians were arrested during late-night raids in and around Deir Balut, Silwad, Sur Baher, al-Ubeidiya, Wadi Abu Freiha, Hebron, Qabatiya, Meithalun, and Tammun. Kahanist Israeli lawmaker Itamar Ben-Gvir of the Otzma Yehudit (Jewish Power) party called the Palestinian Israeli deputy speaker of the Knesset Ahmad Tibi a terrorist before being forcefully removed from the Knesset podium he was speaking from. Ben-Gvir’s smear happened after he refused to address Tibi as “Mr. Speaker.” (HA 7/26; MEMO, TOI 7/27)

Tunisian president Kais Saied ousted the Tunisian government and froze the parliament in what was said to be a coup. Tunisian forces also stormed the Al Jazeera offices in Tunis and expelled the staff from the premises. Tunisians had taken to the street on 7/25 to protest the government after a new COVID-19 spike and continued economic difficulties. In Lebanon, Najib Mikati secured 72 of 118 votes in the Lebanese parliament to be approved as the new prime minister-elect. Saad Hariri resigned as prime minister-elect on 7/15 after failing to form a government 9 months after being picked to do so. U.S. president Joe Biden and Iraqi prime minister Mustafa al-Kadhimi agreed, during a meeting at the White House, that all U.S. combat troops would leave Iraq by the end of 2021, leaving only U.S. personnel for advisory roles. (HA, MEMO 7/26; MEE, REU 7/27)

4 members of congress, Tom Malinowski (D-NJ), Katie Porter (D-CA), Joaquin Castro (D-TX), and Anna G. Eshoo (D-CA), urged the Biden administration to speak out against companies that sell cyber intrusion tools, such as NSO Group, and to consider sanctioning such companies and the regimes that use their tools. The members’ call follows reporting from 7/18 that NSO Group, with approval from the Israeli government, sold its Pegasus spyware to foreign governments, which have used the spyware on journalists, activists, and heads of other countries. Florida governor Ron DeSantis (R) urged the Florida State Board of Administration to place Ben & Jerry’s and its parent company Unilever on the state’s list of companies to be examined in relation to boycotts of Israel. The move comes as Ben & Jerry’s announced on 7/19 that it will stop selling its ice cream in the Occupied Palestinian Territories and end its licensing to an Israeli-based franchise. (HA, HILL 7/26)

In the West Bank, for the 2d day in a row, Israeli settlers toured an archaeological site in Sabastiyya; during the settler tour, the site was closed to Palestinians by Israeli forces. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 using rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Bayt Dajan, causing tear-gas related injuries. 2 Palestinians were arrested during late-night raids in Jenin. A Palestinian prisoner who had been hunger striking for 103 days to protest his administrative detention ended his hunger strike after Israel promised not to extend the administrative detention order against him. (AJ, GDN, HA, REU, WAFA 11/6)

In the West Bank, Israeli forces confiscated a bulldozer in Kafr Qaddum. Near Yatta, Israeli forces demolished a Palestinian-owned residential structure, displacing a family of 7. Elsewhere, in Salim near Jenin, Israeli forces injured a Palestinian at a military court after he allegedly threw a firebomb at the court building; the man was hospitalized in Israel immediately after. In the West Bank, Israeli settlers vandalized 10 vehicles and sprayed graffiti reading “non-Jews=enemies” on private homes in Sarta near the settlements of Barkan and Revava. Israeli forces demolished a structure under construction in Anata northeast of Jerusalem. The demolition led to clashes with local Palestinians, causing tear gas inhalation injuries. In Dayr Balut near Salfit, Israeli forces demolished 2 caravans and a car wash. 15 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Nablus, and Tubas. The Israeli foreign ministry reprimanded the Chilean ambassador to Israel after the Chilean president Sebastián Pinera visited the Haram al-Sharif compound with PA officials on 6/25. For the 2d day in a row, officials and businesspeople from the Middle East, Europe, and the U.S. met in Bahrain for the Peace to Prosperity workshop. The Lebanese prime minister Saad al-Hariri said that his government and the Lebanese parliament oppose the U.S. peace plan. It is believed that $6 billion is set aside for Lebanon to permanently settle Palestinian refugees in Lebanon.
