Occupied Palestine/Israel: Justice Ministry clears P.M. Shamir of complicity in the 1984 killing of 2 captured Arab bus hijackers and subsequent cover-up [NYT 12/29]. Journalist Akram Haniyyah is deported to Algeria by way of Geneva [FJ 1/9; LAT 12/29]. Mordechai Vanunu pleads innocent to charges of treason and espionage [LAT, NYT 12/29].

Occupied Palestine/Israel: Israeli soldiers shoot and wound 2 Palestinians in Ramallah during series of violent demonstrations protesting Akram Haniyyah's expulsion [LAT, NYT 12/29].

Arab World: Beirut refugee camp battles between Amal and PLO leave at least 4 dead, 27 wounded [BG 12/29].

Occupied Palestine/Israel: Israeli soldiers shoot and kill 12-year-old Palestinian boy, wound 6 [FJ 12/12; WP 12/9]. Preliminary reports indicate shot which killed the Balatta camp youth was not from army issue gun [FJ 12/12]. Shops closed in E. Jerusalem for third straight day [LAT 12/9]. Students at Hebrew University condemn the use of tear gas to disperse demonstrators, call for release of arrested students. Authorities close al-Najah University and old campus of Birzeit University. Al-Najah will reopen 12/16. Old BZU campus will open after Christmnas holiday [FJ 12/12].

Arab World: Continuing clashes between PLO and Amal forces at Shatila and Burj al-Barajinah refugee camps leave 2 dead, 8 wounded. PLO holds off Amal attack at Maghdushah. Syrian, Iranian, and Libyan mediators urge PNSF to call for acease-fire [LAT 12/9]. Cease-fire is broken less than 24 hours after going into effect, but Fateh announces 4-point plan to end fighting [BG 12/9].

Occupied Palestine/lsrael: P. M.-designate Shamir asks U.S. Sec. of State Shultz to close PLO offices in U.S. because PLO claimed responsibility for grenade attack in Jerusalem (WP 10/19).

Military Action

Arab World: Amal hints at willingness to exchange captured Israeli pilot for Lebanese and Palestinian captives held by Israel and SLA (WP, NYT 10/19).

Occupied Palestine/Israel: Peres and Shamir reach compromise on new government, ending three-day deadlock (WP, NYT 10/17). Israeli Foreign Ministry delivers protest to Egyptian ambassador on PLO statement of involvement in 10/15 bombing in Jerusalem announced from Cairo (NYT 10/17). Israeli police arrest two Palestinians in connection with 10/15 bombing (JP 10/20). Israel bans suspects (residents of West Bank) from crossing Jordan River into Jordan (NYT 10/17).

Military Action

Arab World: Israeli Phantom jet shot down over Lebanon, while IDF warplanes launch large-scale attack on Palestinian camp of Mieh Mieh, 13th and reportedly largest raid this year (4 are killed, 12 wounded). Warships bombard camp from Sidon coast. Israeli helicopters rescue one of the crewmen 90 minutes after plane was shot down; other crewmen are reportedly held by Shi'i militiamen (WP, NYT 10/17; WP 10/18).

Occupied Palestine/Israel: In Israel, transfer of power is postponed indefinitely. Knesset passes vote of confidence in Shamir (NYT 10/16). One person killed, 70 injured in Jerusalem as three grenades are thrown at group of IDF soldiers in swearing-in ceremony at Western Wall; area is sealed off as police search for suspects (NYT, WP 10/16). Responsibility for attack is claimed by PLO, DFLP, and Abu Nidal group (NYT 10/17). Twenty-nine Palestinians, including six children under 11, are detained (FJ 10/17).

Other Countries: At UN, representatives of nine countries involved in UNIFIL meet to discuss new protective measures. UN Secretary General Perez de Cuellar proposes spending an extra $10.5 million on 30 armored vehicles, reinforcement of UNIFIL positions, creation of three new positions, and shifting of headquarters (JP 10/6).

Occupied Palestine/Israel: F.M. Shamir says he will never concede territories in exchange for peace. Survey shows 45,000 settlers are now in occupied territories among 1.3 million Palestinians (MEI 9/14).

Arab World: At Tunis press conference, PLO Deputy Chairman Abu lyad says PLO opposes terrorist acts, individual and state-sponsored, following Karachi and Istanbul incidents (FJ 9/12). U.S. Assistant Secretary of State Murphy in Damascus for talks with Syrian President al-Asad; Asad stresses importance of international conference (MEI 9/14). Syria has ordered most of Abu Nidal's group in Damascus to leave, and detained 14 (including Abu Nidal's nephew 'Abd al-Karim al-Banna, who was released after two weeks following Libyan intervention), according to al-Ittihad (Abu Dhabi) (AFP 9/7).

Other Countries: Nonaligned movement conference in Hararends; accuses U.S. of ''state terrorism" in bombing of Libya; calls on U.S. to "end unprovoked aggression against Libyas well as military maneuvers in Gulf of Sidra (NYT 9/8). Pakistan's President Zia al-Haq says Pan Am terrorists have no apparent connection to any government; will be tried in Pakistan (under threat of death penalty); says Palestinian hijacking in Pakistan showed "bad taste" but would not reduce Pakistan's support for Palestinian cause (NYT 9/8).

Arab World: Israel Navy reimposes blockade of port of Sidon; intercepts three commercial vessels, prevents them from entering port. State of emergency declared in Palestinian camps near Sidon for fear of Israeli attack (FBIS 9/8).

Occupied Palestine/Israel: F. M. Shamir's office denies Shamir is to be questioned in connection with Shin Bet investigation (FBIS 9/1).

Other Countries: Representatives of DFLP, Palestinian Communist party, and Fateh meet in Prague to repair differences (FBIS 9/3). PLO Deputy Chairman Salah Khalaf (Abu lyad) tells al-Qabas (Kuwait) joint Soviet-Algerian mediation effort with Palestinian factions to hold PNC meeting was a success (FBIS 9/3). Eighth nonaligned movement conference opens in Harare, with representatives of 101 nations participating. PLO is represented by Chairman Arafat, who speaks at opening session (Fl 9/5).

Occupied Palestine/Israel: P.M. Peres rejects pressure from Labor Party Central Committee to break 1984 agreement with Likud bloc to rotate offices with Foreign Minister Shamir, due to take place in October [NYT, MG 3/24].

Arab World: East Jerusalem newspaper al-Mithaq reports Syrian Pres. Hafiz al-Asad has outlined terms under which he would be willing to begin dialogue with Fateh organization: (1) PLO must issue statement in Arafat's name praising Syrian army's role in 1982 Lebanon war; (2) statement must contain apology for media campaign PLO has conducted against Syria since its evacuation from Beirut; (3) statement must praise Syria's rejection of "capitulatory" solutions to M.E. conflict, affirm Syria's efforts to prevent cantonization of Lebanon; (4) statement must criticize "reactionary" Arab efforts to pressure PLO to accept UN Security Council Resolution 242 [JP 3/24]. Yasir Arafat states it is up to the U.S. to break the deadlock in M.E. peace efforts that followed the collapse of Jordanian efforts to bring the Palestinians into the talks with Israel [BG 3/24]. Arafat states he has sent new proposals for a M.E. peace settlement to the U.S., awaits a response [PI 3/24].

Occupied Palestine/Israel: Israeli security authorities seal 1 house and 3 rooms belonging to 4 residents of Tulkarm accused of throwing fire bombs at Israeli vehicles [JP 3/7].

Arab World: Israeli journalist Uri Avneri is expelled from Jordan to Egypt after reportedly holding contacts with Jordanian and PLO officials in Amman; Avneri retums to Israel, states he met with senior Jordanian and Palestinian personalities, including at least 1 cabinet minister and PNC members, denies he was expelled. (Avneri's trip was approved by P.M. Peres, Foreign Minister Shamir, and Defense Minister Rabin) [JP 3/7; WP 3/8]. Syrian Foreign Minister Faruq al-Shar' concludes 2 days of apparently unproductive talks in England with senior British officials; he states in press conference that Israel is main obstacle to peace in the M.E., that Syria allows Abu Nidal group to maintain political press office in Damascus but it "has nothing to do with violence" [WP, MG, LT 3/6].

Arab World: SLA soldier is killed by roadside bomb; Israelis kill 2 Arab guerrillas in S. Lebanon "security zone"; Lebanese security sources say Israeli troops kill 1 farmer, injure another in raid outside "security zone" [MG 3/7].
