Israel and Jordan agree on draft agenda for negotiations with a formal peace treaty as the eventual goal, within the framework of a comprehensive Arab-Israeli settlement. U.S. bipartisan Congressional Budget Office reports that limits of weapons sales to the Middle East could save the U.S. $10 billion a year, while costing U.S. arms manufacturers $3 billion a year. Sales of arms for domestic rather than foreign policy reasons thwart the peace process and can damage long-term regional stability. Report also details European arms sales estimates. Israeli education min. Shulamit Aloni says PM Rabin is prepared to return the entire Golan Heights in exchange for a peace agreement with Syria. General Electric Co. pleads guilty to charges of fraud and corrupt business practices in connection with its sale of military jet engines to Israel in the 1980s, agreeing to pay nearly $70 million in fines. A GE manager had conspired with Israeli Gen. Rami Dotan to divert $27 million in U.S. military aid with fraudulent vouchers. Dotan is now serving 13 years in Israel, which refuses to hand him over to U.S. investigators. (WP 7/23)

PM-designate Rabin announces new cabinet to the Labor party Cent. Comm. He named himself DM, Mordechai Gur dep.
