Invitations sent to the parties by the U.S., USSR had called for talks at the "ministerial level," a diplomatic phrase usually interpreted to mean participation by officials holding rank of foreign minister or below. Arab foreign ministers representing Syria, Egypt, Jordan, along with representative of Lebanon's foreign ministry and head of PLO political department meet in Damascus to discuss strategies for peace conference. They were later joined by foreign ministers of Saudi Arabia, representing the Gulf states, and Morocco, representing North African states (except Libya). (MEM 10/23)

Strike called for 10/22 by three groups in o.t. partially observed in E. Jerusalem, elsewhere in West Bank, but not in Nablus, Jenin. Residents of Gaza city observe strike, but not those in the refugee camps. (MEM 10/25)

Members of the Jewish Ateret Cohanim seminary move into a house in the Muslim quarter of E. Jerusalem. Group claims the house was owned by Jews driven out by Palestinian rioting in 1929. Settlers occupying a building in Silwan seized 10/9 from Palestinian residents petition Israeli high court of justice to allow them to remain. Group also seeks permission to move into four other buildings from which they had been evicted by police. (MEM 10/24)

European Community official announces EC, Israel have reached agreement over long-standing dispute over status, place of residence of EC official who will be sent to monitor EC economic aid to Palestinians in the o.t. EC had sough to post the official in the territories; Israel objected, seeking to place the representativen Tel Aviv instead. The EC has set aside $100 million in aid for Palestinians in the o.t. (MEM 10/24)

Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere. According to the report, Kuwait intends to expel these persons to Iraq 11/15. (MEM 20/24)

Iraqi gov't says only state-run Iraqi Airways planes may land in Iraq; reaffirms that those people allowed to leave may do so only on these planes [LAT, WP 9/4; MET 9/11].

Iraq refuses landing rights to British, Swiss, and French charter flights that were to have brought women, children out of Iraq and Kuwait [LAT 9/1, 9/2; NYT 9/4].

Iraqi F.M. Aziz urges nations with many citizens in Iraq and Kuwait to supply food to Iraq, saying it could not be responsible for what happened to them as a result of shortages [LAT 9/4].

Ya'akov Orr, military commander of the Gaza Strip, states that 25% of the 200 Palestinian police that resigned during the uprising have returned to work [WP 6/9].

Arab World: At Arab summit, Arab states pledge to support Palestinian uprising with "all possible means," refuse to state dollar amount of support. Arab leaders also refuse to dismiss George Shultz' peace plan, while reaffirming the PLO's position as sole representative of the Palestinian people [WP 6/10, LAT 6/10].

Other Countries: Israeli P.M. Shamir and Soviet F.M. Shevardnadze meet for 2 hours at the UN, announce that planned visit of Israeli consular team to Moscow will take place in July. Shevardnadze also states diplomatic relations between the 2 will not be restored until Israel agrees to international peace conference [NYT 6/10]. At meeting of the Socialist International in Madrid the Palestinian intifadah is called a response to "the unbearable social conditions existing in the territories occupied by Israel" [FJ 6/12].

Palestine/Israel: Demonstrations in honor of the 6-month anniversary of the uprising erupt on the W. Bank leaving 2 Palestinians dead, at least 4 more injured. In Sebastiya a 16-year-old isshot dead while trying to hurl a rock at soldiers [WP 6/10, FJ 6/12]. 18-year-old male and 12-year-old girl are shot during demonstrations in Tulkarm. Shopowners observe a strike in the territories, including East Jerusalem [LAT 6/12]. Afternoon demonstrations erupt in Gaza City. One of the injured claims soldiers tied him up and dragged him behind a jeep [WP 6/9]. Two IDF officers are slightly injured when their jeep is attacked with Molotov cocktails [WP 6/10]. The Guardian reports 2 Palestinians were arrested by police in Madrid last week while allegedly planning to blow up Syrian embassy and assassinate ambassador. Suspects allegedly belong to Fateh's Force 17; police discovered TNT, arms, ammunition, a detonator, and a time fuse when they raided a flat in connection with the arrests [MG 7/19].
