Nablus, arresting a leader of Islamic Jihad, and in Yatta s. of Hebron, sparking serious clashes, in which 5 Palestinians are injured. The IDF also conducts house searches and arrest raids nr. Tulkarm, Jenin, Salfit, Nablus, Hebron, and Ramallah; patrols nr. Hebron, Jenin and Qalqilya. Early in the morning, IDF troops close all 4 entrances to a village nr. Nablus. Reps. of all PLO factions meet to discuss recent criticism of the PA unity govt. from Hamas. They conclude that Hamas is responsible for hindering the unity govt.’s work in Gaza. At a meeting between Hamas and Palestinian factions in Gaza, Hamas calls for an emergency comm. to be formed to administer the territory, and the PFLP and DFLP oppose the proposal. Hamas PM Ismail Haniyeh meets with leaders of several Palestinian political factions including Islamic Jihad and the Democratic Front for the Liberation of Palestine (DFLP), but without representation by Fatah. Haniyeh suggests the formation of a cmte. to oversee the implementation of the 2012 Cairo and Doha agreements on national reconciliation. A Muslim Brotherhood-led coalition offers negotiations to end the political crisis in Egypt, without specifically demanding the reinstatement of deposed Pres. Mohamed Morsi. Officials from a dozen Palestinian factions including the PFLP, DFLP and Islamic Jihad—but excluding Hamas and Fatah—meet in Gaza City to discuss the resignation of Salam Fayyad. In a subsequent news conference, the factions say Pres. Mahmud Abbas should immediately start forming a Palestinian unity government of technocrats to be sworn in within three weeks. Anonymous diplomats say that Iran and the International Atomic Energy Agency have agreed to discussions in mid-5/2013. Meanwhile, U.S. Secy. of State John Kerry tells the U.S. Senate Foreign Relations Committee that he was disappointed by the failure of talks in Kazakhstan but that a diplomatic solution to the dispute with Iran is still the best option. UK foreign secretary William Hague urges the U.S. to take a ‘‘decisive lead’’ in Israeli-Palestinian peace efforts in coming months, adding that ‘‘we’re coming to the final chance, maybe, for a two-state solution in the Israeli-Palestinian conflict to be successfully resolved.’’ (BBC 11/25)

Fatah Central Comm. mbr. Nabil Shaath announces that the PA will release Hamas-affiliated detainees as a gesture to boost reconciliation efforts. Hamas officials say they will move to release Fatah prisoners in the Gaza Strip. The leader of the Democratic Front for the Liberation of Palestine Saleh Zeidan reports that Pres. Mahmud Abbas will call a meeting of the PLO Reform Comm. in Cairo after returning from the UN to revive talks of expanding the PLO to include Hamas and Islamic Jihad as part of a national reconciliation deal. The IDF assassinates Hamas commander Ahmad Jabari and his bodyguard and separately kills 7 other Palestinians in a number of air strikes on military and civilian targets across the Gaza Strip, leaving around 90 wounded. The dead include 2 children and an elderly man. Code-named Operation Pillar of Cloud in Hebrew (a Torah reference) and renamed Operation Pillar of Defense for foreign audiences, the Israeli military attacks are described as the ‘‘beginning’’ of an effort to increase deterrence and remove Hamas’s rocketlaunching capabilities. The IQB warns that Israel has ‘‘opened the gates of hell’’ with Jabari’s assassination, and fires dozens of rockets and mortars into Israel. They are joined by the DFLP, Islamic Jihad, PFLP, and PRCs, all of whom claim responsibility for rocket and mortar fire. In total, over 90 projectiles hit Israel from the Gaza Strip, causing 4 injuries. The Iron Dome rocket-defense system intercepts 30 rockets. Overnight, the IDF undertakes air strikes on around 100 sites across the Gaza Strip. U.S. pres. Obama calls Israel PM Netanyahu to express his support for Israel’s military operation and the country’s right to selfdefense. Obama also calls Egyptian pres. Mohamed Morsi to stress the importance of de-escalation and to pledge to stay in close touch. Egypt strongly condemns Israel’s military assault, and UN secy.-gen. Ban Ki-moon calls for a cease-fire. The attacks are claimed by the PFLP, the DFLP, and the PRCs. Israel does not acknowledge the statement by the Palestinian factions. Israel claims the Hamas mbrs. were plotting to kidnap Israelis in Israel and Egypt during Passover later in 4/2011; Hamas denies that it operates outside the borders of historic Palestine but says the 3 were senior weapons developers. The DFLP says it will no longer observe a cease-fire toward Israel. In the West Bank, the IDF conducts late-night searches in Qalqilya, summoning 1 Palestinian for questioning. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. In a Washington Post op-ed online (in print on 4/3), South African judge Richard Goldstone, head of the UN committee that investigated possible war crimes and crimes against humanity committed during OCL, says that “if I had known then what I know now,” he would have concluded that Gazan “civilians were not intentionally targeted as a matter of [Israeli] policy” and would have given more weight to crimes perpetrated by Hamas. In an action the UN deems the 1st violation of the 8/14 truce, the IDF stages an overnight helicopter raid on Budai nr. Baalbek, sending 2 helicopters to drop 2 Humvees and more than 100 IDF Sayaret Matkal commandos dressed in Lebanese army uniforms to raid the village, under the cover of sonic booms fr. Israeli warplanes, in an apparent attempt to assassinate or capture senior Hizballah leader Shaykh Muhammad Yazbek, a Budai resident, or to free 2 captured IDF soldiers; the unit attempts to run a Hizballah checkpoint outside the village but Hizballah mbrs. engage them, forcing a retreat, killing 1 IDF soldier, wounding 2.
