In Gaza, UNRWA suspends food deliveries to 750,000 Gazans for lack of stocks and Gaza municipal officials are forced to shut down Gaza’s power plant once again for lack of fuel (see 11/11) after Israel suspends food and humanitarian aid shipments to Gaza in response to Palestinians firing 8 rockets and some mortars into Israel, causing no damage or injuries. The UN’s World Food Program, which feeds an additional 130,000 nonrefugee Palestinians, says it is delving into its emergency stock of food, which will last only 4 more weeks. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Jenin. Israeli police raid an event being held at the Jerusalemite Association for Community Development in Wadi al-Juz in East Jerusalem (attended by, among others, the Egyptian amb. to Israel and a Spanish embassy official), halting the event on the grounds that it constituted illegal Palestinian political activity in Jerusalem. In Sharm al-Shaykh, Egypt, Rice attends a high-level Quartet mtg. to discuss ways of keeping the process alive during the Israeli and U.S. government transitions. Abbas, Livni brief the Quartet on their talks since the 11/07 Annapolis summit, pledge to continue negotiations despite the political uncertainty in Israel, and reaffirm that “nothing would be considered agreed until everything is agreed.” The Quartet reiterates its support for continued negotations, praises the PA’s security reforms, and urges the international community to fulfill aid pledges to the PA to ease the economic crisis in the territories. In the West Bank, the IDF makes an evening incursion into Anabta nr. Tulkarm, firing on residential areas and then on stone-throwing youths who confront them, wounding 1 teenager; conducts late-night arrest raids, house searches in and around Hebron, in Jenin town and r.c., and nr. Bethlehem. Israeli police evict a Palestinian family (14 mbrs., including 7 children) fr. their home in Shaykh Jarrah, East Jerusalem, turning the property over to Jewish settlers who claim to have purchased the land fr. relatives of the Ottoman-era owners even though an Israeli court ruled in 2006 that their claim was based on forged documents. By this date, Palestinian factions have agreed to an Egyptian proposal to resume their national unity dialogue in Cairo on 11/9. Hamas and Fatah are considering a draft memorandum of understanding on national reconciliation proposed by Egypt that would be issued at the close of the Cairo summit (see Quarterly Update). In the West Bank, the IDF patrols, searches houses in al-Khadir, beats 3 Palestinians (ages 28, 37, and 63), claiming that Palestinians in the area had thrown stones at Israeli vehicles on a nearby settlersonly bypass road; conducts late-night arrest raids, house searches in and around Nablus, nr. Hebron. More than 100 Jewish settlers block roads and throw stones at Palestinian cars nr. Qalqilya to prevent Palestinians, accompanied by international and Israeli peace activists, fr. reaching their groves to harvest olives. Inside Israel, Israeli police arrest 6 Israeli Jews fr. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. Israeli police later raid Jabal Mukabir neighborhood, detaining 9 Palestinians for questioning. In Gaza, Islamic Jihad, Hamas mbrs. ambush an IDF patrol that enters Gaza through the Kissufim crossing, detonating a roadside bomb and firing on the vehicle, killing 1 IDF soldier, wounding at least 1. In response, the IDF shells an Islamic Jihad site nr. al-Qarara, killing 3 Islamic Jihad mbrs.; makes an air strike on an Islamic Jihad rocketlaunching site nr. Dayr al-Balah, killing 1 Islamic Jihad mbr. A 5th Islamic Jihad mbr. is killed when a rocket he is preparing to fire into Israel explodes prematurely. The IDF also bulldozes land inside the Gaza border fence e. of al-Qarara. The Israeli navy fires on Palestinian fishermen off the Rafah coast, heavily damaging 1 boat, causing no injuries. Palestinians fire 7 rockets fr. Gaza into Israel, damaging 2 houses, lightly injuring 1 Israeli. Egypt begins replacing some stretches of barbed wire along the Rafah border with a 10-ft.-high stone and concrete wall. In the West Bank, the IDF demolishes the Bethlehem home of a wanted Palestinian; conducts late-night arrest raids, house searches in and around Tulkarm r.c., nr. Gaza. In the West Bank, the IDF conducts arrest raids, house searches nr. Qalqilya. Jewish settlers accompanied by IDF soldiers set up tents, raise an Israeli flag on a plot of Palestinian land along Road 60 northeast of Hebron; Israeli police remove them. In Gaza City, unidentified assailants detonate a bomb outside the former PA National Security Forces headquarters, now controlled by Hamas, causing damage but no injuries. Armed PRC mbrs. raid, vandalize, steal equipment fr. a Fatah office in al-Bureij r.c. Armed PRC mbrs. whose salaries have been cut off by Abbas’s government raid a youth center in al-Maghazi r.c., fire in the air, demand reinstatement of their salaries; Hamas-affiliated police convince them to leave. The Israeli navy fires on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to port. IDF troops on the s. Gaza border fire on Palestinian farmers who stray nr. the border fence e. of al-Qarara and shell open areas nr. Shuka, causing no injuries. In the West Bank, the IDF patrols Far‘un nr. Tulkarm, fires on stone-throwing Palestinians who confront the troops, causing no injuries; conducts arrest raids, house searches in Hebron; raids the offices of Afaq TV in Nablus, reportedly using Palestinians as human shields; issues military orders confiscating 17 d. in Qalqilya and neighboring Azun for “military purposes.” In Jerusalem, a Palestinian taxi driver fr. al-Tur in East Jerusalem dies in Israeli police custody after being stopped at a checkpoint, being arrested and having his taxi confiscated for driving a Palestinian woman from Jordan who did not have the proper visas, being severely beaten by police; news of the death sparks demonstrations in al-Tur, where Israeli police fire tear gas, percussion grenades at protesters, causing no injuries. PA Education Min. Nasir Sha‘ir rescinds the ministry’s 3/5 ban on a book of Palestinian folklore after a massive public outcry, including a demonstration today in Ramallah, stating that the ban was illegal and imposed without his approval; some 1,500 copies of the book, Speak Bird, Speak Again, have been destroyed since the ban was ordered on 3/5. In Gaza, mbrs. of the Popular Resistance Comms. (PRCs) stage a peaceful sit-in in front of the Egyptian legation to protest restrictions on Gazans traveling to Egypt. Some 300 newly trained Fatah security members demonstrate outside the central Gaza governorate offices demanding positions in the PA security forces. In the West Bank, ESF, Fatah mbrs. exchange fire in Nablus (no injuries) and Tubas (2 wounded). Fatah-affiliated PA security force mbrs. demanding payment of back salaries fire on the PA security headquarters in Jenin, force employees to leave the building, declare it closed. As the quarter opens, the Israel Defense Forces (IDF) continues Operation Blue Skies (launched 12/28/05) to prevent Palestinians fr. firing crude homemade rockets fr. Gaza into Israel, enforcing a 1.5-mi-deep no-go zone along the n. Gaza border using artillery fire fr. inside Israel, occasional air strikes, heavy surveillance fr. air and sea, and construction of a border fence along the n. Gaza border (see Quarterly Update in JPS 139). The IDF also continues to restrict the flow of Palestinian goods and individuals into and out of Gaza: Rafah operates 8 hrs./day for entry and exit of individuals to and from Egypt; Erez is open as the sole entry of Palestinian workers to Israel (the IDF has issued 5,000 permits but only 2,500– 3,500 workers can pass because of slow processing by the IDF); Qarni is open for the transit of goods (360 trucks/day entering Gaza, 75 trucks/day exiting with agricultural goods); Sufa, for the import of raw materials only, is closed since 2/14. In the West Bank, the IDF maintains 100s of checkpoints and roadblocks, effectively separating the northern and southern West Bank, cutting off access to the n. Jordan Valley, and restricting movement within those cantons. Work also continues on Israel’s separation wall. The IDF conducts arrest raids in and around Balata refugee camp (r.c.), Nablus and nr. Bethlehem, Hebron (occupying 1 house as an observation post), Jenin. A Palestinian woman fr. Bethlehem attempts to stab an Israeli police officer outside the al-Aqsa Mosque compound, is arrested. Sharon suffers a massive stroke. Sharon, who was expected to win a 3d term in the 3/06 elections at the head of his new Kadima party, is not expected to return to politics, throwing the elections into question. The IDF seals the West Bank, Gaza for the 4-day Muslim holiday of Id al-Adha; conducts predawn mock air raids over Gaza, breaking the sound barrier; raids a house in East Jerusalem, breaks up a mtg. being held by Change and Reform candidate Ahmad Attoun; bulldozes a Palestinian home nr. Bethlehem; conducts arrest raids, house searches in Jenin town and r.c. (firing on stone-throwing Palestinians who confront the troops, wounding 9), in and around Bethlehem, Ramallah, Tulkarm. In continued retaliation for the 1/2 killings (see 1/3), Islamic Jihad, the AMB fire 8 rockets fr. Gaza towards Ashkelon, Sederot, and the IDF base at the Erez crossing, causing no damage or injuries. IDF soldiers, Israeli police scuffle with Jewish settlers when serving them with notices that they must evacuate by 1/15 Palestinian-owned buildings they have occupied in the Hebron central market; 4 policemen are injured. Jewish settlers fr. Kiryat Arba vandalize Palestinian homes in Hebron, bar Palestinians fr. using a road linking the settlement to the Ibrahimi Mosque/Tomb of the Patriarchs; the IDF observes but does not intervene. About 40 armed AMB mbrs. occupy 4 PA government buildings in Gaza, fire on a police station to protest the 1/3 arrest of AMB leader Hams; other AMB mbrs. set burning barricades on the road to the Rafah crossing (barring all but medical cases fr. reaching the border), detonate an explosive device under the Rafah border wall (causing only minor damage). AMB mbrs. later steal 2 bulldozers, tear down a 15-ft stretch of the concrete Gaza border wall; as many as 1,000 Palestinians, some armed, overrun the Egyptian border guards, who fire in the air, call in reinforcements, declare the area a closed military zone, arrest around 100 Palestinians and injure 3; during the skirmish, some Palestinians set fire to an Egyptian armored vehicle, throw hand grenades and fire at the Egyptian contingent, leaving 2 Egyptian border guards dead and around 30 injured; Egypt closes the Rafah border until further notice. The PA says it will release Hams on 1/5 in response to the protests. PA police in Gaza City, fatally shoot a Hamas mbr. hanging campaign posters. Meanwhile, 5 armed Palestinians raid a Gaza house, attempt to kidnap the parents of Rachel Corrie, an American college student who was killed by the IDF in Gaza in 2003; the gunmen back off when the owners of the home explain who the Corries are. As the campaign period for the 1/25 Palestinian elections opens, Israeli police in East Jerusalem arrest Independent Palestine candidate Mustafa Barghouthi as he campaigns, releases him after 4 hrs.; detain 7 Fatah candidates campaigning in the city; disperse a Third Way rally led by Palestinian Council (PC) mbr. Hanan Ashrawi (Jerusalem); in 2 separate incidents, bars Central Election Commission (CEC) staff mbrs. fr. crossing a Tulkarm checkpoint to attend an election-related mtg. in nearby Dayr al-Ghusun and the Jordan Valley; blocks the transportation of election campaigning material fr. the West Bank to Gaza; sends troops into Jenin town and r.c. Meanwhile, the IDF opens the new Kerem Shalom commercial crossing on the Egypt-Gaza-Israel border; fatally shoots wanted Palestinian Mustafa Muhammad during an arrest raid nr. Overnight, Hamas, the PRCs reportedly fire another 45 mortars, 30 rockets at Jewish settlements in Gaza (lightly damaging 1 house) and the Negev in retaliation for the deaths of 3 Palestinians on 4/9. The IDF arrests Fatah mbr. Firas Tanbur in Nablus on charges of planning a terrorist attack on behalf of Hizballah; Palestinians confront soldiers with stones during the raid; soldiers respond with rubber-coated steel bullets and tear gas, injuring 10. The IDF also raids, searches an elementary school in, imposes a curfew on al-‘Asa’sa nr. Jenin; fires on stonethrowing Palestinians nr. Nablus; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin; occupies a Palestinian home in Ramallah as an observation post; sends troops into Aida r.c. to break up a nonviolent protest against threats by Revava to attack al-Aqsa mosque. Some 3,000 Israeli police bar a rally at the Temple Mount/Haram al-Sharif by Revava attended by only 50 rightwing Israelis. Within hrs. of Arafat’s death, the PC, in keeping with the Basic Law, formally swears in PC speaker Rawhi Fattuh as interim head of the PA until elections are organized within the next 60 days;Qurai‘ maintains the position of PM, responsible for daily PA operations. Qaddumi is elected as head of Fatah by the 15-mbr. Fatah Central Comm. Abbas is voted head of the PLO by the PLO Exec. Comm. The State Dept. says that it is prepared to help the Palestinians hold elections if asked; says that Israel still must carry out Gaza disengagement. France sends Arafat’s body off to Egypt with full military honors. Throughout the day, Palestinians across the territories rally, demonstrate in honor of Arafat. The IDF raids Shaykh Ajlin, exchanging fire with armed Palestinians (leaving 1 Palestinian dead), shelling residential areas (killing 2 Palestinian civilians, wounding 7), bulldozing 120 d.; fatally shoots an Egyptian who apparently infiltrated into Gaza fr. Egypt; fatally shoots 3 Palestinians (at least 2 of them armed) s. of Netzarim; fires on stone-throwing Palestinians in Bayt Omar nr. Hebron, killing 1 Palestinian, wounding 10; fires on stone-throwing Palestinians protesting the separation wall nr. Jayyus, wounding 2 with live ammunition; fires on residential areas of Rafah; conducts arrest raids, house searches in and around Nablus. Some 100 AMB mbrs. (some armed and masked) outside Arafat’s headquarters in Ramallah call for an investigation into Arafat’s death and rumors he was poisoned by Israeli agents, chant slogans denouncing Abbas, fmr. PA security chief Muhammad Dahlan as agents for the CIA. Israeli border police disperse 100s of Palestinians conducting nationalist marches in East Jerusalem in memory of Arafat. In Haifa, Israeli police disperse some 100 Israeli Palestinians holding a candlelight vigil for Arafat, detain a woman carrying a Palestinian flag. The IDF conducts predawn arrest raids, house searches in Nablus in search of wanted Hamas activist Jafar Masri, arrests Masri’s wife and brother but does not find him. The IDF also begins work on a stretch of the separation wall outside of Husan; conducts arrest raids, house searches in Tulkarm r.c., Yatta; demolishes a Palestinian home nr. Nablus; bulldozes a Palestinian home, levels several others that were previously heavily damaged in Rafah; bulldozes 1.5 dunams of agricultural land nr. Khan Yunis; announces that it has arrested 4 bedouin, 7 Egyptians, a Nablus Palestinian allegedly involved in a scheme to smuggle weapons fr. Egypt to Nablus. Palestinian gunmen fire on an IDF bus outside Hermesh settlement nr. Baqa‘ al-Sharqiyya, wounding 1 IDF soldier. A Palestinian stabs, wounds 2 Israeli police officers in French Hill settlement in East Jerusalem, is arrested. The IDF evacuates an illegal settlement outpost nr. Hebron that has been evacuated 7 times previously (most recently on 3/31), says 5 more outposts are due to be removed soon. At the same time, 50 armed Jewish settlers fr. Kiryat Arba rampage through Palestinian areas of Hebron, vandalizing 6 Palestinian homes, injuring 4 Palestinians; IDF soldiers observe but do not intervene. Jewish settlers fr. Israeli police say that in recent days, they have arrested 9 East Jerusalem Palestinians on suspicion of putting together a Haram al-Sharif/Temple Mount security patrol financed by the PA. Jewish settlers unilaterally evacuate 1 unauthorized settlement outpost in the central West Bank; the IDF says it has received orders to dismantle another 5. An Israeli military court exonerates for lack of evidence PA General Intelligence officer Musa Shahin, who was placed in administrative detention in 7/02 for allegedly firing on 2 IDF posts. Inside Israel, Israeli Arabs observe a general strike, stage protests to mark the 1st anniversary of the 10/00 riots, which left 18 Israeli Arabs dead (13 killed by Israeli police; 5 by Israeli civilians). Israeli police keep a distance fr. demonstrators; no violence is reported. (MM 10/1)

Qalqilya; fatally shoot 1 Palestinian wanted for killing a Jewish settler on 7/24.
